Abstract

PT KPI is the refining & petrochemical sub-holding company of PT Pertamina (Persero) that acts as a strategic holding company. PT KPI makes investments and runs Pertamina’s businesses in refining oil and gas and other materials to make high-value fuel, lubricant, petrochemical, and pharmaceutical products. Based on PT. KPI experiences, offently projects suffer delays and cost overruns which affect the quality of the project. This study aimed to evaluate the project execution strategy Design Build Competition (DBC) as strategy to improve project execution. This study starts with the identification of the issue, followed by data collection which covers primary and secondary data, after that the series of data were analyzed using Analytical Hierarchy Process (AHP).  The results showed that DBC strategy is the solution for PT. KPI to improve the execution of the project mainly in terms of duration and quality. The conclusion and recommendation of the study are that in order successfully executed DBC, PT. KPI should engage several strategic decisions which include organizational restructuring, resource allocation, and stakeholder management.

Abstract

Aging infrastructure can pose risks to safety, environmental impact, and production efficiency. Therefore, PERTAMINA has implemented a comprehensive maintenance and inspection program for its oil and gas infrastructure in the Rokan Block. The company regularly inspects and tests its equipment to detect any potential issues and ensure that it is in a safe working condition. PERTAMINA also invests in the upgrade and replacement of aging infrastructure components to improve production efficiency and reduce environmental impact. The purpose of the study is to provide light on how sand plant facilities gathering station abandonment and site retirement decisions are made. A cross-sectional survey with a quantitative approach was employed as the research design for this study, and data were gathered from both primary and secondary sources. Based on the preliminary results of Simple Multiple Attribute Rating Technique (SMART) exercises, which were conducted to compare the benefits and drawbacks of each alternative, it was determined that alternative 2—disassembled and put in temporary storage as scrap—was the most appealing choice.

Abstract

Global energy business is shifting towards more sustainable alternatives fuels due to climate change issue. Countries, companies, and associations start to adopt energy sources with less emission and carbon footprints in their business portfolio, including the introduction of Sustainable Aviation Fuel (SAF) in the aviation industry. Indonesia had created regulation in SAF utilization as blend component in Jet Fuel by the Energy & Mineral Resources Ministry Regulation No.12/2015: 2% (2016), 3% (2020) and 5% (2025). Considering the projected domestic demand of Jet Fuel 6.730.000 KL in 2030, requirement of SAF in Indonesia will reach 337.000 KL. In the contrary, there is no current SAF production in Indonesia despite of its potential feedstock for SAF such as Crude Palm Oil (CPO) Refined Bleached Deodorized Palm Kernel Oil (RBDPKO), or Used Coking Oil (UCO). The research analyzed the business aspect of SAF product development, especially bio-feedstock selection. This paper selected the most optimum feedstock for SAF by Analytical Hierarchy Process (AHP) method with 5 selection criterias: feedstock availability, feedstock price, required capital expenditure (CAPEX), profitability and SAF marketability. A base scenario of “highly regulated and fastly adopted SAF” is selected as the reference of developing the strategy. This scenario is indicated by early warning signs such as establishment of GHG emission reduction framework, establishment of incentives framework and high SAF demand from airlines.

Abstract

The offshore channel maintenance dredging completion date, which was performed by PT. ABC (PT. PQR’s contractor) using crane barge XYZ, was delayed to 19 May 2023 (43.4 days delayed). Two main problem were identified using Kepner Tregoe Situation Analysis (KT-SA) based on the company data processing and one most main contributing problem (lack of daily sediment production; the initial plan was 1500 m3/day) then be analyzed using Kepner Tregoe Problem Analysis (KT-PA) and the root cause was constructed using cause-map with brainstorming method included in the process between author and some of PT. ABC dredging crew in crane barge XYZ. Substitute, Combine, Adapt, Modify, Put on another use, Eliminate, Rearrange (SCAMPER) technique then be brought in the brainstorming session with PT. ABC dredging crew on crane barge ABC to bring alternative solutions for the root cause of the problem. Furthermore, the SCAMPER result be brought to brainstorming with PT. PQR dredging operation assistant manager, as the problem holder and matter expert, and filtered to three most possible alternative solutions. These three most possible solutions then examined using Simple Multiple Attribute Rating Technique (SMART) method with eight stages were performed. The criteria used in this method are offshore channel dredging project cost, offshore channel dredging project schedule, coordination with other entity, and permit to work (PTW) & derogation. The objectives of this research are knowing what factors affecting the dredging project in PT. PQR offshore channel case and the alternative solution to be brought in the next offshore channel maintenance dredging.
