Abstract

Abstrak: The research was conducted on the basis of initial observations location study indicated thatemployee performance is still relatively low. The relatively low performance of employees is presumablyrelated to the implementation of human relations factors in the work environment at the RegionalEmployment Board of West Halmahera. Thus, this study aims to: (1) to investigate the implementation ofhuman relations approach. (2) To determine the achievement of employee performance. (3) To analyze theeffect of the implementation of human relations approach to employee performance at the RegionalEmployment Board West Halmahera district. By applying the method of descriptive and quantitativeapproach, respondents were determined purposively sampled as many as 53 employees, then distributed alist of questions or the questionnaire, the results are tabulated and analyzed by applying statisticaltechniques. To describe the research variables used analytical technique that is processed in the percentageof Frequency Distribution Table, while to test the hypothesis used a simple linear regression analysis andcorrelation of product moment.Once the data is collected and then analyzed the results showed that (1) Implementation of human relationsapproach in working condition at the Regional Personnel Agency (BKD) West Halmahera has succeededin improving the performance of employees that are in the category of "high". (2) The increasedperformance of employees at local staffing agency West Halmahera succession is determined or influencedby the application of human relations approach in working condition.Thus, it can be concluded that the hypothesis which states that "the human relations approach effect onEmployee Performance in the Regional Employment Board of West Halmahera District", acceptableempirically at the same time justifying the underlying theories. Can be given some suggestions as follows:(1) To optimize employee performance, it is recommended to local governments West Halmahera streamlineperformance benefits are selective and controlled in order to avoid wastage of financial areas, as well asboost employee performance itself. (2) In addition, the application of human relations approach is neededmore fused with a bureaucratic culture that is based on the culture and local wisdom to better work togetherin encouraging employee performance more optimally.Keywords: Approach Human Relations, Employee Performance

Abstract

The research has been intended to identify and analyze how a mutation affect theworkforce of the workforce and the development of human resources in the western region ofmaluku. The method that the writer USES in this study is the asosiative research method basedon a positivism philosophy, used by researchers in a particular population or sample. Samplingof samples used is accindendal sampling techniques of research in the body's department andthe development of human resources in maluku southwest of the west of 33. Analysis of dataanalysis is simple regression analysis and simple korelation analysis. Based on coronalcorelation analysis (r) = 0.848 means the correlation of the two variables are positive andsignificant. Based on simple regression analysis got the y = 8.667 + 0,722 which means therelationship between the two variables is positive. Whereas from the testing initiative ofdeterminations, the PFF was extracted by.0,72 or 72%. With the result it can be explained thatthe contribution to the spirit of work is 72% while the rest isa contribution to the other.According to the results of the initial test, f 79,379 was made to f table by 2.60 to the point of0.05. From the data it's got f is counting bigger than the f table where fcount 79,379 > 2.60.Then ho was rejected and ha received. It means that there is an influence between the variablesof a mutation in the environment of the workforce and the development of human resources inthe western region of maluku.Key Words: Mutations, Labor, Civil State Apparatus

Abstract

ABSTRACT:Based on the research conducted, it is known that there is a purpose or goal that is clear and consistent policy regarding creation of the Family Card in the Department of Population and Civil Registration Manado City; There are strong theoretical support in formulating policy making family card of Population and Civil Registration Manado City, and with the existing legal basis so as to ensure compliance of the existing employees as well as their respective duties in accordance with SOP (Standard Operating Procedure) applicable in the Department of Population and Civil Registration Manado City.This study uses qualitative research methods the Department of Population and Civil Registration Manado City. Source of data / research respondents are not quantified, as needed research. Data collection techniques using interview guide. The data analysis technique used is descriptive qualitative.Based on the results of the study concluded: that the Family Card Services the Department of Population and Civil Registration Manado City implemented or executed in accordance with the procedures / rules which apply as outlined in the SOP (Standard Operating Procedure).So that the delivery of public services to be better compared to years ago.Based on the results of the study suggested that the government Awareness society the importance of having their identity through documents Population and importance of having a family card (KK).Keywords: Evaluation, Policy, Services

Abstract

Abstract: This study is moved from the initial observation that informal scores, especially the motherhousewifebaker government received less attention in terms pemberdayaanya. Thus, this study aims todescribe the role of the informal sector in increasing people's income, khsusunya low-income families inthe District Tuminting. This research uses descriptive-analytic method. Purposive sample drawn as manyas 45 respondents mother-housewife wet cake maker and pastries. Data were collected through surveysand direct observation techniques using instruments Questionnaire. Once the data is collected, and thenanalyzed using analytical techniques frequency table and cross table.Having analyzed the results obtained as follows: (1) The business of the informal sector, especially bakinghas an important role in increasing the income of low-income people, especially for mothers ofhouseholds to help meet the needs of their families. (1) Most businesses informal sector, especiallymothers cake makers (wet and dry) to get working capital from a third party (the release of money / loanshark) or cooperative with relatively high interest, because they do not understand the procedures andterms of the loan capital Work through the bank. This reality is a consequence of the lack of socializationof business credit (KUR) channeled government.Thus, the conclusion that can be drawn from these results is that the factors formal education, skills andworking capital is a determinant (determinant) increase in operating income in the informal sector,especially the business of making pastries and cakes by the mother-housewife from low-income families inthe District Tuminting.Suggestions or recommendations can be given, anatar others: governments need to streamline thedissemination of KUR and provide guidance and empowerment to businesses cake maker, through ease ofaccess memdapatkan scholarship vocational school for the children of the target group, the ease of accessto business loans KUR and provide training job skills, especially in the field yeknik cake-making andmanagement of usaaha.Keywords: Informal sector, Cake Makers, family income

