Abstract

ABSTRACTThe National Sword Policy implemented by the Chinese Government in 2018 has a spillover effect in several countries in the Asian region, especially Indonesia. As one of the importers of recycled paper waste, Indonesia is faced with the problem of hazardous waste from abroad, which has increased by two percent in 2018. Besides, Indonesia also does not have good waste management, which exacerbates environmental damage and pollution. some of them were experienced by Bangun and Tropodo Villages in East Java. The level of environmental pollution in Bangun and Tropodo Villages is quite high as a result of being used as a final disposal site for paper raw material waste mixed with foreign waste and hazardous toxic materials. As a result, environmental crises continue to occur and affect the quality of life of the people. This study analyzes the correlation between environmental crises which is directly proportional to the increasing threat to human security. The environmental crisis due to imported waste can turn into a security threat issue through the securitization process carried out by NGOs and the government. The author uses the concept of human security and securitization theory to see the causality relationship. In the end, the state is not only faced with traditional security problems that are territorial but problems of individual human security. Indonesia was forced to change several waste import policies.Keywords: Imported Waste, Environmental Crisis, Securitization, Human Security.Kebijakan National Sword Policy Pemerintah Tiongkok pada tahun 2018 memberikan efek spillover pada beberapa negara di kawasan Asia, khususnya Indonesia. Sebagai salah satu importir sampah kertas daur ulang, Indonesia dihadapkan dengan masalah sampah bahan berbahaya dari luar negeri hingga terjadi peningkatan sebesar dua persen pada tahun 2018. Selain itu, Indonesia juga masih belum memiliki manajemen pengelolaan sampah yang baik sehingga memperparah pada kerusakan dan pencemaran lingkungan yang beberapa di antaranya dialami oleh Desa Bangun dan Tropodo di Jawa Timur. Tingkat pencemaran lingkungan Desa Bangun dan Tropodo cukup tinggi akibat dijadikan sebagai tempat pembuangan akhir bagi sampah bahan baku kertas yang bercampur dengan sampah luar negeri dan bahan beracun berbahaya. Sebagai imbasnya, krisis lingkungan terus terjadi dan mempengaruhi kualitas hidup masyarakat. Penelitian ini menganalisis korelasi antara krisis lingkungan yang berbanding lurus dengan peningkatan ancaman terhadap keamanan manusia. Krisis lingkungan akibat sampah impor dapat berubah menjadi isu ancaman keamanan melalui proses sekuritisasi yang dilakukan oleh NGO dan pemerintah. Penulis menggunakan konsep keamanan manusia dan teori sekuritisasi untuk melihat hubungan kausalitas. Pada akhirnya, negara tidak hanya dihadapkan dengan masalah-masalah keamanan tradisional yang bersifat teritorial melainkan masalah keamanan manusia yang bersifat individu. Abstract

Corona Virus Disease 2019 that has not ended, has an impact including the use of disposable masks in the world is increasing. Although there are calls to use masks such as cloth masks to coat medical masks when doing U.S. actives outside the home, in fact the public prefers to use disposable medical masks. Disposable masks are feared to be more and more in number if not managed properly. The issues studied in this scientific article are the settings related to the management of disposable mask waste and the implications of waste management of disposable mask in the community. This research method uses juridical-normative writing methods with a statutory approach. The result of this study is the waste management of disposable medical masks entering the realm of special arrangements (lex specialists) consisting of guidelines of the Ministry of Environment and Forestry of the Republic of Indonesia and the Ministry of Health of the Republic of Indonesia.Waste management of disposable medical masks can be done with a thorough approach when a product produced in the community is indicated as waste until the product has been managed in landfill so that the output of waste management becomes environmentally friendly by using a new approach. through the activities of waste management of medical masks used in the community in accordance with existing guidelines.

Abstract

The application of awig-awig as written customary law which is still used and obeyed by the Balinese people, of course this does not rule out the possibility of deviation. Deviations or violations committed by the Balinese people are generally resolved according to the rules written in awig-awig. The research methodology carried out in this study begins with the identification of a variety of literature related to customary law in terms of problems that occur and challenges that must be faced by the community. Then arranged to come up with the right problem formulation which later can be comprehensively reviewed through field studies and direct observations especially related to the problem taken in this research namely the deviation from the application of awig-awig as written customary law. The results obtained in this study aim to determine the deviations that occur in the Balinese community and how the Balinese community to resolve them. Abstract

The development of today's technology allows people to access all kinds of activities such as communication networks, online applications, transportation online, paying with a digital wallet, online banking transactions and etcetera. Prasung Village in Buduran Subdistrict, Sidoarjo Regency is one of the villages that has the potential to improve the economy of its citizens by utilizing the development of this technology as a forum for promoting the business activities of its citizens. The potential is honed by the existence of community service activities under the title Utilization of E-Commerce And Its Legal Aspects In Business Activities carried out with three stages namely the licensing stage, the socialization stage and the evaluation stage. Then use three methods in delivering the material, namely lecture method, discussion method and question and answer method. The purpose of this community service activity is to improve the economy of citizens by utilizing e-commerce as a means of promoting business activities in the Village of Prasung. Besides providing legal knowledge related to e-commerce as a form of preventive measures to avoid legal problems that might arise from activities in cyberspace. The results obtained from the implementation of community service, namely the delivery of this material can increase motivation for rural communities to be able to use e-commerce so that business activities in the village can be known to the wider community so that it impacts on improving the economy of Prasung Village residents. Abstract

