Abstract

Education is a means of educating the nation. Through the education of every citizen is able to maximize the potential establish a life and advance civilization. School-Based Management in an effort decentralized management of education in Indonesia is expected to improve the quality of education on an ongoing basis. The purpose of this study was to know the governability in the implementation of school-based management in Elementary School 18 Pekanbaru. This study uses the theory Sutoro Eko with qualitative approach and descriptive methods. This research was conducted through observation, interviews and documentation. Data analysis technique is done by means of data reduction, data presentation and conclusion and triangulation techniques. The results of this study indicate that the managerial capacity of the principal that the Management of the planning and evaluation of programs, curriculum, teaching and learning, workforce, equipment and supplies, finance, student services, relationship between the school and community and school climate have been going well, but the principal must increased its performance on manjemen workforce, equipment and supplies, school finance and school and community relationship management. While the political capacity, the principal has been able to gain political legitimacy to exercise its authority. The school principal has the capability responsive, regulatory and symbolic good.Keywords: Governability, School-Based Management

Abstract

Siak District Government through the Department of Social Welfare and Labor began to run a program created by the central government to improve the social welfare of society. The purpose of the program with social welfare problems is to improve people's quality of life and social welfare to all the poor and not able to achieve an optimal degree of public life effectively and efficiently. One of the goals of this program is the Community or poor families. Implementation Program with social welfare problems in Sungai Apit in 2011, it can be concluded that the poor implementation of the program problems had not been effective. Abstract

This research do to describe implementation preparation grand strategy program in Pinggir subdistrict as transit and petropolitan city. From the set of target program’s grand strategy has a span of five years, between years 2010-2015. But the expected this program will not finish up, until any given year, this program is still in the preparation stage is the preparation of the planning and preparation of the complate document infrastructure facilities to support the realization Pinggir subdistrict as Transit and Petropolitan city.In theory Good Governance there are six into factors that affect the implementation, namely: basic measures and objectives, resources, communication between the organization and activities of the implementing body characteristics implementers, economic condition, social and political as well as the tendency executor. The method used in this study is a qualitative.Based on research conducted by on the concept of the implementation preparation grand strategy program Pinggir subdistrict as transit and petropolitan city. Until now final period of predetermined targets, the preparation of the program is assessed not maximized, only until the completencess documents, and from 12 programs, only 60 % realized. As for infrastructurefacilities only reached the stage of rolling road which when seen today still done.Keywords :Grand strategy, transit and petropolitan, implementation, preparation.

Abstract

Looking at the data distribution of the population, the District of Bagan Sinembah is a region with the highest population density is ± 163.02 inhabitants /km2. The population is too big and is not comparable with the availability of jobs will cause a portion of the population who are at working age do not get a job. In Sub Chart Sinembah main source of income, the majority of the population is mostly of farm incomes and growing industrial large-scale palm oil processing. Subdistrict Chart Sinembah small and medium industries have the largest network in Rokan Hilir. Empowerment of small and medium industries are potentially in overcoming job seekers in the district of Rokan Hilir Chart Sinembah 2014.Based on the results of this study concluded that the empowerment and the development potential of small and medium industries in the District Bagan Sinembah more focused on industrial activity based on democratic economy, advanced, competitive, and independent and contribute positively to the economic life of the people in the industrial sector and trade. One objective of the empowerment of small and medium industries are the insistence on the SME entrepreneurs are able to expand the economic base and provide significant contributions in expanding employment opportunities, namely by increasing the region's economy and economic security districts.Keywords: Empowerment of Small and Medium Industry, Labor

