Abstract

Bandar Lampung City recorded 9,674 cases. This makes Bandar Lampung City the highest positive case area in Lampung Province. Of course this is a special note for the government to respond to preventive actions. In Bandar Lampung Mayor Regulation (PERWALI) Number 18 of 2020, guidelines for preventing COVID-19 through health protocols, administrative sanctions, and police coercion are imposed. During the pandemic, government institutions, one of which was the Mayor of Bandar Lampung, became the main focus in Lampung Province because the real conditions in the field were still crowded, so prevention and following government policies were not optimal. This research uses a descriptive qualitative method with data collection using a literature study. The results of this study develop education and establish policies to prevent the spread of COVID-19. The policies that Bandar Lampung has taken are 1) establishing COVID-19 as a pandemic or a national epidemic, 2) campaigning for health protocols by implementing 3M (wash hands, wearing masks, and maintaining distance), 3) policies are carried out in stages starting from PSBB, to PPKM level, 4) social assistance and national economic recovery, 5) adaptation to new normal

Abstract

This community service provides voter education to first-time voters in Bandar Lampung City and Lampung Selatan Regency. In December these two regencies/cities will hold a regional head election simoustanly. It is hoped that by providing voter education, the level of voters political knowledge can increase will not only understand their rights as citizens to vote but also understand the aims and objectives of the elections, understand democracy, regional head elections, and political participation so that new voters hope to become smart and politically literate voters. This service was carried out to assess the knowledge and understanding of the seminar participants using an initial evaluation by filling out an online questionnaire via google form. This method is used to determine the level of knowledge and understanding of participants about democracy, regional elections, and political participation. As well as providing seminar materials related to regional elections, political participation, and public policy. Final evaluation through discussion on issues that have not been understood related to the material presented and the increase in participant knowledge. The number of participants for the voter education service for beginners is 40 people is carried out online through the Zoom application and face-to-face physical because of the COVID-19 pandemic conditions and also because of the service location is in two places and carried out at the same time. Many participants do not know that in December, the regional elections will hold simultaneously. And there are still participants who think that voting during the elections is an obligation as a citizen, not a citizen's right. And there are always participants who do not know about the election management institutions, namely the General Election Commission and the Election Supervisory Board. In the interest to accept money politics, many new voters are interested in receiving money politics on election day. It shows that some beginner voters are willing to take money politics in the upcoming regional elections, so it is necessary to understand that money politics destroys democracy. After filling in the questionnaire, we provided materials about democracy, regional elections, political participation, and money politics. We offer the understanding to voters that the goal of democracy is to create a government that can provide prosperity to its people, and there are ways to select regional head candidates through elections, so voters must be critical to see the track records and backgrounds of local head candidates so that the correct regional head is elected. true in accordance with the aspirations of society.

Abstract

In the 2019 concurrent election, the General Election Commission of Palembang City was prosecuted due to the accusation of not executing recommendations and not protecting voting rights. This research aims to : (1) identify the source of internal conflict; (2) identify the source of external conflict, and (3) analyze conflict management applied to resolve the conflict. This research’s method is qualitative descriptive, data were collected through interviews with purposive informants and documentation. Research shows that conflict was mainly caused by lack of regulation and human resources factors which can be specified into internal conflict were caused by personal factors such as (1) communicational barrier; (2) conflict of interest in recruitment; (3) character differences. Functional factors were disproportioned structure and lack of competence. External conflicts were mainly caused by lack of regulation resulted in misperceptions and also personal and intervention factors. By using the framework of organizational conflict management, it has become clear that the General Election Commission of Palembang applied different approaches to conflict management: forcing and withdrawal for ad hoc electoral body, and institutional (legal approach) in dealing with the Election Supervisory Agency of Palembang. Although they might produce some agreements, those types of conflict management were not leading to genuine resolution since it was a win-lose pattern. It is important to formulate rigid regulation, enhance the competence of election organizers, develop check and balance coordination, and synergize as fellow election organizers to avoid conflict reoccurrence in the future.

