<![CDATA[Distributive politics is part of the concept of patronage or clientelism, term of clientelism commonly referred to in some scientific literature. Research on distributive politics in the context of local politics, especially in the election of regional heads is still rare. Previous studies are still conducted within the national scope, such as presidential and legislative elections. This research tries to answer the question of how the process of distributive politics and manipulative policies runs in the local context of Bandar Lampung Local Election in 2015.The study was conducted in Bandar Lampung City in September 2016 until January 2017. This research used qualitative method through in-depth interview approach to informants related to the research. The informant consisted of several political actors, Herman HN's successful team and academics. The result of this research indicates that politics of distributive among voters occurs in the selection of Bandar Lampung Mayor. There is a symbiotic mutualism between candidate and the voters in Bandar Lampung Local Election. Voters can be influenced by the choice of imaging of candidate, through the concept of distributive politics or pork barrels politics or provide necessary needs for the voting community with infrastructure policy; roads and bridges, free education, free health and religious social assistance. Other results indicate that the manipulative policies carried out by candidate make voters lulled to absurd performance that ends in the Bandar Lampung City budget crisis after the policy is rolled out.]]>

Although the globalization politic has been more dominating, but its development has become multi dimensional and multi perspective. The raise of global governance is seen as the legitimating need toward the existing world norms. The terminology for the legitimating is the product from the politic that gives the justification. Global Governance is the matter of arrangement in running and executing global politic rules. Global Governance in the view of liberalist is not merely only the norms of independency without any intervention, but also includes the politic activity and sub national, national and supra national level. <![CDATA[This article aims to measure the participation of novice voters in the regional head election during the Covid-19 pandemic in the election of mayor and deputy mayor in Bandar Lampung in 2020. The problem is focused on beginner voters who have a strategic position in the 2020 Bandar Lampung Election. beginners in the 2019 election is 20% of the total voter turnout as a whole. In order to approach this problem, Gabriel Almond's theoretical reference on forms of political participation is used. The data was collected through an online survey using google form and analyzed qualitatively. This study concludes that, first, 92% of respondents know that in December 2020 in Bandar Lampung there will be an election for Wakot and 79.5% of novice voters exercise their right to vote voluntarily. Second, 47.3% of novice voters have protested against policies made by the government and 70.5% of respondents did not participate in the public debate of the mayor and deputy mayor of Bandar Lampung in 2020. Third, novice voters in choosing a candidate for mayor and the deputy mayor is not influenced by money politics with a percentage of 96.4%. Fourth, 81.3% of novice voters answered that they were not influenced by their parents in using their right to vote and Awareness of novice voters using their right to vote as citizens was 97.3%.]]>

<![CDATA[AbstractPublic service is a measure of the performance of the government's most visible. Communities can directly assess the government's performance based on the service they received. For the quality of public services in all ministries / institutions is a fundamental thing that must be improved. Improved public services, the Ministry of Administrative Reform and Bureaucratic Reform policy that since 2014 was a year of public service innovation. All government agencies, both at central and local levels is expected to make a creative idea or an answer to how to work / public service method. Ministry of Administrative Reform and Bureaucratic Reform collect and assess the innovations that have been made in a number of agencies across Indonesia. Hopefully the quality and innovation of public services BPS can always be increased, so that it can continue to compete fairly with other agencies. Keywords: Innovation, Public Services, Local Government AbstrakPelayanan publik merupakan suatu tolok ukur kinerja pemerintah yang paling kasat mata. Masyarakat dapat menilai langsung kinerja pemerintah berdasarkan pelayanan yang diterimanya. Untuk itu kualitas pelayanan publik di semua kementerian/lembaga adalah suatu hal yang mendasar yang harus segera ditingkatkan. Peningkatan pelayanan publik, Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPAN RB) menerapkan kebijakan bahwa sejak tahun 2014 adalah tahun inovasi pelayanan publik. Seluruh instansi pemerintah, baik di pusat maupun daerah diharapkan dapat membuat suatu ide kreatif atau jawaban terhadap cara kerja/metode pelayanan publik. KemenPAN RB mengumpulkan dan menilai inovasi-inovasi yang telah dilakukan di sejumlah instansi di seluruh Indonesia. <![CDATA[Designing an ideal campaign is not simple. In the election process, campaign is the key point to accumulate votes. On the other hand, campaign also has role as the arena of political education. In such context, using the black campaign as one of existing campaign models in the process of political education could be backfiring. Henceforth media has the important role to approach and to encourage the more signijhnt campaign. By elaborating and comparing the face of political campaign and election campaign, this article describe the basic concept and the locus of the significant role of political campaign which seem rarely appear in the election process.]]>

