Abstract

Banyuwangi Regency is located the easternmost of Java Island and is directly adjacent to Situbondo Regency in the north, the Bali Strait in the east, the Indian Ocean in the south and Jember Regency and Bondowoso Regency in the west. The development of the tourism sector is closely related and dependent on the available infrastructure development. However, the infrastructure related to tourism is inadequate. One of the infrastructures that is still not evenly developed is air transportation. Good transportation will increase visits to tourist areas, and attractive tourist objects will also increase the number of trips. Banyuwangi Regency is known for its domination of tourist destinations in each sub-district consisting of natural tourist destinations or mass tourism. Ijen Tourism Destinations which is one of the leading attractions in Banyuwangi included into (Triangle of Gold) and the Festival international scale contained in Ijen tourist destinations. The fact is that the availability of supporting infrastructure for tourism activities is still minimal in Ijen tourism in Licin District. The purpose of this study examines the strategies to optimize air transport infrastructure in sustainable tourism. The research method is quantitative analysis to calculate airport capacity requirements for the projection of the next 20 years, Qualitative analysis to identify the feasibility of both land and air facilities, as well as airport connectivity analysis which describes the spatial conditions of public transport serving Blimbingsari Airport. This study is expected to help the government or stakeholders in optimizing infrastructure, especially air transportation to support tourism mobility. Abstract

ABSTRAKKonsep kota cerdas yang populer di dunia dalam beberapa tahun terakhir telah menjadikan banyak kota lebih efektif dan efisien dalam tata kelolanya. Penggunaan teknologi informasi dan komunikasi (ICT) melekat dalam proses pengembangannya dengan berbagai macam otomatisasi dan kecerdasan buatan (AI) yang membantu keberjalanannya. Hal tersebut tentu baik bagi kota jika penerapannya dapat berhasil mencapai tujuan. Berdasarkan pernyataan tersebut maka penelitian ini melakukan identifikasi kemajuan penerapan kota cerdas pada salah satu kota di Indonesia yaitu Kota Yogyakarta yang juga sudah menerapkan konsep kota cerdas sejak tahun 2018 dan masih kental dengan budayanya sehingga tidak melupakan kearifan lokal yang juga penting dipertahankan. Penelitian ini dilakukan dengan mengidentifikasi kemajuan penerapan kota cerdas di Kota Yogyakarta yang selanjutnya dibandingkan pada salah satu kota cerdas terbaik pada aspek manajemen dan kebencanaan di dunia yaitu Kota Matsuyama menggunakan analisis gap. Kemudian pada akhir penelitian, diberikan rekomendasi berdasarkan hasil analisis gap berupa rencana pengembangan untuk mengoptimalkan penerapan konsep kota cerdas di Kota Yogyakarta. ABSTRACTThe smart city concept that is popular in the world in recent years has made many cities more effective and efficient in their management. The use of information and communication technology (ICT) is inherent in the development process with various kinds of automation and artificial intelligence (AI) that help it run. It is certainly good for the city if its implementation can successfully achieve the goal. Based on this statement, this study identifies the progress of implementing smart cities in one of the cities in Indonesia, namely the City of Yogyakarta, which has also implemented the smart city concept since 2018 and is still thick with culture so that it does not forget local wisdom which is also important to maintain. This research was conducted by identifying the progress of implementing a smart city in Yogyakarta City which was then compared to one of the best smart cities in terms of management and disaster aspects in the world, namely Matsuyama City using gap analysis. Then at the end of the stud, recommendations are given based on the results of the gap analysis in the form of a development plan to optimize the application of the smart city concept in the city of Yogyakarta.

Abstract

Decentralization policies provide regional authorities the ability to manage their potentials and problems independently. The unequal geographical, social and economic conditions are challenges for every local government in solving problems and developing their own potential. In responding to these challenges, innovations that are practical and appropriately relevant to directly solve the problems in the region are needed. Innovations are generated through a series of scientific studies or research. In its implementation, the process of generating innovation can be designed systematically, known as RIS (Regional Innovation System). Research activity is one of the components carried out by academics in providing input for practitioners and the government in producing innovations. This research discusses how research activities were carried out in Pringsewu Regency to giude local stakeholders to promote innovations in their development and managerial approaches. The identification process is carried out by mapping various research that have been published in the last 5 years, to understand the direction of regional development through research activities. The linkage can be justified as a potential framework of innovation in Pringsewu Regency. Research activities in Pringsewu Regency, according to the identification process, are dominantly carried out in the health, education and agriculture sectors. This focus is in line with the development direction of Pringsewu Regency which is oriented towards the local economy and the quality of human resources. The overall findings suggest that the research focus in health, education and agriculture emerged as the fundamental elements of local innovations in Pringsewu’s development

