Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

Abstract

This research aims to know the effectiveness of the implementation of Rural Infrastructure development programme in the village Bulude, district Kabaruan Talaud Islands Regency. This research uses qualitative descriptive approach, the author assesses the effectiveness indicators based on data collected through in-depth interview techniques, the study of librarianship, and observations. Against 10 informants directly related to the implementation of the rural development programme in the village of Bulude Sub-district Kabaruan. Through this research is also Bulude Village Government and people could find out if the program has been running effectively?. After the data is collected, either in the process of collecting and after collecting the data, and then in the analysis with the results it was concluded that is the implementation of the programme of infrastructure development in the rural village of Bulude had enough runs well were carried out and completed in a timely manner.Key words: Effectiveness, Rural Infrastructure, development.

Abstract

Abstract: this study aims to facilitate any work that was conducted in Ministry effectiveness seehow retirement payment of civil servant in PT Taspen Manado Branch. Based on the results of thestudy Branch PT Taspen Manado need to increase retirement payment service so that there is no delayin payment of retirement services.Research methods in this study is a qualitative research method, and data collectiontechniques in the study ofobservation/observation directly to the location of research, conduct interviews, and documentation.The results showed there is still a delay in the payment of pensions of the Ministry civilservant in PT Taspen. branch of Manado. Abstract

In any case, however we can not be shifted from the fact that the face of life as it is today, partlydetermined by existing human resources. For, as we already know, most of the future is determined by humanactions. What we do today, significantly affects the face tomorrow. Feels or does not present the progress of scienceand technology (Science and Technology) has been so rapid. Communication of information has brought progressand changes in all fields, especially the progress of the quality of Human Resources to create a skilled, competent,skilled cultured and virtuous in the face of opportunities and challenges in the future. Therefore, the research is theRegional Government Strategy in Improving Quality of Human Resources in the West District of Manokwariregency Manokwari, West Papua Province.This study uses qualitative research method using data analysis techniques SWOT. Analysis of internalFator produce factors strengths and weaknesses. Strength (Strengths) that repon The High Society, SpecialAutonomy Fund The Big and The Big Local Revenue. Weaknesses (Weakness) that low levels of education, lack ofguidance and Labor Productivity Development, Lack of Infrastructures, lack of experts and lack of attention fromthe Government. External factors result in opportunities adann threat factor. Opportunity Factors (Opportunities),namely the Advancement of Technology and Natural Resource Rich. Threat factor (Threatments) ie Mindset ThatLess Open, Intervention Of Public Affairs and Poverty Level.Based on the SWOT analysis, set out four strategies, namely: mengupayahkan expansion and equity ofeducation and productivity enhancement and development of society, improvement of public services with improvedquality of personnel and the implementation of balanced development, encourage increased intervention and publicawareness, exploritation potential areas based technology.Key words : Strategies of local governments in improving the quality of human resources, SWOT

Abstract

Abstract: This study aimed to "analyze the influence of regional performance benefits to public serviceIn the City Health Office Ternate North Maluku province" to explain Effect Benefit performance ofRegional Against Public Service is the allowance given to servants which is a function of thesuccessful implementation of bureaucratic reforms and based the gains of the Civil Servants in linewith the achievement of the organization's performance in which the Servant of the work. Therefore,the individual performance benefits Servants may increase or decrease in line with the increase ordecrease in performance measured by Key Performance Indicators lnstansi.Based on the characteristics of the issues raised in this study, the approach used by theapplication of the relevant quantitative descriptive method (Nazir 1988; Koentjaraningrat, 1997); andekplanatoris survey (Vredenbreght, 1981: 41). This is possible because in addition to this study want touncover problems that are actual and factual, it also aims to find circuit / influence of one factor orsymptoms by a factor or other symptoms. According Vredenbreght (1981: 41), that the explanatorysurvey method is a method used to test a hypothesis or, more generally, to explain the relationshipsbetween variables.Presidential Regulation No. 81 Year 2010 concerning the Grand Design Reforms 2010-2025mandates entire Ministries / Agencies and Local Government to conduct bureaucratic reform.Ministries / Agencies and Local Government has awarded bureaucratic reform in the form ofperformance benefits.Results of the assessment of the program and activities of the bureaucratic reform Ministry /Agency which conducted the National Bureaucracy Reform Team (TRBN) used by the Ministry ofFinance for consideration in the calculation of the amount of allowances of performance and are usedin the process of determination of the amount approved in the Meeting KPRBN performance benefits.Furthermore, the amount of allowances of performance after approval OPR determined byPresidential Decree. Abstract

Center Nusa Nipa Tabukan and what are the factors that hinder the implementationprocesspolicy.for answer the problem in this study , the data collection was conducted through interviewswith 13 informants consisting of : 1 person holder of a health program in PHC Nipa , health center employeesNipa 4 , 5 community health card holders , 3 poor people are not holding a health card . In general , almostall indicators of a health policy implementation programs organized by relevant agencies has been goodenough . Referring to the findings in this study , it is necessary to give some suggestions , as follows : PolicyJAMKESNAS program should be This study aims to determine how the implementation of a health programin the District Health implemented to the fullest to the public especially disadvantaged communitiesspecifically , so that people can feel satisfaction in the good and excellent service from the staff and can feelthe benefits of a health program and health services provided puskesmas.thenofficers should be enhanced because it is still found some weaknesses , especially in terms of providing healthcard to the people who have not been targeted and more in priority vehicle for patient referrals . Abstract