Abstract

This article aims to measure the participation of novice voters in the regional head election during the Covid-19 pandemic in the election of mayor and deputy mayor in Bandar Lampung in 2020. The problem is focused on beginner voters who have a strategic position in the 2020 Bandar Lampung Election. beginners in the 2019 election is 20% of the total voter turnout as a whole. In order to approach this problem, Gabriel Almond's theoretical reference on forms of political participation is used. The data was collected through an online survey using google form and analyzed qualitatively. This study concludes that, first, 92% of respondents know that in December 2020 in Bandar Lampung there will be an election for Wakot and 79.5% of novice voters exercise their right to vote voluntarily. Second, 47.3% of novice voters have protested against policies made by the government and 70.5% of respondents did not participate in the public debate of the mayor and deputy mayor of Bandar Lampung in 2020. Third, novice voters in choosing a candidate for mayor and the deputy mayor is not influenced by money politics with a percentage of 96.4%. Fourth, 81.3% of novice voters answered that they were not influenced by their parents in using their right to vote and Awareness of novice voters using their right to vote as citizens was 97.3%.

Abstract

As a transit area for economic activities between the islands of Sumatra and Java, Lampung Province has a high risk of becoming a point of virus transmission. Local governments must be able to deal with Covid-19. This study aims to assess the capacity of the Lampung Provincial Government in dealing with Covid-19. Government capacity is essential for crisis management, such as during a pandemic. The research approach used is a qualitative method that includes primary and secondary data and focuses on reviewing literature from reliable sources. The findings reveal that the capacity of the Lampung Provincial Government in terms of fiscal capacity, infrastructure, operational capacity, and political capacity is still lacking. The implication is that the Lampung Provincial Government needs to evaluate and prioritize capacity building, especially political capacity in terms of responsive political communication to maintain public trust. Provinsi Lampung sebagai wilayah transit kegiatan ekonomi antara pulau Sumatera dan Jawa berisiko tinggi menjadi titik penularan virus. Pemerintah daerah harus mampu menangani Covid-19. Kajian ini bertujuan untuk menilai kapasitas Pemerintah Provinsi Lampung dalam menangani Covid-19. Kapasitas pemerintah merupakan aspek penting untuk manajemen krisis seperti saat pandemi. Pendekatan penelitian yang digunakan adalah metode kualitatif yang mencakup data primer dan data sekunder dan difokuskan pada tinjauan pustaka dari sumber yang dapat dipercaya. Hasil temuan mengungkapkan bahwa kapasitas Pemprov Lampung dalam hal kapasitas fiskal, kapasitas infrastruktur dan operasional, serta kapasitas politik masih kurang. Implikasinya, Pemerintah Provinisi Lampung perlu melakukan evaluasi dan melakukan prioritas pengembangan kapasitas, khususnya kapasitas politik dalam hal komunikasi politik yang responsif untuk menjaga kepercayaan publik.

Abstract

Tujuan pengabdian ini adalah memberikan pendidikan wawasan kebangsaan dan demokrasi bagi pelajar dan mahasiswa di Kota Bandar Lampung. Karena seperti kita ketahui bahwa hasil dari survey Badan Nasional Penanggulangan Terorisme (BNPT) di Tahun 2017 menempatkan provinsi Lampung dalam provinsi dengan tingkat radikalisme tertinggi. Kemudian hasil penelitian FKPT (Forum Kordinasi Penanggulangan Terorisme) Provinsi Lampung Bandar Lampung merupakan yang masuk dalam daerah rawan radikalisme. Berdasarkan hasil penelitian BNPT dan FKPT Provinsi Lampung maka sasaran pendidikan wawasan kebangsaan dan demokrasi ini adalah generasi muda yang terdiri dari pelajar sekolah menengah atas dan mahasiswa yang ada di Kota Bandar Lampung. Dan bertujuan agar dapat memberikan kesadaran berbangsa dan bernegara serta nilai-nilai demokrasi sehingga bisa mencegah pemahaman radikalisme dan memiliki tingkat melek politik yang demokratis.Pengabdian dilakukan dalam bentuk penjajagan pengetahuan dan pemahaman peserta dengan menggunakan evaluasi awal melalui pre test. Cara ini digunakan untuk mengetahui tingkat pengetahuan dan pemahaman peserta pendidikan wawasan kebangsaan dan demorasi mengenai Pancasila, UUD 1945, Negara Kesatuan Republik Indonesia, dan Bhineka Tunggal Ika serta Sistem Politik Indonesia. Evaluasi akhir  melalui post test dan diskusi atas masalah-masalah yang belum dipahami berkaitan dengan materi yang disampaikan. Diharapkan dengan Pendidikan Wawasan Kebangsaan dan Demokrasi ini mampu meningkatkan rasa nasionalisme, toleransi dan melek politik.

