Abstract

Pelayanan di dinas kependudukan dan pencatatan sipil Kabupaten Bangkalan tergolong kurang efekif dan kurang efisien sehingga sering di keluhkan masyarakat (Asy’ari, 2019). Inovasi pelayanan E-KTP yang dilaksakan di mall pelayanan publik di Kabupaten Bangkalan merupakan hal baru dilaunching pada hari kamis 03 september 2020 yang tujuannya memperbaiki pelayanan agar lebih efektif dan efisien, dengan prinsip pelayanan yang cepat, tepat dan transparan. Tujuan peneliti ingin mendeskripsikan inovasi pelayanan E-KTP oleh Dinas Kependudukan dan Pencatatan Sipil studi kasus mall pelayanan publik Kabupaten Bangkalan. Metode penelitian Menggunakan penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian inovasi pelayanan E-KTP oleh Dinas Kependudukan dan Pencatatan Sipil studi kasus mall pelyanan publik Pemerintah Kabupaten Bangkalan menggunakan teori inovasi menurut Bugge (2018) terdapat enam indikator meliputi tata kelola inovasi, sumber ide ide untuk inovasi, budaya inovasi, kemampuan dan alat-alat, tujuan hasil biaya dan hambatan, mengumpulkan data inovasi untuk inovasi tunggal menggunakan teknik purposive. Sedangkan analisis data menggunakan model interaktif menurut miles dan huberman Sugiyono (2013) yang terdiri dari pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan / verifikasi. Berdasarkan hasil penelitian menunjukkan adanya perubahan pelayanan yang lebih efektif dan efisien dari segi penyelesaian dengan konsep one day one service dan fasilitas yang memadai. Kata kunci: Inovasi Pelayanan Publik, Mall Pelayanan Publik, E-KTP, E-Goverment. Services at the population and civil registration office of Bangkalan Regency are classified as less effective and less efficient so that people often complain (Asy’ari, 2019). The innovation of the E-KTP service which was carried out at the public service mall in Bangkalan Regency was a new thing launched on Thursday, September 3, 2020, which aims to improve services to be more effective and efficient, with the principle of fast, precise and transparent service. The aim of the researcher is to describe the innovation of the E-KTP service by the Department of Population and Civil Registration, a case study of a public service mall in Bangkalan Regency. The method used in this research is descriptive research with a qualitative approach. The focus of the research is to analyze and describe the innovation of E-KTP services by the Department of Population and Civil Registration. A case study of the public service mall of the Bangkalan Regency Government using innovation theory according to Bugge (2018), there are six indicators including governance of innovation, sources of ideas for innovation, culture of innovation, capabilities and tools, objectives cost and constraint results, collects innovation data for a single innovation using purposive sampling. Meanwhile, data analysis uses an interactive model according to Miles and Huberman (in Sugiyono 2015: 247) which consists of data collection, data reduction, data presentation and conclusion drawing/verification. Based on the results of the study, it shows that there is a change in services that are more effective and efficient in terms of completion with the concept of one day one service and adequate facilities. Abstract

Today, health is one of the most important aspects of life. The government has an obligation to be able to help meet the needs of the community in health services. One of Bekasi City's ideas is to create a Healthy Bekasi, by implementing a health service innovation in the form of a NIK-based Health Card. This study aims to determine the innovations carried out by NIK-based health card services in Bekasi City. The approach in this research is to use a qualitative descriptive approach using three dimensions, namely product, environment, and organization. The results of this study are viewed from three dimensions, namely product, environment, and organization, as well as the obstacles that occur. The production innovation carried out by the Bekasi KS-NIK is considered successful due to the role of technology in improving the management of the KS-NIK participant database and the dashboard of the KS-NIK management system. In terms of the environment, the enthusiasm of residents of Bekasi City and outside Bekasi City for the Healthy Bekasi Card is very high in terms of devices, channels, and user behavior. The application of the KS-NIK is considered to still experience shortcomings because there are still complaints from the Hospital (as a provider) about the low service rates in hospitals and for primary health facilities. KS-NIK innovation is also inseparable from obstacles, as for the obstacles that occur, namely the existence of social and political issues that stop the KS-NIK Jamkesda Program. Abstract

