Abstract

This paper analyzes stagnation of fertility rate decrease in Indonesia. Population balance can be achieved by controlling fertility. Indonesian survey of demography and health in 2012, however, shows no significant difference of fertility rates from similar surveys in 2002 and 2007. In addition to that, there are factors such as the shifting political paradigm in the developing world, change of local governance, and institutional change that influence the stagnation of fertility rate decrease. This writing recommends ways to accommodate balance between democratic system and effective achievement. Besides, the decrease of fertility rate also requires serious commitment and determination of local government to participate. For this goal, sociological and cultural model can be used as an alternative to transform the behavior of society.

Abstract

Forest fires in Indonesia have attracted much attention among researchers over the past few decades. This paper aims to systematically map the existing corpus of scientific knowledge on forest fires in Indonesia. The systematic maps visualize which areas of significant activity and indicate specific interests and motives. The systematic analysis is also helpful in improving the understanding of current issues, problems, and challenges. From the scientific database of Scopus, we found 209 peer-reviewed journal articles directly related to forest fires in Indonesia published between 1989 and 2021 (July). In general, the number of publications rose after major fire events, notably in 1997/1998. The El Nino Southern Oscillation (ENSO)-related big fires seem to be the primary driver of more scientific inquiries. The present review shows that although fires occurred throughout the year, they mainly occurred in the dry season, indicating the crucial role of weather even though it is not the direct cause of fire ignition. Our research shows that all types of forest functions in Indonesia have experienced fires, but approximately half of the studied fires occurred in conservation areas. More specifically, previous studies have been more dedicated to secondary forests. The studies generally pointed out that secondary forests are more prone to fires. More than a half of the existing scientific work was looking at human-induced fires, although natural hazards drove that came close. Regarding human-induced drivers, most research was dedicated to the links between fires and the use of fires in land preparation for both small-scale agricultural activities and commercial plantations. The impacts of forest fires have been the most studied topic among scholars on fires in Indonesia. More specifically, the existing research was focused on the ecological/ environmental effects dominated by studies on the impacts of air quality and biodiversity. Interestingly, the existing research rarely addressed other issues, such as local livelihoods and how they adapt to environmental changes.

Abstract

Rural MSMEs have a small business scale in terms of capital, labor, market orientation, and limited technology adoption so Dinas Koperasi and UKM DIY (Department of Cooperatives and SMEs of the Special Region of Yogyakarta) implement MSMEs empowerment policy through the Desa-Preneur Program. The involvement of various stakeholders has been attempted, but this program has not fully targeted all Sidoarum MSME actors. This study discusses the process of collaborative governance in the implementation of the Desa-Preneur Program in Sidoarum Village, Yogyakarta. The research uses a qualitative descriptive method with primary data obtained from interviews, and secondary data collected through documentation and literature. The result showed that collaborative governance indicators have not been fully implemented. The role of lurah as program leader has not been maximized in carrying out the role as a program leader. Not all MSMEs actors participate in mentoring routinely and village economic institutions have not been formed. Several program achievements have been fulfilled, but still require consistent implementation of learning outcomes. The researchers suggest that village government to have more concern bridging out the provincial government and community in term of Desa-Preneur Program implementation. Institutional strengthening of BUMDes and cooperatives is important as a place of collaboration between stakeholders. Desa-Preneur Program in Sidoarum Village must be synergized with other programs and needs to involve other government institutions that support local MSMEs empowerment.

Abstract

Pelatihan dasar calon pegawai negeri sipil (Latsar CPNS) is basic training for newcomer civil servants that must be followed during the pre-service period. The coronavirus disease 2019 (COVID-19) outbreak has caused face-to-face learning in the classroom to be canceled, so the learning process in the training organization must be replaced with a learning process using massive open online course (MOOC) and learning management system (LMS) with a distance learning system. This study used a modified form of the unified theory of acceptance and use of technology (UTAUT) model framework. The core factors in the UTAUT framework called facilitating conditions, will be divided into two factors. The two factors are the availability of infrastructure and devices, and internet capability (IC). The respondents of this study are newly recruited civil servants at the Ministry of Transportation of the Republic of Indonesia with 400 respondents used in the analysis process. We found that performance expectation (PE), effort expectation (EE), social influence (SI), and self-efficacy (SE) affect student behavior (SB). In addition, SI and IC affect SE. Meanwhile, the relationship between infrastructure and device availability (IDA) with SE has an insignificant result. In improving Latsar CPNS services, training organizations should pay attention to several factors that can influence SB.

Abstract

Local community involvement plays a critical role in the success of tourism development, particularly in community-based tourism (CBT). This study investigates the internal barriers to local community involvement in the Area Model Conservation and Education (AMCE), a CBT destination in Oro-Oro Ombo Village, Batu City, Indonesia. Using purposive and snowball sampling techniques, data were collected from informants, including tourism destination managers, village government employees, Village Consultative Body (VCB) members, and local community leaders. Data collection methods comprised in-depth interviews, participant observation, and documentation, which were subsequently analyzed through content analysis. The findings reveal five categories of tourism development in AMCE, including economic, social, environmental, geographical, and institutional. The dominant inhibitors come from the institutional category, such as top-down leadership style, less transparent governance, internal conflicts between managers, and elite capture in AMCE. These barriers hinder effective community participation and sustainable tourism development in the region. The study emphasizes the need for enhanced organizational governance, better financial resource allocation, and improved coordination and collaboration with government agencies, universities, and other stakeholders. Additionally, capacity-building initiatives, including education and training programs for tourism destination managers, are essential to overcoming these barriers. The results provide critical insights for policymakers and practitioners to foster inclusive and sustainable tourism development in CBT destinations.

