Abstract

This research while such the number of the HIV/AIDS in district Semarang are increasing. Lack of health facilities associated could have an impact on the to the reproductive age. The formulation problems this research include: how the implementation of those two years about 3 2010 HIV/AIDS in district Semarang? , what many factor are affecting the implementation of local regulations?. Research purposes to know the legislation number 3 years 2010 about HIV/AIDS in district Semarang. Research purposes to know the legislation number 3 years 2010 about HIV/AIDS in district Semarang. A literature study underlying this research using the theory George Edward III. The methodology used by the methodology qualitative .Analysis by using taxonomic analysis techniques and analysis of cultural theme . The result showed that the implementation of HIV/AIDS in district Semarang not optimally .This was apparent from the three phases which includes prevention , treatment , and rehabilitation. It is proven with increased rates of the HIV/AIDS , the number of health facilities inadequate to include the whole the district Semarang , and the availability of human resources not enough. Ineffective HIV/AIDS because the sectoral ego between government agencies and across the private sector , the stigma negative for the HIV/AIDS , and the culture permissiveness in society about. Based on the research done is recommended deprive sectoral ego happened , improve public education for HIV/AIDS , and improve health facilities and the quality of human resources.

Abstract

Fenomena terorisme di Indonesia belakangan ini semakin menguat seiring dengan menguatnya fenomena radikalisme. Dalam upaya pencegahan tindak terorisme, pemerintah melakukan langkah antisipasi secara terus menerus yang dilandasi dengan prinsip perlindungan hak asasi manusia dan prinsip kehati-hatian. Deradikalisasi adalah suatu proses atau upaya untuk menghilangkan radikalisme. Tujuan dari penelitian ini adalah untuk mendeskripsikan peran pemerintah daerah dalam upaya deradikalisasi eks napiter di Wilayah Kota Semarang dan menganalisis faktor penyebab munculnya kendala dalam palaksanaan deradikalisasi eks napiter. Metodologi yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Upaya untuk menentukan dan mencapai tujuan penelitian dilakukan dengan menggunakan indikator peran pemerintah daerah sebagai fasilitator dan peran pemerintah daerah sebagai regulator. Hasil penelitian menunjukkan bahwa peran pemerintah sebagai fasilitator dalam pelaksanaan deradikalisasi eks napiter sudah dijalankan terlihat dari bentuk pemberian pembinaan, keterampilan, pelatihan dan pendanaan yang diberikan kepada eks napiter. Sedangkan peran pemerintah sebagai regulator, saat ini pemerintah daerah belum memiliki peraturan daerah yang mengatur khusus tentang radikalisme, terorisme atau bahkan deradikalisasi. Perbedaan pemikiran/Ideologi, terbatasnya anggaran dan adanya Labelling dari masyarakat terhadap eks napiter menjadi kendala dalam pelaksanaan deradilaisasi eks napiter di Kota Semarang. Pemerintah Daerah perlu memberikan bimbingan keagamaan melalui pemuka agama dan dan penambahan alokasi dalan dalam pelaksanaan program. Selain itu pemerintah pemerintah dan masyarakat harus hadir di tengah-tengah eks napiter dan bersinergi dalam pencegahan radikalisme dan terorisme.

Abstract

ABSTRACT The geographic condition in every regional development regions in indonesia causes is not homogeneous on regional development. Therefore, implemented a decentralization that regional local understanding of the conditions and each for its potential can be used. Development in the infrastructure sector one of which became an integral part of national development because infrastructure of the cogs of economic growth. Infrastructure development requires huge cost. So the government has not been able to pay for it own .One of the alternative solution to solve the problems is in cooperation with investors from private sector by working together. One of cooperation with third parties (private) conducted by the district government Semarang is development and management of clean water between PDAM District Semarang with PT Sarana Tirta Ungaran. This partnership model is a Build Operate and Transfer (BOT), concession period of 27 years and as a source of raw water is Tuntang River. The legal framework underlying the implementation of the cooperation policy is Semarang District Regulation No. 13 Year 2010 on Regional Cooperation. This study aims to analyze how the implementation of regional cooperation between PDAM Semarang with PT STU, as well as some of the supporting factors and obstacles in this cooperation. The results of research on the implementation of this cooperation shows two core problems, there are many industries that use underground water for their production needs and condition of the water distribution pipes that are prone to leak. Researchers recommended governmental interference on this problem , for example making a rules of prohibition the uptake of water underground in big amount and in conformance to selling water tariff , in order to be sustainable cooperation and mutual benefit .

