Abstract

Research Originality: The originality of this research lies in integrating zakat as an Islamic financial instrument into the analysis of food security in Indonesia, a topic that has rarely been explored. Furthermore, it links the concept of maqashid sharia with the Sustainable Development Goal 2 (Zero Hunger), thus offering a novel contribution both theoretically and practically to the food security literature. Research Purpose: This study aims to assess the likelihood of food security across Indonesian provinces and investigate the role of zakat solutions. Research Methods: Employing a quantitative methodology, panel data on zakat utilization, agricultural output, and poverty levels from 34 Indonesian provinces (2013-2022) were analyzed using EViews 9. Empirical Results: The findings reveal that agricultural output and zakat utilization have a positive and significant impact on food security, whereas poverty has a negative effect. Implications: More effective policies are necessary to manage zakat utilization, enhance food production, and alleviate poverty, thereby ensuring Indonesia has a more stable and sufficient food supply for all. Abstract

This study aims to identify problems, solutions, and strategies that hinder the use of Cash Waqf Linked Sukuk (CWLS) as an instrument for procuring health facilities in Indonesia as seen from the dimensions of waqif, promotion, government, regulation, and nadzir. The data analysis technique used is the Analytic Network Process (ANP), using seven expert respondents from academics, regulators, and practitioners. The results of this study indicate that the priority dimension of problems and solutions in general in the use of the CWLS instrument for the procurement of health facilities in Indonesia has to do with the promotional dimension. This is because promotion is a means of communicating to the public about the CWLS instrument. Therefore, promotional activities can minimize people who do not know about the CWLS instrument. The overall strategic priority is the implementation of waqf literacy classes by the Ministry of Religion and the Indonesian Waqf Board to the community. Literacy is an essential component in influencing someone to contribute to waqf. Thus, with this strategy, it is hoped that the public will know about the CWLS instrument. This research is expected to provide benefits for stakeholders of the CWLS instrument to evaluate the strategies that have been carried out previously so that in the future, the utilization of the CWLS instrument in the health sector is more optimal, and the role of waqf in economic development can be achieved.

Abstract

The significant gap between the potential zakat collection of Rp327.6 trillion and the actual realization of Rp22.4 trillion challenges zakat management in Indonesia. Rp61.258 trillion in zakat funds remain unrecorded in the National Zakat Report (LZN) due to informal payments through mosques, Islamic boarding schools, or directly to recipients, leading to potential dishonesty and inequality. This study aims to identify the factors influencing the decision to pay zakat through official Zakat Management Organizations (OPZ) in Indonesia, comparing urban and rural muzakki. The research employs Structural Equation Modelling - Multigroup Analysis (SEM-MGA) using SmartPLS for data analysis. The subjects are 400 muzakki in Indonesia who have paid zakat through OPZ. The research findings indicate that trust and accessibility significantly and positively impact the decision to pay zakat through OPZ for both urban and rural muzakki. However, zakat knowledge and income do not influence rural muzakki decisions but have a positive effect on urban muzakki. The regional classification moderates the impact of accessibility on the decision to pay zakat through OPZ but does not moderate the influence of trust, zakat knowledge, and income. This research provides a comparative analysis of urban and rural muzakki, offering new insights into regional differences in zakat payment behavior. The findings of this study also provide practical implications for zakat institutions and policymakers in aligning zakat programs with the Sustainable Development Goals (SDGs).