Good financial management at the village level is crucial to support development and the welfare of the village community. However, many villages still face challenges in financial management, one of which is the low quality of human resources (HR) and the lack of integrity among village officials. This study aims to analyze and evaluate the influence of integrity on village financial management, as well as to analyze and evaluate the influence of human resource quality on village financial management, using 35 village governments in Sidoarjo Regency as the research location. This research was conducted by distributing questionnaires to 232 respondents, with the study population being the entire population of Sidoarjo Regency, totaling 1.977 million people, to examine the independent variables (integrity and HR quality) in relation to the dependent variable (village financial management). The method used in this research is Structural Equation Modeling (SEM), with data processing conducted using Smart-PLS 4 software. The results of the study show that the integrity of village officials has a positive influence on village financial management at a rate of 0.444, meaning that the higher the integrity of village officials, the better the financial management of the village. Additionally, HR quality was also found to have a significant impact on village financial management at a rate of 0.420. This research contributes to improving village financial management by emphasizing the importance of integrity and the quality of human resources in village governance.

Abstract

Indonesia is one of the countries with the largest Muslim population in the world, has a very strong wealth of religious traditions. Religious activities that are often carried out by local tourists are pilgrimages to the tombs of saints, one of which is the Tomb of Sunan Ampel in Surabaya. On the 29th night of Ramadan, the area of ​​the Tomb of Sunan Ampel will experience a surge in visitors because it coincides with the last ten odd nights of the month of Ramadan. This study aims to determine the form of collaborative governance in the management of the 29th night of Ramadan activities at the Tomb of Sunan Ampel Surabaya. The main problem of the study is the process of collaboration between stakeholders in the management of complex and large-scale religious activities. The method used in this study is a descriptive qualitative method with interview, observation, and documentation techniques. The results of the study show that collaboration between parties in the management of Ramadan activities at the Tomb of Sunan Ampel is informal and only dominant in the Tomb of Sunan Ampel Foundation. Although there is functional cooperation, there is no written regulation to clearly regulate the division of roles. Therefore, efforts are needed to strengthen the structure and equal participation so that the governance of Ramadan activities can run more effectively and inclusively.

Abstract

Indonesian Migrant Workers (PMI) abroad often face various social, legal, and cultural challenges that can increase their vulnerability in everyday life. One effort to minimize these vulnerabilities is through the establishment of regional community organizations as a platform for solidarity, advocacy, and cultural identity preservation. This community service activity aims to assist in the formation of the Ikatan Warga Ponorogo di Hong Kong (IWPH) — an association of PMI from Ponorogo working in Hong Kong. The methods employed include community needs assessment, facilitation of organizational meetings, formulation of organizational statutes and bylaws, and basic community-based advocacy training. The results of this activity showed high enthusiasm among PMI from Ponorogo to participate in this community as a forum for sharing information, social protection, and preserving regional cultural traditions abroad. Moreover, IWPH has begun to actively voice issues faced by PMI, such as overcharging, gender-based violence, and unclear employment contracts. The establishment of IWPH is expected to serve as a model for strengthening social networks and advocacy based on regional community groups, enhancing the bargaining power of Indonesian migrant workers abroad. This activity also reflects the contribution of higher education institutions in supporting the protection and empowerment of Indonesian migrant workers in various destination countries.