Abstract

Policy implementation of street children handling is one of the effort made by the government to remove the children lived in the street by fulfill their rights. Policy implementor are Social Service, Labour and Transmigration of Yogyakarta and the Association of Social Worker Yogyakarta. The purposes of this research are to analyze the process of policy implementation of street children handling and factors that support and hinder policy implementation of street children handling in Yogyakarta city. The effectiveness of the policy implementation process viewed from 4 factors: appropriateness of the policy, the accuracy of the executor, the target accuracy, and precision of the environment. For enabling and inhibiting factors using the theory of Van Meter and Van Horn are standard and policy objectives, resources, communication between organizations and implementing activities, the characteristics of the implementing agency, social, political, and economic environment and disposition implementor. This study used a qualitative approach with descriptive type of research, because research aimed to illustrate how the process of policy implementation of street children handling performed deeply by the facts. Analysis of this research were field observation, interview, and literature study. Then doing reduction data, data presentation, and drawing conclusions based on the analysis and presentation of data. The results of this research wasn’t able to solve the existing problems of street children yet, but able to reduced the number of street children. The inhibiting factors were funds, private role, social and economic environment of Yogyakarta city.

Abstract

Fisheries is human activities that deals with the management of resources and the utilization of biodiversity waters. In Indonesia according to law of Republic Indonesia no. 9/1985 and law of Republic Indonesia no. 31/2004 activities including in fishery started from before production, of production processing up to marketing that have been undertaken in a business systems fishery. In this way fisheries can be considered is a business agribusiness. The government made study of potentials in the fisheries sector where the trend in modern times is industrialization. While the findings in the field is of the increase in a good enough in term of production a food fish and the number of fisheries agents under cultivation that increase significantly. Of the findings that governments create a program that enables the formation of an industrial area good fishery of the stage before production, of production processing the result of production to the stages of marketing. The program is called Minapolitan program which was set in PERMENKP NO. PER.12/men/2010 about Minapolitan. The purpose of this research is to find the implementation of Minapolitan program in Rajapurbawa area in Banjarnegara regency and to know the motivation factor and an impediment to implementation of Minapolitan program in Rajapurbawa area in Banjarnegara regency. The theory used among others the theory of public administration, public policy, and the implementation of policy. Type of research is the type used by descriptive approach qualitative research method. The subjects in this research are 4 people who is chairman of the field in each team Minapolitan on them, and 2 people from a member of one of the field in the team Minapolitan on them. While data collection techniques conducted by interviews and the study of literature. Data analysis done by the technique of the data, the reduction of data, and withdrawal of the presentation of conclusions and verification. The results of the study showed that the implementation of the program Minapolitan in Banjarnegara regency seen from 5 policy indicators the accuracy still reap negative value where there was 3 indicators that has not been right and only 2 indicators that have done exactly in the implementation. This was due to the fact that various factors that hampers the implementation of programs namely resources, factors communication between the organization as disposition, and the organizational structure.

Abstract

Minister of Villages, Disadvantaged Regions, and Transmigration Regulation No. 5 of 2015 on The Establishment, Arrangement and Management, and Dismissal of Villageowned Enterprise followed up in regional area by Regulation Regional Regulation of Semarang Regency No. 17 of 2016 on The Establishment and The Management of Village-owned Enterprise and Shared Village-owned Enterprise regulated about the management of business units of village-owned enterprise. Desa Lerep is a village in Kabupaten Semarang that has been implementing village-owned enterprise for almost two years. The purpose of this research is to find out about how the management policy of business units being implemented in Desa Lerep, as well as the factor affecting of the implementation. This research used a descriptive method-qualitative approach. The result showed that village-owned enterprise in Desa Lerep named BUMDes Gerbang Lentera has seven business units: Public Service Unit, Small Industrial Unit, Rental Unit, General Trading Unit, Tourism Unit, Microfinance Institution Unit, and Fisheries and Livestock Unit. Each units did certain business in order to achive their respective goals. Among the seven units, General Trading Unit and Tourism Unit are the ones which show the most business perfomance more than the other. Whilst Microfinance Institution Unit show the least business perfomance of all other units. Affecting factors of the implementation are villagers participation, coordination, collaboration, limited funds, and the staffs activeness. The writer suggests to do a training on processing house waste into compost, using the authentic culinary of Desa Lerep as a catering menu, selling the local products of Desa Lerep on online sites, optimizing the saving and investment of Desa Lerep villagers, and strengthen the work ethic of BUMDes Gerbang Lentera’s staffs.