<![CDATA[KPU Kota Metro mengalami sengketa gugatan perselisihan hasil pemilu 2019 dari salah satu partai politik peserta pemilu yakni PKS Kota Metro. Penelitian ini bertujuan (1) mengetahui faktor penyebab terjadinya sengketa perselisihan hasil Pemilu 2019 di Kota Metro (2) mengetahui strategi resolusi KPU Kota Metro dalam menyelesaikan sengketa perselisihan hasil Pemilu 2019. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan: Pertama, faktor yang menyebabkan konflik ada dua yaitu faktor internal dan faktor eksternal. Faktor internal meliputi kurangnya pemahaman petugas KPPS, faktor kelelahan, perbedaan pendapat serta adanya pihak yang merasa dirugikan. Faktor eksternalnya adalah masifnya pemberitaan tentang KPU Kota Metro dibeberapa media yang mempengaruhi suasana politik serta adanya indikasi faktor kepentingan dari salah satu partai politik. Kedua, KPU Kota Metro dalam menyelesaikan sengketa tersebut melakukan komunikasi politik formal dengan PKS Kota Metro tetapi hal tersebut tidak membuahkan hasil sehingga PKS Kota Metro melayangkan gugatan ke Mahkamah Konstitusi. KPU Kota Metro dalam menghadapi gugatan tersebut menerapkan tiga strategi manajemen konflik yaitu (a) menghindar dengan tidak memberikan kontra opini terhadap pemberitaan media massa dan media sosial tetapi hanya sekedar memberikan jawaban normatif apabila ada yang meminta klarifikasi, (b) berkolaborasi dengan KPU Provinsi, KPU Pusat untuk meminta arahan dan badan adhoc dalam rangka persamaan persepsi serta Bawaslu Kota Metro terkait dokumen yang kurang dipersidangan, dan (c) berkompetisi dengan pihak pemohon untuk memenangkan gugatan di Mahkamah Konstitusi. Strategi ini efektif dilihat dengan dimenangkannya gugatan tersebut dan keputusannya dapat diterima oleh PKS Kota Metro dan pendukungnya.]]>

<![CDATA[This research is motivated by the involvement of the highest leadership (rais aam) of the Nahdlatul Ulama (PBNU) Executive Board Ma'ruf Amin who was appointed as a vice presidential candidate to accompany the incumbent Joko Widodo in the 2019 general election. Research problems arise when the public doubts the solidity between structural elements. NU and NU cultural elements (village kiai and Islamic boarding schools), including in Bandar Lampung. So, the purpose of this research is to find out how the political culture of the NU residents of Bandar Lampung city from the structural and Islamic boarding schools in the momentum of the Presidential and Vice Presidential Election in 2019. This research is analyzed using the political culture theory of Gabriel Almond and Sidney Verba. The combined research method with the model is concurrent embedded used in this study, which is a research method that combines qualitative and quantitative approaches where qualitative data is more dominant. The results of this study indicate that: first, the type of structural citizen political culture of NU is participant political culture, because it has cognition, affection, and evaluation of all aspects including the system as a general object, objects of input and output, and the person as an object in the system. in the context of the Presidential and Vice-Presidential Election in 2019. The second result, NU cultural residents from the kiai and Islamic boarding school students have a cultural type of transition from subject to participant, this is because this group has a good assessment of input objects, but still has a deficiency in individual participation. A number of factors that influence the political culture of both include the level of education, character, and values ??that guide both of them in their actions. <![CDATA[The representation of women in parliament is still far from the quota that has been determined in the policy, which is 30% so that the role of women in parliament is still not optimal in fighting for pro-gender equality. The method in this study uses a qualitative method with a descriptive approach, with a number of informants as many as 11 informants with details 2 from the Lampung Parliamentary Women's Caucus management, 6 from government officials in Lampung Province and 1 from public policy observers. The results obtained are that the Parliamentary Women's Caucus in Lampung synergizes with various government agencies in Lampung Province, namely the Office of Women's Empowerment and Child Protection, the General Elections Commission (KPU), collaboration is also carried out with the Damar Non-Governmental Organization, Mass Media and other community organizations that are pro- With gender equality, the goal is to manage the budget and implement work programs, namely optimizing policies that favor gender equality, but from the results of the research the Lampung Women's Parliamentary Caucus has not been able to carry out its role optimally, this is due to a lack of coordination and meetings between the Lampung Parliamentary Women's Caucus officials so that the policy that are in favor of gender also cannot be carried out optimally. 5 aspects of the theory of networking institutionalism, it is known that the organizational aspect is not optimal because there are still internal constraints, namely the lack of intensive coordination between the Lampung Parliamentary Women's Caucus administrators.]]>

