Abstract

This research aims to analyze the clarity of objectives, achievement strategies, planning, and preparation, as well as facilities and infrastructure prepared to support the community empowerment program in managing the sago commodity in Obaa District, Mappi Regency which is to be achieved. This type of research is qualitative research. Data analysis in this research used the N-vivo software tool. The results of research, programs, and strategies for community empowerment through sago processing aim to eradicate poverty, empowerment planning is an action to meet food needs and planning actions to increase community and regional income, preparation of a community empowerment program in managing sago commodities in Obaa District, Mappi Regency is a program design sago as food for the Mappi community and sago as a source of income for the Mappi community and area, the facilities and infrastructure provided are 7 units of sago production house, 1 unit of packing warehouse, 5 units of sago dewatering machines, 6 dismal machines (floating machines), 6 press machines sago, 9 units of chain saw machines, 1 unit of 3-wheeled vehicle, 2 units of Viber 15 PK boats, 5 units of permanent sago grating machines while there are 13 units of potable ones. Conclusions, objectives, achievement strategies, planning, preparation, as well as facilities and infrastructure prepared to support the community empowerment program in managing the sago commodity in the Obaa District, Mappi Regency, which are to be achieved have been well planned. Abstract

This research aims to examine factors that are predicted to influence the success or failure of the performance of Dishub civil servants, discuss the suitability of the ongoing TPP program, and examine changes that occur in the performance of Papua Dishub civil servants pre and post-implementation of Papua Provincial Gubernatorial Regulation No.31/2022 concerning the Second Amendment to the Top. Papua Gubernatorial Regulation No.6/2022 concerning Additional Electronic-Based Income for ASN in the Provincial Government Environment. Papua Fiscal Year 2022. This type of research is qualitative research. The research results show that the success factor for pre-TPP performance is due to the presence of complete work facilities. The ongoing system of providing TPP via electronic information has achieved an element of justice where officials and ASN can find out the reasons for receiving TPP and not receiving TPP in real-time and based on the ratio of output and input from the results of their work. The changes that occurred in the performance of civil servants at the Papua Transportation Department after the implementation of the TPP were a decrease in the quality of work, such as many work errors occurring due to work stress which arose due to the high workload ratio and the relatively very short time for completing the workload in obtaining the TPP. In conclusion, complete work facilities can increase discipline, while a conducive work environment can increase work comfort, this has a good impact on performance. Abstract

The aim of this research is to evaluate village fund management policies and village fund allocation in Muara Asa Village, Barong Tongkok District, West Kutai Regency using a logic model. This type of research is qualitative with a case study approach. The results of the research show that village funds in Muara Asa Village are used to build infrastructure such as building village roads every year, building village bridges, building physical facilities and infrastructure for village government offices, building health facilities and infrastructure, building and rehabilitating clean water sources, maintaining farming roads. , construction of road infrastructure such as sewers, and construction of public latrines (MCK). Village Fund allocations are used to improve Village Government services by building office infrastructure, financing operational costs and salaries for Village Officials, and holding training for Village Officials. Conclusion, the process of implementing Village Funds and Village Fund Allocation in Muara Asa Village is going well and in accordance with community needs. Abstract

This study aims to analyze the effectiveness of the social mapping approach in poverty alleviation and slum management through a strategy of transforming areas into tourist zones. The method used in this study is meta-analysis, which allows the integration of results from various previous studies to evaluate factors that contribute to the success and challenges in slum management. Data were collected through a systematic search in various academic databases, scientific journals, and research reports, with inclusion criteria that include topic relevance, methodological clarity, and data quality. The results show that social mapping plays an important role in creating a more effective intervention model to alleviate poverty and improve the quality of settlements. Collaboration across institutions, both between governments, NGOs, and local communities, is a major factor in ensuring the success of the intervention program. The network of organizations involved shows vertical and horizontal integration that strengthens coordination between sectors and layers of governance, although challenges such as lack of coordination and sectoral egos are still major obstacles. In addition, this study highlights the importance of policy integration and local capacity building through training, education, and knowledge transfer to strengthen institutions and communities. The conclusion is that a comprehensive social mapping approach can effectively address poverty and manage slums sustainably. The transformation of slum areas into tourist destinations not only has an impact on improving physical infrastructure but also encourages economic growth and social welfare of the community. Abstract

Taxes are an essential pillar of countries and nations. It contributes to the country's economic growth and support for sustainable development. Therefore, this study aims to investigate the effect of algorithmic government, artificial intelligence, and tax services on tax compliance. This research uses a quantitative approach with a survey method. The sample was 393 taxpayers. The research instrument used was a questionnaire designed on a Likert scale with five response options. The questionnaire was distributed via the WhatsApp application and email in Google Form format. Data were analyzed using regression. The results found that algorithmic government, AI, and tax services, partially and simultaneously, affect tax compliance among taxpayers. These findings provide insight into how tax compliance can be improved through algorithmic government, AI, and tax services. Therefore, researchers and practitioners can discuss the findings of this research critically and in depth before adapting and adopting them in their future work without ignoring the limitations of this research.

