Abstract

The purpose of this studi is to understand how the role of community empowerment institutions(LPM) in the village of Salibabu District Salibabu Talaud Island.The research used qualitative method. 10 respondents from Salibabu Village Head, Section Headof Village Development og Salibabu Village, Chairman and one Board member/member of BPD, Chairmanand one LPM management, And two members of the village community. Data collection with interviewtechnique; While data analysis using qualitative analysis technique of interactive model from Miles andHubernann.Based on the results of research drawn conclusions: (1) LPM does not play an active role indevelopment planning in the village. LPM is not actively participating in village planning (musrembang)planning meetings to develop and establish a Medium Term Development Plan for Villages and AnnualDevelopment Plans or so-called Village Government Work Plans (RKPD). (2) LPM has little active role inthe implementation of village development. LPM is not actively involved in the implementation of villagedevelopment programs. (3) LPM has little role as a forum for participation of villagers in villagedevelopment. LPM is not actively accommodating, channeling and fighting for the aspirations on the villagecommunity in rural development, and not actively ancouraging and mobilizing the participation and selfhelpof the village community.Based on the conclusions of the research results, suggestions can be put forward: (1) LPM shouldcontinue to be encouraged to participate actively in assisting village government in village developmentplanning and implementation. Therefore, LPM must be given allowances or incentives. (2) LPM shouldcontinue to be encouraged to take an active role in the implementation activities of village developmentprograms, by providing operational costs. (3) LPM should continue to be empowered to take and active roleas a container for aspirate suppliers, and mobilize community participation in village development. For that,LPM should be given a proportional role in the deliberations of village development planning and decisionmakingof village development programs.Keywords: Role of LPM, Rural Development

Abstract

The problem in this study is the service performance towards community satisfaction, service performance builds standards in all services to be provided more and determined by the community. Community satisfaction is the main factor that must be considered. The method used in this study is a quantitative research method using a simple linear regression equation, correlation analysis. The purpose of this study is to Based on the limitation of the problem, then the formulation of the problem in this study is: Is there any effect of performance on community satisfaction on the Minahasa District Population and Civil Registration Service?, the method used in this research is quantitative research methods. By using a simple linear regression formula, correlation analysis is a correlation coefficient and t test statistics to test the significance of the correlation coefficient. Where to get the author's data using a questionnaire circulated to all respondents to be sampled.In this study there were 60 people divided into 30 respondents X variables and 30 variable respondents Y at the Minahasa District Civil Registration Office. With the formulation of the problem: (1) The extent of the influence of performance in the Population and Civil Registration Service on the satisfaction of the Minahasa District community, (2) The degree of relationship and determination power between the performance in the Population and Civil Registration Service with the satisfaction of the Minahasa District community.Based on the results of the analysis obtained Y Ì‚ == 20.27 + 0.6727 X. These results indicate that the variable X is Service Performance with Y variable that is Community Satisfaction, besides that also after being analyzed using the correlation coefficient formula, there is a strong relationship between service performance and community satisfaction in the Office of the Population and Civil Registration Office of Minahasa Regency with a value of 0 , 5152. Abstract

Summary: Human resources is divided into two, namely, human resource macro is a resident of a countrythat has already entered the age of the work force, either not working or who are already working. Whileunderstanding the micro is the individual work and became a member of a company or institution and iscommonly referred to as employees, workers, employees, workers, labor and others Nawawi (2003:37).Coastal communities need real activities that can build their economies without eliminating the culture andcharacteristics of coastal communities, the required form of community-based activities.This research uses descriptive qualitative approach method. This study describes the data obtainedfrom the results of research on the quality of human resources the coast (study in the village of Kahakitangsub-district of Tatoareng Regency Sangihe). In qualitative research, data collection is done by observation,in-depth interviews and documentation.Based on research results drawn the conclusion that the quality of human resources viewed fromthree indicators categorized quite well. The quality of human resources in particular physical health fishingcommunities quite well seen from the community who care about their own health and are already providinghealth support facilities and infrastructure for the community. For the quality of intellectual (education andtraining) itself is also quite good because there's been an effort of the Government in the fulfillment of theeducational infrastructure and facilities for the community as well as the already existing cooperation withthe Fisheries Agency in empowering human resources especially fishing communities. The quality ofhuman resources in terms of the spiritual quality of its own quite well seen from the daily life of fishingcommunities in the society and harmony between religious communities in compliance, and comply withthe rules made by the Government, as well as the morale of the fishing communities in doing his job. So theGovernment in directing the village empowerment on fishing communities the quality should be on theincrease, the application of the improved quality of HUMAN RESOURCES through three indicators,namely physical quality and health, the quality of intellectual (education and training) and spiritualqualities.This issue became important note for the Government because of the presence of obstacles wherethe quality of HUMAN RESOURCES more precisely to improve the quality of HUMAN RESOURCES wasgoing to be difficult, therefore, needs to be awareness of the Government and the community. The qualityof human resources in realizing better or boost community empowerment which is better then theGovernment should be in driving, giving information, and facilitate Community fishermen.Key Words: Human Resources Quality Coastal Communities