Abstract

Distribution of assistance to fishermen in an area has an important role in meeting the needs, development, maintenance and improvement of the economy and welfare of the fishing community. The management of capture fisheries development in Rokan Hilir Regency is under the Fisheries Service, which means that there is a need for a strategy for the Rokan Hilir Regency Fisheries Service regarding the phenomenon that the distribution of aid is not right on target, and capture fisheries production has increased and decreased which is also a challenge as well as an opportunity for the Department of Fisheries and Fisheries. fishing community.This study aims to determine the strategy of the Fisheries Service of Rokan Regency in the implementation of distribution of assistance to fishermen and what are the inhibiting factors in the implementation of distribution of assistance to fishermen in 2016-2020. This study uses a qualitative approach with a descriptive method. In collecting data, the author uses interview and documentation techniques.The results of this study indicate that the strategies of the Fisheries Service of Rokan Hilir Regency are socialization to fishermen, auxiliary fisheries counseling, supervision of the implementation of aid distribution and evaluation of the implementation of aid distribution. The strategy carried out by the Fisheries Service of Rokan Hilir Regency was not optimal because there were recipients of assistance who were not on target. The inhibiting factor in the implementation of the distribution of assistance to fishermen is internal constraints (government coordination) the lack of cooperation between the Fisheries Service and community representatives, namely HNSI. External constraints (the occurrence of the monetary crisis) and the lack of public awareness of the objectives of the program. Keywords: Strategy of the Department of Fisheries, Distribution of Aid to Fishermen

Abstract

Modern Stores (Alfamart and Indomaret Retail) is one of the Modern Stores that stands in Indragiri Hulu Regency. Alfamart and Indomaret Retail Licensing is one of the methods used by the Indragiri Hulu Regency Government in bringing in investors to invest, so that it will increase the positive trend in Regional Original Income. However, in the Alfamart and Indomaret Retail licensing sector, which is run by the Indragiri Hulu Regency Government, it is not only increasing local revenue, but also paying attention to the socio-economic conditions of the people in Indragiri Hulu Regency. This is because it is still not precise to establish Modern Stores (Retail Alfamart and Indomaret) in Indragiri Hulu Regency. The formulation of the problem in this research is who are the actors involved in the business licensing process; what are the interests of the actor; what is the social / institutional basis; and what resources do actors have in the process of licensing the Modern Store business (Alfamart and Indomaret retails) in Indragiri Hulu 2018? This research aims to describe the actors and interests of actors, as well as to describe the social / institutional basis and resources of actors in the Shop Business Licensing process. Modern (Alfamart and Indomaret Retail) in Indragiri Hulu Regency. This study uses a qualitative approach with a descriptive type of approach. The data collection techniques used are interviews and documentation. The data analysis in this study uses the Advocacy Coalition Freamwork. The results of this study are the licensing politics of Modern Stores (Alfamart and Indomaret Retail) in Indragiri Hulu Regency as efforts to provide a safe and comfortable licensing climate for business actors. However, in licensing Modern Stores (Retail Alfamart and Indomaret) in Indragiri Hulu Regency is still not running optimally, this is due to the inconsistency of actors in carrying out their main duties and functions in licensing shop business Modern.  Keywords : Actors And Goals, Actor's Interests, Social Base

Abstract

In order to ensure the availability of food for the community, the Regional Government of the Meranti Islands Regency through the Food Security, Food Crops and Animal Husbandry Service of the Meranti Islands Regency implements the 2019 Food Diversification and Community Nutrition Improvement policy. The purpose of the research carried out is to describe the implementation of the Food Security and Nutrition Policy in Meranti Islands Regency in an effort to diversify food and improve public nutrition in 2019. The research method used is qualitative research. This type of research is descriptive qualitative. In data collection the writer uses interview and documentation techniques. The results of the study indicate that the implementation of the Food Security and Nutrition Policy in the Meranti Islands Regency in the efforts of Food Diversification and Community Nutrition Improvement in 2019 has not been well implemented. The inadequate implementation of the policy is due to the low intensity of policy program implementation in terms of quantity and quality and has not been able to reach the majority of the people of the Meranti Islands Regency. The response of the Regional Government of the Meranti Islands Regency and the people of the Meranti Islands Regency in responding to the Food Security and Nutrition policy in the Meranti Islands Regency in the 2019 Food Diversification and Community Nutrition Improvement policy has not provided a good response to the implementation of these activities. The Regional Government of the Kepulauan Meranti Regency prioritizes the allocation of funding in the regional infrastructure development sector. Socialization of Food Diversification and Community Nutrition Improvement has not been carried out continuously, because of the limited infrastructure and human resources that handle food and nutrition and the lack of funding budget channeled by the Regional Government of the Meranti Islands Regency towards the implementation of this policy.  Keywords: Policy Implementation, Food Security and Nutrition

