Abstract

As the times evolve, technology and information become more modern in the digital era. Along with that, the demands and expectations of the community for the performance of the Indonesian National Police (Polri) in providing protection, supervision, and services will increase. The innovation of services by adopting information technology has also been carried out by Polri, with one of the efforts being the enhancement of electronic-based services. Polri has developed an electronic ticketing system known as Electronic Traffic Law Enforcement (ETLE). The ETLE program digitizes the ticketing process through the collaboration of technologies such as closed-circuit television (CCTV) combined with automatic number plate recognition (ANPR) technology. This enables the capturing of traffic violations and the identification of the offenders through their vehicle license plates. It is hoped that by implementing this electronic system, the entire ticketing process will become more efficient and free from illegal fees collected by law enforcement officers. Starting from March 23, 2021, the Semarang City Police Department (Polrestabes Semarang) has implemented the ETLE program in Semarang City to electronically enforce traffic violations. This is done to improve driving discipline and traffic order within the community, aiming to prevent traffic law violations and accidents. However, in its implementation, the ETLE program in Semarang City has not yet maximally influenced the public in adhering to traffic regulations. This is due to various challenges that have occurred in the field, necessitating the need for improvement or evaluation of the ETLE program to make its implementation more effective.

Abstract

Kampung Parumasan of Serang City, Banten province of Indonesia, is a centre of Kerupuk Bawang production as a substitute for Emping chips when melinjo (Gnetum gnemon), the emping material, are not available. However, humble packaging and ineffective online marketing strategies are becoming a problem for them. Besides, waste disposal of used frying oil is also feared to interfere with the environment. Furthermore, the kampung also does not have a public library or park for children so they are becoming overwhelmed with their gadgets. Therefore, three interesting issues of Kampung Parumasan then became the fundamental idea for the community empowerment team of Universitas Indonesia. Carried out from September to November 2021 every Saturdays and Sundays, by focusing on entrepreneurship, education, and environment issues, the purpose of the program is to increase public knowledge through product packaging and marketing training, children's reading interest through reading park activities, and socializing the movement of growing vegetables and trees in the kampung area. Kampung Parumasan Kota Serang, Provinsi Banten, Indonesia, merupakan sentra produksi Kerupuk Bawang sebagai pengganti emping ketika bahan emping melinjo (Gnetum gnemon) tidak tersedia. Namun, kemasan yang sederhana dan strategi pemasaran online yang tidak efektif menjadi masalah bagi mereka. Selain itu, pembuangan limbah minyak goreng bekas juga dikhawatirkan akan mengganggu lingkungan. Apalagi kampung ini juga tidak memiliki perpustakaan umum atau taman untuk anak-anak sehingga mereka kewalahan dengan gadget mereka. Oleh karena itu, tiga isu menarik dari Kampung Parumasan tersebut kemudian menjadi gagasan mendasar bagi tim pemberdayaan masyarakat Universitas Indonesia. Diselenggarakan pada bulan September s/d November 2021 setiap hari Sabtu dan Minggu, dengan fokus pada isu kewirausahaan, pendidikan, dan lingkungan, program ini bertujuan untuk meningkatkan pengetahuan masyarakat melalui pelatihan pengemasan dan pemasaran produk, minat baca anak melalui kegiatan taman bacaan, dan sosialisasi. pergerakan menanam sayuran dan pohon di kawasan kampung.

Abstract

PT AL is a leading company in Indonesia in the field of Datacom, Telecommunications, and ICT for more than 30 years. Companies in this field prefer external parties compared to internal parties in developing e-procurement systems. This study reveals how open innovation is implemented in an e-procurement system and how open innovation in e-procurement implementation must be adjusted by the organization's internal regulations. The purpose of this study is to provide an in-depth analysis of how private companies use e-procurement implementation and how open innovation is carried out on the e-procurement system. This research was conducted with a qualitative approach and the type of research was ethnography, the authors made observations, field notes, and in-depth interviews with company structures and partners who helped develop the system. The results of this study indicate that open innovation can affect the company's operational performance. Furthermore, open innovation is an internal consideration for developing the system because it becomes more practical and there is an exchange of knowledge between the two parties. This research can provide benefits to the academic and practical world, especially the theme of open innovation of e-procurement systems in private companies.

Abstract

This research discusses the implementation of the police record certificate (SKCK) issuance service carried out at the Payakumbuh Police Station (Polres). SKCK is a form of service provided by the National Police (Polri) to the public in the form of a certificate containing police record data so that it can be used to fulfill objectives and fulfill an interest. This research uses a qualitative approach with data collection techniques through interviews, literature and document studies. The results of this research are that the implementation of SKCK issuance services at Payakumbuh Police (Polres) is already running, but is not yet optimal. Service implementation is influenced by resource factors, bureaucratic structure, disposition, and communication.

Abstract

Community empowerment is designed to enhance economic development. Government programs that are usually top-down are now formulated to involve the active role of social innovation in the community. This research is focused on community empowerment through indigenous values. Bottom-up community empowerment, namely originating from joint decisions of community groups and for the welfare of the community, as well as assistance from the government, will have long-lasting value. With the indigenous value and indigenous knowledge they have, community groups develop the ability to analyze the condition of their communities and carry out action planning, where community groups are involved from the beginning of the process to the end. This research is intended to validate the community empowerment model of Tamansari Village, Banyuwangi, by using the PRA (Participatory Rural Analysis) concept in the tourism sector. The approach used in this study was post-positivist with qualitative data collection techniques, namely focus group discussions and interviews. The results showed that the community empowerment model in Tamansari Village contains a combination of social innovation and policy concepts. The combination is observed in seven dimensions, namely understanding, institutions, facilitators, implementation of community planning, community capacity building, productive economic business development, and training of community leaders as guides.

