Abstract

This research aims to analyze management functions including planning, organizing, implementation and supervision of its effect on service effectiveness. This research uses quantitative methods by testing hypotheses from the functions of planning, organizing, implementing and monitoring the effectiveness of services both simultaneously and partially. The sample in this study was employees involved in waste management at the Environment Agency which amounted to 142 using a random sampling system. The results of the study proved that planning, organizing, implementation and supervision have a positive influence on the effectiveness of services both simultaneously and partially

Abstract

Penelitian yang telah penulis lakukan pada Dinas Perhubungan Kabupaten Majalengka. menunjukkan bahwa prestasi kerja pegawai belum optimal, hal ini terlihat diantaranya lambatnya penanganan dan penyelesaian surat izin usaha angkutan barang mapun surat izin bongkar barang, hal ini berdampak bagi usaha masyarakat pengguna jasa Dinas tersebut sehingga menimbulkan keluhan dan kekecawaan, Indikator masalah tersebut diduga disebabkan dorongan atau semangat kerja pegawai pada Dinas tersebut belum maksimal. Untuk itu penulis merasa tertarik untuk mengadakan penelitian lebih lanjut dengan mengambil judul : “Pelaksanaan Motivasi Dalam Upaya Meningkatkan Prestasi Kerja Pegawai Pada Dinas Perhubungan Kabupaten Majalengka”. Adapun yang dijadikan populasi maupun sampel dalam penelitian penulis adalah pegawai pada Dinas Perhubungan Kabupaten Majalengka dari popuasi berjumlah 60 orang. diambil sampel sebanyak 30 orang, dengan menggunakan teknik sampel yaitu Purposive sampling. Metode penelitian yang penulis gunakan adalah Metode Deskriptif Analisis, yaitu suatu metode penelitian yang menguraikan atau menjelaskan kejadian yang timbul pada saat penelitian sedang berlangsung dan sifatnya aktual, kemudian data yang dikumpulkan disusun, dianalisa yang pada akhirnya dapat ditarik suatu kesimpulan. Berdasarkan pembahasan hasil penelitian, maka dapat disimpulkan sebagai berikut :bahwa Kepala Dinas dalam pelaksanaan pengawasan belum sepenuhnya berdasarkan prinsip-prinsip pengawasan. Hal ini dapat dilihat berdasarkan hasil rekapitulasi secara keseluruhan baru mendapatkan nilai 65,33% dengan predikat “Cukup Baik”..Kondisi demikian jelas akan berpengaruh terhadap rendahnya perstasi kerja pegawai pada Dinas Perhubungan Komunikasi dan Informatika Kabupaten Majalengka,dimana secara keseluruhan berdasarkan rekapitulasi hasil tanggapan responden tentang pencapaian prestasi kerja pegawainya baru sebesar 61,28% dengan predikat “Cukup Baik”

Abstract

Penelitian ini bertujuan untuk menganalisis peran kepemimpinan visioner dalam pengelolaan Dana Desa di Desa Karyamukti, Kecamatan Panyingkiran, Kabupaten Majalengka. Kepemimpinan visioner dipahami sebagai kemampuan kepala desa dalam merancang masa depan desa secara strategis, partisipatif, dan berkelanjutan. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa Kepala Desa Karyamukti, Moh Bunyamin Khan, SH., MH., mampu menerapkan prinsip-prinsip kepemimpinan visioner dengan efektif. Hal ini tercermin dalam penyusunan program prioritas yang responsif terhadap kebutuhan masyarakat, peningkatan partisipasi warga dalam perencanaan pembangunan, serta penguatan akuntabilitas dalam pengelolaan anggaran desa. Kepemimpinan visioner juga mendorong inovasi dan kolaborasi dengan berbagai pihak, yang berdampak pada peningkatan kesejahteraan masyarakat. Temuan ini mengindikasikan pentingnya penguatan kapasitas kepemimpinan kepala desa untuk mendorong pembangunan desa yang inklusif dan berkelanjutan.

Abstract

Tanaman cengkeh (Syzygium aromaticum L.) merupakan komoditas perkebunan bernilai ekonomi tinggi yang berperan penting sebagai sumber pendapatan petani. Namun, produktivitas tanaman cengkeh sering terkendala oleh serangan hama penggerek batang yang dapat menyebabkan kerusakan jaringan tanaman, penurunan pertumbuhan, hingga kematian tanaman. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk mengidentifikasi permasalahan serangan hama penggerek batang serta menganalisis kebutuhan petani sebagai dasar penyusunan program pemberdayaan. Kegiatan dilaksanakan pada Kelompok Tani Pasir Limus, Desa Gunungwangi, Kecamatan Argapura, Kabupaten Majalengka, dengan menggunakan metode Participatory Extension Approach yang melibatkan petani secara aktif dalam proses identifikasi masalah. Tahap kegiatan yang dilaksanakan meliputi observasi lapangan dan wawancara dengan petani. Hasil observasi menunjukkan adanya gejala serangan hama penggerek batang pada beberapa tanaman cengkeh yang ditandai dengan lubang gerekan, kerusakan jaringan batang, dan akumulasi serbuk kayu pada area serangan. Hasil wawancara menunjukkan bahwa petani telah mengenali gejala serangan hama, namun masih memiliki keterbatasan pengetahuan mengenai identifikasi dini, bioekologi hama, dan teknik pengendalian yang tepat. Temuan ini mengindikasikan adanya kesenjangan pengetahuan yang berpotensi memengaruhi efektivitas pengendalian hama di tingkat petani. Oleh karena itu, diperlukan kegiatan lanjutan berupa penyuluhan dan pendampingan teknis untuk meningkatkan kapasitas petani dalam pengelolaan hama penggerek batang secara efektif dan berkelanjutan.