Abstract

The main task of the government is to create policy through various public policy. Policy will be achieved ifthe policies made are implemented or implemented properly. Successful implementation of a policy isdetermined by many variables or factors, both regarding the content of the implemented policy, theimplementation of the policy, and the environment in which the policy is implemented (the target group). Thepurpose of this research is to know the Implementation of Alcoholic Beverage Control and Control Policy inSoutheast Minahasa Regency (Study in Touluaan District). The model used is descriptive with qualitativeapproach. Informants in the study are people who can provide information about the situation and conditionof the research background. with the focus of research in view of the indicator according to Edwards III,namely communication, resources, disposition and bureaucratic structure. Data collection techniques used areobservation, interview, and documentation. The results of this study show the general picture on theImplementation of Alcohlic Drink Control and Supervision Policy in Southeast Minahasa Regency (Study inTouluaan District) has not been implemented well. Due to the lack of information dissemination in terms ofwidespread socialization to the community and has not been able to provide a thorough understanding of theimportance of the implementation of the Regional Regulation, as well as inadequate resources, in this case thecause of non-execution of the policy perfectly.Keywords: Policy Implementation, Controlling and Supervision, Alcoholic Beverages

Abstract

Abstract : This research moved from the problem that the performance of the Department ofIndustry and Trade organization Manado indicated relatively low. This is presumably related to theapplication of the principles of good governance do not optimal. Thus, this study aims to: (1). Todescribe the application / implementation of the principles of good governance. (2). To describealso the achievement of the organization's performance; and (3). To analyze the effect of theapplication / implementation of the principles of good governance to organizational performanceDepartment of Industry and Trade of Manado.By using a quantitative approach and descriptive method, data were collected throughquestionnaires distributed technique to 30 employees and 30 respondents respondents were fromindustry and commerce businesses. Once the data is collected, then processed and analyzed usingdescriptive analysis techniques stratisk (Table freuensi) to describe the variable-varabel research isconducted and to test the hypothesis applied inferential statistical analysis techniques (correlationand regression analysis).The results showed that (1) the application of the principles of participation, according to therespondents' assessment of employees are in the category of "moderate" tend to be high, while forthe group of businesses that are in the category of "moderate" or medium, tend to be low, but thetwo groups of respondents agree that the principle of participation has not been implementedoptimally, because only about 28.3% of all respondents (60 people) to assess the "high" applicationof the principles of good governance in the context of the application. (2) the application of theprinciples of transparency, responsiveness, rule of law and responsiveness, according to theassessment respondents the average employee in the category of "high", while the respondentbusinesses categorized only "moderate".Organizational performance through employee achievement in reality has not achieved optimally,even a group of businessmen assess the "low" while the employee group precisely assess the "high"the achievement of the organization's performance. However, the majority (36.7%) of the twogroups of respondents agree that the achievement of the organization's performance is still in thecategory of "low". This indicates that the achievement of performance at the organizational level ofthe Department of Industry and Trade of Manado has not been recorded in full so necessaryrearrangement.Thus, it can be concluded that the implementation of good governance and a real positive impacton organizational performance. This means that when the principles of good governance (goodgovernance) can be applied with no-Sunggu, it will encourage the improvement of organizationalperformance.Keywords: good governance, organizational performance.

Abstract

The purpose of research is to know the government's strategy in improving tourism development in NorthBolaang Mongondow district. The study uses qualitative approach methods. The informant is the head oftourism Department of 1 person, head of section 3 persons, staff/officers of Tourism Office 4 persons,community/Tourist 7 people so total informant there are 15 persons. Data collection using interviewguidelines, while the analytical techniques used are interactive model analyses of Miles and Hubernan.Based on the results of the research that has been done by the authors, it can be concluded as follows: Itcan be drawn some conclusions as follows: (1) SO strategy (Strength and opportunities) using theappropriate promotional media target according to the market that will be addressed by the tourism agencyso that the right target and continue to be done will intensively produce excellent results. Innovate andexplore more types and destinations of tourism objects offered and committed to provide the best service toconsumers to maintain the good image of tourism in the eyes of consumers. (2) The strategy of ST (strengthand treats) Bolmut Regency government can offer interesting and promising new things with thepresentation of quality of natural resources and the interesting tour. Related to changes in the price andtariff charged can be informed through the means of promotion and description of tourist attractions in themedia and Disarana and facilities in the attraction. Do not forget to also increase other innovations relatedto tourism such as creativity in the manufacture of OLE-ole or fruit. (3) The strategy of WO (weakness andopportunities) to ensure that the tariff or charges on similar tourism objects will be the way to overcome theexisting threats. In addition, the training and education provider to the community related to tourismmanagement is also very needed. Do not forget to add facilities and supporting facility and recycle orrerejuvenation existing facilities and amenities to make it look more attractive. (4) The strategy of WT(weakness and treats) enhances the safety and comfort of tourists who come to visit. To establish competitiveprice but not detrimental for tourism and community office. Abstract

