Abstract

Healthcare service performance evaluation has become an essential aspect in improving service quality and supporting evidence-based decision-making in healthcare institutions. Increasing patient expectations require healthcare providers to assess and enhance their service performance across multiple dimensions continuously. Therefore, a systematic, objective evaluation approach is needed to measure service quality effectively. This study aims to evaluate healthcare service performance using a multicriteriadecision-making approach based on patient perception data. This research employs a quantitative method, collecting data through structured questionnaires administered to 152 respondents. The instrument consists of 25 indicators derived from five service quality dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Data validity and reliability were tested using Pearson correlation and Cronbach’s Alpha, confirming that the instrument is valid and reliable. Furthermore, data analysis was conducted using the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) method, including the construction of the decision matrix, normalization, optimization, and ranking. The results indicate that the reliability dimension achieved the highest preference value (A1 = 0.059), followed by empathy (A4) and tangibles (A5) (0.057), while responsiveness obtained the lowestvalue (A2 = 0.052). These findings demonstrate that reliability is the strongest aspect of healthcare service performance, whereas responsiveness requires priority improvement. This study contributes by providing an objective, systematic evaluation framework that integrates patient-perception-based service quality dimensions with the MOORA method to generate measurable performance rankings. The proposed framework offers a practical decision-support tool for healthcare managers in determiningpriority strategies for service quality improvement.

Abstract

Dolok Masihul District is one of the districts in Serdang Bedagai Regency, North Sumatra. In delivering public services, Dolok Masihul District still uses a manual system for handling public complaints. This results in a lack of transparency, efficiency, and effectiveness in the complaint handling process. Therefore, a community complaint information system is needed to facilitate the process of submitting, monitoring, and reporting complaints. This research aims to design and build a community complaint information system for Dolok Masihul District. The information system is developed using PHP programming language and MySQL database. The outcome of this research is a community complaint information system that can receive complaints, monitor the status of complaints, and generate complaint reports. System testing shows that the system operates effectively and meets user needs.

Abstract

This research aims to design a web-based e-letter information system for the One-Stop Investment and Integrated Service Agency and Manpower (DPMPTSPK). The system is designed to facilitate the management of incoming and outgoing letters, as well as to improve efficiency in office administration. The issues faced by the related agency include a manual letter archiving process that is slow and prone to human error, which hinders service delivery. This research employs a system development method using the System Development Life Cycle (SDLC) approach, which includes stages of needs analysis, system design, implementation, and testing. The technology used is web-based programming, with PHP as the programming language and MySQL as the database for data management. This system enables integration of electronic letters, status tracking of letters, and easy archive searches. The results of the research indicate that the designed e-letter system is capable of accelerating the letter management process, reducing the risk of document loss, and enhancing transparency and accountability within the organization. With this system in place, it is hoped that DPMPTSPK can provide more effective and efficient services to the public.

Abstract

Mail archive management is an important part of supporting smooth administration in government agencies. However, manual archiving often causes various problems, such as delays in document retrieval, the risk of losing archives, and low work efficiency. This study aims to design a website-based document archiving information system for the North Sumatra Provincial Transportation Agency. The research methods used include observation, interviews, and literature study. The system design was carried out using Data Flow Diagrams (DFD), Entity Relationship Diagrams (ERD), database design, and user interface design. The results of the study show that the designed information system is capable of improving document storage security. Thus, this system is expected to support improved administrative performance within the North Sumatra Provincial Transportation Agency.