<![CDATA[Pasangan calon harus mempunyai strategi untuk bisa memenangkan pemilihan kepala daerah. Tujuan penelitian ini adalah untuk mengetahui strategi pemenangan Eva Dwiana dan Deddy Amarullah dalam Pemilihan Walikota dan Wakil Walikota Bandar Lampung tahun 2020, selanjutnya penulis ingin mengungkap faktor utama kemenangan Eva Dwiana dan Deddy Amarullah yang bisa mengalahkan petahana. Adapun metode penelitian ini adalah deskriptif kualitatif dengan data yang bersumber dari hasil wawancara dengan beberapa informan serta dokumentasi. Hasil penelitian menyimpulkan bahwa strategi pemenangan yang lebih berpengaruh dalam kemenangan Eva Dwiana dan Deddy Amarullah adalah strategi pendukung sumber daya dan strategi kelembagaan. Strategi pendukung sumber daya terdiri dari sumber tenaga yakni partai pengusung dan pendukung serta tim pemenangan sedangkan sumber keuangan yakni bersumber dari dana pribadi yang lebih besar dibandingkan pasangan calon lain. Strategi kelembagaan yakni partai politik, relawan, Lembaga Swadaya Masyarakat dan Majelis Taklim Rahmat Hidayat yang dipimpin langsung oleh Eva Dwiana.]]>

<![CDATA[Tujuan pengabdian ini adalah memberikan pendidikan demokrasi kepada para pelajar dan SMA di Kota Bandar Lampung, karena mereka diharapkan menjadi agen perubahan dalam pelaksanaan demokrasi di Indonesia karena mereka memiliki tingkat literasi politik yang tinggi. Selain diharapkan pendidikan ini maka para pelajar dan mahasiswa ini tidak sekedar paham haknya sebagai warga negara untuk memilih ketika pemilu tetapi juga mengerti maksud dan tujuan pemilu, memahami tentang demokrasi, partisipasi politik dan kebijakan publik. Sehingga yang diharapakan pemilih pemula akan menjadi pemilih yang cerdas dan melek politik.Pengabdian ini dilakukan dalam bentuk penjajagan pengetahuan dan pemahaman peserta seminar dengan menggunakan evaluasi awal melalui pre test. Cara ini digunakan untuk mengetahui tingkat pengetahuan dan pemahaman peserta pendidikan demokrasi tentang pemilu, partisipasi politik, kebijakan publik dan pemilih cerdas. Memberikan materi seminar berupa makalah dan simulasi yang berkaitan dengan pilkada, partisipasi politik, dan kebijakan publik. Evaluasi akhir melalui post test dan diskusi atas masalah-masalah yang belum dipahami berkaitan dengan materi yang disampaikan.Luaran wajib pengabdian kepada masyarakat unggulan yaitu : (a) satu artikel ilmiah yang telah berstatus accepted di jurnal pengabdian kepada masyarakat, (b) satu artikel yang dipresentasikan pada pertemuan ilmiah yang diselenggarakan LPPM, (c) dan membuat videp dokumentasi kegiatan pengabdian.]]>
