Abstract

Land limitations in urban areas have caused low-income communities unable to easily own a house. The high price of land has become the most influential factor in house prices, not including the costs for the facilities and infrastructure construction. Salatiga as a small city in Central Java in providing housing for civil servants has collaborated with all stakeholders. This study aims to form a stakeholder collaboration model in the provision of affordable housing for low-income communities in Salatiga. The research method used is qualitative, which explores data from the informants involved in the construction of housing for civil servants and the analysis technique used was stakeholder analysis and qualitative descriptive analysis. The results of the study formulated that stakeholder collaboration in providing housing for civil servants in the Salatiga City consists of three group of stakeholders, namely, key, main and supporting stakeholders. Key stakeholders were the Mayor as the party who recommended the release of the government land assets to the community, Regional House of Representatives of Salatiga as the party who give agrement of disposal assets, and the civil servant housing development coordination team, namely members of KORPRI who coordinate all housing development implementation activities. The main stakeholders were civil servants as prospective homeowners. Supporting stakeholders were developers and local government agencies that provide construction program in the construction of houses, facilities, and infrastructure in the Prajamulia and Prajamukti housing in the Salatiga.

Abstract

Streets are one of important network that will connect between area. Streets are the stage for commerce and exchange of goods, even for doing work, especially in eastern countries (Jacobs in Kiang et al, 2010:160). Street of Asia have been and continue to evolve as distinct from those of the west, reflecting the unique Asian cultures (Dayaratne in Kiang et al, 2010:63). The unique can be looked from street that used for held community festival, held funeral, street market, and social activity space, etc.Residential street became public space that very useful for social interaction space (visible in daily activity and community festival). Activities that happen on the street eventually will add other functions on the street as a space of social interaction. Residential streets in the Bungur Sub District, Central Jakarta used by the public as a space for exchanging ideas, buying and selling, children's playground, and an annual festival.The aim of this research is to analyze influence residential street and alley function as social interaction space on neighborhood environment. However, research method that used in this final project is quantitative with survey research strategy and statistic descriptive as analysis method. The results showed that the residential streets in Bungur Sub District has become a public space that allows people to interact with each other (shown by a variety of activities). Social interaction has strengthened the social ties and realized a strong kinship in these neighborhood.

Abstract

Kampung Bustaman is an old kampong in the center of Semarang City that still can exist. The research aims to find the factors that influence the existence of Kampung Bustaman and to give the strategy to strengthen the existence of Kampung Bustaman through its local wisdom. The research was conducted using qualitative research with case study approach. The sampling technique used is snowball sampling. Analysis was conducted using descriptive qualitative analysis which aims to provide in-depth descriptions of the conditions of existence of Kampung Bustaman through local wisdom. The results shows that Kampong Bustaman still able to exist in the middle of urban development using local wisdom. Local wisdom has manifested in the daily life, consist of physical artifacts, economic activity, religious traditions, and social life. Local wisdom in the form of economic activity has been the spirit for the Bustaman’s occupants. The existence of the diversification activities related to the goats and culinary business that was involved Bustaman’s occupants were able to enliven kampung space condition and the most of Bustaman’s occupants. Local wisdom possessed also continued to strengthen in line with the times and the increasing need for people who require the existence of space and the role of the various parties to reinforce it.

Abstract

The need to settle is a basic need of people that must be fulfilled. The weakness of law enforcement and public awareness on the spatial planning implicate the emergence of settlement areas in various locations that are less suitable for its allocation. The settlements in Semarang are growing very fast and tending to be unfocused. The increase of built area especially in residential areas indicates reduced of green open space and the catchment area. This phenomenon begins to appear in the outskirts of Semarang. This study aims to examine the development of settlements that occurred during the period of 10 years in the outskirts of the city of Semarang. It includes 10 districts, further, this study used descriptive quantitative and spatial analysis. The results showed that the completeness of the factor is the most influential factor on the development of settlements. Settlements tend to develop regularly with a regular pattern. The residential development areas also occur in the catchment area and in locations that are not suitable for allotment, so that limitation efforts should be made on the development of settlements. There are still some locations that are possible for the construction of settlements in the outskirts of Semarang. The government needs to follow up this issue by providing information to the community, so that the development of settlement is in accordance with the direction of urban development

Abstract

KORPRI housing in Salatiga City is one form of providing low-cost housing to overcome the backlog problem for civil servants who do not yet have a home. Since it was built in 2014, until now not 100% development has been realized, especially in the provision of residential facilities. It is important for an environment to be able to provide services and provide adequate facilities to meet the needs for the survival of the occupants. This study aims to examine the physical environment of housing based on the provision of facilities in KORPRI housing, Praja Mulia, in the perspective of a neighborhood unit as a physical structuring concept of an ideal residential environment. The method used is quantitative by using descriptive analysis techniques. Primary data collection techniques are carried out by means of observation and interpretation of images, secondary data derived from documents and literature studies related to KORPRI housing development. The results showed that based on the concept of neighborhood units, as cheap housing, Praja Mulia Housing with a planned population of 1,380 inhabitants had non-ideal neighborhood unit facilities. The existing facilities are only open spaces in 3 locations (3% of the total housing area) and other public facilities that are still planned. Novelti of this research housing for civil servants do not use environmental unit theory but only pay attention to the house as objects (nouns) used for investment and commodity. This condition creates a burden and becomes a challenge for the city and the surrounding area in providing facilities and services for residents who are not served in their neighborhood units.

Abstract

Penyediaan dan pemanfaatan taman kota kawasan perkotaan merupakan wujud komitmen pemerintah dalam mencapai Sustainable Development Goals, khususnya Pilar Pembangunan Lingkungan Tujuan ke-11. Elemen lingkungan yang penting pada suatu lingkungan perkotaan adalah ruang terbuka hijau yang krusial terhadap kehidupan masyarakat, yaitu taman kota. Taman kota memiliki signifikansi kuat dalam menjaga aspek hidrologis maupun ekologis. Keberadaan taman kota juga memiliki peran penting mengurangi suhu permukaan pada kawasan perkotaan yang relatif lebih tinggi. Kurang meratanya distribusi taman kota di Kota Semarang pada kawasan perkotaan mengurangi kualitas lingkungan perkotaan. Tujuan penelitian ini adalah menentukan daerah-daerah prioritas dan lahan potensial dalam penyediaan tambahan kuantitas taman kota di Kota Semarang. Metodologi penelitian ini bersifat kuantitatif dengan pemanfaatan perangkat lunak sistem informasi geografis (SIG). Metode SIG yang digunakan adalah weighted overlay dari variabel penentu, yaitu analisis tingkat kenyamanan termal, kerapatan vegetasi, kepadatan penduduk, dan aksesibilitas. Kebaruan penelitian ini adalah penambahan variabel aksesibilitas dengan analisis SIG yang belum digunakan dalam studi serupa di wilayah ini, sehingga menghasilkan pemetaan spasial daerah prioritas dan lahan potensial penyediaan taman kota di Kota Semarang yang lebih adatif dan komprehensif. Hasil penelitian menunjukkan bahwa Kota Semarang sangat perlu untuk disediakan penambahan taman kota, hal ini dapat dilihat dari luas daerah dengan tingkat prioritas “Sangat Tinggi” sebesar 19.146,01 ha (49,90%) dan luas lahan potensial sebesar 2.374,71 ha (5,96%) dari luas total Kota Semarang. Kecamatan dengan prioritas dan persentase tertinggi yaitu Kecamatan Semarang Tengah, Semarang Selatan, Semarang Utara, Semarang Timur, dan Gayamsari.