Abstract During the Covid-19 Pandemic, masks are a must-have item for almost everyone. The use of masks, which has become a new habit in society, certainly adds to the generation of waste, which if not managed properly can damage the environment. The activity is aimed at increasing the knowledge of the people of Pamotan Village, Porong District about the management of mask waste. The form of activity is in the form of lectures, discussions and questions and answers. 20 people and village officials participated in the activity. Community participation in the form of participation in socialization activities and questions asked in the question and answer session. The material presented was about the management of mask waste and about the role of the community in the management of Covid-19 medical mask waste. This activity received a good response from the Pamotan Village community and is expected to be sustainable as a form of education for the community. Abstract

This research aims to find that the regulation of Customary Law exists in written form. This research also wants to prove that the customs regulations in each region in Bali differ according to the customary habits of each region and the existence of these awig-awig is still there to adjust the needs of the community following the current situation. Awig-awig made as an effort to maintain order, peace between the members of the indigenous village community. The method used in this study begins with the identification of a variety of literature related to customary law in terms of problems that occur and challenges that must be faced by coastal and plain communities. Then arranged in such a way as to bring up the exact problem formulation which later can be comprehensively reviewed through field studies and direct observations specifically related to the problem taken in this research namely the application of awig-awig as written customary law. The results of this research are expected to be able to contribute positively to the socio-cultural situation in Balinese society.

Abstract

The more advanced economic activities, the many problems over land involved in it, the expansion of these activities generally in the form of increasing numbers of buying and selling, leasing, inheritance, lending, and even the emergence of legal relations. with foreign people or legal entities. Disputes over land ownership arise because each party feels entitled to the land that is the object of the dispute. Related to the issue of land ownership rights which is one of the problems found in Jogomerto Village, Tanjunganom District, Nganjuk District from the initial data obtained by the lack of legal knowledge about land ownership rights raises a pretty basic problem by the village government to be resolved. The method of carrying out activities is carried out in three stages, namely preparation and briefing, implementation, and evaluation. Overall legal aid activities in the form of socialization of registration of land rights and training on village regulation making and the agreement were successful, the people of Jogomerto Village welcomed positively and were satisfied with the activities that were followed, increasing public awareness of the law. Implementation of Community Service is very useful for the government and the community, especially for the people of Jogomerto village who are not familiar with the procedure for registering land rights and making village regulations. It is hoped that this activity can always be held periodically so that it can help the village government and village communities in realizing a law-aware community, especially regarding land disputes.

Abstract

Waste management is a significant problem faced by the world on a global scale. Globally, the People's Republic of China (PRC) is the country with the most extensive waste trade in the world as the leading export destination country for recycled waste materials. However, the PRC changed its solid waste import policy by issuing a National Sword policy, which aims to limit and tighten plastic waste imports. The PRC policy change's impact is the increased flow of waste imports to Indonesia, thus placing Indonesia in a "Plastic Waste Emergency" situation. Since 2018, Indonesia's flow of waste imports has increased very rapidly, causing various environmental and health problems. On the other hand, waste imports entering Indonesia also open up various opportunities for economic improvement. This research then aims to find that the import of waste has an impact not only in the environmental sector but also on the political economy resulting from the government's efforts to overcome it. To overcome this problem, Indonesia already has several regulations and laws related to importing waste. Lack of strict import waste regulations has resulted in environmental and health losses for local communities in East Java. This research tries to describe various consequences of waste that would potentially harm citizens regarding waste using the role theory approach.

Abstract

Proper disposal of medical waste is one of the most important things in dealing with the Covid 19 pandemic. Over the last two years, the large number of Covid-19 cases caused by Delta and Omnicron variants has also led to an increase in medical waste generated by the use of masks and other personal protective equipment. This leaves homework for all of us, not just the government. This medical waste is generated not only in medical facilities but also in communities and homes. The waste in this pandemic is classified as Hazardous Waste and Toxic Waste (B3) and may be classified as Infectious Waste. The purpose of this study is to study the management of medical waste related to Covid19 from an ecological point of view so that it can effectively reduce the accumulation of waste that may have a natural impact on health promotion. Is to do. This investigation is a doctrinal/normative legal investigation that uses a legal approach. The data was collected through literature reviews and qualitatively analyzed. As a result of this study, the management of COVID-19 medical waste is regulated, and the treatment of medical facility waste and household waste is different. The purpose of this regulation is to reduce the increase in the amount of waste that can affect the environment and public health.