Abstract

Abstract: Basically national development is an effort to improve all aspects of society , the nation and thestate , which constitute the overall development process of the organization of the state system to achievenational goals. The problems in question in this research is how the relationship of planning andcommunity participation with the successful development in the village of the District Lompad Ranoyapo.The method used in this research is quantitative method . The study subjects were community Lompadvillage . The study sample was taken as many as 38 people . Data collection is done by using aquestionnaire . Data analysis technique used is the Multiple Regression Analysis with MultipleCorrelation Analysis.Data analysis showed that the regression coefficient of variable plan (X1) and participation (X2) with thesuccessful development of (Y) is positive and real and multiple correlation coefficients and determinationat the high category.Based on these results we can conclude that planning and community participation in rural developmentsufficient to show significant results, and there is a real relationship between community participationwith the successful development of the District Ranoyapo Lompad In the village.Based on these conclusions then suggest: (1) The village government should involve all elements of societyin implementing the Rural Development Planning function. (2) The government should encourage theparticipation of village communities to be involved in the implementation process of development of allaspects of the planning and to the evaluation and maintenance of rural development.Keyword : Planning , Participation Society, success of Development

Abstract

ABSTRACT :This study aims to determine whether the implementation of the supervisory function bycamat are being implemented properly and effectively so as to improve the discipline of employees workingat the district office Sario. This oversight also diamksudkan that the goals and objectives of businessactivities of governmental units can be achieved efficiently (efficient) and effective (effective), carried outin accordance with the basic tasks, functions, plan or program, the division and delegation of tasks, theformulation of the work, guidance implementation and legislation that berlaku.dengan good and effectivesupervision cultivated avoid deviations implementation, abuse of authority, leakage and wastage.Methods, research used in this study is a qualitative method, with the techniques of collecting primary andsecondary data were collected by interview, documentation and observation studies. As an advancedrespondent / informant of this study was Head Sario (key informants), Secretary of the Head and 3 of SectionHead (key informants), 2 staff of the District (informant extra), District Sario consists of 7 Village are:Village Sario New Town , South Titiwungen Village, Village North Titiwungen, Village Sario, SarioTumpaan Village, Village North and sub Ranotana Sario.The results showed that the monitoring of the Civil Service Head Office Sario who commits an offenseagainst the discipline of working hours it is already running, but not too maximum punishment provisionunder the rules of Regulation No. 53 In 2010, the application of penalties based on the achievement of theobjectives of employee has been running for some employees in carrying out the task set was still gettingguidance from superiors in carrying out its performance. Based on the interview can be concluded that theimposition of sanctions in the District Office Sario in accordance with the disciplinary rules of civil servantsand procedures for application of punishment or imposition of disciplinary sanctions in accordance withGovernment Regulation No. 53 Year 2010 which sanctions carried out in accordance with the level ofviolations committed by employees who abuse and still coordinate with the inspection team if the offense isat a level of moderate and severe disciplinary action.Referring to the discussion and conclusions on the proposed recommendation in this study are as follows:Application monitoring should be done more leverage, so that the utilization of the working time ofemployees will be more effective and efficient, along with its implementing regulations are strict and fair,need of socialization of Government Regulation No. , 53 of 2010 on Discipline of Civil Servants to allemployees at the Head Office Sario to be more aware of the rules of obligations and prohibitions andsanctions that would be acceptable if it violates these rules, supervision of direct supervisor should bemaximized so that the Civil Service to understand the actual legal and output which is expected in the processof enforcement of penalties. So there is no indifference / not stated if there are other Civil Servants in theworkplace that disciplinary offenses.Keywords: Increasing Discipline Oversight Functions In Employee Work.

