Abstract

The improvement of health facilities has been a major priority of the government policy. It is related to the effort of controlling population growth by reducing fertility and mortality rate. In line with this, one issue is worthwhile to question: whether or not those facilities productively utilized by the local people. This research was conducted in Lambuya subdistrict, Kendari, Southeast Sulawesi, the area which is considered to be successful in the implementation of the family planning program. The utilization of health and family planning services, from the aspect of age, education, and resident of clients is quite satisfactory. Based on these three aspects, it is not surprising if they can rely on health andfamily planningproviders. Besides the health workers at the primary health care, there are 91 traditional healers who take over health problems. The awareness of the local people to revisit the primary health care after an initial treatment is more of a causative effect of the initiative of health providers, than the desire of the clients themselves. Effort on enlightenment by improving quality of information to the people is influential in making people utilized the services available at the primary health care.

Abstract

Every society collectively develops a certain system or institution which can be used to solve various problems in their life. The rural Javanese society has developed an activity to assist one another, either in the form of service, goods or money. This kind of activity is a social security system that is very important to them. This activity holds two meanings. First, it is a tool to reduce the burden of others, and the second is it creates and enhances the social solidarity of the group. In this context, helping one another has changed the feeling of insecurity to security among group of people. During a social, economic, and cultural transformation process in the Javanese rural areas, it turns out that this model of assisting one another is not always successful. On the contrary, it has created the feeling of insecurity among groups in society, especially the poor.

Abstract

Berbagai kebijakan dan upaya yang dilakukan pemerintah untuk meningkatkan layanan kepada masyarakat belum menampakkan hasil yang maksimal. Salah satu penyebabnya adalah rendahnya kinerja birokrasi dalam memberikan pelayanan. Fenomena ini dapat ditemui hampir dalam semua instansi pemberi layanan kepada masyarakat luas. Perubahan paradigma birokrasi dari pangreh praja dan pamong praja menuju civil servant (pelayan masyarakat) masih sulit diaplikasikan oleh birokrat. Fenomena ini muncul karena masyarakat kita gagal memahami dan menghadapi proses transformasi dunia yang begitu cepat. Proses transformasi sering kali hanya dilihat dalam konteks perubahan yang berbentuk fisik (material culure). Padahal sebenarnya transformasi ada dalam tiga level, yakni dalam tataran materi, perilaku, dan sistem nilai budaya. Sayangnya, transformasi dalam tataran nilai atau kultur sering kali diabaikan karena dianggap tidak penting, padahal berbagai persoalan yang muncul dalam masyarakat kita sebenarnya bersumber pada persoalan budaya. Oleh karena itu, diperlukan perhatian yang lebih besar terhadap persoalan-persoalan kultural sehingga tidak menjadi batu sandungan, bahkan dapat menggagalkan proses modernisasi di Indonesia.

Abstract

In order to recover from the economy crisis, the government has launced a program namely raskin (beras miskin/rice for poor). This program was addressed to only poor people with criteria set by BPS. Since this program has caused public jeolousy, the criteria for the recepients of raskin then has changed so the term bagita/bagi rata/equally shared came up. All people, whether they were poor or not, then entitled to raskin in various amount every month. This paper will describe in detail the share of raskin and the changing in the criteria based on the research in Kulon Progo Regency and Cilacap Regency.

Abstract

Generally, it is assumed that the economic crisis would hardly experienced by people who live in urban areas, mainly those who are in the lowest social stratum. Certainly, some people (experts) are convinced that people who live in the village would not affected by the impact of stagnating national economy. Recent studies, however, show that almost all of social stratum in Indonesia, both in cities and villages, are hit by the crisis but the intensities of its varies from one group to another. There are many factors to be considered in discussing impacts of crisis, i.e social, economy, and demography, as well. This article will clearly describe how people from various strata in the village perceive and how do they cope with the crisis.

Abstract

Tulisan ini berusaha menganalisis dua hal pokok, yakni dampak krisis di perdesaan Jawa dan respons pemerintah lokal/pemerintahan desa terhadap krisis moneter. Secara tegas dikatakan bahwa masyarakat perdesaan Jawa heterogen dan penuh dengan variasi dan ketidaksamaan. Oleh karena itu,dampak krisis moneter di desajuga sangat bervariasi tergantung pada wilayah, status sosial ekonomi, pekerjaan, dan sistem ekonomi. Karena krisis,ada kelompok masyarakat yang "menang" (diuntungkan) yaitu kelompok yang mempunyai akses terhadap sumber daya dan ada kelompok yang "kalah" (dirugikan) yaitu kelompok masyarakat miskin. Selama krisis, berbagai institusi tradisional yang berfungsi sebagai social security, seperti gotong-royong dan solidaritas sosial lainnya tidak berperan besar. Bahkan, pemerintah lokal/pemerintahan desa pun tidak melakukan upaya maksimal dalam menghadapinya. Dalam kenyataannya,peran aktivitas individual jauh lebih besar dibandingkan dengan aktivitas kolektif.

Abstract

The leadership role which prioritizes the element of exemplary behavior by the commander is essential in the implementation of unit development at Arhanud 003/ARK Detachment. This is related to unit members who are required to maintain their operational readiness to protect the unit against all increasing air attacks. Quantitative research conducted on all members of the Detachment aims to explore the implementation of Exemplary Leadership through practices (Model the Ways, Challenge the Process, Inspire a Shared Vision, Enable Others to Act, and Encourage the Heart) by the Commander in the unit development at the Arhanud 003/ARK Detachment and knowing the implementation of Exemplary Leadership from these five indicators which are the most influential in unit development at Arhanud 003/ ARK Detachment. Multiple regression analysis using the Stepwise method shows differences in the application of Exemplary Leadership according to Battery A, Battery B, Missile Platoon, and Maintenance Platoon. This condition has an impact on unit development at the Arhanud 003/ARK Detachment. The results of the analysis show that unit development is positively influenced by the implementation of Exemplary Leadership in the practices of Challenge the Process and Encourage the Heart, while other factors (Model the Ways, Inspire a Shared Vision, Enable Others to Act) are not that influential. This is because there are still obstacles and barriers in the unit development at the Arhanud 003/ARK Detachment which require innovative strategies and ideas as well as members who are always optimistic in improving the unit development at the Arhanud 003/ARK Detachment.

Abstract

This study analyzes the process of electronic services at the Surakarta City Land Office and the role of digital leadership in improving service quality. The research used a descriptive qualitative method with data obtained through in-depth interviews with 18 informants, observations, and document studies. Data triangulation is carried out to ensure the validity of the information. The results of the study show that electronic services, such as electronic mortgage (HT-El), elimination of Mortgage Rights/electronic roya (Roya-El), and electronic land registration certificate (SKPT-El) increase efficiency, transparency, and accuracy in the management of land services. Digitization is carried out gradually through the conversion of physical documents into electronic documents with encryption technology for data security. The electronic dashboard integrated with the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) allows for direct supervision, increasing accountability and accelerating services. The success of digitalization depends heavily on visionary digital leadership. The Head of Office not only acts as a decision-maker, but also as a driver of change, motivates employees, and builds external collaboration. This leadership creates a strong digital culture, strengthens relationships with stakeholders, and encourages a change in digital mindset. Innovations such as electronic certificates, Certificate Printing Platform, and the “Sentuh Tanahku” application improve the quality of electronic-based services, especially in the E-S-Qual and E-Recs-Qual dimensions, providing an efficient, transparent, and responsive experience for users.