Abstract

The primary purpose of this research is to testify Environmental Kuznets Curve-EKC hypothesis for the economy of Indonesia. ADF and PP unit root tests confirmed the mixed order of integration in the model based on the time-series.data,spanning over 1990 to 2016. Furthermore, the result of ARDL – Long-run confirmed the presence of the EKC hypothesis for the Indonesian economy. In the short run, not an inverted U-shaped relationship has been observed between growth and energy. ECM and bond test verified the existence of cointegration in the model while CUSUM and CUSUM square with other model diagnostics confirmed that the model is the best fit. Based on the results of the analysis, it can be concluded that short & long run dynamic association amongst CO2 Carbon Dioxide, consumption of the energy, urban populations, and the economic development in Indonesia have been examined in this research.

Abstract

This article delves into the significance of Massive Open Online Courses (MOOCs) in education, particularly during the COVID-19 pandemic. MOOCs, accessible to all at no cost, have emerged as a vital solution for remote learning challenges. They offer flexibility, accessibility, and adaptability, enabling uninterrupted learning from home. MOOCs hold several advantages. They empower self-directed learning by accommodating varying schedules. Interaction and collaboration thrive through discussion forums and shared projects, fostering social learning. Lifelong learning is promoted through continuous skill enhancement. Digital literacy is honed, vital in a digital world. MOOCs facilitate affordable distance learning without relocation. They grant access to prestigious universities and offer certificates for career advancement. While transformative, MOOCs can't fully replace traditional education due to challenges like limited direct interaction. They should complement existing systems. In Indonesia, MOOCs can improve education accessibility, especially in remote areas. Yet, equitable quality and widespread internet access remain crucial concerns.

Abstract

Academic literature extensively acknowledges the fragile character of creative and cultural activity. However, it has frequently been invisible to policymakers and decision-makers. As soon as Covid-19 began affecting local and national economies worldwide, numerous business and policy organizations hastened to research the impact of Covid-19 on the creative and cultural industries (CCIs) and their workforce. The report provides insight into these organizations' primary issues through a meta-analysis of the current survey and research programs in the United Kingdom. The findings shed light on prevalent concerns regarding visible and unseen challenges that require attention in this area. The study continues by debating if Covid-19 represents a watershed event for the sector or merely reveals the unsustainable cost of creative and cultural activity.

Abstract

Stunting remains a major public health issue affecting child growth and human capital quality, requiring sustained cross-sectoral interventions. Central Lombok Regency has recorded one of the highest stunting prevalence rates in West Nusa Tenggara Province, although recent data indicate a declining trend. This study aims to analyze the effectiveness of stunting reduction policy implementation, identify influencing factors, and formulate improvement strategies. A descriptive qualitative approach was employed using purposive and accidental sampling techniques. Informants included relevant government agencies, health workers, and community members. Data were collected through observation, semi-structured interviews, and documentation, then analyzed using Edward III’s policy implementation model focusing on communication, resources, disposition, and bureaucratic structure. The findings reveal that policy implementation is relatively effective, supported by cross-sector coordination through acceleration teams, stunting forums, and the utilization of nutrition reporting systems. However, effectiveness remains suboptimal due to limited resources, particularly budget constraints, implementer capacity, data quality, and measurement tools. External factors such as socio-economic conditions and socio-cultural characteristics also influence community health behaviors. The study concludes that strengthening policy implementation requires improving human resource capacity, enhancing data systems, simplifying reporting mechanisms, and developing more adaptive and context-specific intervention strategies. These efforts are essential to ensure sustainable stunting reduction outcomes. The study implies that stronger integration across sectors, data-driven monitoring and evaluation, and increased community participation are critical to accelerating progress toward stunting reduction targets. Furthermore, policy alignment between local and national levels is necessary to ensure consistency, effectiveness, and long-term sustainability of stunting prevention programs in diverse regional contexts..

Abstract

The development of information technology has encouraged innovation in managing civil servant discipline, including through the implementation of the Mobile Personnel Management Information System (Mobile SIMPEG) within the Ministry of Home Affairs. This application is designed to enhance objectivity and accuracy in monitoring employee attendance. However, in practice, several challenges persist, such as the exploitation of system loopholes by some employees, limited direct supervision, and suboptimal coordination among actors within the policy network. This study aims to analyze the effectiveness of the policy network in the implementation of Mobile SIMPEG at the Secretariat of IPDN Nusa Tenggara Barat Campus. This research employs a qualitative method with a case study approach. Data were collected through in-depth interviews, observation, and documentation involving 15 informants consisting of leaders, operators, and administrative staff. The analysis focuses on key dimensions of the policy network, including actors, functions, structure, institutionalization, rules of conduct, power relations, and actor strategies. The findings indicate that the policy network has been established and is functioning; however, its effectiveness remains moderately effective, yet not optimal. The network structure tends to be hierarchical, with a high dependence on central actors, while coordination among actors is still limited and often informal. In addition, the absence of detailed standard operating procedures (SOPs) at the local level results in variations in policy implementation. From an implementation perspective, communication is not consistently structured, resources face limitations in digital competence and infrastructure, and implementers’ attitudes vary across units. Therefore, strengthening formal coordination, developing internal SOPs, and enhancing human resource capacity are essential to support a more consistent, integrated, and sustainable implementation of Mobile SIMPEG in improving civil servant discipline.
