Abstract

This research focuses on the problem of implementing public service policies in the Bolaang Mongondow District Population and Civil Registration Office in the manufacture of e-KTP. This research is intended to find out how the implementation of this public service policy has been carried out in the Bolaang Mongondow District Population and Civil Registration Office in the manufacture of e-KTP. And to help the writer understand how the implementation of this public service policy is applied within the scope of regional government, especially the Office of Population and Civil Registration. This research was conducted using qualitative research methods in the Population and Civil Registration Service, the research informants consisted of program implementers (the Local Government of Bolaang Mongondow Regency and Implementing operators) as well as the community obligatory e-KTP. The results showed that the cause of the lack of maximum implementation of public service policies in the Population and Civil Registration Service, especially in the field of e-KTP manufacture, namely facilities and infrastructure in the process of making e-KTP, as well as bad networks. Based on the research findings then; there needs to be a government policy to pay more attention to the needs that are most needed in the Population and Civil Registration Service so that the process of making this e-KTP can run well in accordance with existing procedures. As for the form of good commitment from employees to carry out their duties in subdivision of regional government programs in the field of Population and Civil Registration; there is support from stakeholders and all community components to support the Dinas program to create an orderly society in population administration.Keywords: Policy Implementation, Public Service, Population Administration.

Abstract

Abstract: This study aimed to: "analyze the impact of leadership effectiveness terhdap performance ofthe civil service in the Department of Population and Civil North Halmahera District". The relevantmethod used is descriptive and explanatory survey with quantitative approach. Semapel respondentspurposively set as many as 33 employees in the Department of Population and Civil Registration ofNorth Halmahera district. Data were collected through questionnaires by survey techniques and directobservation. Once the data is collected, then analyzed by using frequency tables analysis (percentage)and to test the hypothesis applied simple linear regression analysis and correlation of product moment.The result showed that (1) The effectiveness of leadership at the Department of Population andCivil Registration North Halmahera District, observed from the dimensions of leader-subordinaterelations, task structure and position power leader, is in the category were likely to be high.Dimensions of Leadership Effectiveness, partially highly significant and contributes greatly to theperformance of the civil service. (2) The performance of the civil service in the Department ofPopulation and Civil Registration Halmahera in middle category or medium tends to be high.Simultaneously (together) dimensions of leadership effectiveness and positive effect is very real andhad a contributive relation to the performance of the civil service, particularly in the Department ofPopulation and Civil Registration North Halmahera.Thus, we can conclude that the hypothesis proposed in this study can be tested empiricallyvalidity, as well as justifying the underlying theories. Referring to the findings in this study, it can besuggested that leaders at all levels in the Department of Population and Civil Registration NorthHalmahera further enhance the competence and ability of a leader to motivate employees to improvetheir performance in delivering to the public servant.Keywords: leadership effectiveness, the performance of the civil service.

Abstract

Based on the results of research observations, the researcher sees that there are still manycomplaints from the community and market traders following the Rawajaya traditional market relocationpolicy in Tobelo district of North Halmahera Regency resulting in public problems seen based on indicatorsof policy impact such as Impact on people involvement, impact on out-of-target group, impact on timedimension, Impact on direct costs and Impact on indirect costs, therefore the purpose of this research is toknow the impact of Rawajaya traditional market relocation policy in Tobelo city of North HalmaheraRegency, this research uses research method qualitative descriptive, research informants are 12 (twoelf)informants consisting of 1 head of Industry Office, 1 head of department of Industry and Trade, 4 markettraders, and 6 people divided from 3 districts in Tobelo City region. Data collection techniques used areinterview techniques, observation and dokumentasi. And data analysis techniques used are data reductiontechniques, data presentation, and conclusions drawing.Based on the results of research through several points in the research method, about the impactof Rawajaya traditional market relocation policy in the area of Tobelo city of North Halmahera Regencywhich is seen from the indicators of policy impact. Whereas the impact of Rawajaya's traditional marketrelocation policy can hurt the traders as the target group of policy, because after the traditional market ofRawajaya has been relocated resulting in decreasing merchant income where the lonely market location ofthe customers and accessibility to the new market location also harms the public which is considered toodifficult and the transportation cost is also expensive so that the impact of this policy is very broad coveringcommunity activities as consumers in new markets as well as merchant groups.Keywords: Policy Impact, Traditional Market Relocation

Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

ABSTRACT : Governance of area can walk because of existence of support various resource factorcapable to move organizational wheel of governance in order to attainment of target management of areaautonomy, including in it is Earnings Of Genuiness Area. Problem of which in questioning in thisresearch is how a far influence of Implementation Policy Of Reform Bureaucracy To Revenue OfGenuiness Area Sub-Province of Minahasa South-East".Method which used in this research isquantitative method. this Research Subyek is public servant of civil in On Duty Earnings Of Area Sub-Province of Minahasa South-East. Sampel Research taken by counted 39 people, consist of 23 people ofPNS and the rest counted 16 people officer honorer.data collecting by using kuesioner Result of dataanalysis After calculated by using correlation analysis of product assisted moment with analysis of tools ofprogram of Exel, hence obtained by correlation coefficient of Implementation Policy Of ReformBureaucracy ( X) to Earnings Of Genuiness Area ( Y) is real and positive and correlation coefficient andalso determinasi reside in at high category. Relate at pickings analyse data which have been elaborated byprevious shares, hence it is can be pulled by some final conclusion as follows.1. Implementation policy of bureaucracy reform represent one of the determinant revenue of areagenuiness.2. Result of statistical analysis indicate that between implementation policy of bureaucracy reform withrevenue of area genuiness have relation of kontributif and have positive linear pattern . Relation both ofvariable very signifikan at level test 1%, whereas degree of determinant energy equal to 87,8%. Mountingand or down it revenue of Genuiness Area Sub-Province of Minahasa South-East equal to 87,8 %determined by Reform Bureaucracy factor.Keyword : Implementation Policy, Revenue Of Genuiness Area

Abstract

This research aims to determine the effectiveness of land and building taxcollection in the village of Kamanga Dua, Tompaso Subdistrict. By applying thedescriptive-qualitative method, this research uses the types of primary and secondarydata, then the data is obtained using interview techniques and field observations. Afterand collected then analyzed using percentage analysis techniques to see the effectivenessof UN collection then interview data were also analyzed using interactive techniques.The results showed that: (1) Land and Building Tax Collection in Kamanga DuaVillage, Tompaso Subdistrict, Minahasa District was categorized in principle "Not yeteffective" or successful with an average achievement of 100 percent per year from thetarget set at 30,150 million rupiah on average per year. (2) The ineffectiveness of UNcollection in 2017 is caused by several things, including the transition of the UNmanagement from the central government to the district / city government so that taxofficials have not had time to effectively disseminate information to taxpayers and thereis an assumption that UN revenue is not fully utilized for the benefit of regionaldevelopment and even the impression of being misused by certain individuals. It isrecommended that in order to achieve the UN acceptance target in the village ofKamanga Dua, Tompaso Subdistrict, Minahasa District, the ability of UN collectionofficers who have adequate skills is needed, the government is advised to conduct specialtraining for UN collection officers. In order to optimize UN revenues so that they canachieve the set targets, the village government needs to disseminate information to themandatory UN whenever there are changes to the UN collection policy.Keywords: Effectiveness, Collection of Land and Building Taxes