Abstract

The Single Tuition is a policy of central government that implemented in a state university. So that,this research purpose is to knowing what actions will take by the actors who operate also finding what tools and power sources which used in The Single Tuition implementing. The theory which believed relevant to this matter is a Policy Implementation theory by Mirille S. Grindle. This is a describtive research which use a qualitative approach as the analysis tools. The research is conducted in Universitas Riau and take data sample in Badan Kerjasama danPengembangan Universitas Riau. This research use documentations and interviews informanas information`s objects in order to reach the purpose for informations in this research is primary data and secondary, that achieved from documentations and direct interviews to informanin the research.Single Tuition policy is regulated normatively in the Regulation of the Minister of Education and Culture number 53 of 2013 on Tuition Fees Single and Single. Riau University as one of the state university and then apply Tuition single system with the birth of the Decree of the Rector of the University of Riau number 2715 / UN / 19 / TU / 2013. The results showed about not optimal implementation of the Single Tuition Riau University. It looks as determined by the understanding of policy actors Tuition Single in terms of socialization is still limited and the absence of a Standard Operational Procedure (SOP), which is given by the actors involved in the implementation of policies Tuition Single to each Faculty, Department, and Program the study resulted in a Single Tuition policy can not be effective.Keywords: Implementation, Single Tuition, University of Riau.

Abstract

The problem background in this study in special education in Riau such as still mini and infrastructure for education, lack of teachers who facilities have proficiency in autstanding educational and parens interest provide education to the children who have special needs. To optimize the special education in the riau, government involves the society to collaborate to increas the special education quality.This study aim to describe the actors in the special education and collaboration of government and study in special education in Riau. Method was used in this study is descriptive method qualitative research. Types of research data are primary and secondary data technique of analysis data that used is quantitative descriptive.The result of study show that the correlation of government in Riau and society in special education at 2015-2016 yet affective. It can be seen from program run in collaboration of government and society still minim. The actors involved in special education in Riau play its role each, but they can not potray optimally. The inhibiting factors of collaboration government and society in fulfil of disable is lack of awareness the parties involved in education. Expected to the government and society can improve functions and role in collaborate in order special education can held good.Keywords:Collaboration, Government-Society, And Special Education

Abstract

The background of this research by Government Regulation No. 41 of 2007 concerning the regional Organization, which as one element in the implementation of government performance in providing services and development in the region. So to make local government policy, legeslatif and society is an actor involved in each policy. So the results of this study that the actors involved in the preparation of Ranperda organizational structure and the local government of Riau province, the regional council and the people of Riau province, in this case represented by legislators who hold the mandate of the people of Riau province in making policy. Riau provincial government that are involved in the preparation of this SOTK Ranperda is Governor together Ortal Bureau, the Legal Bureau, and the regional work units concerned. Smentara it, from which the Council Special Committee of Parliament and its organizational structure and team of experts, and Factions in DPRD Riau Province. Ranperda maker SOTK interests in the preparation of Ranperda has involved all SKPD, and the House of Representatives strip is adjusted by Government Regulation No. 41 of 2007 to give according to their views on Ranperda SOTK. SOTK Ranperda manufacture does not involve the public directly of public policy. The interests of the Riau provincial government in policy formulation SOTK Riau Province is to formulate Ranperda SOTK, and conduct a hearing within the government, together with related SKPD. The interests of the Riau Provincial Parliament in lawmaking SOTK namely, providing views and proposals that are tailored to the needs of the Province and not in spite of PP No. 41 of 2007. The social base of the regulations SOTK course community and also SKPD in Riau province, so that the Government can give services more effectively and efficiently. This SOTK Bylaw provide relief workload for SKPD united as it has similarities duties so as to maximize the job. Furthermore, such relief can be felt by SKPD bloomed, because the workload SKPT.