Abstract

Administrative science and human resource management are increasingly interconnected in explaining how public organizations achieve their objectives, deliver services, and maintain legitimacy. Public administration can no longer be understood merely as the arrangement of structures, procedures, and authority, while human resource management cannot be limited to personnel administration. Both need to be integrated as a system linking policy direction, organizational design, competencies, motivation, performance, learning, and technology. This study analyzes the integration of administrative science and human resource management in strengthening public organizational capacity and formulates an improvement agenda relevant to government institutions. A qualitative approach was employed through an integrative literature review and document analysis. The sources consisted of scholarly articles, international organization reports, regulations, and institutional publications issued between 2015 and 2022, verified through publisher websites, DOI records, and official portals. The findings indicate that public organizational capacity is shaped by the consistency of merit systems, workforce planning, competency-based recruitment, continuous development, performance management, empowerment, public service motivation, employee well-being, leadership, and data integration. Reform frequently fails when human resource instruments are implemented separately, driven by compliance, and disconnected from organizational results. This article proposes an integrated model that treats human resources as a strategic capacity, strengthens managers' roles as people leaders, simplifies indicators, connects performance with development and careers, and builds digital systems that support evidence-based decisions

Abstract

Openness of information is demonstrated in information services that minimize disputes over public information and adapt to new media by involving public participation. The implementation of KIP by government agencies needs to be assessed or measured and analyzed based on evidence. Public information disclosure is a fundamental element of transparent, accountable, and participatory governance, particularly in the context of digital transformation and open government. This study aims to measure and analyze the Public Information Disclosure Index (IKIP) in Majalengka Regency and to provide an in-depth explanation of the factors underlying its measurement results. The study employed a mixed- methods approach with a sequential explanatory design, integrating quantitative and qualitative methods in two consecutive stages. The quantitative stage involved 100 respondents, with data collected through structured questionnaires designed to measure the dimensions and indicators of public information disclosure. The quantitative data were analyzed using descriptive statistical analysis and index measurement to determine the level and characteristics of IKIP. Subsequently, qualitative data were collected through interviews and observations to explain, deepen, and validate the quantitative findings. The qualitative data were analyzed through data reduction, data presentation, interpretation, and conclusion drawing. The findings provide an empirical assessment of public information disclosure and identify aspects that support or constrain the quality of information openness in Majalengka Regency. The novelty of this study lies in integrating IKIP measurement with explanatory qualitative analysis, thereby moving beyond numerical index assessment to provide contextual evidence regarding the conditions underlying the resulting scores. This approach contributes to the development of a more comprehensive framework for evaluating public information disclosure and provides practical evidence for local governments to strengthen transparency, accountability, digital information governance, and public participation. The aim is to determine the clear value of IKIP accompanied by evidence-based explanations. The results of the study show that the Public Information Disclosure Index (IKIP) value of 86.3 is in the B quality category, which is good. This is supported by evidence of the Majalengka Regency Government's actions in public information disclosure, which show open governance, new media, and community participation

Abstract

This study analyzes supervision by the Head of Division in an effort to improve employee performance in the Traffic Division of the Majalengka Regency Transportation Office, identifies implementation barriers, and explains the corrective measures undertaken. A descriptive method with a quantitative approach supported by qualitative data was applied. All 67 employees in the Traffic Division were included as respondents using total sampling. Data were collected through questionnaires, a structured interview with the Head of Division, non-participant observation, documentation, and literature review. Questionnaire data were analyzed using percentages, while interview and observation results were used to interpret the findings. The average score for supervision was 69.55%, categorized as moderately good. Direct supervision reached 66.67%, while indirect supervision reached 73.88%. Employee performance averaged 72.57%, also categorized as moderately good; work quality reached 75.38%, quantity 70.90%, reliability 73.13%, and attitude 70.90%. The main constraints were the supervisor's limited time and differences in employees' ability to understand instructions and communicate reports. Corrective efforts included delegation of authority, supervision scheduling, communication training, and opportunities for further education. The findings underline the need for balanced supervision combining field observation, reporting, feedback, and employee development. The relationship between supervision and performance is interpreted descriptively rather than causally because no inferential test was conducted.

Abstract

The integration of disruptive technology, especially Artificial Intelligence (AI), has pushed public administration towards smarter governance. However, local governments in Indonesia still face capacity and digital gaps in implementing digital transformation. Studies on organizational readiness for AI comprehensively impact digital service innovation in the local public sector, but they are still limited. This study aims to assess the level of AI Readiness (AIR) and Digital Public Service Innovation (DPSI) in Indonesian local governments, as well as empirically analyze the influence of AIR on DPSI. The study uses an explanatory quantitative design. Primary data were collected through structured questionnaires with a five-point Likert scale. The study population consists of local government officials handling data management, information technology, digital transformation, and public services. A total of 100 respondents were selected using purposive sampling.  The descriptive analysis results show that both Artificial Intelligence Readiness and Digital Public Service Innovation are at a high level in local governments in Indonesia. Furthermore, the simple linear regression analysis confirms that Artificial Intelligence Readiness has a positive and statistically significant impact on Digital Public Service Innovation, indicating that the higher the organization's readiness to adopt AI, the higher the level of digital public service innovation produced. These findings provide empirical validation for the Resource-Based View (RBV) and Dynamic Capability Theory, with the sustainability of public sector innovation heavily relying on strengthening the organization's internal capabilities, including technology infrastructure, human resource competencies, strategic leadership, and data governance.