Abstract

Various problems such as lack of public awareness of the Semarang District particular demographic data ownership birth certificate into the background of this research. This study aims to determine how the implementation of Semarang District Regulation No.7 of 2009 on Population Administration in Semarang district and identify factors driving and inhibiting in the implementation of the registration and recording of population. This study uses descriptive qualitative research methods. The subjects in this study consists of six (6) key informants.The results showed that the implementation of Semarang District Regulation No.7 of 2009 on Population Administration shows that walking good implementation. But Less Her amount of resources to be a problem that must be faced by the Department of Population and Civil Registration Semarang district in providing services to the public, as well as the transitional administration system administration manual to computer systems that have not been synchronized, causing inaccuracies in the data has. And the lack of public awareness that has been aged for ownership of population data to itself.Based on these conclusions, the researchers recommend to the executive population registration and civil registration in order to encourage dissemination to the public to register themselves in the Department of Population and Civil Registration Semarang district and implementing e-government in the implementation of the settlement administration.

Abstract

Implementation of Regional Regulation Number 7 of 2014 About Planning, Development of Traditional Markets, Shopping Centers and Modern Stores departing from problem structuring and development of traditional markets, shopping centers and modern stores are paying less attention and protect the human rights community in the trade sector. The purpose of this study was to describe how the implementation of local regulations number 7 of 2014 regarding the arrangement, development of traditional markets, shopping centers and modern shops can be assessed through the fulfillment of its principles. In this study the researchers intend to analyze the factors that hinder the implementation of local regulations number 7 of 2014 regarding the arrangement, development of traditional markets, shopping malls and modern shops. This research uses descriptive research by observation in the field. The results of this study are still encountering many obstacles on several fulfillment principle. Among these factors, the allocation of financial resources, keterpautan and support among various implementing agencies, clarity and consistency of the rules, forces commitment to the policy objectives and broad access outside groups to participate in the implementation of the policy. The study recommends among other things, the need to support financial resources, increased keterpautan and support among various implementing agencies, the need for clarity and consistency of the rules, increased commitment of forces, and increased access to outside groups.

Abstract

Skill Training Programs for Child Labour is one of the program created by Department of Labor and Transmigration in accordance with the Mayor regulation number 560.05 / 0289 about the plan of the removal of forms work worst of a child (RAK PBPTA) were intended for workers children under the age with the aim for improving knowledge and skill for workers children to increase their family economic and detached from their work worst. The number of child labor within Semarang City keep increasing every year, they generally work that jeopardize mental, physical and their own health. Children are entitled to a wide opportunity for the growth optimally both physically, mentally, science and social because children have an important role for the city of Semarang in the future. The literature review underlying this research uses George Edward III theory. The research method used is qualitative research method. Analysis using taxonomic analysis techniques. The result show that the implementation of Skill Training Programs for Child Labour in Semarang not yet optimally. It was apparent from three stage process of the implementation covering the first phase , the second phase and the third phase. It marked a little number of child labor who joined the skills training programs, the number of equipment training inadequate to include all child labor, availability of human resources, and the funds that are not enough, the use of a method of a bad for the program, volition implementor also weak, and no further action after the child gets the training. Based on this research, then need for structured socialization mechanisms and schedules, additional funding for facilities and human resources resources comparable to the number of child laborers, in-class replacement methods to outclasses, the establishment of specialized teams of skills training programs from the first to third stage, coordination with government agencies other or private parties related to subsequent action after the child has a skill training program.

Abstract

Abstract The development of batik is currently a serious problem in Grobogan Regency due to the lack of competitiveness of grobogan batik quality. The lack of attractiveness of the public to buy batik products led to a decrease in the amount of production. This research aims to analyze management in the development of Grobogan batik industry as an effort to empower the community and the factors that are the obstacles. This research uses qualitative descriptive method with data collection techniques using interview, observation and documentation techniques. The research looked at the management component in the development of Grobogan batik industry as a community empowerment effort that includes planning, organizing, actuating, controlling owned by George R. Terry, and wilson's theory of empowerment process. The results showed that the management of the development of the Grobogan batik industry as an effort to empower the community in Grobogan Regency is good enough although still not maximal because of activities that only focus on monotonous coaching and lack of innovations that can attract more people to participate. The factors that influence are: weak public awareness, lack of community participation rate, lack of ability to use technology, traditional mindset of society, people still market batik products with conventional, and lack of public attraction so that there needs to be more opportunities for the community to increase participation, there is still a feeling of excessive sungkan and innovation and expansion of cooperation with the marketplace. The suggestions provided are: provide space and opportunities for the community in conveying aspirations, developing innovations by bringing professional speakers in sustainable seminars, providing market place training, conducting open surveillance reporting uploaded through the Disperindag web, as well as marketing Grobogan batik products, in tourist attractions.
