Abstract

Adiwiyata merupakan penghargaan yang diberikan oleh Pemerintah kepada sekolah yang berhasil melaksanakan gerakan peduli dan berbudaya lingkungan hidup di sekolah menurut peraturan mentri.Implementasi kebijakan publik merupakan proses kegiatan administratif yang dilakukan setelah kebijakan ditetapkan/disetujui. Implementasi kebijakan mengandung logika yang top-down dari jajaran pemerintah hingga masnyarakat harus tersampaikan dengan seksama dan jelas, Pendidikan Lingkungan Hidup merupakan kebijakan pemerintah yang di sematkan di program adiwiyata yang bertujuan untuk meningkatkan kapasitas sekolah dalam mewujudkan sekolah peduli dan berbudaya lingkungan, karena dalam dunia pendidikan lebih mudah mempelajari dan menerapkan segala ilmu pengetahuan serta etika untuk mencapai cita-cita pembangunan berkelanjutan maka dari itu peneliti memilih lokus SMAN 3 Jombang, karena jenjang SMA itu merupakan tahap akhir untuk pembentukan karakter. Peneliti bertujuan mengetahui bagaimana edukasi tentang pentingnya lingkungan hidup, untuk keberlangsungan hidup mahluk hidup melalui implementasi kebijakan adiwiyata yang menangani masalah kerusakan lingkungan, pelestarian lingkungan hidup yang merujuk pada peningkatan kesadaran dan pembangunan sumber daya manusia berwawasan lingkungan serta memiliki kecerdasan ekologis di SMAN 3 Jombang, dengan menggunakan penelitihan kualitatif dengan informan yang ada di lokus yaitu SMAN 3 jombang, dengan menggunakan metode AGIL(adaptation,Goal,Inegration,Latency). Hasil penelitihan menunjukan bahwa dari sisi adaptasi program adiwiyata menunjukan sisi positif dari awal sampai sekarang, dari sisi pencapaian tujuan program adiwiyata tercapai hingga menunjukan hasil yang memuaskan, sedangkan integrasi konsep yang sudah orisinil dari pihak sekolah menciptakan kekhasan bagi sekolah dan pola pola pemeliharaan (Latency) yang berkelanjutan untuk menjaga agar adiwiyata tetap terjaga, demi terciptanya lingkungan yang baik bagi sesama. Kata Kunci: Implementasi, Adiwiyata, Peduli lingkungan Adiwiyata is an award given by the government to schools that have succeeded in implementing environmental care and culture movements in schools. Public policy implementation is a process of administrative activity that is carried out after the policy is set/approved. The implementation of policies contains top-down logic from the government to the community must be delivered carefully and clearly, Environmental education is a government policy pinned in the Adiwiyata program which aims to increase the capacity of schools in realizing a caring and environmentally cultured school. because in the education world is easier to learn and apply all science and ethics to achieve the goals of sustainable development, therefore the researchers chose the locus of SMAN 3 Jombang. because high school level is the final stage for character building, Researchers aim to find out how to educate about the importance of the environment. for continous of living things through the implementation of Adiwiyata policies that address environmental damage issues, environmental preservation which refers to increasing awareness and development of human resources with environmental insight and ecological intelligence at SMAN 3 Jombang, by using qualitative research with informants at the locus, namely SMAN 3 Jombang, using the AGIL method (adaptation,Goal,Inegration,Latency). The results of the research show that from the side of adaptation the Adiwiyata program shows a positive side from the beginning until now In terms of achieving the goals of the Adiwiyata program, it has been achieved so that it shows satisfactory results while the integration of original concepts from the school creates distinctiveness for the school and a sustainable pattern of maintenance (latency) to keep Adiwiyata awake, to creating a good environment for others Keywords: Implementation, Adiwiyata, Environmental Care