Abstract

Any violation of the professional code of ethics committed by members of the National Police must be accounted for by each member through the National Police Professional Code of Ethics Commission (KKEP). This study aims to analyze the performance of the Police KKEP and the optimization of the performance of the Police KKEP in enforcing the police professional code of ethics. This research uses a qualitative method and literature study approach. analysis using Bibliometric techniques through Vos Viewer software to determine the extent to which the concept of optimizing organizational performance is the topic of research and provides an overview of the performance of the KKEP and the strategies that need to be done to optimize the performance of the KKEP. The results show that the presence of KKEP in overcoming ethical violations is very necessary. One of them is through a model of improving the performance of the professional code of ethics commission based on a literature review base adopted through a capacity building approach integrated with the concept of knowledge management, so that the KKEP Commission can optimally enforce the professional code of ethics for members who commit violations

Abstract

Background: Innovation is crucial for advancing businesses, organizations, and countries, especially amid rapid environmental changes and technological advancements. Universities, as key sources of innovation, must shift to include societal contributions. Despite progress, challenges in commercialization hinder the effective translation of research into marketable products. This study explores the driving factors of innovation at Universitas Indonesia, focusing on open culture and conscious innovation management in an environmental context. Methods: This study utilizes an embedded mixed-methods design, primarily focusing on quantitative research to analyze driving factors of innovation at Universitas Indonesia, employing descriptive analysis through SPSS software for data interpretation. Findings: This section analyzes the driving factors of the innovation process at the Universitas Indonesia, focusing on respondents' perceptions of collaboration, governance, communication, and financial motivation, highlighting areas for improvement. UI demonstrates high cooperation with the business sector but requires more dynamic regulations for effective collaboration. The Dimension of Conscious Innovation Management at UI demonstrates professionalism in innovation management; however, there are still challenges related to program regulations. Conclusion: Universitas Indonesia should enhance collaboration, establish structured remuneration, and allow flexible SOPs to foster sustainable innovation. Novelty/Originality of this article: This study uniquely investigates the interplay of cultural openness and conscious innovation management at Universitas Indonesia, offering practical recommendations to enhance commercialization and sustainability in the university's innovation processes.

Abstract

This article discusses weave fabric as one of the potential industrial development areas in East Lombok, West Nusa Tenggara. The discussion is conducted by looking at indigenous people as resources that need to be maintained. Indigenous people are native people of an area or natives who maintain the indigenous knowledge as local wisdom of the area. Lombok has weave fabric as a valuable cultural heritage. In the beginning, many villages in Lombok developed various kinds of weavings. However, due to the development of each of the village’s territory, few were able to survive and some had even become extinct due to the declining number of weavers. This is what had led to the establishment of a group of weavers in South Pringgasela. Although in the beginning the establishment of the weaver community was intended to facilitate the weavers in selling their weaving products, the weaver community eventually became a weaving information center for anyone who wants to learn about weaving. This step will achieve success if the surrounding indigenous community were to actively carry it out. A sustainable result is achieved because it is rooted in the weaver community itself. This study employed mixed methods and collected data by using questionnaires, observations and in-depth interviews.

Abstract

Technology changes make the organization forced to be flexible and quickly adapt to the fickle innovation and environment. Learning and creativity are the things that can support the realization of innovation. This study aims to determine the influences of organizational learning capability and organizational creativity on organizational innovation at PT XYZ through the individual perception. This research uses quantitative methods with data collection through surveys distributed by questionnaire and uses total sampling with 101 employees. To find out the relationship between variables, this study uses multiple regression analysis techniques. The results of this study indicate that there is a relationship between organizational learning capability and organizational creativity on organizational innovation at PT XYZ.

Abstract

Background: Innovation is a crucial driver for higher education institutions to enhance competitiveness and academic excellence. Universitas Indonesia (UI) has implemented various innovation strategies, but the effectiveness and challenges of these processes require further investigation. This study aims to analyze the driving and inhibiting factors in UI’s innovation processes and formulate strategic recommendations to optimize institutional innovation. Methods: This study employs a mixed-method approach, combining quantitative and qualitative analyses. The quantitative analysis uses descriptive statistics with SPSS to examine data distribution and categorize responses into high, moderate, and low classifications. Meanwhile, the qualitative analysis is based on in-depth interviews, where data is processed using coding techniques (open coding, axial coding, and selective coding) to identify key themes. The analysis follows the structured methodology proposed by Daymon and Holloway (2010), consisting of data reduction, organization, coding, interpretation, and evaluation.  Findings: The conclusion of this study shows that innovation at the University of Indonesia (UI) is influenced by the strategies implemented and various supporting and inhibiting factors. Quantitative analysis reveals that institutional support, academic collaboration, and technology utilization significantly contribute to the success of innovation at UI. The majority of respondents have a positive perception of the innovation strategies implemented, as indicated in the categorization of the average value. Meanwhile, qualitative analysis through in-depth interviews identified major obstacles to innovation, including bureaucratic complexity, limited funding, and resistance to change. Conclusion: Innovation at the University of Indonesia is influenced by institutional and technological support, but faces challenges of bureaucracy, funding, and resistance to change. Novelty/Originality of this article: This study analyzes the innovation process in higher education through mixed methods, revealing the strategic factors that play a role in UI. The results provide new insights and policy recommendations to improve ecosystem innovation.