Abstract

The interplay between occupational class, social status, and education in Indonesia is shaped by multiple forces, including economic changes, traditional social structures, and the growing significance of education in determining social mobility. This research aims to address the role of education and family background on child’s class measured by occupational status. This included measuring the relationship between parents’ education and parent’s occupational class as the family background determinant. The main data used to test the model was secondary data from the Indonesian Family Life Survey wave 1 to 4, allowing us to analyze the social class of father and child pairs, as the subject of this study, with a sample size of 4,035. Through path analysis, the finding shows the indirect pathway, mediated through education, displays a greater influence than the direct pathway. This suggests that education plays a critical role as a mediator in determining occupational status and social mobility. This finding is key to understand the persistent inequities in educational access in Indonesia, where family background continues to have a strong effect on children's educational and occupational outcomes. It suggests that policy interventions targeting educational equity could significantly reduce the impact of family background and promote social mobility. JEL Classification: F68; I25; Z13

Abstract

This article presents the influence of Colin Kaepernick’s protest on the public's perception of athlete activism. This will entail doing a thorough examination and analysis of pertinent previous research related to the NFL game that had similar activities to those of Colin. The primary data comprises the results of American Football matches, the performances during NFL matches, the pre-game, which includes the kneeling protest by various sportsmen, and noteworthy findings from earlier studies. The study will undergo a comprehensive examination and analysis. This involves analyzing the intricate correlation between race, racism, athlete activism, and how these interconnections reflect broader societal inequalities and power dynamics. There are three keyways in which researching the linkages between professional football and social movements sheds light on the interplay of sport, politics, and culture. In addition, this article shows some of the various ways that professional football players have utilized the game for purposes other than just earning money and enjoying a love of the game. In this instance, the NFL and the press got along well throughout the decade, therefore, the public's perception of the NFL’s responses to social movements was largely determined by the press's coverage of the events.

Abstract

This study aims to find out the way gender socialization affects the young people’s perception on men and women roles. This paper uses state-supported gender roles in the Soeharto era as a benchmark for gender ideology today. The government of Soeharto marked a pivotal moment in the development of the expected roles of men and women both in the public and private areas. The aims of this paper are: (1) to explore whether gender roles in Indonesia have shifted from the Soeharto era to the present, (2) to examine what messages are conveyed by TV, schools and social media as agents of socialization, and (3) to look at young people's perceptions of "ideal roles” for men and women. The data from this paper are from journal articles, books and dissertations written in English taken from Proquest database by using the specific key words. Article searches were also conducted on the internet with the same keywords, both in English and in Indonesian. This literature review shows that inspite of various progress in the educational and political sectors, contemporary gender roles in Indonesia are relatively the same as traditional gender roles in the Suharto’s era. Young people, both men and some women, consider jobs in the public area and leadership positions as male domains. On the other hand, domestic work is considered as women's work, even though women work full time outside the house. The discrepancy between social expectations and the reality of everyday life often causes the double burden and the stress among women.

Abstract

The dominant practice of independent notaries in Indonesia is systematically vulnerable, causing service disruptions and losses for clients when a notary is unable to perform their duties. Although a superior alternative model, namely civil partnerships (maatschap), has a legal basis, its adoption rate is very low. This failure to innovate creates a market gap that is exploited by illegal actors and erodes public trust. Therefore, through a qualitative approach with a multi-site case study design, this article aims to uncover the root causes of this paradox and formulate policy recommendations to encourage professional transformation. The overall results of the study show that strong resistance to the adoption of maatschap is caused by a complex interaction between high-risk perceptions (especially loss of autonomy), a significant deficit of trust among peers, and the pressure of individualistic professional cultural norms. Four main determinants were identified as barriers: (1) ambiguous and unsupportive regulations, creating legal uncertainty; (2) low capacity for collaboration due to difficulties in building trust and a shared vision; (3) the complexity of technology management and integration; and (4) the failure of the socialisation process in building legitimacy and instilling new norms within the professional community.

Abstract

Penelitian ini bertujuan untuk mengetahui keterlibatan peran pemangku kebijakan dalam pengembangan Trans Jogja menuju full BRT, mendeskripsikan perencanaan pembangunan jalur khusus dan angkutan pengumpang (feeder) sebagai pemenuhan syarat full BRT, dan merumuskan aksi yang dilakukan oleh masing-masing pemangku kebijakan untuk mewujudkannya. Teori yang digunakan adalah teori stakeholders mapping dan stakeholders engagement. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pendekatan studi kasus pada penyelenggaraan angkutan perkotaan Trans Jogja. Metode pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Sebelumnya dilakukan pemetaan pemangku kebijakan untuk mengelompokkan kategori pemangku kebijakan berdasarkan kepentingan dan pengaruh. Hasil penelitian ini menunjukkan bagaimana pemangku kebijakan saling melakukan keterlibatan dalam mendorong Trans Jogja menjadi full BRT. Rekomendasi penelitian adalah mencanangkan program pengembangan full BRT ke dalam rencana pembangunan jangka menengah daerah (RPJMD), mengajukan pendanaan bantuan luar negeri melalui World Bank di tahun 2023, mengalihkan pendanaan sebagian rute operasional Trans Jogja yang dibiayai APBD ke APBN (pengalihan dana tersebut digunakan untuk membiayai pembangunan feeder di Yogyakarta), dan memperkuat kelembagaan PT AMI bukan sebagai operator saja, namun sebagai BUMD yang otonom dan mandiri.