Abstract

Poverty is a strategic issue experienced by all countries in the world, including Indonesia. given the importance of proper analysis in poverty alleviation, the government's role is very necessary. One of the efforts made by the government is the establishment of the Non-Cash Food Program (BPNT). The BPNT program is a program of providing food assistance in the form of non-cash from the government which is given to KPM every month through a banking mechanism. This program has been implemented in all regions of Indonesia, including in Mojokerto Regency. The purpose of this study is to determine how much the quality of expenditure (output) and the impact given, and to find out whether there are deviations in its application. The type of research used is descriptive with a qualitative approach. The data collection techniques in this study were in the form of literature study, observation, interviews, and questionnaires. Sources of data used are primary and secondary sources. While the focus of this research is based on the policy evaluation criteria according to Bridgman and Davis (2000:130) which include: Inputs, Processes, Outputs, and Outcomes. Data analysis used interactive model according to Miles and Huberman (1992:16). Based on the results of the study, the BPNT Program in Mojokerto Regency greatly helped KPM ease their daily expenses, so that KPM's income could be used to meet other needs. Thus, the BPNT Program in Mojokerto Regency can be said to be successful, judging from the level of conformity between the plan and realization. However, there are still shortcomings in the mechanism for distributing aid, it is hoped that in the future the implementation of the BPNT program in Mojokerto Regency can switch from the package system and can run the mechanism for distributing aid in accordance with the applicable general guidelines. Abstract

The existence of coffee shops in Surabaya is now increasingly spreading in various areas which has now become a problem in the administrative compliance of SIUP management. So that there is a need for government efforts to bring order to business actors in obeying the administration. Surabaya Mayor Regulation N0.41/2021 concerning business licensing, non-business licensing and non-licensing services. With this regulation, the Surabaya city government issued a policy for every MSME business actor, coffee shops, cafes and coffee shops to have a SIUP. After the issuance of the policy, there are still many MSME business actors who have not pocketed SIUP. Thus, it is necessary to know how to implement the Trade Licensing Policy for coffee shop MSME business actors in Wiyung sub-district, Surabaya city. In the process of this research using descriptive qualitative research with techniques to collect data from observations and interviews with DPM-PTSP Surabaya City and District Wiyung Surabaya. From the results of research conducted by researchers, it is stated that from The Accuracy of The Policies Implemented, it can run well in line with the regulations issued by the Surabaya city government that business actors who are non-KTP Surabaya can manage SIUP. The accuracy of the implementation is not optimal because there are still business actors who have not pocketed SIUP. Target accuracy is also less than optimal because there are still business actors who have minimal technological knowledge in managing SIUP in the Online Single Submission (OSS) System online. Environmental Accuracy is also going well from the internal point of view of the policy implementer, but from the external point of view it still looks bad, namely the lack of contribution from business actors in implementing the mandatory SIUP. Abstract

The MSME marketing reach expansion program created by the Department of Trade aims to revive the UMKM in Surabaya which has long been drowning. The purpose of this study is to find out the implementation of the MSME marketing reach expansion program at the Department of Trade. The results of the research obtained were who was involved in the program, who participated in the program, namely the Trade Service and companions, tailors on Jalan Patua and the Bukit Barisan sewing center, the community, and security officers. The essence of the program administration process is socialization from the Trade Office regarding the area around Jalan Patua so that it is clean and has a wide road. And there are requirements that are needed for tailors to move to the Bukit Barisan sewing center, namely having a Surabaya ID card because the majority of the tailors are domiciled in Madura. Compliance with a program is due to the lack of strategic location of the center building, resulting in tailors who have been moved to the SME center returning to Jalan Patua. The effect or impact of the program implementation is that the number of tailors at the sewing center of the Bukit Row was originally 50 and now there are 11 tailors left. The income for the tailors of the Bukit Barisan sewing center has decreased drastically, and there are also those who do not get wages every day. This is because the location experiences a fairly shallow flood when the rainy season arrives, the street lighting is also minimal, and there is less attention. Then access roads that are difficult to reach by entering the alley first and the center building next to the TPA.Keywords: Implementation, Marketing Reach Extension Program, micro, small and medium enterprises Program perluasan jangkauan pemasaran UMKM dibuat oleh Dinas Perdagangan bertujuan untuk menghidupkan kembali UMKM di Surabaya yang sudah lama tenggelam, tujuan penelitian ini yaitu mengetahui implementasi program perluasan jangkauan pemasaran UMKM pada Dinas Perdagangan. Hasil penelitian yang di dapat adalah siapa yang dilibatkan dalam program, yang berpartisipasi dalam program yaitu Dinas Perdagangan dan pendamping, penjahit di Jalan Patua dan sentra ukm jahit bukit barisan, masyarakat, serta petugas keamanan. Hakikat proses administrasi program, adanya sosialisasi dari Dinas Perdagangan mengenai sekitar Jalan Patua agar bersih dan memiliki jalan yang lebar. Serta ada persyaratan yang diperlukan penjahit agar dapat pindah ke sentra jahit bukit barisan yaitu memiliki KTP Surabaya karena mayoritas penjahit berdomisili Madura. Kepatuhan atas suatu program yaitu karena kurang strategisnya letak gedung sentra mengakibatkan para penjahit yang sudah di pindahkan ke sentra ukm kembali lagi ke Jalan Patua. Efek atau dampak dari implementasi program yaitu jumlah penjahit di sentra jahit bukit barisan awalnya adalah 50 dan sekarang tersisa 11 penjahit. Untuk pengahsilan penjahit sentra ukm jahit bukit barisan mengalami penurunan drastis, dan juga ada yang tidak mendapatkan upah setiap harinya. Hal tersebut dikarenakan lokasi mengalami banjir yang lumayan dangkal jika musim hujan tiba, untuk lampu penerangan jalan yang juga minim, serta kurang diperhatikan. Abstract