Abstract

ABSTRACT: Services will be as good as village government officials can play a direct role and be involved inproviding services to the public in accordance with the duties and functions, so that people are satisfied with theservices provided by the village government and services expected to run optimally. This research is located inthe village Pitu Tobelo District of Central Halmahera north. The purpose of this study was to determine andidentify the role of village government apparatus in public services and constraints in the public service.The method used in this research is qualitative method. Informants were taken from various relatedelements, namely the head of the village and the Irish village and community shop. This study uses datacollection techniques: interview, observation and documentation. The steps in the analysis of the data is datareduction, data presentation and conclusion.From the results of this study indicate Role of Government Agencies in the village of Pitu in providingthe service is still not optimal. Judging from some of the constraints in the implementation of public services:Simplicity procedures, clarity, completeness of facilities and infrastructure, discipline politeness andfriendliness, comfort. 4 indicator shows inferior services and one indicator shows pretty good service. So overallit can be concluded that the existing services in the village Pitu still not running optimally.Keywords. Role of Government Personnel village in Public Service

ABSTRACTThe chief of a district as district leader is either one perpetrators of PNPM Mandiri in thedistrict as a founder execution PNPM Mandiri to the villages in the district area. That iswhy the role district leadership on the implementation PNPM Mandiri in the district to bevery important and to determine. In connection with that’s thing then this researchintended to answer the question how the role of district leadership on the implementationPNPM Mandiri in the Pasan District Southeast Minahasa Regency.Based on literature review then the role of district leadership on the implementationPNPM Mandiri viewed from three activity the chief of a district as a founder executionPNPM Mandiri in the district are the role to socialize program with build and direct theperpetrators PNPM Mandiri in the district and village; the role of coordinate plan andexecution a program PNPM Mandiri in the villages; and the role to control execution aprogram PNPM Mandiri in the villages.This research used qualitative method. Data source/informant take from theperpetrators unsure PNPM Mandiri in the district level and in the village level, are 14peoples. Data collection used interview technique. Whereas data analyze used techniquequalitative analyze interactive mode by Miles and Hubernan.The result of the research to showed : (1) the chief of a district’s role to socialize aprogram with build and direct the perpetrators PNPM Mandiri in the district level andvillages in the Pasan District area can be performed effectively; (2) the chief of a district’srole to coordinate plan and execution a program PNPM Mandiri in the villages in thePasan District area can be performed effectively; (3) the chief of a district’s role to controlexecution a program PNPM Mandiri in the villages in the Pasan District area can beperformed effectively.Based on the result of that research deduced role of the chief of a district’sleadership on the implementation PNPM Mandiri in the district already can be realized byeffective in the Pasan District Southeast Minahasa.Based on the result of this research then suggested that the chief of a district’sleadership on the implementation PNPM Mandiri in the Pasan District still needs to beimproved so it becomes more effective.Keywords : the chief of a district’s leadership, implementation PNPM Mandiri

