Abstract

This study aims to see who is involved in public services in the Tobekgodang District of Tampan District, which has been regulated in the Regulation of the Minister of State for Administrative Reform No. 13 of 2009 concerning Guidelines for Improving the Quality of Public Services. The design of this study uses descriptive qualitative methods that will reinforce and review the data in general in the form of documents relating to public facilities within the scope of public services Tobekgodang District Tampan District. In addition, so that the research objectives can be used also use primary data in the form of interviews with research informants, namely: Head of Tobekgodang Village, Secretary of Tobekgodang Village, Tobek godang Village Staff and Tobekgodang Village Community. The results of this study indicate that the participation of the community in Tobekgodang Subdistrict, Tampan District has been effective in improving public services in Tobekgodang Subdistrict, Tampan District.

Abstract

This study aims to identify and analyze the effect of transformational leadership style of the effectiveness of employee performance in PHC Sidomulyo Pekanbaru, Based on Law No. 23 of 1992 on Health which emphasizes the importance of improving the quality of health services, especially the level community health centers in the form of health care cost and quality, this study used survey method with quantitative approach. Primary data were collected by distributing questionnaires to the entire population of the research sample numbering 50 employees Sidomulyo Pekanbaru City Health Center data analysis using simple linear regression by using SPSS program to see the effect of the independent variable on the dependent variable. The results of data analysis showed there was a positive and significant influence transformational leadership style with health center staff performance effectiveness Sidomulyo western city of Pekanbaru. This is indicated by tcount amounted to 1,750 with p = 0.000 <0.05. note that the value of R2 (Rsquare) amounted to 0,702. This means that the influence of transformational leadership style of the effectiveness of the performance of employees amounted to 70.2% positive and significant effect of transformational leadership style with employee performance demonstrated the effectiveness of leadership style is suitable to be applied in the health centers. The functioning of transformational leadership on improving the effectiveness of performance based leadership efforts to provide motivation to improve performance in working as part of the organization so that employees develop performance by jointly realize the objectives of the organization.

Abstract

This study addresses the need of medical doctors planning process undertaken by theHealth Deparment in Pekanbaru City. So far inventory step in the planning process under taken only limited data collection and the number of qualified doctorsonly, not to the activity analysis and mapping. In addition,the method that used by health office in Pekanbaru City is not standard, so that the number of doctors exceeds national standards, but it is not appropriate qualifications and uneven distribution.This study is a qualitative research to seeks and understand deeply the secondary data from the documents which related the topics, as well as the primary data obtained from interviews with informant of the research as : Chief of medical department, The head of Human resources division and Chief of health section of Health Services and Referral Association.To analyze the planning needs of medical doctors conducted by the Health Departement Pekanbaru city, the author uses the theory proposed by Noatmodjo (2003: 24), namely: inventory, estimate (forecasting), and the planning, monitoring and evaluation.The conclusion of this research is the planning of the medical doctors’ need which has done by health department of Pekanbaru had through steps as follows: inventory, forecasting (estimate), monitoring and evaluation. But there should be strengthened in every steps and also commitment from pekanbaru government, as preparation of the health master plan, minimum standard services, establishes a special a department of planning and standard operational procedure.

Abstract

Public service innovation policies are still new in the implementation of public services at this time. Puskesmas Jaya Mukti is one of the government institutions that innovates through the Optima cycle. The research method used is a qualitative approach, analysis of interactive models and interactive analysis in various qualitative analyzes as a continuous, repetitive and continuous effort. The results of the study showed that the policy implementation of the Proven Health Center using the Optima Cycle had gone well, automatically not making the patient's satisfaction in the Puskesmas increased. The inhibiting factors of the application of cyclical optima are the length of the report download from sikda optima, and in the application of the cyclical optima application there is still no recapitulation of the patient's history below 2016. And the latter requires a supportive policy such as the policy generator used to turn off the lights.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis transparansi pelayanan informasi publik oleh PPID dan faktor penghambatnya. Kewajiban pemerintah dalam keterbukaan informasi publik sebagaimana dijelaskan pada Pasal 1 ayat 2 dan ayat 3 UUD Tahun 1945, yang memiliki tujuan utama ialah memastikan agar organisasi publik menjadi lebih produktif dan aktif dalam menjalankan tugas-tugasnya di bidang penyediaan informasi dan dokumen sesuai permintaan publik. Transparansi adalah prinsip keterbukaan yang memungkinkan masyarakat untuk mengetahui dan mendapatkan akses seluas-luasnya ke pemerintah. Metode penelitian yang digunakan dalam penelitian ini yaitu metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa PPID memberikan layanan informasi publik, tetapi ada beberapa hal yang belum cukup dilakukan.

Abstract

Studi ini bertujuan menganalisis kebijakan perubahan iklim dari perspektif administrasi publik menggunakan pendekatan bibliometrik. Metode ini memungkinkan peneliti mengidentifikasi tren penelitian, kolaborasi penulis, dan pemetaan tematik terkait kebijakan perubahan iklim dari tahun 2015 hingga 2025. Data dikumpulkan dari 200 artikel yang terindeks di Scopus dan dianalisis menggunakan perangkat lunak VOSviewer. Hasil analisis menunjukkan bahwa fokus penelitian yang paling dominan adalah kebijakan (25%), dampak perubahan iklim (26,67%), dan lingkungan (13,33%). Visualisasi bibliometrik mengungkapkan bahwa topik-topik seperti perubahan iklim, karbon dioksida, keberlanjutan, dan polusi udara merupakan hal yang sentral dalam wacana ilmiah. Studi ini juga mengidentifikasi kesenjangan penelitian di bidang evaluasi dan keterlibatan pemangku kepentingan, yang menekankan pentingnya kolaborasi multi-aktor dan pendekatan kebijakan adaptif dalam mengatasi tantangan perubahan iklim. Secara keseluruhan, studi ini memberikan kontribusi yang signifikan terhadap literatur kebijakan publik dan menawarkan arah baru untuk penelitian kebijakan perubahan iklim yang lebih kontekstual dan berkelanjutan.