Pemerintah Kota Surabaya khususnya Dinas Kebudayaan dan Pariwisata (Disbudpar) Surabaya beserta jajarannya berupaya melestarikan Cagar Budaya di Surabaya melalui Kebijakan Cagar Budaya. Namun faktanya, implementasi kebijakan cagar budaya pada bangunan Bekas Penjara Koblen di Surabaya memiliki permasalahan karena bangunan yang seharusnya dilestarikan justru dijadikan “pasar”, yang notabene terkesan kumuh dan bau. Secara hukum hal ini melanggar Undang-Undang (UU) Nomor 11 Tahun 2010 tentang Cagar budaya dan Peraturan Daerah (Perda) Kota Surabaya Nomor 5 Tahun 2005 tentang Pelestarian Bangunan dan/atau Lingkungan Cagar Budaya, sehingga perlu ditindak lanjut agar tidak ada pembiaran pelanggaran aturan di tempat lain. Tujuan penelitian untuk mendeskripsikan implementasi kebijakan cagar budaya (studi pada bangunan bekas penjara koblen menjadi pasar buah di kota Surabaya). Metode penelitian menggunakan pendekatan kualitatif dengan metode deskriptif dan teknik pengumpulan data melalui observasi mewawancarai Disbudpar Surabaya dan Dewan Perwakilan Rakyat Daerah Surabaya. Hasil penelitian menunjukkan implementasi kebijakan cagar budaya pada bangunan bekas penjara koblen menjadi pasar di Surabaya, yaitu dipengaruhi oleh faktor internal: Kebijakan yang akan dilaksanakan, bertentangan atau melanggar UU No. 11 Tahun 2010 Pasal 85 Ayat 1 dan Perda Kota Surabaya No. 5 Tahun 2005 Pasal 5 dan Pasal 6 Ayat 1 Poin H; Faktor-faktor pendukung, terbentuknya tim cagar budaya dan forum komunikasi yang menopang jalannya kebijakan cagar budaya di Surabaya. Faktor eksternal: Kondisi lingkungan, masih banyak lahan kosong di Surabaya; Pihak-pihak terkait, koordinasi antar pihak dari pemerintah kurang berkomitmen maupun masyarakat kurang kesadaran akan rasa memiliki dan menjaga cagar budaya. Kata Kunci: Implementasi Kebijakan, Bangunan Cagar Budaya, Bekas Penjara Koblen. Legally, it has violated Law (UU) Number 11 of 2010 concerning Cultural Heritage and Regional Regulation (Perda) of Surabaya Number 5 of 2005 concerning Preservation of Buildings and/or Environmental Cultural Heritage, so that further action needs to be taken so that there is no omission of violations of the rules in place. other. The purpose of this research is to describe the implementation of cultural heritage policy (study on the former Koblen prison building to become a market in the city of Surabaya). The research method uses a qualitative approach with descriptive methods and data collection techniques through observations and interviews with the Surabaya Disbudpar and the Surabaya Regional House of Representatives. The results showed that the implementation of the cultural heritage policy in the former Koblen prison building became a market in Surabaya, which was influenced by internal factors: The policies to be implemented, contradicted or violated Law no. 11 of 2010 Article 85 Paragraph 1 and Surabaya City Regulation No. 5 of 2005 Article 5 and Article 6 Paragraph 1 Point H; Supporting factors, the formation of a cultural heritage team and a communication forum that supports the implementation of cultural heritage policies in Surabaya. External factors: Environmental conditions, there are still a lot of vacant land in Surabaya; Related parties, coordination between parties from the government is less committed and the community lacks awareness of the sense of belonging and maintaining cultural heritage. Abstract

