Abstract

So far, studies conducted by scientists in the field of public administration have only grouped stakeholders or actors involved in collaborative forums into state and non-state stakeholders. Whereas in the contemporary era, many institutions were formed and were hybrid. Empirical facts in the field identify other forms outside the two entities that the researchers call hybrid actors, namely actors who act inside and outside the state system. One of the actors showing these characteristics in a collaborative forum is the Padang City Children's Forum (FORANDANG) in the Padang City Child-Friendly City Task Force (KLA). The Children's Forum is a children's organization formed and fostered by the government to bridge communication and interaction between the government and children. This makes the Children's Forum a top-down institution. However, on the other hand, this organization demands active participation and initiation from its members, who are more bottom-up in nature. This study aims to determine hybrid actors' capacity to carry out joint actions in the Padang City KLA Task Force collaborative forum. To find out this, this research was designed using descriptive qualitative research methods with informant selection techniques using purposive sampling. Data collection techniques were collected through interviews, observation, and documentation review. The results showed that FORANDANG's capacity as a hybrid actor in the KLA Task Force for the City of Padang needed to run optimally, as indicated by the four main components: procedures and institutional structure, leadership, knowledge, and resources.

Abstract

This study aims to analyze the scientific literature on child-friendly city governance using the Bibliometric Analysis framework. Analysis using VOSviewer software version 1.6.19 with database from Google Scholar. The search for articles uses Publish or Perish software version 8, assisted by the Mendeley Desktop software version 1.19.8 in completing the article data. The keywords used in the search were "governance" and "child-friendly cities." By using these keywords, 307 article documents obtain. The articles were sorted and eliminated in two stages, resulting in 29 documents. Furthermore, literature analysis carries out in four parts: publication analysis, institutional contribution analysis, citation analysis, and keyword analysis. In general, the results show that in recent years there has been an increase in the scientific literature on the theme of child-friendly urban governance. However, these articles and annual citations still need to be higher. In addition, published articles can group into five clusters of research themes.

Abstract

This study aims to examine the adoption of digital innovation through the utilization of the Sirancak system in the provision of child identity card services in Padang City. The research employed a descriptive qualitative research methodology. The study was carried out from January to March of the year 2023. This study encompassed interviews with 12 participants, comprising parents or guardians of children using the Sirancak system to issue child identity cards. Additionally, employees from the Population and Civil Registration Office of Padang City, who play a role in the implementation of the Sirancak system, were also included in the interviews. Data on participants' experiences, attitudes, and satisfaction with the services offered by the Sirancak system were gathered through interviews. This study demonstrates that implementing the Sirancak system enhances service efficacy by facilitating the accessibility and processing of information about issuing child identity cards. The study also showed that implementing the Sirancak system yields improved accessibility for the community. This digital platform enables individuals to submit applications for a child identity card remotely, eliminating the need for in-person visits to the service office. In summary, this study enhances our comprehension of the advantages associated with digital innovation in child identity card services.

Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan penataan pedagang kaki lima (PKL) di Kawasan Wisata Pantai Padang. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan waktu penelitian dilakukan pada bulan Mei 2023. Penelitian melibatkan 10 informan sebagai sumber data. Hasil penelitian menunjukkan bahwa efektivitas implementasi kebijakan penataan PKL memiliki peran penting dalam meningkatkan keberlanjutan pariwisata di Pantai Padang. Strategi Satpol PP dalam melakukan penataan dan penertiban PKL juga menjadi faktor kunci efektivitas implementasi kebijakan tersebut. Selain itu, ditemukan bahwa adanya pendekatan jalan tengah dalam penataan pedagang kaki lima di Pantai Padang saat ini. Pendekatan ini melibatkan negosiasi dan kesepakatan dengan PKL untuk membuka lapak pada waktu terbatas, dengan syarat-syarat tertentu. Hal ini mencerminkan upaya pemerintah dalam mencari solusi yang mengakomodasi kepentingan PKL sekaligus menjaga keberlanjutan pariwisata. Untuk solusi jangka panjang, diperlukan upaya penyediaan area khusus yang memadai bagi PKL. Selain itu, perlu dilakukan pemantauan dan evaluasi berkelanjutan terhadap implementasi kebijakan penataan PKL untuk memastikan keberhasilannya. Kolaborasi dari berbagai pemangku kepentingan dan sosialisasi yang intensif juga diperlukan dalam meningkatkan kesadaran dan pemahaman PKL tentang pentingnya penataan PKL dalam mencapai pariwisata Pantai Padang yang berkelanjutan. Kata Kunci : Efektivitas Kebijakan; Pariwisata Berkelanjutan; Penataan PKL;Pengelolaan Pariwisata, Strategi Satpol PP

Abstract

The coal industry in Indonesia is one of the most promising sectors, with trillions of rupiah in revenue each year. However, the rapid growth of this industry is not proportional to the risks it generates. Many coal companies still do not pay attention to their impact on the environment and society, such as the problem of illegal coal stockpiles. This illegal coal stockpile is a collection of coal that does not have official permission from the government to be mined, transported, and sold. This illegal practice can cause environmental and public health issues, such as air, soil, and water pollution, and potentially respiratory diseases and cancer. This research aims to explore and analyze the advocacy efforts undertaken by WALHI West Sumatra regarding the illegal coal stockpile conflict in Padang City. A qualitative approach with a case study was used in this research, applying the concept of advocacy developed by Sharma. Data were collected through interviews, observations, and documentation analysis. The results showed that WALHI West Sumatera had conducted various advocacy efforts, including investigations, socialization, education, campaigns, and legal advocacy to various related parties, such as the government, community, media, and business actors. As a result of these advocacy efforts, the Padang City Government has sealed several illegal coal stockpile operations. The Indonesian Ministry of Environment and Forestry is reviewing the case to take further steps to increase its authority in stockpile licensing. This study recommends that WALHI West Sumatera continue its advocacy efforts comprehensively while collaborating with various parties concerned about this environmental issue.

Abstract

This research examines the implementation of the Manpower Placement Program in Padang City, West Sumatra, addressing the city's high unemployment rate. Employing a qualitative approach with descriptive methods, the study utilizes documentation and interviews with key informants from the Manpower and Industry Office, employers, and private placement agencies. The study reveals suboptimal program implementation, with objectives not fully achieved despite a decreased open unemployment rate. Padang City still faces the highest unemployment rate in West Sumatra, with a significant disparity between registered and placed job seekers. Challenges identified include inadequate human and non-human resources within the Manpower and Industry Office, suboptimal communication and coordination between implementers and external organizations, a mismatch between job seeker competencies and employer demands, and insufficient support from political elites and local regulations. The research emphasizes the need to develop localized policy frameworks that address Padang's unique socio-economic conditions, implement innovative resource strategies, enhance coordination mechanisms, and adopt context-sensitive approaches to balance national directives with local realities. These recommendations aim to improve the program's effectiveness and align it with the city's needs and challenges. This study's critical implication is that ineffective policy implementation highlights the need for a comprehensive, localized approach to address critical issues, considering the city's unique socio-economic conditions and resource constraints.
