Abstract

This research examines the urgency of harmonizing administrative and criminal sanctions in addressing the phenomenon of conflict of interest in government procurement processes in Indonesia. The primary issue raised is the overlap of norms between administrative law and criminal law, which frequently leads to the criminalization of public officials' policies. Utilizing normative legal research methods with statutory and conceptual approaches, this study analyzes the intersection between maladministration and office-related offenses. The results indicate that the absence of clear boundaries regarding abuse of power leads to legal uncertainty and hampers bureaucratic effectiveness. As a solution, this research proposes a Dual-Track System model that integrates the role of the Internal Government Oversight Apparatus (APIP) and administrative courts as a filter before entering the criminal realm. This model emphasizes the recovery of state losses and the use of digital technology to detect interest affiliations early. This harmonization is expected to achieve proportional justice, where criminal law remains positioned as an ultimum remedium without neglecting firmness against clear corrupt practices.

Abstract

Speech delay remains a major developmental issue among preschool children, with one contributing factor being parents’ limited time to provide consistent language stimulation. This study developed TalkieBuddy, an interactive teddy bear powered by Internet of Things technology and generative artificial intelligence, designed to stimulate children’s speaking skills while enhancing parental involvement. The system captures children’s speech through a microphone, converts it into text using a speech-to-text module, processes it with a large language model (LLM) enriched by educational and psychological literature, and generates responses that are converted back into speech via text-to-speech. All interactions are synchronized with a mobile application, enabling parents to monitor progress through a dashboard, manage child profiles, adjust conversational styles, and access parenting articles. Functional testing confirmed that communication between the device, cloud services, and mobile application operated as intended, with minor limitations in noisy environments. Field trials involving seven preschool children, three parents, and four teachers demonstrated increased speaking confidence, more active responses, and significant parental benefits through the monitoring feature. This study concludes that TalkieBuddy has strong potential as an innovative solution for early language stimulation while reducing children’s reliance on screen-based devices.

Abstract

Penelitian pengabdian kepada masyarakat ini bertujuan mengatasi permasalahan manajemen usaha dan pemasaran pada Arjuna Farm, sebuah UMKM peternakan domba kambing di Kabupaten Deli Serdang, Sumatera Utara. Meskipun telah mengimplementasikan sistem Point of Sales dan Internet of Things untuk pencatatan data ternak, mitra masih menghadapi kendala penimbangan bobot ternak yang kurang presisi serta penurunan engagement pemasaran digital sebesar 40-70%, mengakibatkan penjualan domba yang kurang optimal (±50 ekor/bulan dibandingkan ±3.238 kelahiran di Medan). Solusi yang diimplementasikan meliputi pengembangan timbangan digital berbasis Internet of Things yang terintegrasi dengan sistem Point of Sales guna mencapai Precision Livestock Farming, dengan target peningkatan pendapatan mitra 5% setiap bulan. Selain itu, kegiatan juga berfokus pada peningkatan kemampuan pemasaran digital mitra melalui pelatihan, investasi biaya pemasaran, dan pendampingan pembuatan campaign selama delapan bulan, dengan target peningkatan penjualan 20%. Hasil kegiatan menunjukkan keberhasilan implementasi timbangan digital terintegrasi yang memungkinkan pengukuran bobot ternak presisi, serta peningkatan traffic media sosial dan penjualan setelah lima bulan implementasi iklan digital. Kegiatan ini diharapkan dapat meningkatkan efisiensi operasional dan daya saing Arjuna Farm.