The use of technology in government or E-Government has been applied to support the service process to the community. Surabaya is a city that has pioneered the implementation of e-government since 2002. With the issuance of Surabaya Mayor Regulation Number 5 of 2013 concerning Guidelines for the Utilization of Information and Communication Technology In the Implementation of Local Government, the Surabaya City Transportation Service creates a system that aims to improve security, reduce congestion, monitor traffic by creating Surabaya Intelligent Transport System (SITS). The purpose of this study is to describe the effectiveness of traffic control through the Surabaya Intelligent Transport System (SITS) in Surabaya. This study is a descriptive qualitative approach that focuses on explaining whether the program has been effective in accordance with the objectives that have been set. The theory used in this research is the theory of effectiveness according to Gibson which has 5 (five) indicators, namely production, efficiency, satisfaction, adaptability and development. The data collection techniques used are through interviews, observation and documentation, while the data analysis techniques use an interactive model according to Miles and Huberman, namely data collection, data reduction, data presentation and drawing conclusions. The results of this study indicate that the implementation of SITS on the production indicators is quite optimal, the efficiency indicators of SITS are quite efficient in breaking down congestion, the satisfaction indicators of SITS are sufficient to meet the satisfaction criteria, the adaptation indicators are quite good but there is still a lack of socialization, the development indicators are quite good and helped by the existence of application. Abstract

Bantuan Sosial Tunai (BST) adalah bantuan berupa uang yang diberikan kepada keluarga tergolong miskin, tidak/kurang mampu, dan/atau rentan terdampak wabah covid-19. Hal tersebut dilakukan sebagai upaya pemerintah dalam mengatasi dampak yang diakibatkan covid-19. Namun kenyatannya Implementasi Program Bantuan Sosial Tunai pada Kecamatan Kedungadem masih terdapat beberapa permasalahan salah satu diantaranya yaitu belum tepat sasaran. Tujuan dari penelitian ini untuk mengetahui Implementasi Program Bantuan Sosial Tunai pada masa Pandemi Covid-19 di Kecamatan Kedungadem Kabupaten Bojonegoro. Metode Penelitian menggunakan jenis penelitian deskriptif dengan melalui pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian pada Implementasi Program Bantuan Sosial Tunai dalam hal keefektifan ditentukan oleh empat indikator , yaitu : Pada Ketepatan Kebijakan, Program BST dinilai telah bermuatan hal-hal dalam upaya pemecahan masalah yaitu dengan pemberian bantuan sosial ditujukan untuk warga miskin terdampak pandemi. Pada ketepatan pelaksanaan penyaluran terdapat kendala yaitu penumpukan Keluarga Penerima Manfaat (KPM)dan terkendala jaringan yang buruk. Ketepatan target yang akan diintervensi dalam program BST telah sesuai yang direncanakan namun fakta di lapangan data yang digunakan dalam database Data Terpadu Kesejahteraan Sosial(DTKS) ditemukan masih banyak yang belum tepat sasaran. Pada ketepatan lingkungan, belum adanya sosialisasi di kalangan masyarakat. Saran dari penelitian adalah pembaharuan data di DTKS secara berkala, Tidak ada pengurangan lagi mengenai nominal BST, pemerintah diharapkan lebih teliti akan data yang tumpang tindih dengan Bansos lain, serta diadakannya sosialisasi di kalangan masyarakat agar masyarakat paham akan tujuan dari Program BST. The purpose of this study was determine the implementation of the cash social assistance program during the covid-19 harvest period in kedungadem district, Bojonegoro regency. This researchmethoduses a descriptive type of research through a qualitative approach. Data collection techniques through observation, interviews, and documentation.The results of research on the implementation of cash social assistance programs in terms of effectiveness are determined by 4 indicators, namely :On theaccuracy, this program is considered to have contained things in an effort to solve problems, namely by providing socialassistance to the poor affected by the pandemic. On the accuracy of the implementation of the distribution there are obstacles, namely KPM piling up and constrained by a bad network. The accuracy of the targets that will be intervened in the BST Program have been as planned, but the facts on the ground that the data used in the integrated data database on social welfare(DTKS)are found that there are still many that are not on target. On environmental accuracy, there is no socialization among the community. Suggestions from the research are regular updating of data in DTKS, no further reduction in the nominal BST, The government is expected to be more observantin data that overlaps with other social assistance, as well as holding socialization among the community so that people understand about the purpose of the BST Program. Abstract

