Abstract

Ship berthing and departure planning is one of the crucial aspects in supporting the operational effectiveness of shipping companies. This study aims to analyze the important role of planners in ship berthing and departure activities in supporting marketing activities at PT. Nusantara Pasifik Sentosa Belawan. The method used in this research is a descriptive qualitative approach through observation and documentation study. The findings indicate that well-planned and coordinated ship berthing and departure activities provide a significant contribution to customer satisfaction, delivery punctuality, and the company’s image in the eyes of business partners. Effective planning also helps the company maintain service reliability and improve operational efficiency in port activities. However, several obstacles were identified, including lack of coordination between departments, limited information flow, and schedule disruptions caused by external factors such as weather conditions and port congestion. These challenges can affect the smoothness of operational activities and indirectly influence the company’s marketing performance. Therefore, strategies are required to improve human resource competencies, enhance digital communication systems, and strengthen cross-sector collaboration. With a well-structured planning system, PT.Nusantara Pasifik Sentosa is expected to improve its service quality and increase its competitiveness in the national shipping industry.

Abstract

One of the biggest problems after a flash flood and landslide disaster is the provision of clean water. Access to clean water is very important, as it greatly helps the disaster-affected community, especially in their future lives after the flood and landslide disaster in Aceh Tamiang. Community Service was carried out by the Lecturer Team of the Indonesian Maritime Adiguna Polytechnic Medan, who came directly to the Tamiang sub-district affected by the flash flood disaster. The methods used include education, training in making simple filters or filtration, and testing the results of water filtration from local sources in the disaster-affected area. The results of the activity show that the filter/filtration method using gravel, sand, activated charcoal, cotton, and palm fiber media can improve water quality visually and sensorily. This activity provides real benefits in supporting the availability of drinkable water for communities affected by the flash flood disaster, especially in the Aceh Tamiang area.

Abstract

This study aims to analyze the effect of berthing time performance on the loading and unloading process of dry bulk wheat on the MV Green Sapphire ship at PT. Gelora Perkasa Belawan. The research methods used in writing this paper are field research and library research methods. Berthing time performance has a significant influence on the smoothness and efficiency of the loading and unloading process of dry bulk wheat on the MV. Green Sapphire ship at PT. Gelora Perkasa Belawan. Optimal berthing time can accelerate the completion of loading and unloading activities, minimize operational costs, and increase company productivity. Supporting factors such as equipment readiness, workforce skills, and coordination with port authorities play an important role in achieving work targets. Conversely, obstacles such as bad weather, equipment damage, and dock congestion can extend berthing time and reduce efficiency. Therefore, planned operational management, routine equipment maintenance, administrative digitalization, and good coordination between related parties are needed to ensure berthing time remains effective and the loading and unloading process takes place safely, quickly, and efficiently.

Abstract

This study aims to analyze the management process of the Cargo Ship Safety Construction Certificate by PT. Putra Andalas Samudera at the Port Authority and Harbormaster Office (KSOP) Class I Dumai. This certificate is a vital document to ensure ship seaworthiness in accordance with the standards of the Directorate General of Sea Transportation. The research method used is descriptive qualitative with data collection techniques through field observations, in-depth interviews, and documentation studies during the internship period. The results indicate that the management procedure is currently conducted digitally through the Shipping and Seafarers Information System (SIMKAPEL). Although the system aims for efficiency, several main obstacles were found, namely: data entry errors by staff, excessive digital document file sizes that hinder system verification, and internet network instability causing disruptions to the central server. Optimization efforts carried out by the company include increasing the accuracy of document validation before uploading and strengthening coordination between the agent, ship owner, and KSOP authorities. This study concludes that optimal certificate management is crucial to prevent financial losses due to ship operational delays and to ensure the safety of the crew and cargo.

