Abstract

ABSTRACTThis community service program is intended to provide knowledge and understanding to SMA Diponegoro Tumpang teachers related to ASEAN and the ASEAN Community. SMA Diponegoro Tumpang was chosen because the school was being tried to develop ASEAN schools through the Smadita ASEAN School tagline. The activities carried out through this ASEAN Class Program is discussing ASEAN, the ASEAN Community with its three pillars and the opportunities and challenges of the era of the ASEAN Economic Community and the Industrial Revolution 4.0. Through this community service program, by conducting a pre-test and post-test, showing the knowledge of SMA Diponegoro Tumpang teachers about ASEAN and the ASEAN Community is increasing. Keywords: ASEAN, ASEAN Community, teachers, SMA Diponegoro Tumpang ABSTRAKProgram pengabdian masyarakat ini dimaksudkan untuk memberikan bekal pengetahuan dan pemahaman kepada guru SMA Diponegoro Tumpang terkait ASEAN dan Masyarakat ASEAN (ASEAN Community). SMA Diponegoro Tumpang dipilih karena sekolah tersebut tengah berupaya mengembangkan sekolah berwawasan ASEAN melalui tagline Smadita ASEAN School. Kegiatan yang dilakukan melalui ASEAN Class Program ini adalah pemberian penjelasan tentang ASEAN, Masyarakat ASEAN dengan tiga pilarnya serta peluang dan tantangan di era Masyarakat Ekonomi ASEAN dan Revolusi Industri 4.0. Abstract

Saudi Arabia is a country that is quite rich in oil production. But within a few years of peaking at the top, world oil prices have declined, which has seen Saudi Arabia drop below the United States. The government of Saudi Arabia then responded to the decline in the economy caused by fluctuating oil prices by compiling the Arab Vision 2030. The goal of the Arab Vision 2030 is to diversify the economy or want to release Saudi Arabia's economic dependence on oil production. This study seeks to analyze the efforts made by Saudi Arabia in implementing the Arab Vision 2030. This issue is more focused on the efforts that have been planned and will be carried out. This study uses the concept of national interest to analyze Saudi Arabia's efforts to implement Saudi Vision 2030. This research was conducted using a qualitative method with a literature study and case study approach. The data was collected through primary and secondary data in the form of articles, journals, and news in the mass media. This study concludes that several efforts made by Saudi Arabia began with new, more liberal policies and the creation of several infrastructures that support Saudi Arabia's economic diversification. Saudi Arabia is trying to increase its economy through the non-oil and gas sectors. Muhammad bin Salman, the Crown Prince, has a very important role in making policies related to economic diversification in Saudi Arabia. The efforts can still be seen from various aspects, such as increasing Saudi Arabia's investment in several countries and changing patterns of economic development in the non-oil and gas sector

Abstract

Thispaper discusses Indonesia's dilemma regarding the ratification of the Framework Convention on Tobacco Control (FCTC). The purpose of this study is to understand more about the dilemma of the Ratification of the International Treaty Convention on Tobacco Control related to the threat of Indonesian state income from cigarette taxes for Indonesia. Data collection techniques in this study using library research (library research). The analysis technique in this study uses inductive analysis techniques. The Framework Convention on Tobacco Control was issued as one of the efforts of the international community to control tobacco consumption. The Indonesian state itself, which is actively participating in the formulation of the Framework Convention on Tobacco Control agreement as a drafting committee, has not yet been willing to ratify the Framework Convention on Tobacco Control. In fact, Indonesia is the only country in the Asia Pacific region that is not yet willing to ratify this agreement. Therefore, various questions arise as to why the Indonesian government is not yet willing to ratify this treaty convention.AbstrakPenelitian ini membahas dilema Indonesia terkait ratifikasi Framework Convention on Tobacco Control (FCTC). Tujuan penelitian ini yaitu untuk memehami lebih lanjut mengenai dilema Ratifikasi Konvensi Perjanjian Internasional Masalah Pengendalian Tembakau terkait ancaman pendapatan negara Indonesia dari pajak rokok bagi Indonesia. Teknik pengumpulan data dalam penelitian ini menggunakan studi pustaka (library research). Teknik analisa pada penelitian ini menggunakan teknik analisa induktif. FCTC dikeluarkan sebagai salah satu upaya dari masyarakat internasional guna untuk pengendalian konsumsi tembakau. Negara Indonesia sendiri yang aktif ikut serta dalam perumusan perjanjian FCTC sebagai drafting committee, sampai dengan saat ini belum juga bersedia untuk meratifikasi FCTC. Bahkan negara Indonesia menjadi negara satu-satunya di kawasan Asia Pasifik yang belum bersedia untuk meratifikasi perjanjian ini. Faktor penyebab dilema yang dihadapi Indonesia yaitu Industri rokok memberikan dampak positif bagi pendapatan Negara tetapi memiliki dampak buruk terhadap kesehatan masyarakat.

