Abstract

Abstract :The problem of bureaucracy faced by all local goverments pertaining to theimplementation of Good Governance, because it is not become institutionalized yet, inlocal government neither from the strucutral and cultural aspects nor fromnomenclature program that support it. Besides, there is no skill human resource thathas capability in his field, became one of the factors that cause bureaucracy of a localgoverment not effective. Based on that fact, it can be said that up to now, theimplementation of good governance in local government is only a slogan. Thisbecomes the reason of the researcher to analyze the implementation of agoodgovernment policy at secretariat office Bitung City. The purpose of this research is: (1)To analyze and describe the implementation of transparency at Secretariat Office inBitung City; and (2) To analyze and describe the implementation of accountabilityprinciples at Secretariat Office in Bitung City.Method used in this research was descriptive qualitative method. The data wascollected through: direct interview and field observation. The informant was chosenwith the purpose to describe social symptom a certain social problem based on a certainconsideration which was called purposive sampling. The informants were 7 employeesfrom the Secretariat Office in Bitung City, consisted of 5 structural employee (eselonII,III and IV), and 2 from non structural employee with consideration that they knowmore about the problem.The research findings, revealed that: (1) The implementation of transparencyprinciple at Secretariat Office in Bitung City was good enough. For that reason, it isrecommended that the transparency and accountability needed to be increased for therealization of optimal good governance policy in harmony with the expectation oforganization and community of Bitung City.Keywords: Transparency, Accountability, Implementation of GoodGovernance.

Abstract

The implementation of small business empowerment policies is one of the implementation ofprograms/activities carried out and managed by the Office of Cooperatives and Small MediumEmpowerments to help small business actors yo develop business run by small business actors.Empowerment of small businesses is an effort to prosper the community with the implementation ofsocialization, programs, and small business trainings in order to prosper the economy of the small businesscomunity. Based on the results of the research carried out by the authors at the Cooperative and SmallMedium Empowerment agency, the program has been in the form of socialization and training on smallbusiness empowerment and several programs have been realized, although not all small business actorshave not participated in the activity due to lack of information about small business empowerment. Thisstudy uses a qualitative approach. The data analyzed is based on the results of interviews with the Office ofCooperatives and SMEs as well as the community of small businesses, observations or direct observationsboth at the Office of Cooperatives and Small Medium Empowerments in Tuminting District, Manado City.By using four indicators, namely Communication, Resources, Disposition, Bureaucratic Structure. Basedon the results of the study it can be concluded that the implementation of small business empowermentpolicies has not been effective, because there are still constraints in the form of limited communicationbetween implementors and small business actors, lack of mastery of science and technology, and lack ofmanagement management, and capital issues. Based on the conclusions the authors suggest that thegovernment pay more attention to existing constraints or problems that occur in the empowerment of smallbusiness communities.Keyword : Implementation, Policy, Empowerment, Small Business

Abstract

Abstract: This study aimed (1) to describe the condition of the organizational structure and quality of publicservices in the Department of Population and Civil Registration Regency of North Halmahera. (2) to analyze theeffect of organizational structure on the quality of public services in the Department of Population and CivilRegistration North Halmahera Regency.This research uses descriptive method with quantitative approach. Samples were drawn by purposive sampling ofrespondents as many as 33 employees / personnel services, and 33 other respondents are elements of servicerecipients, then spread Questionnaire (questionnaire) and the results are analyzed by applying descriptivestatistical analysis techniques and simple regression analysis and correlation of product moment.Results of the study were presented as follows: (1) Organizational Structure Office of Population and Civil NorthHalmahera Regency is in the category "medium" or reasonably support the achievement of the quality of publicservices, while the quality of public services, according to respondents element employees perceive higher thanrespondents element of the user community services which can only perceive the "moderate" or medium. (2) Theorganizational structure has positive influence on the quality of public services. That means that if theorganizational structure optimally managed, it will boost the quality of public services, particularly in theDepartment of Population and Civil North Halmahera.Thus, it can be concluded that the hypothesis which states "The organizational structure of positive andsignificant impact on the quality of public services at the Department of Population and Civil North Halmaheravalidity can be tested empirically, as well as justify terori-the underlying theory.Keywords: organizational structure, quality of public service

Abstract

In the Minister of Home Affairs Regulation Number 20 Year 2018 concerning Village FinancialManagement, it is stated that village finance is all village rights and obligations that can be valued withmoney and everything in the form of money and goods related to the implementation of village rights andobligations. The purpose of this study was to find out the village financial management in Tompaso VillageII, Tompaso Subdistrict, Minahasa District. The method of approach that is suitable for use in this study isa qualitative method. Data collection techniques used were interviews, observation and documentaries.Based on the results of the research and discussion, the authors draw conclusions regarding VillageFinancial Management in Tompaso II Village, Tompaso Subdistrict, Minahasa District, seen from the fourstages of the government financial management cycle, namely: (1) Planning and Preparation (2)Ratification, (3) Implementation, ( 4) Reporting and evaluation. Suggestions that can be given are Planningand Preparation, Ratification, Implementation of the Village APB needs to be improved in quality and APBVillage Reporting and Evaluation should be truly in accordance with the facts.Keywords: Management, Finance, Village.

