Abstract

This research aims to analyze the potential for social conflict in the development of Rusunawa Sadangserang in Bandung City through a sustainable planning perspective. This study employs a case study approach, utilizing in-depth interviews and source triangulation for data collection and analysis. The findings suggest that the potential for conflict arises from three primary sources, namely changes in land use, inequality in the provision of residential units, and unclear land ownership status. Changes in the function of Sadangserang Market and Sadangserang Terminal risk triggering resistance from traders and drivers. The imbalance of commercial units and subsidies can create access conflicts for low-income groups. Uncertain land ownership status is also prone to disputes. Therefore, a sustainable planning strategy is needed that involves public participation, socio-economic surveys, and clarification of land status. In this way, it is hoped that Rusunawa Sadangserang can make an optimal contribution to providing harmonious and fair housing in the city of Bandung.

Abstract

This study explores the construction of humanistic leadership and the concepts of cross-generational collaboration and reverse mentoring, psychological well-being as a mediator, and innovative academic productivity as a dependent. The focus of the study is private universities in Central Java. The methodology used is a mixed method approach, where quantitative data were collected through questionnaires distributed to 390 lecturers. Then, the data were analyzed using structural equation modelling facilitated by AMOS software version 24.00. Qualitative data were obtained through interviews and FGDs, with the analysis process involving triangulation and coding supported by NVivo software. The findings of the study concluded that there was a significant interaction between the exogenous and endogenous variables. However, the role of psychological well-being is only a partial mediation, not a full one. Therefore, this comprehensive approach highlights the critical role of various leadership styles and collaborative methodologies in promoting innovative academic behaviour. This finding also explains how important local culture is as inspired by the educational figure Ki Hajar Dewantara through his concept of “ing ngarso sung tuladha, ing madya mbangun karsa, tut wuri handayani” which greatly supports higher education in encouraging innovative behaviour through knowledge sharing, which has an impact on increasing academic productivity in higher education.

Abstract

The construction of modest flats (Rusunawa) in Sadangserang, Bandung City, is planned to use land currently used by the Sadangserang market and station. The temporary relocation of the market and station has the potential to trigger social conflict among traders, public transportation drivers, and the local community. This research is proposed to analyze the potential for social conflict from the perspective of sustainable development planning. The study was conducted using qualitative methods through in-depth interviews with key informants. The research results indicated that the potential for conflict arises from uncertainty about compensation and economic impacts for traders and terminal workers, as well as the loss of cultural identity and access to transportation for the community. Applying sustainable planning principles reduced the potential for conflict through fair compensation schemes, adaptation assistance, participation of affected groups, guaranteed rights to return to their original location, and cross-sectoral communication and coordination. This Research enriches the literature on urban informal infrastructure relocation studies with a perspective of sustainable planning. The research results are in the form of a reference for the government in formulating fair and sustainable relocation policies.

Abstract

This study investigates the influence of transformational leadership on teacher performance in disadvantaged regions, with a specific focus on SMP Satu Atap Werdi in Pekalongan Regency. Schools located in remote and underdeveloped areas often face structural challenges such as limited resources, inadequate infrastructure, and geographical isolation, which significantly hinder the delivery of quality education. In this context, the role of school principals becomes critical in shaping organizational culture and motivating educators to maintain high performance despite the constraints. The research employed a qualitative descriptive approach, using participant observation, in-depth interviews, and document analysis to gather rich and comprehensive data from the principal and teachers as key informants. Findings indicate that even though SMP Satu Atap Werdi operates in an area with severely limited facilities, the transformational leadership style adopted by the principal has successfully brought about meaningful improvements in school management and teacher performance. The leadership was manifested through four main dimensions: idealized influence, demonstrated by strong role modelling and exemplary behaviour; inspirational motivation, reflected in the principal’s ability to encourage teachers to remain committed and enthusiastic; intellectual stimulation, which fostered creativity, innovation, and problem-solving among teachers; and individualized consideration, shown through personal guidance and support tailored to each teacher’s needs. These practices led to visible progress in teacher discipline, professional dedication, and organizational commitment. The study underscores the importance of transformational leadership as a catalyst for positive organizational change in education, particularly under challenging circumstances. The findings align with previous literature highlighting its effectiveness in motivating subordinates and enhancing performance. From a practical standpoint, this research suggests the need for policymakers and education stakeholders to strengthen transformational leadership practices in schools across disadvantaged regions as a strategy to achieve equitable educational quality in Indonesia.

