Abstract

Service and satisfaction are two things that cannot be separated, because with satisfaction,the relevant parties can correct each other until the services provided are better or worse. It is very influencedby every officer in providing services, in other words, services that can be satisfying are services carried outbased on applicable provisions and can understand what is being asked by the community from thedepartment of service itself. Patient satisfaction is a major challenge in the provision of health servicestoday. In general, plenary health services are health services that include promotive (health improvement),preventive (prevention), curative (treatment), and rehabilitative (recovery). (Law No. 44 of 2009 concerningHospitals). In Law No. 25 of 2009 concerning public services, in Article 18 it is explained that the communityhas the right to obtain quality services in accordance with the principles and objectives of the service.Keywords: Satisfaction, Service, and Hospitalization

Abstract

ABSTRACT: In accordance with the mandate of the Basic Law of the Republic of Indonesia Year 1945 in Article 31 paragraph (1), mandated by the government to provide public access to education in order to develop their potential to the fullest Then the government adopted a program of policy implementation School Operational Assistance (BOS). However, implementation is still encountered some problems and obstacles.The purpose of this study wanted to know how the implementation of school policies Operational assistance (BOS) on SDN in the district of East Lembean Minahasa regency. This study used qualitative methods. Study focused on the type of benefits that will be generated, (who) implementing the program, the resources deployed, as well as power, interests and strategies of the actors involved. Source of data / informants interviewed as many as 15 people consisting of 3 people Principal, 3 BOS Treasurer, 3 school committee, 3 person staff of teachers, and 3 parents and process data collection using interview techniques.The results showed that: the views of the benefits generated is good. But that is not optimal in terms of delay time distribution of aid, the lack of coordination between implementers in this case BOS Management Team School with Parents and less transparency. Recommendations advice to the government in this case BOS Management Team can perform tasks in accordance with the technical guidelines already established, more committed and consistent in carrying out programs or activities, as well as more transparent and involve stakeholders in the implementation of this policy BOS.Keywords: School Operational Assistance Policy Implementation

Abstract

Abstract: This study aims to determine the development of the competence of the State Civil Apparatus inthe Education Office of Intan Jaya Regency. By using quantitative methods Informant research consists of: head ofservice, secretary of service, heads of fields, heads of sections, sub heads, and staff / executives; all amounted toseven civil State Apparatus (ASN). Based on the results of the research: (1) Development of ASN competence inDinasPendidikan Kabupaten Intan Jaya is done by involving employees in education and training, namelyStructural Training / Poverty / PIM and Technical / Functional Training, but can’t be realized or realized optimally.(2) The development of ASN competencies The Intan Jaya District Education Office is also programmed throughparticipation in courses, upgrading, as well as seminars and workshops, but this program has not been optimallyrealized. (3) The development of ASN/competence of Dinas Pendidikan is also conducted through workplacetraining, especially rotation of job that is shifting or transferring of employee from another job/position/job within acertain period of time within the Education Office.So this study recommended some things as follows: (1) Training needs to be increased by allocating alarger budget and adequate, as well as increased provision of facilities Diklat. (2) Technical Training should bemore widely implemented for ASN to develop the competence of knowledge and technical skills directly related tothe main duties of the employees.Keywords: Competence Development, State Civil Apparatus (ASN)

Abstract

Tujuan Penelitian ini untuk menjelaskan aspek tangible pada pelayanan kesehatan masyarakat diPuskesmas Pembantu di Desa Lalumpe Kecamatan Motoling Kabupaten Minahasa Selatan. Metodepenelitian yang digunakan adalah desain deskriptif analisa kualitatif dengan langkah-langkah analisis,yaitu: reduksi data, penyajian data, penarikan kesimpulan dan verifikasi. Berdasarkan hasil penelitianyang menggunakan indikator fasilitas fisik, peralatan medis, dan petugas menunjukan bahwa belummemadai. Fasilitas fisik bangunan seperti gedung, ruang tunggu, ruang rawat inap, media informasi danlokasi kurang memadai, peralatan medis yang kurang membantu dalam pelayanan, adapun peralatanyang kurang lengkap seperti bidan kit dan tempat pemeriksaan, serta keterbatasan tenaga kesehatan,dimana hanya ada satu yaitu seorang bidan, yang juga sementara di berdayakan di puskesmas kecamatanuntuk dinas sore dan malam yang membuat pelayanannya di Puskesmas Pembantu menjadi terganggu,membuat pelayanan kesehatan masyarakat dari aspek tangible belum baik. Jadi melakukan perbaikanfisik bangunan, menyediakan peralatan medis yang susuai standar puskesmas pembantu, danmenempatkan tenaga medis yang sesuai dengan kebutuhan dapat membuat pelayanan di puskesmaspembantu Desa Lalumpe berjalan dengan baik.Kata Kunci : Tangible, Pelayanan Kesehatan, Masyarakat