Abstract

The Covid-19 pandemic that is plagued worldwide, has prompted research from various fields to develop strategies to mitigate similar events in the future. In the context of urban planning, the concept of an Eco-City or ecology-based city is one of the concepts offered by the literature trend that has developed in recent times. This concept discusses the development and arrangement of cities by planning to ensure ecosystem balance. This research aims to do a literature review that systematically discusses the theories and policies of eco-cities implemented in various countries in Asia using a systematic review method. The stages of a systematic review of this research include: a) limiting the scope and definition of the problem with a scopus indexed, b) selection of search results for cities in Asia, and c) screening research based on the citation score and impact factor. In this study, the concept of Eco-City is discussed in relation to the ability of a city to mitigate pandemics that may recur in the future. This study summarizes all findings, facts, and dynamics presented in the literature referenced using Microsoft Excel and Nvivo12. Finally, the findings of this study are discussed in the context of their potential application in Indonesian cities, which are divided into five aspects: social, environmental, economic, infrastructure, and governance.

Abstract

As the population increases every year then a place to live, especially with livable conditions. Cities in the world are trying realizing the city with the concept of a livable city for residents to live comfortably in that city. In Indonesia, planning the city that it can inhabited. Based on the livable city indicators, there are still many cities in Indonesia that have not achieve it. In this case, especially for the cities in West Java Province has a vision as a city comfortable, need to apply the concept of the city livable in realizing the condition of the city. Furthermore, in this study an analysis was carried out to find out which city groups needed prioritized in the realization of a livable city in West Java Province. This study uses cluster analysis of city grouping with various methods in the hierarchical method using R Programming. Finally, this research will produce a group of cities that will be prioritized for accelerating its realization by improving aspects that are still lacking in development according to the indicators of livable city.

Abstract

The concept of smart environment has an embodiment to protect, restore and manage the utilization of terrestrial ecosystems in the form of green open spaces to avoid a decrease in their area in line with the concept of sustainability. The concept of smart environment is supported by the achievement of the 11th sustainable development goal, namely in the pillar of natural resource management including green areas. With the concept of smart environment, green open spaces (GOS) can be fulfilled, especially in Bandar Lampung City by examining important aspects that need to be considered. This study uses qualitative descriptive analysis based on literature studies related to the concept of smart environment in big cities around the world and Indonesia. Then, a comparison is described regarding policies, implementation, and recommendations, especially the provision of GOS. In the end, the findings of the study describe the concept of smart environment as an effort to provide GOS in Bandar Lampung City based on policies that pay attention to economic, social and environmental aspects which produce recommendations in the form of Tree Planting, Socialization and Education from an early age, Cross-Sector Cooperation, Promotion of Biodiversity, Food Security, Development of Blue-Green Infrastructure, and Expansion of the Provision of City Parks.

Abstract

Permasalahan yang masih menjadi isu utama pada bidang tata ruang sampai saat ini salah satunya yaitu dari aspek lingkungan. Perencanaan yang bersifat dinamis seringkali mengganggu ekosistem asli dari suatu wilayah sehingga merusak keseimbangan lingkungan. Terlebih lagi dalam perencanaan skala kota yang memiliki intensitas kegiatan lebih besar dibanding wilayah lainnya sehingga cenderung lebih banyak terjadi alih fungsi lahan. Bandar Lampung merupkan salah satu kota yang semakin banyak melakukan pengalihan fungsi lahan. Salah satunya kasusnya yaitu berdasarkan potensi pengembangan ekonomi dibeberapa titik lokasi namun kawasan tersebut seharusnya dapat menjadi kawasan resapan air berupa ruang terbuka hijau yang juga fungsi awalnya berupa hutan kota. Adapun hal tersebut menjadi perhatian melalui tujuan penelitian untuk dapat diberikan rekomendasi lebih lanjut khususnya dalam implementasi perencanaan tata ruang dengan perpektif fiqih Al-Bi’ah (lingkungan) yang dapat dikaji atas dasar kepercayaan sebagai pedoman dasar kehidupan. Metode penelitian yang digunakan yaitu kualitatif deskriptif untuk menjelaskan hasil observasi yang disandingkan dengan studi pustaka. Hasil penelitian menunjukan bahwa perlu untuk memperbarui kebijakan perencanaan tata ruang Kota Bandar Lampung yang didasari dari pedoman yang kuat melaui konsep-konsep dalam fiqih Al-Bi’ah meliputi kesadaran memiliki serta hubungan antara alam dengan kehidupan manusia sehingga dapat terjaganya kembali keseimbangan lingkungan kota.