The increase in public services in a village or village cannot be separated from the roleof the village head. The success of village development is inseparable from the role of the villagehead as the leader in the village. Therefore, the role of the village head is very important in manyaspects of Kampung community life, including public services.This research focuses on the role ofthe village head in improving public services with the location of the study in Inofina Village,North Moskona District, Teluk Bintuni Regency. The aim is to find out how the village head's roleis in improving public services in Inofina Village, North Moskona District, Teluk Bintuni Regency.The method used is a qualitative method with a descriptive study approach.The implementation ofPublic Services that has been happening all this time in Inofina Village, North Moskona District,Teluk Bintuni Regency is through a service procedure that is easy, fast and centered on the needsof the community; Settlement time is fast but some are slow due to inadequate funding andsupporting infrastructure; Implementation costs from village funds; Products or Service Resultscan be felt directly by the community through the ease of service; and Facilities and infrastructuresupporting the quality of public services need improvement and addition.Keywords: Public Services, The Role, Village Head.

Abstract

This study aims to determine and analyze the Effect of Recruitment on the Implementation of PublicServices in the Population and Civil Registration Office of North Halmahera Regency. The research methodthat I use in this research is quantitative research methods. Data and information were collected through aquestionnaire technique and completed with interview data source techniques/research respondents wereall employees in the Department of Population and Civil Registration of North Halmahera Regency as manyas 36 people.The analysis techniques used by testing hypotheses are frequency tables, product-momentcorrelations and simple linear regression. Based on the description of the data it turns out that most of therespondents who gave an assessment of the recruitment variable of the State Civil Apparatus were in thecategory of “high” or at 66,66%, then as many as 12 employee respondents or at 33,33% who state that therecruitment of the State Civil Apparatus in the Office Population and Civil Registration of NortHamlmahera Regency is in the “medium” category, while the category of “law” is not out of 36 employeerespondents who were interviewed in the North Halmahera Regency Population and Civil RegistrationService. While public service variable in the North Halmahera Regency Population and Service are in the“high” category or 52,77%, then 17 employee respondents or 47,22% stated that public services in theHalmahera Regency Population and Civil Registration Service in the “medium” category, while in the“low” category there isn’t.Keywords: Recruitment of State Civil Apparatus, Public Services

Abstract

ABSTRACTAllocation of funds village is part of the balance funds received district / city, village fund allocation of at least 10% of the balance funds received by the district / city in the budget revenue and expenditure net of fund special allocation. The purpose of the Village Fund Allocation (ADD) is to Improve the organization of village government in carrying out government services and community development in accordance with its authority, Improve the ability of an association of villages and village in the planning, implementation and control of participatory development in accordance with the potential of the village, improving income distribution , employment and business opportunities for rural and urban communities, non-governmental Encourage increased mutual aid society.The purpose of this study was to evaluate the extent of the effectiveness of the allocation of funds in the village of East Motoling District of South Minahasa District. Data collection techniques in this research is through: Observation of the direct observation to the study site, melakukakan Interviews and Documentation.The evaluation result shows that the allocation of funds village in the district East Motoling not effective because there are still some things that are not appropriate as the manufacture of the plan to use the village fund allocation that does not involve people who mislead people do not know exactly to what the actual village fund allocation. Likewise, there is a budget that is used only for personal and group interests such as technical guidance old law that has all the roads when it would be better if the allocation of the funds are used for community development. In addition, the supervision of the district governments are still lacking that causes the allocation of village funds are not utilized properly.Keywords: Evaluation of Effectiveness of the Village Fund Allocation

Abstract

ABSTRACTThis study describes how the contribution of the Locally-Generated Revenue (LGR) sources ofSangihe Islands Regency to the total LGR and the effectiveness level of the acceptance of the LGR sourcesin Sangihe Islands Regency.The method used in this research is descriptive qualitative method with secondary data obtained fromthe Department of Financial Revenue Management and Local Asset of Sangihe Islands Regency. Datacollection techniques are documentation study and literature study with contribution analysis techniquesand level of effectiveness.The results of data analysis show that the average value of the contribution of the revenue sources(Local Taxes, Local Levies, Local Resources Management, and Miscellaneous Legal Revenue) of SangiheIslands Regency in the fiscal year of 2009-2013 was respectively 11.73 %, 50.93 %, 5.36 %, and 31.92 %;and the average value of the effectiveness level of the LGR acceptance of Sangihe Islands Regency in thefiscal year of 2009-2013 was 89.26%, or already effective.Based on the results of this study, it can be concluded that the Local Levies sources provide thelargest contribution to the total LGR in the fiscal year of 2009-2013, followed by Miscellaneous LegalRevenue, Local Taxes, and Separated Local Resources Management. In terms of the level of effectiveness,the administration of revenue sources of LGR in the fiscal year of 2009-2013 has been effective. However,there are several factors inhibiting the increase in the LGR of Sangihe Islands Regency; among others,human resources (HR), supervision, and coordination.This study then suggests that the LGR of Sangihe Talaud be increased, the performance of SKPDneeds to be optimized to generate LGR, and some of the factors inhibiting the increase in LGR needsserious attention from the government.Key word : Locally-Generated Revenue (LGR), Regional Divisions
