The ability of the government to provide the availability of information with a variety of infrastructure and adequate content, accompanied by an attitude of openness and adequate mechanisms and procedures will facilitate the public to contribute or participate positively. The provision of information in the government is carried out by Public Information Management Officers (PPID) in each Public Agency. This research was conducted to find out how the understanding of PPID in the West Sumatra Province Tourism Office towards public information disclosure, knowing the meaning of information applicants and knowing the meaning of public information openness by the PPID in the West Sumatra Province Tourism Office. The method used in this study is a qualitative method with a phenomenological approach. The results showed that the understanding of PPID in the West Sumatra Province Tourism Office towards public information disclosure is quite good. The PPID is able to take responsibility for the mandate of Law Number 14 Year 2008 on Public Disclosure of information, which is responsible for storing, documenting and providing public information by supplying public information data available at the West Sumatra Province Tourism Office to the PPID in West Sumatra Province Government. The meaning of information applicants for PPID in the Tourism Office of West Sumatra Province is as a party that must be served and has the right to obtain public information because they are guaranteed by the Public Disclosure of information Law. While the meaning of public information disclosure for PPID in the West Sumatra Province Tourism Office is the guarantee for the public to get information from public agencies. This article (study) was summarized based on writer experiences in conducting Community Service program among farmer group organizations in Anduriang Village at Padang Pariaman Regency. This program was intended to increase the understanding and awareness of farmer groups about the benefits of golden snails, which so far have only been seen as crop pests for farmers, and then made them a source of income. This study was inspired by various conditions that indicated the powerless of the farmer groups in overcoming the problem of golden snail pests in the Anduriang Village at Padang Pariaman Regency. This issue was reflected in part from the lack of understanding and awareness of farmers in controlling the golden snail pests. Based on this condition, various farmer empowerment policies and programs were needed to be implemented in the form of increasing the capacity of the parmers in economic development of the society, especially for the farmer group organization as target groups in this program. These empowerment activities and programs needed to be conducted collaboratively and synergistically between the local government and universities.

Society empowerment are effort to increase society dignityin the current society. Because so many society can not be free from poverty and backwardness. Social agency of Bintan regency has empowered poor families for helping families in improving social welfare which society empowerment are one of many solution for resolve poverty problem. But in realty still found many problem. The purpose of this research was analyze society empowerment of poor through joint business ( Kube ) in sub-district of east bintan by Social agency of Bintan regency. the method used is descriptive with a qualitative approach and using primary and secondary data. Data collection techniques used in this study were interviews, observation, and documentation. The results of the study indicate that the program has not been able to improve the people who are members of the KUBE program. This was apparent in several joint business groups (KUBE) who had difficulties in marketing, because they were not given easy access to the management of halal labels and permits from BPOM. So that society have difficulty entering their products more broadly, because it is a requirement of supermarkets and mini markets and bazaars made by the private sector.

Policy implementation are actions taken by individuals or groups of government or private sector to achieve the goals specified in previous policy decisions. This study was designed to describe the six variables of the Donald Van Metter and Carl Van Horn models in the implementation of road infrastructure development policies in the South Tabir District of Merangin Regency which connects Gading Jaya village with Muara Delang village. This type of research is a qualitative descriptive study. There are variable models of Donald Van Metter and Carl Van Horn, standard; destination; and policy objectives, resources, characteristics of implementing organizations, implementers' attitudes, communication between organizations, socio-economic and political environments. PT. SAL and PT. Shogun Judging from the six variables in the Donald Van Metter and Carl Van Horn models in the implementation of road infrastructure development in the South Tabir District has been successfully carried out. This can be seen from having been built with number one quality increased 8.2 Km. This construction has been carried out from 2017 to 2019 with the target of road construction as far as 9.3 Km.