Abstract

Menggunakan pendekatan foreign policy analysis (FPA), tulisan ini menjelaskan mengenai faktor yang menjadi alasan Kirgiztan akhirnya mau bekerjasama dengan Tiongkok dalam pembangunan kereta api Tiongkok-Kyrgyzstan-Uzbekistan yang telah direncanakan sejak lama. Kirgiztan bekerjasama dengan Tiongkok karena faktor domestiknya yang merupakan negara kecil dengan kemampuan ekonomi rendah dan adanya sistem internasional sebagai faktor eksternal dalam pengambilan kebijakan luar negeri yang dilakukan Kirgiztan dengan memperhatikan potensi ekonomi yang dimiliki Tiongkok serta kekuatan Tiongkok yang tidak dapat diremehkan. Proyek kerjasama ini menjadi penting bagi Kirgiztan untuk menegaskan komitmenya dalam memperbaiki perekonomiannya, mengasah keterampilan diplomatiknya, menentukan kebijakan luar negerinya sendiri tanpa ada pengaruh yang menghegemoni karena merupakan negara pecahan Uni Soviet. Penelitian ini merupakan penelitian kualitatif eksplanatif dengan teknik pengumpulan data melalui studi pustaka dari media internet, jurnal, berita, buku, atau situs resmi lainnya terkait dengan judul yang diangkat.

Abstract

The Indonesian Railway Industry (INKA) has increased its export production, especially to other developing countries such as Bangladesh, the Philippines, and others. Since 2018, Indonesia has explored the railway industry market in Africa. However, several challenges such as market competition with China and Europe, the distance between Indonesia and Africa, as well as the purchasing power of the African region with the majority of developing and less developed countries are important notes for Indonesia's strategy. This research will discuss the opportunities, challenges, and strategies of INKA in exporting trains in the African region. The analysis of this research uses international trade politics through the Pure Exchange Model of Trade and Strategic Trade Policy. The Pure Exchange Model of Trade is used to explain INKA's position in international trade to understand INKA's opportunities and challenges in Africa. Meanwhile, Strategic Trade Policy is used to describe Indonesia's strategy in advancing the Indonesian Railway Industry in Africa. The results of the study show that Indonesia provides support through a series of policies such as subsidies and diplomacy to obtain projects in Africa. In the process, INKA experienced challenges such as intense competition. However, many opportunities are presented by INKA in terms of the quality factor and the government's persuasive ability.

Abstract

Program pengabdian ini ditujukan untuk memberikan kursus diplomasi (diplomatic course) bagi siswa di SMA Diponegoro Tumpang, Kabupaten Malang. Hal itu didasari oleh permasalahan mitra terkait keterbatasan kapasitas dalam membekali siswa/siswi berbagai pengetahuan global, sekolah tidak memiliki kapasitas tenaga pengajar dan kapabilitas teknis operasional dalam memfasilitasi minat siswa mempelajari diplomasi dan sidang internasional serta komitmen pihak sekolah untuk mengembangkan sekolah berwawasan ASEAN dan berwawasan internasional. Untuk itu, solusi yang ditawarkan adalah pelatihan tentang diplomasi, keprotokolan, serta sidang internasional PBB dan ASEAN. Berdasarkan kegiatan yang telah dilakukan, ada beberapa temuan penting. Pertama, pelajar SMA, secara khusus SMA Diponegoro Tumpang, membutuhkan informasi dan pengetahuan mengenai wawasan internasional. Karena itu, kegiatan semacam ini menjadi penting untuk menjembatani perguruan tinggi dengan masyarakat sekolah. Kedua, pemanfaatan teknologi sebagai instrumen pembelajaran sangat diperlukan seiring dengan perkembangan teknologi informasi dan komunikasi. Karena itu, berbagai penyesuaian perlu dilakukan dalam proses pembelajaran dan diseminasi pengetahuan. Ketiga, penjelasan mengenai diplomasi, keprotokolan, serta sidang internasional dirasa tidak maksimal tanpa dilanjutkan dengan praktik atau simulasi.

Abstract

Penelitian ini bertujuan untuk mengetahui peran the Global Covenant of Mayors (GCoM) dalam mewujudkan aksi adaptasi dan mitigasi perubahan iklim di Kota Probolinggo. Pemanasan global yang terjadi menjadi isu yang sangat penting dan sedang dihadapi oleh negara – negara di seluruh dunia. GCoM memberikan bantuan teknis untuk meningkatkan pengetahuan serta akses pendanaan mitigasi dan adaptasi perubahan iklim. Kota Probolinggo dan GCoM bekerjasama untuk mewujudkan aksi adaptasi dan mitigasi perubahan iklim. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Data didapatkan dari wawancara tidak terstruktur serta dengan teknik studi kepustakaan. Hasil dari penelitian ini ialah bahwa peran GCoM dalam membantu Kota Probolinggo pada adaptasi dan mitigasi perubahan iklim dengan bentuk pelatihan sebagai bekal untuk perencanaan to net-zero emission di tahun 2050 dan juga membuka akses untuk mendapatkan pendanaan dari lembaga – lembaga yang menjadi funding partner dari GCoM.