Abstract

Penelitian ini membahas tahapan pengurusan dokumen perizinan sea trial kapal baru TB. SML06A oleh PT Tirtayasa Bahari Samudra di KSOP Khusus Batam. Metode penelitian yang di gunakan berupa studi lapangan melalui observasi lapangan. Tujuan utama penelitian adalah menganalisis prosedur perizinan sea trial berdasarkan regulasi Kementerian Perhubungan dan lembaga klasifikasi kapal, serta mengidentifikasi pihak-pihak yang terlibat, seperti Ditjen Perhubungan Laut, galangan kapal, KSOP, dan pemilik kapal. PT Tirtayasa Bahari Samudra berperan sebagai agen kapal yang mewakili pemilik dalam pengurusan dokumen kapal, baik saat kedatangan maupun keberangkatan. Pelabuhan sebagai terminal kapal membutuhkan sistem dan fasilitas yang mendukung kelancaran operasional, termasuk proses administrasi. Dalam hal ini, sea trial merupakan tahapan penting untuk menguji kelayakan kapal sebelum beroperasi. Proses perizinannya meliputi pengajuan permohonan, verifikasi dokumen, pemeriksaan fisik oleh marine inspector, penerbitan izin sea trial, dan pelaporan hasil uji coba. Makalah ini juga mengidentifikasi kendala teknis dan administratif selama proses pengurusan dokumen, serta memberikan rekomendasi untuk meningkatkan efisiensi layanan perizinan di KSOP. Hasil penelitian diharapkan menjadi acuan bagi pelaku industri pelayaran dalam memahami dan melaksanakan prosedur legalisasi kapal baru di wilayah pelabuhan.

Abstract

Pelaksanaan proses kedatangan kapal MT. Esteem Energy di Pelabuhan Pulau Laut oleh PT. Maritime Network Indonesia Cabang Kota Baru merupakan kegiatan operasional yang memerlukan koordinasi dan perencanaan yang matang antara berbagai pihak terkait. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi keberhasilan proses kedatangan kapal, meliputi ketepatan estimasi waktu kedatangan (Estimated Time of Arrival/ETA), efisiensi komunikasi dan koordinasi antar pihak, ketersediaan fasilitas dermaga, kepatuhan terhadap regulasi maritim, kondisi lingkungan perairan, serta profesionalisme awak dan agen kapal. Metode penelitian yang digunakan adalah metode penelitian lapangan (field research) melalui observasi langsung terhadap kegiatan operasional kedatangan kapal, serta metode penelitian pustaka (library research) dengan menelaah literatur dan regulasi terkait pelayaran dan kepelabuhanan. Hasil penelitian menunjukkan bahwa keberhasilan proses kedatangan kapal sangat ditentukan oleh sinergi antara faktor teknis, administratif, dan sumber daya manusia yang terlibat. Dengan pengelolaan yang terencana dan kepatuhan terhadap regulasi maritim, proses kedatangan kapal dapat berlangsung dengan aman, efisien, dan tepat waktu.

Abstract

Direktorat Perkapalan dan Kepelautan mempunyai tugas dan fungsi merumuskan serta melaksanakan kebijakan, standar, norma, pedoman, kriteria dan prosedur serta pelaporan di bidang kelaikan kapal, persyaratan pengawakan kapal serta perlindungan awak kapal, standarisasi sertifikat pelaut, manajemen keselamatan kapal dan kepelautan. Selain menandatangani Perjanjian Kerja Laut (PKL), pelaut juga harus dilindungi dengan Kesepakatan Kerja Bersama (KKB) atau Collective Bargaining Agreement (CBA). Mengingat banyak nya pengaduan awak kapal/pelaut yang diterima oleh Kesatuan Pelaut Indonesia (KPI) maka setiap perusahaan yang merekrut dan menempatkan awak kapal/pelaut dikapal berbendera asing wajib memiliki Collective Bargaining Agreement (CBA) karena kesepakatan ini mengatur tentang : upah (berdasarkan jabatan), jam kerja, pembayaran lembur, hari libur, tunjangan, dan lain-lain. Kelengkapan dokumen persyaratan penerbitan Pengesahan Collective Bargaining Agreement (CBA) sangat mempengaruhi kelancaran pelayanan proses penerbitan pengesahan CBA. Makalah ini ditulis berdasarkan observasi di lapangan dan melakukan pengamatan bersama para pegawai maupun staff Subdirektorat Kepelautan secara langsung bagaimana aktivitas-aktivitas kantor di lingkungan Direktorat Kepelautan untuk mengetahui lebih dekat bagaimana Direktorat Kepelautan melaksanakan kegiatan dalam proses penerbitan pengesahan. Dalam penanganan penerbitan pengesahan Collective Bargaining Agreement (CBA) dilingkungan Subdirektorat Kepelautan sudah sesuai ketentuan Peraturan Menteri Perhubungan No PM 84 Tahun 2013 tentang perekrutan dan penempatan awak kapal. Penulisan makalah ini menggunakan 2 (dua) jenis metode penelitian, diantaranya adalah sebagai berikut: metode penelitian lapangan (field research) dan metode penelitian kepustakaan (library research).