Abstract

Metode yang umum dilakukan pada penetapan hirarki pusat pelayanan saat menentukan sistem pusat permukiman adalah analisis skalogram berdasarkan beberapa variabel, lalu dilakukan identifikasi kesesuaian dengan rencana tata ruang. Teknologi informasi mengubah sudut pandang kota dalam mengatur kebijakan, kota cerdas merupakan strategi pemanfaatan teknologi informasi dalam beberapa bidang dan tata kelola perkotaaan untuk mengubah infrastruktur kota dan pelayanan publik. Oleh karena itu, pemanfaatan teknologi informasi pada proses perlu dilakukan agar terwujudnya kota cerdas berbasis pemanfaatan teknologi informasi. Pemanfaatan teknologi pada penentuan pusat pelayanan masih sedikit dikarenakan kurangnya penelitian yang memiliki konsentrasi terhadap pemanfaatan teknologi informasi pada perencanaan tata ruang kota. Menggunakan metode machine learning dalam klasifikasi hirarki berdasarkan variabel pembentuk kota sangatlah memungkinkan. Proses input-process data menggunakan python. Pemilihan dataset didasarkan karakteristik kota yang serupa untuk mencapai nilai akurasi yang tinggi serta validasi data yang akurat. Dari hasil penelitian ditemukan bahwa pengujian model Random Forest memiliki nilai akurasi paling tinggi diantara empat metode lain. Tujuan penelitian adalah untuk melakukan simulasi penentuan pusat pelayanan dengan memanfaatkan metode machine learning sehingga dapat menjadi preseden untuk kabupaten/kota di Indonesia dalam mewujudkan inovasi dan pemanfaatan teknologi pada perencanaan wilayah dan kota. Penelitian ini sangat diperlukan untuk melihat sejauh mana metode machine learning dapat dimanfaatkan pada perencanaan wilayah dan kota.

Abstract

Green open space is very important in realizing a green and sustainable city. This study investigates visitor comfort at Dipangga Park, Bandar Lampung, a green open space with historical tourism potential related to the Mount Krakatau eruption. Despite its significance, the park faces issues such as poorly maintained facilities and poor accessibility, contributing to a declining visitor experience. Using a mixed-methods approach with descriptive statistical analysis and a likert scale. Based on the research results, the comfort level of visitors to Dipangga Park based on visitor perceptions is included in the Uncomfortable category. This shows the level of comfort according to visitors' assessment of conditions that are not good and require improvement and maintenance of the park and facilities to enhance safety, social interaction, and overall visitor satisfaction, contributing to a livable city.

Abstract

Roads play an important role in achieving national development goals, particularly in ensuring equitable development across regions with potential for growth at both regional and national levels. Lampung Province serves as the gateway to Sumatra Island, connecting various other provinces on the island to Java. The province is actively developing its regional potential, especially in the agriculture and plantation sectors. A large portion of these promising sectors, particularly in agriculture and plantations, is concentrated in three regencies: Way Kanan, Tulang Bawang Barat, and North Lampung. To support the development plans of these highly potential regions, the Lampung Provincial Government plans to improve and upgrade road infrastructure in order to boost economic development. This study identifies the financial feasibility of improving and upgrading provincial road infrastructure in Way Kanan, Tulang Bawang Barat, and North Lampung Regencies by using spatial analysis and quantitative analysis of financial feasibility criteria, including calculations of Net Present Value (NPV), Internal Rate of Return (IRR), Profitability Index (PI), and Payback Period. Based on the analysis, the most feasible alternative road route for development is the Simpang Tulung Randu – Adijaya – Tajab – Sp. Soponyono – Serupa Indah – Negara Ratu – Kotabumi and Serupa Indah – Bumiharjo – Sp. Way Tuba section. Road 1 has the highest IRR at 7.92%, the highest NPV at IDR 614,905,153,799, the highest PI at 2.30, and the fastest Payback Period of 13 years, 9 months, and 11 days.