Abstract

This study aims to analyze the effectiveness of collaborative governance between PDAM Kota Surabaya and PT Sarana Multi Infrastruktur (SMI) in improving drinking water services. The main research question is how this collaborative governance is implemented and what factors influence its effectiveness. Collaborative governance, according to Ansell and Gash's theory, is a joint decision-making process involving public and private sectors to achieve common goals. This approach enables synergy between government and private companies in addressing resource limitations. The research method used is a qualitative approach with a case study, through in-depth interviews, participatory observation, and document analysis. The results show that this collaboration improves the efficiency of clean water distribution, although there are challenges such as differing objectives and resource allocation. Factors such as trust, commitment, and effective communication play a crucial role in the success of the collaboration. The implications of this study highlight the importance of inclusive institutional planning and policy design that supports cross-sector collaboration to strengthen public service provision. This research contributes to the development of the collaborative governance concept in the drinking water supply sector and provides recommendations for government and private sectors to improve the quality of clean water services for the wider community.

Abstract

This research examines the implementation of cooperation between Surabaya City Government and Sidoarjo Regency Government in order to improve regional development and public services in border areas. The focus of this research is to analyze the implementation of development cooperation and public services based on seven main principles: transparency, accountability, participation, efficiency, effectiveness, consensus, and mutual benefit and respect. The research method used is qualitative research with a literature study approach, with the results showing that this cooperation is able to optimize human, financial and infrastructure resources so that integrated infrastructure development and public administration services can run synergistically. The cooperation also successfully facilitated knowledge transfer and institutional capacity building. However, challenges such as differences in local regulations, political interests, and budget limitations are obstacles that must be overcome through continuous evaluation and coordination.

Abstract

Infrastructure development often faces challenges, especially with manual and unintegrated reporting systems. Manual reporting is time-consuming, prone to errors, and difficult for stakeholders to access, leading to supervision issues, budget misuse, and project delays. To address these problems, integrated digital reporting systems offer a promising solution to improve efficiency, transparency, and accountability. This study evaluates the effectiveness of the SILAT JANTAN application in supporting road infrastructure damage reporting in Kabupaten Madiun. Using a qualitative descriptive approach, data were gathered through in-depth interviews, field observations, and document analysis. The study applies the Technology Acceptance Model (TAM), focusing on perceived usefulness and ease of use by application users. Results indicate that SILAT JANTAN enhances reporting effectiveness, although challenges such as limited socialization and community participation remain. Recommendations include improving socialization, user training, and system strengthening to support sustainable technology adoption. This research aims to guide the development of a more effective and efficient digital reporting system to improve public services in Kabupaten Madiun.

Abstract

This study aims to analyze the role of the Regional House of Representatives (DPRD) of Sidoarjo Regency in collecting public aspirations as part of local democratic practices. As a legislative body, DPRD holds the responsibility of absorbing and responding to public input through mechanisms such as reses, community meetings, and digital platforms. Using a descriptive qualitative approach, data were gathered through interviews, observations, and documentation. The findings indicate that although DPRD has established formal systems for collecting public input, their implementation remains suboptimal. Challenges include limited access for communities in remote areas, a lack of initiative from legislators in establishing active communication, and weak follow-up on collected aspirations. Many public inputs are documented but fail to influence concrete policy decisions, resulting in the erosion of public trust in the legislative process. Furthermore, the study highlights that the aspiration-gathering process often lacks transparency, and community participation is frequently symbolic rather than substantive. This disconnect between the DPRD and constituents undermines the legitimacy of local policymaking. To address these issues, the study recommends that DPRD optimize the use of digital media and outreach programs to bridge communication gaps, particularly in underserved areas. In addition, there is a need to institutionalize follow-up mechanisms that ensure public input is not only recorded but also translated into meaningful action plans or policy recommendations. Strengthening internal capacity, increasing public access to legislative activities, and promoting accountability are essential steps toward a more responsive and inclusive governance system. These efforts are crucial to support the development of public policies that are participatory and aligned with the real and diverse needs of Sidoarjo residents. Future research is suggested to evaluate the long-term impact of such reforms on public satisfaction and trust in legislative institutions.
