Beef production in East Java has decreased due to the decrease in the number of cattle slaughtered and the desire of farmers to sell or cut cattle. The decline of beef production in East Java is not compare with the increasing consumption of beef each year. This condition will affect the beef availability in East Java in the future. The aims of this research are (1) Beef availability system in East Java, (2) Dynamic model of beef availability in East Java, and (3) Behavior of beef availability in East Java in the future. The research location was determined purposively (Purposive Methods) in East Java. Sampling using multistage sampling technique. The research methond used descriptive analytic method. Data analysis of beef availability system in East Java by descriptive method while the dynamic model of beef availability in East Java by conceptual model, model formulation, and validity test. Data analysis of behavior of beef availability by forecasting and simulation. The results showed: (1) The system of beef availability in East Java Province consisted of two subsystems namely supply subsystem and need subsystem. (2) The system model of beef availability in East Java Province which was developed with a dynamic system approach can be able to represent the system of beef availability in real terms. (3) Behavior of beef availability based on simulation I, the beef availability has decreased. (4) Behavior of beef availability based on simulation II, the behavior of beef availability has increased. (5) Behavior of beef availability in East Java Province based on simulation III has increased

The determination of research area was conducted by using purposive methods. The Method of this research uses descriptive and analytic methods. The sample used is one small industry and one home industry. In this research, the researcher used primary and secondary data. The Analysis that used are (1) Material Requirement Planning (MRP) method with Lot For Lot Technique, Economic Order Quantity, Period Order Quantity, and Balancing Part Period, (2) SWOT Analysis. Result of this research, it can be concluded that: (1) the control and the procurement method of raw material of clove leaves essential oil refining industries at Watulimo district is not efficient and economic. MRP method PPB technique is recommended as alternative method in raw material control and procurement in small industry owned by Bapak Sutoyo by saving total cost of Rp. 32.171.717 or 17,22%, whereas MRP method POQ technique is recommended in domestic industry owned by Ibu Nur Utami by saving total cost of Rp. 19.429.800 or 23,11%, (2) SWOT accounting and analysis result showed that clove leaves essential oil refining industries at Watulimo district still in white area position, so it is profitable and has prospective opportunity and potential to do.

Abstract

This research examines various variables in the implementation of Warehouse Receipt System in East Java in 6 SRG sample districts. The method used is Decision Matrix Analysis (DMA) with 5 price variables, infrastructure, cost, government support, and warehouse receipt utilization. SRG in general in the area of study has not been well utilized, therefore it is necessary: (1) comprehensive efforts, integrated and accelerated by all stakeholders, especially from relevant agencies. (2) government support in terms of socializing the benefits and uses of SRG in the marketing of farmer's results and income. (3) the existence of new institution such as small warehouse of container unit in central area or at remote location so that it can accommodate small farmers and distance of distant business location. (4) Provision of transportation to assist in transportation of goods. (5) management of SRG, since SRG has been built with central allocation fund, while those who provide land is the region, the uncertainty of making local governments halfhearted in managing SRG. Abstract

World oil price has been fluctuating throughout the years, however the trendcontinue to increase. Due to limited sources of oil production and high demand for worldoil, it is predicted in ten years from 2010, world oil price could even reach as high as tripledigit per barrel. Thus countries around the world have continuously tried to producealternative energy, including Indonesia. The government had been supportive in trying todevelop this industry, including roadmaps and target for alternative energy production, toreduce the dependence on fossil fuel until the next ten years to come. The objective of thispaper is to study the bioethanol industry developed by the PTPN X. The bioethanolindustry is still at its early stage in Indonesia. Problems to develop this industry includesfinding the most potential raw materials used, availability of the industry, stage of 12 and Rudi Wibowocompetition with other uses of the raw materials until end product and marketing. From many potential raw materials, sugarcane is one of the most potential sources of bioethanol.PTPN X case study indicated that bioethanol can be developed along with supportingfactors such resource, technology and company size. The comparative advantage of thePTPN X is the ability to incorporate various problems from upstream to downstream of thesupply chain of bioethanol. Methods such as the EPC, ANP, Diamond Porter Model andcase study of PTPN X are used to demonstrate the potential of sugarcane as an alternativeenergy and the ability of PTPN X to develop this industry.

The research method used is descriptive and analytic method. Methods of data collection used documentation. Data analysis tools used are backward and forward linkage analysis and multiplier effect analysis. This research used Input-Output Table of East Java on 2010 and 2015 with classification of each 110 sectors aggregated into 20 sectors. The results of this research showed that: 1) during the period 2010-2015, the direct backward and forward linkage of tobacco agribusiness is low. Nevertheless, the value of cigarette industry and tobacco sectors in the future has increased, while the tobacco sector declines. While in the value of backward linkages, the tobacco industry and tobacco sector tends to increase, while the processed tobacco sector declines, 2) The role of tobacco agribusiness in creating output, income, and employment is high. However, on output and income multiplier, the processed tobacco sector shows declining value, while the tobacco and cigarette industry shows an increasing value, due to increased cigarette consumption in East Java. In labor multipliers, the tobacco sector has decreased, while the tobacco processing industry has increased.