Kepala Dinas Pemberdayaan Masyarakat dan Desa Kabupaten Sidoarjo menyebutkan ada 3 daerah di Indonesia yang menyelenggarakan Pemilihan kepala desa pada tahun 2022 yaitu Sidoarjo, Buton sebelah Utara, dan daerah Langkat. Pusat mengapresiasi Pemerintah Kabupaten Sidoarjo bisa dijadikan role model penerapan Pemilihan kepala desa karena kebijakan yang dibuat bisa meminimalisir kericuhan dan seluruh kemungkinan yang terjadi. Sebagai daerah kedua tertinggi paparan covid 19 di Jawa Timur, Sidoarjo melakukan perubahan aturan daerah nomor 8 tahun 2015 pada pasal 37 yang menyatakan sesungguhnya panitia pemilihan kepala desa boleh membentuk TPS (Tempat Pemungutan Suara) lebih dari 1 dengan pertimbangan banyaknya jumlah hak pilih yaitu maksimal 500 DPT (Daftar Pemungutan Tetap) pada 1 lokasi TPS, luasnya wilayah desa dan tingkat kesulitan geografis. Penelitian ini merupakan rancangan penelitian yang digunakan untuk meneliti objek penelitian yang alamiah dalam kondisi riil masyarakat yang terlibat dan tidak mengganggu seperti pada eksperimen. Yang menjadi ciri khas penelitian ini yaitu data yang dikumpulkan dengan wawancara yang akan dilakukan kepada dua pihak yaitu pelaksana kebijakan atau pemerintah desa juga kepada masyarakat dengan pedoman wawancara yang sesuai dengan teori implementasi oleh Van Meter Van Horn karena paling sesuai dengan permasalahan yang terjadi di Desa Tambaksumur. Berdasarkan hasil penelitian di atas dapat diartikan bahwa implementasi perda di Desa Tambaksumur berjalan dengan baik namun masih ada beberapa faktor yang harus diluruskan terutama pada indikator sumber daya dan lingkungan. Kata Kunci: Pilkades, Implementasi Kebijakan, Tempat Pemungutan Suara Pemerintah pusat mengapresiasi Kabupaten Sidoarjo dapat menjadi role model pelaksanaan Pilkades karena aturan yang dibuat dapat memback up segala kemungkinan yang mungkin terjadi. Potensi kekacauan minimal. Sebagai daerah terpajan Covid-19 tertinggi kedua di Jawa Timur, Sidoarjo mengubah perda nomor 8 tahun 2015 pada pasal 37 yang menyebutkan bahwa panitia Pilkades dapat membentuk lebih dari 1 TPS (Tempat Pemungutan Suara) dengan mempertimbangkan besarnya jumlah hak pilih yaitu maksimal 500 DPT (Daftar Pemilih Tetap) pada 1 lokasi TPS, luas wilayah desa dan tingkat kesulitan geografis. Tujuan penelitian ini adalah untuk mendeskripsikan bagaimana Implementasi Peraturan Daerah Nomor 8 Tahun 2015 Dalam Pemilihan Kepala Desa Tambak Sumur Kecamatan Waru Kabupaten Sidoarjo Tahun 2022. Desain penelitian penelitian ini yang digunakan untuk meneliti objek penelitian yang alami atau dalam kondisi nyata dari orang-orang yang terlibat dan tidak diatur seperti dalam eksperimen Yang menjadi ciri penelitian ini adalah bahwa data yang dikumpulkan dengan wawancara akan dilakukan kepada dua pihak yaitu pelaksana kebijakan pemerintah desa dan juga kepada masyarakat dengan pedoman wawancara yang sesuai dengan teori implementasi oleh Van Meter Van Horn karena paling sesuai dengan permasalahan yang terjadi di Desa Tambaksumur. . Berdasarkan hasil penelitian di atas dapat disimpulkan bahwa implementasi peraturan daerah di Desa Tambaksumur sudah berjalan dengan baik, namun masih terdapat beberapa faktor yang perlu diluruskan terutama pada indikator sumber daya dan lingkungan.