Penelitian ini beranjak dari hasil pengamatan awal bahwa peranan kepala desa pembangunanmasyarakat desa di Desa Kumulume Kecamatan Makki belum benjalan sesuai harapan masyarakat.Dengan demikian, penelitian ini bertujuan untuk mengetahui bagimana peranan kepala desa dalampembangunan masyarakat desa di Desa Kumulume Kecamatan Makki Kabupaten Lanny Jaya.Dengan menerapkan metode deskriptif dan pendekatan kualitatif, informan diambil sebanyak 10orang dari unsur aparat desa dan anggota BPD, kemudian dilakukan wawancara mendalam danhasilnya dianalisis dengan menerapkan teknik interakti.Adapun hasil penelitian dapat disajikan sebagai berikut : (1) Bahwa secara umum peranan kepaladesa dalam urusan pemerintahan, pembangunan dan pembinaan masyarakat desa di Desa Kumulumeberjalan cukup baik, walaupun belum mencapai hasil yang optimal. (2) Bahwa masih terdapatbeberapa program/rencana pembangunan desa yang belum dapat terealisir. Hal ini disebabkan olehtingkat kecukupan anggaran pembangunan yang masih rendah, serta hambatan birokrasi, rentangkendali dan kondisi geografis wilayah desa yang sulit terjangkau sehingga ADD dan Dana Otsussering mengalami keterlambatan pencairannya.Saran yang dapat diberikan, antara lain : untuk mengoptimalkan peranan kepala desa dalampelaksanaan pembangunan masyarakat desa, maka disarankan agar pemerintah daerah, khusunyapemerintah Kabupaten Lanny Jaya perlu menganggarkan dana kompensasi dalam bentuk tunjangankinerja bagi Kepala Desa yang berprestasi untuk setiap bulan; dan untuk menjamin terealisasinyasemua rencana/program pembangunan desa, khususnya di Desa Kumulume, maka disarankan agardalam penyusunan dan penetapan program/rencana pembangunan desa perlu mempertimbangkankemampuan keuangan desa dalam membiayai program/rencana pembangunan desa tersebut.Kata kunci : Peranan Kepala Desa, Pembangunan masyarakat desa

Abstract

The purpose of this study was to study participatory planning for development in the village of Sangkub I,Sangkub District, North Bolaang Mongondow District (Village Fund). This study used a quantitativemethod. Research respondents were 74 informants in Sangkub I village, Sangkub District, BolaangMongondow Regency North, instruments and data collection techniques used are questionnaires andstructured interviews (quide interviews), analytical techniques used to test the hypothesis of simple statisticalanalysis or product moment chore, ask for positive and significant influence on development, which meansthat participatory planning variables are factors be the determinant or determinant of development; 2) Themore well-planned participatory planning, the higher the level of development improvement, especially inSangkub I Village, Sangkub District, Bolaang Mongondow Utara Regency.Kata Kunci : Participatory Planning, Development Effectiveness, Village

Abstract

Abstract : Public Service delivery is still faced with the government system that has not been effective and efficient and the quality of human resources inadequate. This can be seen from the many complaints and complaints from the public either directly or through the mass media, such as complicated procedures, no certainty of the settlement period, the costs incurred, the requirements are not transparent, the attitude of the officers who are less responsive. And so on: thus generating a less favorable image of the government. As is the case with most, that the level of ease of service, especially for the middle to lower class, is still very low.This research is located in Kairagi Weru subdistrict, Paal District 2 Manado City, while the purpose of this research is to know how the performance of State Organizer in improving public service by using performance indicators proposed by Kotler (in Supranto, 1997: 561), this research type is research Diagnostic analytic design and analytical descriptive method with quantitative approach. The main instrument used to capture primary data in quantitative research is' questionnaire '' with interview guide through survey method and direct observation.The results showed that the five indicators used to measure the performance of the kelurahan government are: Reliability, Responsiveness, Confidence, Empaty, Tangible, influential significant to the level of community satisfaction, but after the analysis using Forward method, it turns out only four dimensions, namely reliability, Responsiveness, belief and empathy have a dominant effect on the satisfaction of the service users, especially in weru kairagi, sub-district of Manado city.It is concluded that the need of coaching and motivation to urban village apparatus in improving the quality of public service with some dimension of responsiveness and empathy have not reached optimally.Keywords: Prioritize the improvement of public service quality optimally and efficiently