Abstract

Sungai Langka adalah salah satu desa yang berada di wilayah kecamatan Gedong Tataan, Kabupaten Pesawaran, Provinsi Lampung. Sungai Langka memiliki potensi wisata alam dan juga wisata budaya. Pengabdian ini bertujuan untuk memberikan pemahaman tentang sosialisasi dan implementasi Desa Wisata di Desa Sungai Langka, Kecamatan Gedong Tataan, Kabupaten Pesawaran untuk mewujudkan smart village. Metode kegiatan pengabdian kepada masyarakat dilakukan dengan cara ceramah dan focus group discussion (FGD). Hasil pengabdian diharapkan dapat memberikan pemahaman bagi masyarakat desa terkait sosialisasi dan implementasi Desa Wisata di Desa Sungai Langka, Kecamatan Gedong Tataan, Kabupaten Pesawaran untuk mewujudkan smart village. Pengabdian ini juga dilakukan untuk mendukung upaya pemerintah dalam program mewujudkan desa-desa yang maju.

Abstract

State and company / corporation in the context of governance are two of the three fundamental pillars of democratic development in addition to the market . The relation of both, in the context of Lampung's local politics is object to study, in particular the company /SGC. This research was conducted in May 2014. The study used a qualitative research type, which saw most of the intrinsic social life, with in-depth interviews with personalities and selected informants. The approach used in this study is the approach of critical social science (CSS), which saw social science as a process of critical inquiry phenomenon. The results showed that in Lampung local election at 2014 ago, there were strong relations between the corporation / company in the case of the Sugar Group Company (SGC) in the Lampung Governor  candidates. SGC is serving as a source of funding for the campaign of the election for the last governor election in 2014. SGC does it as a way of business development.

Abstract

Identitas masyarakat Aceh berupaya digambarkan dalam bentuk simbol tertentu, disini, elite mencoba mengidentifikasi masyarakat Aceh melalui bendera dan lambang. Langkah tersebut menimbulkan pertentangan dari kelompok masyarakat tertentu. Tulisan ini ingin mengkaji tentang fenomena sosial-politik yang ditimbulkan akibat adanya Qanun tentang bendera dan lambang Aceh. Metode penelitian yang digunakan adalah metode kualitatif-deskriptif. Alat pengumpulan data yang digunakan berupa wawancara mendalam, dimana teknik penentuan informan yang digunakan adalah teknik purposive sampling. Teknik analisis data yang digunakan adalah reduksi data, display data, dan verifikasi data. Hasil penelitian menunjukkan bahwa elite pemerintah, terutama Partai Aceh, mengidentifikasi Qanun bendera dan lambang sebagai simbol perdamaian dan sekaligus simbol pemersatu masyarakat Aceh. Namun hal tersebut ditentang oleh etnis minoritas karena tidak merepresentasikan Aceh secara menyeluruh. Walaupun begitu, respon etnik minoritas terhadap Qanun tentang bendera dan lambang Aceh terbagi menjadi dua kelompok, mendukung dan menentang. Berdasarkan penjelasan tersebut, diketahui bahwa rancangan qanun tentang bendera dan lambang Aceh sangat dipengaruhi oleh agenda politik identitas elite pemerintah. Perbedaan pemahaman antara elite pemerintah Aceh dan kelompok etnis minoritas mengakibatkan belum efektifnya penerapan Qanun tentang bendera dan lambang Aceh di Negeri Serambi Mekkah ini. The identity of the Acehnese people seeks to be depicted in the form of certain symbols, here, the elite tries to identify the people of Aceh through flags and symbols. This step led to opposition from certain groups of people. This paper wants to examine the socio-political phenomena caused by the existence of a Qanun on the flag and symbol of Aceh. The research method used is a qualitative-descriptive method. Data collection tool used in the form of in-depth interviews, where the technique of determining the informants used is purposive sampling technique. Data analysis techniques used are data reduction, data display, and data verification. The results of the study show that the government elite, especially the Aceh Party, identify the Qanun flag and symbol as a symbol of peace and at the same time a unifying symbol of the Acehnese people. However, this is opposed by ethnic minorities because they do not represent Aceh as a whole. Even so, the response of ethnic minorities to the Qanun regarding the flag and symbol of Aceh was divided into two groups, supporting and opposing. Based on this explanation, it is known that the draft qanun on the flag and symbol of Aceh is heavily influenced by the political agenda of the identity of the government elite. Differences in understanding between the Aceh government elite and ethnic minority groups have resulted in the ineffective implementation of the Qanun on the flag and symbol of Aceh in this Veranda of Mecca.