Abstract

This study aims to analyze Thailand's interest in the High Speed Railway (HRS) project. With the technique of analysis of the Nation-State, this paper explains Thailand's interests in cooperation with China by using neo-realism theory and explanative methods.  Thailand is working with China to build a high-speed rail with a distance of 873 kilometers. This High Speed Railway project is included in the Belt and Road Initiative with the Thailand-Laos-China route. There are several interests in this HSR cooperation; 1) in the economic sector that can stabilize the country's economy of Thailand and can increase foreign investment, 2) in the field of inter-regional cooperation, 3) in infrastructure development and modernization of development towards the main Geopolitical country. This cooperation also has a major impact among ASEAN countries, including making relations between neighbors closer and the basis for this cooperation is in accordance with Thailand's national interests. Abstract

The high-speed train infrastructure project is not only seen as an economic issue, more than that, high-speed train technology has developed into a world political issue. Rivalry between countries and manufacturers of high-speed trains occurs in several regions of the world, one of which is Indonesia. The rivalry between China and Japan in the high-speed train provides an opportunity for Indonesia to play a role and maximize bargaining power to take advantage of the rivalry. Japan, which is Indonesia's strategic partner, received the opportunity to build the Jakarta-Surabaya high-speed train after previously losing to China in the Jakarta-Bandung high-speed rail project. Using an international political economy approach, this paper will discuss the shape of Indonesia's interest in Japan in the Jakarta-Surabaya high-speed rail construction project. There are several things that are seen, namely Japan's strategic role for Indonesia in terms of investment, Japan's important role for Indonesia's economic growth, Indonesia's need for sustainable infrastructure development and regional connectivity, and the need for technology transfer aimed at building human resources and realizing the better transportation system.

Abstract

Artikel ini mengkaji tentang efektivitas penggunaan Aplikasi M-Paspor sebagai salah satu cara alternatif dalam pembuatan paspor baru atau penggantian paspor lama, dengan studi kasus pada Kantor Imigrasi Kelas I Non TPI Pati Tahun 2022. Perkembangan teknologi informasi melalui e-government juga dimanfaatkan oleh Direktorat Jendral Imigrasi untuk melakukan perubahan pelayanan yang lebih baik. Pemerintah yang memiliki fungsi sebagai penyelenggara pelayanan publik dan seiring dengan tuntutan perkembangan globalisasi menjadi keharusan pemerintah melakukan perbaikan dalam pelayanan publik tersebut. Salah satunya ialah peluncuran aplikasi M-Paspor. Dengan menggunakan metode penelitian deskriptif dengan pendekatan kualitatif untuk menghasilkan uraian yang mendalam tentang Efektivitas penggunaan aplikasi M-Paspor di Kantor Imigrasi Kelas 1 Non TPI Pati. Hasil penelitian menemukan bahwa efektivitas penggunaan aplikasi M-Paspor di Kantor Imigrasi Kelas I Non TPI Pati dilihat dari apa yang mendasari aplikasi ini dibuat sudah dapat dikatakan berjalan cukup baik. Hal itu terlihat dari beberapa faktor diantaranya adalah walaupun jumlah pemohon banyak, namun terjadinya kerumunan dapat diminimalisir. Selain itu terjadi penghematan waktu dalam prosedur pembuatan M-Paspor. Namun terkait efektifitas aplikasi M-Paspor ini juga masih terdapat beberapa kendala seperti kurangnya pemahaman masyarakat dalam menggunakan fasilitas online yang disediakan, sering terjadinya kesalahan dalam penginputan scan data yang tidak seharusnya dimasukkan ke dalam persyaratan pembuatan paspor atau pergantian paspor. Kata Kunci: Efektivitas, Aplikasi M-Paspor ABSTRACT This article examines the effectiveness of using the M-Passport Application as an alternative way of making a new passport or replacing an old passport, with a case study at the Immigration Office Class I Non TPI Pati in 2022. The development of information technology through e-government is also utilized by the Directorate General Immigration to make changes to better services. The government which has a function as a public service provider and in line with the demands of the development of globalization is the government's obligation to make improvements in these public services. One of them is the launch of the M-Passport application. By using a descriptive research method with a qualitative approach to produce an in-depth description of the effectiveness of using the M-Passport application at the Immigration Office Class 1 Non TPI Pati. The results of the study found that the effectiveness of using the M-Passport application at the Class I Immigration Office of Non TPI Pati, judging from what was the basis for this application, could be said to be running quite well. This can be seen from several factors, including even though the number of applicants is large, the occurrence of crowds can be minimized. In addition, there is a time saving in the procedure for making M-Passports. However, regarding the effectiveness of the M-Passport application, there are also several obstacles such as the lack of public understanding in using the online facilities provided, frequent errors in inputting scanned data that should not be included in the requirements for making passports or changing passports.