Abstract

This study investigates the influence of an online attendance system and digital literacy on teacher discipline and performance in elementary schools. A quantitative explanatory research approach was employed to provide empirical evidence regarding these relationships. The research population consisted of 170 elementary school teachers in Bojong District, Pekalongan Regency, who were selected using proportional stratified random sampling to ensure representativeness. Data were collected through a structured questionnaire using a 5-point Likert scale, and analyzed with Structural Equation Modeling (SEM) through the Partial Least Squares (PLS-SEM) approach using SmartPLS 4.0 software. The measurement model evaluation demonstrated strong reliability and validity across all constructs. Cronbach’s Alpha values ranged between 0.820 and 0.872, Composite Reliability between 0.881 and 0.911, and Average Variance Extracted (AVE) between 0.649 and 0.718. Discriminant validity was confirmed based on both the Fornell-Larcker Criterion and the Heterotrait-Monotrait Ratio (HTMT). The structural model showed good predictive relevance with a Goodness-of-Fit (GoF) value of 0.366, indicating a large effect. Hypothesis testing results supported all proposed relationships. Digital literacy was found to positively influence teacher performance, while the online attendance system significantly affected both teacher discipline and teacher performance. Furthermore, teacher discipline was proven to have a positive effect on teacher performance. Mediation testing revealed that teacher discipline acted as a significant partial mediator in the relationships between digital literacy, online attendance systems, and teacher performance. The findings provide empirical validation for the Task-Technology Fit Theory and the TPACK Framework in the context of educational human resource management. This study confirms that digital transformation, through strengthening digital literacy and online systems, represents an effective strategy to improve teacher professionalism and enhance academic quality in elementary schools.

Abstract

Government procurement of goods and services is a crucial instrument in achieving transparent, efficient, and accountable governance. One of the key innovations introduced is the e-Catalogue system, an electronic procurement platform provided by the National Public Procurement Agency (LKPP). This study aims to evaluate the implementation of the e-Catalogue in sports equipment procurement at the Youth and Sports Office (Dispora) of Semarang City, focusing on its mechanisms, supporting and inhibiting factors, and its impact on procurement governance. This research employed a descriptive qualitative approach, involving eight informants consisting of structural officials and suppliers. The findings indicate that, in general, the implementation of the e-Catalogue has been effective, particularly in terms of time efficiency, price transparency, and accountability enhancement. However, several challenges remain, including the lack of formal policy dissemination, limited digital literacy among some staff, insufficient internet infrastructure, and unstructured inter-unit coordination. Based on these findings, the study recommends several strategic measures: (1) establishing a permanent inter-unit coordination team, (2) strengthening human resource capacity through continuous training, (3) developing a digital dashboard for real-time monitoring, (4) providing limited public access to procurement reports, and (5) fostering partnerships with suppliers through technical forums and routine evaluations. These measures are expected to optimize the implementation of the e-Catalogue and serve as a best practice model for other local government institutions.

Abstract

This study investigates the effectiveness of teacher training policy implementation in Dili Regency, Timor-Leste, utilizing the CIPP (Context, Input, Process, Product) evaluation model. A structured survey was administered to 150 teachers and education stakeholders to assess key determinants influencing implementation outcomes. Quantitative analysis employed Pearson correlation, multiple regression, and path analysis to examine relationships among variables. Findings revealed strong correlations between all independent variables and implementation effectiveness (r > 0.60, p < 0.01). The multiple regression model accounted for 76.3% of the variance in implementation effectiveness (R² = 0.763, F = 123.45, p < 0.001), with Policy Standards exerting the greatest influence (β = 0.243), followed by Resources (β = 0.203) and Implementer Disposition (β = 0.201). Path analysis confirmed the significance of all direct causal pathways, reinforcing the robustness of the model. These results underscore the critical role of clear policy standards, adequate resource allocation, and implementer commitment in enhancing the success of teacher training programs. The study contributes empirical evidence to the discourse on education reform in developing and post-conflict regions, highlighting strategic priorities for policy makers and practitioners. By aligning training initiatives with contextual realities and stakeholder capacities, the findings offer actionable insights for improving teacher professional development in Timor-Leste and similar settings.

Abstract

This research aims to formulate a transformation model for stunting assistance by the Kunduran District Stunting Team, Blora Regency. The study uses qualitative methods with a phenomenological approach through in-depth interviews. The results of the research show that the implementation of the role of companion for stunting families in Kunduran District still faces several obstacles, such as limited competence of companions, less effective counselling methods, barriers to access to health services for stunting families, and early detection and supplementation of at-risk pregnant women. A transformation of the stunting assistance paradigm is needed from the old top-down approach to a dialogical and collaborative model between the assistant and the family. Transformation is required by increasing companions' competence, interactive counselling, an organized referral system, early detection of at-risk pregnant women, and increasing access to nutritional supplementation. With comprehensive transformation, it is hoped that supporting stunted families will be more effective in accelerating the reduction of stunting in Kunduran District and Blora Regency. Regional government support through policies and funding is urgently needed to optimize the transformation of the role of family companions.