Abstract

ABSTRACT The domination of men in the membership of the District Election Commitee in the 2024 Election in North Musi Rawas Regency is still a problematic note of women’s representation in filling in the membership of the District Election Commitee. This study answers the problem of not having any female repsentatives to fill the membership positions of the District Election Commitee for the 2024 Elections in North Musi Rawas Regency. The method used in this research is descriptive qualitative method through interviews and documentation. The results of the study show that the 30 %  quota for women’s repsentation in filling in the membership of the District Election Commitee in the 2024 election in North Musi Rawas Regency is due to the fact that women’s participation has not been maximized in registering for  the selection test for prospective PPK members, furthemore, the capacities and capabilities of women have not been sufficient as members of the District Election Commitee which were concluded from the test results of the interviews. As for efforts to overcome the problem of women’s representation in filling out PPK membership in elections, namely the need for support from election organizers to involve women more as members of the voting Commitee, Voting Organizing Group, Voter Data Updating Officers as well as Election observers, the next effort is to strengthen political education for women through outreach, workshops and other activities in the community so that wonen have the confidence to be able ro compete with men in the selection of members of the adhoc election management body. Keywords : Problem, women’s representation, District Election Commitee member  ABSTRAK Dominasi laki – laki dalam keanggotaan Panitia Pemilihan Kecamatan pada Pemilu Tahun 2024 di Kabupaten          Musi Rawas Utara masih menjadi catatan problematika keterwakilan perempuan dalam pengisian keanggotaan Panitia Pemilihan Kecamatan tersebut. Kajian ini menjawab permasalahan tidak adanya perwakilan perempuan satupun yang mengisi kedudukan keanggotaan Panitia Pemilihan Kecamatan Pemilu Tahun 2024 di Kabupaten Musi Rawas Utara. Metode yang digunakan dalam penelitian ini adalah metode kualitatif diskriptif melalui wawancara dan dokumentasi. Adapun hasil kajian menunjukkan bahwa tidak terpenuhinya kuota 30 %  keterwakilan perempuan dalam pengisian keanggotaan Panitia Pemilihan Kecamatan pada penyelenggaraan Pemilu Tahun 2024 di Kabupaten  Musi Rawas Utara disebabkan belum maksimalnya partisipasi perempuan dalam mendaftarkan diri untuk  tes seleksi calon anggota PPK selanjutnya kapasitas dan Kapabilitas perempuan belum memadai sebagai anggota Panitia Pemilihan Kecamatan  yang disimpulkan dari test hasil wawancara. Adapun upaya mengatasi permasalahan keterwakilan perempuan dalam pengisian keanggotaan PPK pada Pemilu yaitu diperlukan  dukungan dari penyelenggara Pemilu untuk lebih melibatkan perempuan sebagai anggota Panitia Pemungutan Suara, Kelompok Penyelenggara Pemungutan Suara, Petugas Pemutakhiran data pemilih maupun sebagai pemantau Pemilu, upaya berikutnya yaitu penguatan pendidikan politik terhadap perempuan melalui sosialisasi, workhshop dan kegiatan – kegiatan lainnya di dalam masyarakat sehingga perempuan memiliki kepercayaan diri untuk dapat  berkompetisi dengan laki – laki pada seleksi anggota badan adhoc penyelenggara Pemilu. Kata kunci : Problematika, keterwakilan perempuan. anggota Panitia Pemilihan Kecamatan
