Abstract

This study aims to describe the collaborative strategy between the kalurahan government and the communication forum of micro, small, and medium enterprises (MSMEs) in empowering business actors in Kalurahan Condongcatur, Kapanewon Depok. A descriptive qualitative method was used, with data collected through in-depth interviews, participatory observation, and documentation, then analyzed through data reduction, data display, and conclusion drawing. The results indicate that collaboration between the kalurahan government and the communication forum has run reasonably well, marked by regular face-to-face dialogue through routine meetings, mutual trust built gradually between the parties, sustained commitment shown through policies on using local products and annual monitoring and evaluation, shared understanding fostered through training and technical guidance, and tangible outcomes such as partnerships with external parties and free facilitation of business legality. Nevertheless, several obstacles were identified, including limited human resource management among business actors, budget cuts, suboptimal collaboration with the kalurahan-owned enterprise, weak marketing management, limited capital, and occasional miscommunication among forum administrators. This study concludes that collaboration between the kalurahan government and the communication forum forms an important foundation for sustaining and developing micro, small, and medium enterprises at the local level, although further strengthening is still needed to achieve more optimal outcomes.

Abstract

Handling stunting in toddlers requires a holistic approach that integrates medical interventions, capacity building, and active community participation. This study aims to analyze village-based community empowerment through the institutionalization of the Stunting Rembug Forum in Gayamharjo Kalurahan, Prambanan Kapanewon, Sleman Regency. Using a qualitative descriptive method with a case study approach, primary data were gathered through in-depth interviews with five key informants representing the Kalurahan Government (Kamituwo), Field Implementers (Posyandu Cadres), Health Workers (Village Midwife), Beneficiaries (Parents of Toddlers), and Community Leaders. The analytical framework applies Edi Suharto's 5P Empowerment Theory, comprising Possibility, Strengthening, Protection, Support, and Maintenance. The results show that the forum effectively executes empowerment across all dimensions. It serves as a space for citizen participation, a vehicle for nutrition education, an instrument for protecting vulnerable children through the innovative "Penting Beternak" (Reducing Stunting with Pediatricians) program, a support mechanism for APBKal budget allocation, and a means for maintaining long-term program sustainability. Nevertheless, stunting management still faces structural and cultural challenges, including village budget constraints, household economic dynamics, and traditional parenting practices. This study concludes that strengthening local institutions and implementing the integrated 5P model are crucial for achieving community independence and sustaining nutrition interventions at the village level.

Abstract

This study aims to analyze the implementation of the complaint feature in Jogja Smart Service in mapping public space conflicts and identifying the challenges of digital data integration in Kemantren Jetis. This study employs George C. Edward III's Policy Implementation Theory. Data were collected through in-depth interviews, observations, and documentation and were analyzed using a descriptive qualitative method. The findings indicate that, in terms of the communication indicator, the government has conducted public outreach to encourage the utilization of Jogja Smart Service; however, complaint reports are still hindered by incomplete information and incorrect location selection. Regarding the resources indicator, the implementation is supported by the availability of adequate human resources, facilities, authority, and information. For the disposition indicator, the implementers demonstrate commitment, responsibility, and responsiveness in following up every complaint through effective coordination among officers. Meanwhile, under the bureaucratic structure indicator, the implementation is supported by clear standard operating procedures and a well-defined division of responsibilities, enabling the complaint-handling process to be carried out systematically and in a coordinated manner. This study concludes that the implementation of the Jogja Smart Service complaint feature has performed reasonably well in supporting the mitigation of public space conflicts. However, improving the quality of complaint information submitted by the public remains necessary to enhance the effectiveness of digital complaint management.