This research is based on the inability of the family to meet food needs. The research objective is to explain the implementation, factors and solutions to overcome the obstacles of the Work Program in Ensuring Food Security of the Nagari Lubuk Layang Pasaman Community. The method in this research is descriptive qualitative. The research was conducted in Nagari Lubuk Layang, Pasaman Regency. Research informants were determined by purposive sampling. Research data obtained from observation, interviews and documentation. The data validity test was done by triangulating the source, then the data was analyzed by reducing, displaying, and drawing conclusions from the research. The research results show that the implementation of the Prosperous People Poverty (Work) Program policy in ensuring community food security has not been carried out properly, because the community still does not know about the Work program in ensuring community food security in Nagari Lubuk Layang, Pasaman Regency. The factors that influence the implementation of the Work Program in ensuring food security for the people in Nagari Lubuk Layang, Pasaman Regency, consist of three factors, namely land ownership, education, income. Furthermore, efforts to overcome these obstacles are to increase public awareness and carry out direct supervision. Nagari Situmbuk and Nagari Tabek Patah, our activity partners, do not yet have regulations governing the protection of public spaces that are suitable for children. Whereas Law No. 23/2002 requires every city/regency and village to have a child-friendly environment, also Law_No._35 of 2014 concerning_child_protection demands the same thing. The urgency was also emphasized by the issuance of the_Regulation_of_the_Minister_of Women_Empowerment and Child_Protection of the Republic of Indonesia No 13 of 2010 Technical Guidelines for Eligible Districts / Cities in Children / Villages and Regional Regulation of Tanah Datar District No. 6 of 2018 concerning Implementation of Child Protection. Therefore, the existence of the Nagari Rule on Child-Friendly Nagari as important as participatory and collaborative policy formulation capabilities is held at the nagari level. It was marked by the involvement of stakeholders aiming that the policy would get full commitment from all parties. This activity is carried out using a participatory and collaborative training approach method. The results of devotion show that the involvement of stakeholders is still low in the formulation of policies in both of our partner villages. This is caused by 1) their lack of knowledge about children's rights and 2) communication, interaction, and exchange of information among stakeholders that is low so that it fails to form a policy network..

This research began with the issue that the implementation of Nagari governance in West Sumatra Province was not in accordance with the principles of good local governance based on the philosophy of local wisdom, particularly in the Minangkabau community. The purpose of this study is to explain the integration of local wisdom values, namely the leadership of the Tigo Tungku Sajarangan, the cooperation, and the consensus agreement in realizing the principles of good governance in the Nagari government in West Sumatra. The research was conducted in three villages, namely Nagari Limo Kaum in Tanah Datar Regency, Nagari Kamang Mudiak in Agam Regency, and Nagari Kayu Tanam in Padang Pariaman Regency. The data was collected using the methods of interview techniques, documentation studies, and Focus Group Discussions (FGD). The data validity test was carried out by source triangulation and method triangulation. The data were analyzed using qualitative analysis techniques through three stages, namely reduction and selection, interpretation, and inference. The results showed that the values of Tigo Tungku Sajarangan leadership, consensus agreement, and cooperation could be integrated into realizing the principles of good governance in the Nagari government in West Sumatra.

Penelitian ini bertujuan untuk mengetahui pengawasan pemanfaatan jalan yang dilakukan oleh Satuan Polisi Pamong Praja Kota Padang. Latar belakang dilakukannya penelitian adalah karena masih sering terjadi pelanggaran pada pemanfaatan jalan di Jalan Pasar Raya dan Jalan Permindo. Jenis penelitian ini adalah penelitian deskriptif kualitatif. Pemilihan informan dilakukan dengan teknik purposive sampling. Jenis data ialah data primer dan data sekunder yang dikumpulkan melalui observasi, wawancara dan studi dokumentasi. Uji keabsahan data dilakukan dengan cara triangulasi. Teknik analisis data yang digunakan yaitu pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Bentuk pengawasan yang dilakukan adalah: 1) preventif control, 2) repressive control, 3) Pengawasan berkala dan, 4) pengawasan saat proses dilaksanakan. Namun pelaksanaan pengawasan pemanfaatan jalan yang terlihat seolah belum optimal. Kendala yang dihadapi dalam pengawasan pemanfaatan jalan yaitu adanya pedagang kaki lima yang nakal, mental pedagang kaki lima yang susah dirubah, susahnya memberikan pemahaman kepada para pedagang, sumberdaya manusia dan sumberdaya keuangan kurang mencukupi, serta belum ada konsep jitu yang terpadu. Untuk mengatasi kendala dilakukan upaya seperti memberikan toleransi dan penyuluhan kepada para pedagang, membangun hubungan dan komunikasi yang baik dengan pedagang, memberikan pelatihan kepada anggota dan membentuk Tim Satuan Koordinasi Keamanan dan Ketertiban Kota.

This study analyzes empirically the governance policies for the development of the Kawasan Seribu Rumah Gadang (SRG) in Solok Selatan Regency. This study uses a qualitative descriptive method with the location of Koto Baru, Sungai Pagu. Data was collected through interviews and documentation. This research shows that governance policies have not had a positive impact on people's welfare. This is due to poor management of the revitalization of Rumah Gadang, Homestay, and improvement of supporting facilities. This study concludes that local governments have not succeeded in implementing SRG tourism development governance policies by the plans that have been set.