Abstract

Abstract : This study aims to determine how the development of educational infrastructure (SMA / MA) and the role of local government in terms of infrastructure (infrastructure) education in secondary school (high school / MA) in Tidore Islands.The method used in this research is descriptive qualitative method. The study was conducted at the Department of Education, 4 high schools (SMA / MA), drawn from 26 schools in Tidore Islands and community education observers, thus the total number of informants is 11 people, while collecting data using interview techniques, techniques analysis used is qualitative analysis interactive model of Miler and Huberman.Based on the results of the study it can be concluded that: openness or transparency of school in terms of development, so that the circumstances in which every person associated with the interests of education in schools can know the process and the results of school policy, it is, do not lie, do not cheat, honest, and open to public about what is done by the school. This openness is indicated in decision-making, planning and implementation of activities, the use of the budget and so on, which always involves the relevant parties as a means of control in order that development is not hampered because of the openness or transparency. Based on the results of research it is recommended suggestions: increasing dedication / contribution of stakeholders for education in schools, either in the form of services (thought / intellect, skills), moral, financial, and material / goods. empower the existing capabilities in the education stakeholders to realize the goal of education. enhance the role of stakeholders in the provision of education in schools. ensure that all decisions and measures taken truly reflect the aspirations of stakeholders and make the aspirations of stakeholders as commander for the implementation of development education in schools. The school must mobilize community participation in the form of anything that is relevant in the implementation of school programs, both physical and non-physical form in order to increase the participation of people divided into two categories, namely participation in the form of financial contribution and participation in the form of thought and effort.Key words : The role of Government, Education Infrastructure Development

Abstract

ABSTRACT: Supervision of the management of the charity that is evaluating the implementation of thepolicy of the management of zakat refers to national legislation, regulations or guidelines issued by BadanAmil Zakat Nasional the supervisory function has an important role in the management and the collectionof tithes in the amil zakat nasional can become an opportunity and also a threat to the national body of amilzakat.This research aims to find out the supervision management of zakat in the amil zakat nasional cityof Manado. This study uses qualitative methods. Informants in this study amounted to 7 peoples. Thetechnique used is the data collection guidelines for interviews and assisted with interviews and observation.Measurement using the theory of Terry with 4 indicator measurement supervision supervisory standard,measuring the implementation of activities, comparing the standard of supervision with the results of theactivities, the act of correction.The results of this study claimed that using 4 measurement indicators in the supervision ofmanagement of zakat in the amil zakat nasional of the city Manado votes are enough runs well but thegovernment should be more responsive in the form of budget funds against the management of zakat inorder to ease the National agencies Amil Zakat Manado can perform its activities effectively and efficiently.Thus, it can be concluded when the supervision management of zakat in the amil zakat national in Manadohas been running quite effectively. Advice agency supervisor at least better understand and apply the returnto law No. 23 year 2011 about the management of zakat, Enhance socialization about the charity so that thecommunity could be more active in channelling zakat to receive zakat compulsory in accordance with thetargets that scroll.Keywords: Supervision, of the management zakat

Abstract

ABSTRACTThis study aims to determine the role of the district development planning in the District Kampung BuruwayKaimana district, West Papua Province. By applying the method of descriptive and qualitative approach, teninformants selected as a data source (sources) to be interviewed, then analyzed using interactive techniques.The analysis showed that the District Chief Buruway quite instrumental in facilitating the preparation of theMedium Term Development Plan of the village, the village Government Work Plan and Budget Plan for the village;as well as facilitating the decision-making role in the village and the decision of the Head of the village. DistrictChief Buruway also always willing to facilitate the implementation of the tasks and functions of KampungConsultative Body (Bamuskam) and social institutions / other traditional institutions.It was concluded that the District Chief Buruway also instrumental in carrying out oversight throughmonitoring and evaluation of the process of preparing village development plans to fit with the vision, mission, goalsand objectives of the regional administration and the provisions of existing law. It is recommended that DistrictChief perlua enhance its role in safeguarding the implementation of programs of village development in order notto deviate from the plan that has been dipustuskan in Musrembangkam; and include hometown competentauthorities, especially officials Bamuskam for training village development plans, especially the preparation ofRAPBKam.Keywords : Role of the Chief District, Village Development Planning.