Abstract

ABSTRACTCoordination is an important function of government management. The purpose of this study was todetermine how the implementation of the coordination function in governance in the sub Gemeh TalaudIslands. The method used is descriptive qualitative method. The informants who were interviewed as many as12 people are: sub-district, sub-district secretary, Head of Unit Department / Agency (4), Head of VerticalInstitutions (2), the village head (2), Leaders / Community Leaders (2). Data collection techniques used wereinterviews. Data was analyzed using qualitative descriptive analysis techniques-interactive model of Milesand Hubernann.Based on the results of the study conclude: 1. Coordination in the planning of programs / activitiesof governance among government agencies (Government of the District, SKPD and Agencies Vertical) in theDistrict Gemeh is good enough, which is done through the forum district level coordination meeting led andcoordinated by the Head, so as to realize the synchronization, harmony, harmony, balance, and overallintegrity of the programs / activities of government. (2) Coordination in the implementation of programs /activities in the district administration Gemeh is good enough, namely through: district level coordinationmeetings; demand for and delivery of data / information or report on progress in the implementation ofprograms / activities of all SKPD and agencies existing vertical; and through monitoring / monitoring Headof the implementation of the program / activity.Based on the conclusions suggested: (1) There must be communication reciprocal harmony betweenthe district governments (Head and his staff) with all the regional work units or SKPD (UPT Department /Agency and other work units), and Vertical Institutions in the region employment districts. (2) Head as theleader and coordinator of the sub-district government administration should seek to optimize the use ofmeans of coordination such as coordination meetings, demand and delivery of data / information between allgovernment work units in districts, and consulting.Keywords: Coordination, Government of the District.

Abstract

Accountability's work is one of the determining factors for quality of service. In addition, there is anotherfactor in determining both the poor quality of service. Accountability's work is felt still less in improving thequality of service that can be seen from the work procedures and on the evaluation of the implementationof the policy. This study describes two variables namely variables and variable work accountability qualityservice. The purpose of this study was to analyze the influence of the quantity of work towards accountabilityquality service. Variable working accountability tested using four dimensions and variable service qualitytested using five dimensions. This research was conducted at PT. Pos Indonesia (Persero) in Manado. Theresearch method used is the quantitative methods with the dissemination of the questionnaire to therespondent as much as thirteen rounds of questions and sample as many as thirty employees at PT PosIndonesia (Persero) in Manado. Sampling technique used was random sampling with simple linearregression analysis using SPSS program assistance. A simple linear regression analysis results showed asmany as forty-three percent of the variable akuntabilits influential work positively towards the variablequality of service. Abstract

AbstractThis study was conducted based on the results pra survei that civil servants in performing basic tasks andfunctions indicated yet to reach optimum performance. This is presumably related to the implementation ofpolicy leadership. Thus, the study aims to “Assessing the impact of policy leadership on work performance ofemployees at the District Secretariat or North Halmahera District’. ‘This research applies descriptive method with quantitative approach. Purposive sample of respondentsassigned as many as 80 employees, and data collection techniques distributed questionnaires to obtainprimary data, secondary data obtained using thedocumentation techniques. All data and information obtained through surveys and direct observationtechniques. After the data is collected. and then analysed using percentages applying analytical techniques(frequency table), followed by product moment correlation analysis and simple linear regressionThe results showed that: Policy-led governing the internal regulations of the Organization at the highcategory, while performance is still in the category of medium or medium. The leadership of the verysignificant effect and makes a great contribution to the achievement of the employment. When leaders adoptpolicies that encourage employee creativity and innovation, it will improve their work performance.Thus, it can that the hypothesis that "the leadership of the positive influence on job performance ofemployees at the District Secretariat North Halmahera" unacceptable and validity empirically tested at thesame time justifying the underlying theories. Functional training required for top level so as to enhance theleadership skills of leadership and policies (internal policy of the organization) was an acceptable andcapable to help creativity, innovation and motivate employees to perform better.Keywords: policy management, employee job performance

