Abstract

This paper is based on research that describes the involvement and design of strengthening policy actors in tsunami risk governance in Padang City. This paper also describes the policy design for strengthening disaster risk governance based on these actors' participation in research findings. The approach used in this research is a qualitative method with data collection through in-depth interviews, focus group discussions, and data studies. Data processing and analysis were performed using matrix coding and model design on the NVivo 12 Plus. The research findings illustrate that the involvement of local government actors is at the highest level in disaster risk governance policies in Padang City. Furthermore, non-governmental organisations, communities, vertical governments, digital communities, and business sector actors have successive roles in disaster risk policies. Recommendations for the involvement of local communities can be made by increasing capacity and engaging in disaster risk governance actions. On the other hand, the recommendation of non-governmental organisations (NGOs') participation should be maintained and facilitated by designing regulations that reduce the risk of a tsunami disaster. Local governments are involved in strengthening budgeting, coordination, and partnerships as the leading sector in disaster governance.

Abstract

There are 167 million social media users in Indonesia. Some of these users express their opinions on social media known as public opinion. Public sentiment is the classification of public opinion into several classes. Understanding public sentiment through some public policies can benefit the government. Publication trends can be a stepping stone to deeply understanding a research topic. No research was conducted on the publication trend of public sentiment toward Indonesian government policies on social media. This study aims to explore publication trends in the area of public sentiment toward Indonesia government policies on social media using bibliometric analysis. The Scopus database is used to gather abstracts and keywords, funding details, citation information, bibliographical information, and other information. Search document terms used are "public", "sentiment", "social media", "government", governance," and "policy" rolled within the article title, abstract, and keywords. Research publication trends were visualized using VOSViewer co-occurrence keyword analysis, which resulted in seven clusters from all the collected literature. The research trend is climbing significantly in 2018–2021, but decreasing in 2022. The University of Indonesia is the institution that produces the most documents and IOP Conference Series on Earth and Environmental Science is the publication place that publishes the most documents. Decision trees, random forests, logistic regression, naïve bayes, support vector machines and long-short-term memory are part of the machine learning algorithms recycled and Twitter is the most used social media platform.

Abstract

The development paradigm in the world today is not only about economic growth but also discusses social development that is expected to create prosperity; even the first goal of sustainable development agreed upon by all countries is poverty alleviation. As a developing country, overcoming this problem is inseparable from external assistance. For decades, foreign debt and investment have financed Indonesia's growth. This study investigates the direct and indirect effects of foreign debt and foreign investment on poverty, with economic growth as an intervening variable. This study uses a quantitative methodology, using the path analysis method in the data processing. The results state that the foreign debt variable hurts monetary development. Through economic growth, foreign debt also has a negative direct and indirect impact on poverty in Indonesia. The foreign investment variable has no direct or indirect effect on poverty in Indonesia and does not impact economic growth. In addition, this study shows that Indonesian poverty is not affected by economic growth.

Abstract

Nagari Tageh is a program implemented by the government to strengthen the community based on the community itself. Nagari Tageh is a reflection of the national program known as the Disaster Resilient Village. In West Sumatra, Nagari Tageh was initiated by the Regional Police (POLDA), and at the district level, it was carried out by the local police (POLRES). In Tanah Datar Regency, Nagari Tageh has been socialized since 2018, but there is still no Nagari that has been able to implement this program comprehensively. The involvement of other stakeholders that should support this program has also not been seen, as if the POLRES is working alone without cross-sectoral support. However, because the Nagari Tageh program is a strategic program that directly involves the Nagari community, contributions from other relevant agencies are urgently needed. This study aims to examine the roles that can be carried out by government institutions as stakeholders in the Nagari Tageh program so that it can be implemented more comprehensively in the future. This research uses a qualitative method with a descriptive approach. Data were collected through interviews with key informants from the Tanah Datar POLRES and several other stakeholders related to the Nagari Tageh program. The results show that stakeholders other than POLRES and the Nagari government actually have a commitment to support the implementation of Nagari Tageh, but there is no formal coordination or clear role division. Each institution has a different potential contribution according to its authority, but there is no binding collaboration mechanism. A coordinated structure between institutions is needed to ensure that this program can run in an integrated and sustainable manner.

Abstract

This study aims to analyze strategic management in the management of statistical partners at the BPS Office in Padang Panjang City based on four main management functions: planning, organizing, implementing, and supervising. The main problems in partner management include a rushed recruitment process, incomplete training, limited field supervision, and the lack of routine evaluation. This study used a descriptive qualitative method with interviews with key informants, such as BPS officials and statistical partners. The results showed that in terms of planning, the implementation of an annual recruitment system was considered more efficient, although the selection process was not optimal. The management team has been organized, but is still hampered by workload and a lack of human resources. The implementation of tasks by partners refers to an annual contract, but there are still disparities in quality and work motivation. Supervision is not optimal due to the limited number of field supervisors. Internal and external factors such as a lack of BPS human resources and low public trust. Therefore, a comprehensive improvement in management strategy is needed so that the management of statistical partners can run more effectively and sustainably.

Abstract

Penelitian ini bertujuan untuk mengetahui pengelolaan alokasi dana desa untuk pemberdayaan masyarakat di Nagari Matua Hilia, Kabupaten Agam. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode deskriptif. Dalam pemilihan informan, peneliti menggunakan metode dan teknik purposive sampling. Data diperoleh melalui wawancara, observasi, dan pengumpulan dokumen. Untuk memastikan validitas data, peneliti menggunakan teknik triangulasi metode dan sumber. Analisis data dilakukan melalui reduksi data, penyajian data, dan penyimpulan. Hasil penelitian menunjukkan bahwa Pemerintah Nagari Matua Hilia telah melibatkan masyarakat dalam pengelolaan alokasi dana desa (ADD), namun perencanaan penggunaan ADD lebih terfokus pada kegiatan pemerintah Nagari, dan belum memadai dalam upaya pemberdayaan masyarakat dengan penggunaan dana ADD.

Abstract

This research began with the issue that the implementation of Nagari governance in West Sumatra Province was not in accordance with the principles of good local governance based on the philosophy of local wisdom, particularly in the Minangkabau community. The purpose of this study is to explain the integration of local wisdom values, namely the leadership of the Tigo Tungku Sajarangan, the cooperation, and the consensus agreement in realizing the principles of good governance in the Nagari government in West Sumatra. The research was conducted in three villages, namely Nagari Limo Kaum in Tanah Datar Regency, Nagari Kamang Mudiak in Agam Regency, and Nagari Kayu Tanam in Padang Pariaman Regency. The data was collected using the methods of interview techniques, documentation studies, and Focus Group Discussions (FGD). The data validity test was carried out by source triangulation and method triangulation. The data were analyzed using qualitative analysis techniques through three stages, namely reduction and selection, interpretation, and inference. The results showed that the values of Tigo Tungku Sajarangan leadership, consensus agreement, and cooperation could be integrated into realizing the principles of good governance in the Nagari government in West Sumatra.