Abstract

Surat izin usaha perikanan merupakan salah satu layanan yang diberikan Kementrian Kelautan danPerikanan kepada masyarakat (perorangan/ koperasi/ perusahan swasta nasional) yang inginmengajukan permohonan perizinan kegiatan usaha perikanan tangkap di Wilayah PengelolaanPerikanan Republik Indonesia dan laut lepas, yang meliputi izin usaha perikanan, izin penangkapanikan, izin pengangkutan ikan dalam satuan armada penangkapan ikan. Setiap masyarakat(perorangan/ koperasi/ perusahan swasta nasional) yang melakukan usaha perikanan di bidangpenangkapan, pembudidayaan, pengangkutan, pengolahan, dan pemasaran ikan di wilayahpengelolaan perikanan Republik Indonesia wajib memiliki Surat Izin Usaha Perikanan. Olehkarena itu Bupati/Walikota berwenang menerbitkan Penerbitan Bukti Pencatatan Kapalsebagaimana dimaksud dalam pelaksanaannya dilakukan oleh Kepala Dinas. Penelitian inibertujuan untuk mengetahui implementasi kebijakan penerbitan surat izin usaha perikanan ProvinsiSulawesi Utara. Kemudian beberapa hal yang bisa disarankan adalah kepada kepala dinas dapatmeningkatkan kinerja pegawai dalam menjalakan tugas dan tanggungjawab dalam prosespenerbitan surat izin usaha perikanan, sehingga proses penerbitan surat izin usaha perikanan dapatberjalan sesuai dengan waktu yang sudah ditetapkan.Kata Kunci: Implementasi Kebijakan, Surat Izin, Usaha Perikanan

Abstract

Abstract: This study is to determine the strategy of development of tourism sector of Culture and TourismDistrict Talaud islands. Department of Culture and Tourism Talaud district has an important role indeveloping the tourism sector and is responsible for the management and maintenance of tourism potentialas well as the facilities and infrastructure that exist. One example of the ineffectiveness of the strategyDepartment of Culture and Tourism in developing the tourism sector is, there are many sights that havenot been managed properly, also the absence Determination levy entry fee for each visitor who comes inlocation, as well as limitations and lack of facilities supporting tourism becomes one of the factors thathinder tourism management. Lack of promotion and lack of awareness and community participation in thetourism sector to make tourism in Talaud Regency difficult to develop. This study uses Qualitative ResearchMethods SWOT analysis techniques through interviews with 10 Informants, observation and documenttracking instrument assisted an additional form of interview guidelines using data analysis techniques ofdata reduction, data presentation, and of the conclusion. Based on the research results through a SWOTanalysis. The following are the results of the analysis: Department of Culture and Tourism Talaud districthas the strength of the tourism sector will be an asset that is more wealth of art and culture and tourismasset, weaknesses in the Department of Culture and Tourism is not optimal promotion and tourismmarketing, the opportunities that exist in the Department of Culture and Tourism in developing the tourismsector in the District Talaud is stakeholder support tourism and culture, especially the Provincial andNational strong in the Development of Culture and Tourism areas, where as the challenges faced by theDepartment of Culture and Tourism in developing the tourism sector is the level of competition among theregions in which travel product offerings on the above conclusions, are suggested to be cooperationbetween, the Department of Culture and Tourism with the private sector or investors, then the OfficeCulture and Tourism and the local government must facilitate all the needs of tourism, especially in termsof facilities and infrastructure and training-training and promotion.Key Words: the role of the Agency in the implementation of regional staffing mutations.

Abstract

The accountability issues of financial management based on the overall activities including planning,implementation, administration, reporting, accountability and supervision are important aspects of localfinancial management so that this study aims to know the accountability of financial management inBanggai Island District Youth and Sports Education Department. This research uses qualitative descriptiveresearch method through data collection technique that is observation, interview and documentation. Withdata analysis techniques namely reduction, data presentation and conclusion. The findings of this studyindicate that budget users do not have integrity over their delegated positions, lack of strict supervision, lackof support facilities, and lack of administrative capability so that the tasks in the service are still slow.Various programs that are needed in part have been met to support the continuity of the existing education.With accountability of financial management has been submitted and evaluated by the authorities such asInspectorate, KPK, Attorney, BPK and implementations is in accordance with the required Department ofEducation Youth and Sports Banggai Islands in performing duties and functions. To improve theaccountability of financial management to realize accountable financial management while maintainingaccountability, participatory, responsive, and transparent principles as budget users should pay moreattention to and understand the tasks and functions of the delegated positions in accordance with the rulesand applicable laws. Conduct training, keep using and maintaining the Buttom-Up Planing model infinancial management planning, and conduct stricter supervision.Keywords: Accountability, Management, Finance