Abstract

Abstract: In an effort to improve the welfare of the community, the Government through the CommunityEmpowerment and Village Development Agency to establish a financial institution that is BUMDes is afinancial institution whose purpose is to run a business and improve the economy of the community. VillageOwned Enterprises (BUMDes) are managed by the community and village government in an effort tostrengthen the village economy and are shaped based on village needs and potentials. The purpose of thisresearch is to know how Management of Village Owned Enterprise in Watulaney Amian Village, EastLembean Sub-district of Minahasa Regency. The research method used in this research is qualitativemethod. Informants in the study are people who can provide information about the situation and conditionof the research background. The focus of research is seen from indicators according to George Terry,namely planning, organizing, mobilization and supervision. Technique of collecting data throughobservation / direct observation research, do interview, and documentation. The results showed thatManagement of Village Owned Enterprise in Watulaney Amian Village, East Lembean District, MinahasaRegency has not been done well. At the stage of planning has not implemented the program that has beenin the planning and implementation of the manager has not been maximized due to lack of organizationalstewardship to be the cause of not implemented impeccable management.Keywords : Management , Village Owned Enterprise (BUMDes)

Abstract

The purpose of this study was to determine the implementation of the APB-Desa policy in Tobelos Village, South Mother District, West Halmahera Regency. This study uses a descriptive-qualitative approach. The implementation of the APB-Desa policy is seen from the four dimensions of implementation of public policy, namely communication, resources, disposition, and bureaucratic structure. The research informants were village heads and village officials, BPD, LPMD, female elements, elements of community groups, and community leaders, all of whom were 8 informants. Data collection uses interview guidelines, while the analysis technique used is the analysis of interactive models from Miles and Hubernann. The results of the study show: (1) The implementation of the APB-Desa policy seen from the dimensions of communication is not optimal. Communication between the village government, BPD, LPM in the establishment and implementation of the APB-Desa is still weak. APB-Desa socialization to the community is still lacking. (2) The implementation of the APB-Desa policy seen from the dimension of human resources is still less supportive. The human resources of some village officials are quite good, but have not been optimally utilized for the implementation of the APB-Village properly. (3) The implementation of the APB-Desa policy seen from the disposition dimension is still weak. Commitment and consistency in implementing the APB-Desa properly and correctly is still lacking. The level of democracy in the establishment and implementation of the APB-Desa is also lacking. (4) The implementation of the APB-Desa policy seen from the dimensions of the bureaucratic structure is still not optimal. The mechanism and procedures for implementing the APB-Desa are clear, as well as the division of labor, but implementation is still often not appropriate. Keywords: Policy Impetetation, APB-Village.

ABSTRACT :Waste problems has received serious attention from various parties, so it has been placedasone of the main issues for local governments throughout Indonesia. So this is indicated by theenactment of law No.18 Of 2008 on waste management. Garbage growth was in line with thepopulation growth rate continues grow naturally in respect of this study to answer the Question “HowFar The Effect Of Policy Implementation Of Waste Management Of Environmental Hygiene InWestern Sub-District Amurang, South District Minahasa”.Refers to the finding in this study, it is necessary to put forward some suggestion, such as: (1) toimprove the effectiveness of waste management through waste management system policy,particurarly in the western sub-district Amurang, the cleanliness and landscape management officeneeds to request the addition of organizational resources. (2) sonsidering the dimensions of theimplementation of the communication is still not optimal, it is suggested that the local governmenttogether with other stakeholders who handle trash build better communication.Keywords: Policy Implementation, Environmental Hygiene