Abstract

Abstract: Management in tourism or so-called tourism management is a series of actions planning, organizing,mobilization, and supervision undertaken to determine and achieve the targets that have been determinedthrough the utilization of human resources and other resources in the field of tourism. The tourism sector isone of the regional development sectors and has an important role in the economy either as a source of foreignexchange or income. Siau Tagulandang Islands District Biaro has a religious tourism object that is the Statueof Jesus Blessing which is strategically located in the coastal promontory of Balirangen Village, South EastSiau District which is managed by Tourism and Culture Office of Siau Tagulandang Biaro Regency. In aneffort to manage this object is faced with various problems such as the lack of awareness will treat existingtourist sites by polluting tourist areas such as littering, this is due to the availability of waste bins that are stilllacking to be placed in some places and the road to go to the location of the statue which is still not built andbeberaa visitor facilities that are not maintained and can not be used. Therefore, the focus of this research ison the management of the object of the statue of Jesus blessing in the district of Siau Tagulandang IslandsBiaro by using descriptive research method with qualitative approach which is analyzed by using managementtheory by George R. Terry namely Planning, Organizing, Actuating and Controlling. The result of the studyshows that the management of the object of Jesus statue in the district of Siau Tagulandang Islands Biaro isstill not optimal, because there are still problems found in the actions of Organizing and Controlling. Suggestionfrom researcher to government to pay more attention to management of this tourist object seriously andresponsible in order to remain become mainstay tour of society and icon of Sitaro Islands district.Keywords: Management, Tourism, Tourist Attraction

Abstract

This researchmoved from themain problems, namely: the extent to which organizationalclimate on the performanceof employeesat the District Secretariatof Central Halmahera. Thus, thisresearchaims: toanalyze the influence oforganizational climateon the performanceof employeesat the DistrictSecretariatof Central Halmahera.This study uses aquantitative approach to the application of descriptive and explanatory. Andinformation collected through questionnaires distributed to the technique 72 respondents, and is equippedwith observation and documentation techniques, and then analyzed by applying a frequency table analysistechnique, the product moment correlation and simple linear regression.Based on the analysisof data, it is known that: the results of a descriptive analysis of the technique ofanalysis tables (frequency tables) it is known that the distribution of respondents' answers to theOrganizational Climate variables are in the category of "medium" to "low", but the dominant categorized"moderate" or medium with mean average performance of 56.09%, while the performance varies frommoderateto high,but it tends to be inthe category of "moderate" with an average performance of 69.40%.Thus, it can be concluded that the Organization Climate has the positive and significant effecton theperformance of employees and are contributive. This means that it is empirically Climate organizationscontribute significantly and substantially to the work performance of employees, particularly at the RegionalSecretary (Secda) of Central Halmahera.Keywords: Organizational Climate, Employee Job Performance

Abstract

Abstract : Sub-district as a public service agency has a duty to provide services to the public, sothat the Civil Service will also determine the success of the public service. This research is toanswer how the performance of the Civil Service to Improve Public Services Head officeTompaso Minahasa,This study uses a qualitative method. In this case the performanceindicators used are productivity, kaualitas service, responsiveness, renponsibilitas, andaccountability. Informants in this study were taken from the community, the old law, and anemployee at the office of Head Tompaso (7 people), Law Tua (4 people), and people (5 people) ofdata collection by interview: while the analysis of data using analysis techniques interactivemodel of Miles and Huberman. The results showed: (1) The level of productivity is quite goodviews from the successful implementation of programs and activities that have been set. (2)Quality of service is pretty good views of the coordination of the Civil Service in providingservices easy, fast, transparancy, and means. (3) The level of responsiveness is quite good, inresponse to all the needs and complaints of the public. (4) Level of Responsibility quite well,judging from the utilization of human resources potential of the Civil Service. (5) Level ofAccountability pretty good views of the accountability system is done either to local governmentsand to the public. Based on the results of these studies conclude that the Civil ServicePerformance Evaluation In Improving Public Services Head office Tompaso Minahasa prettygood views of the productivity aspect, Quality service, Responsiveness, Responsibility, andAccountability.Keywords: Performance Evaluation of Civil Servants.

Abstract

ABSTRACT : Kumo beach is one of the busiest beaches in North Halmahera, Kumo beach is alsoone of the island cluster of islands in front of Tobelo town which can be reached ± 5 minutes bymotorized boat. Island Kumo is located right in front of Tobelo town with a beach shaded by treesand a beautiful white sand and the sea is clear, strong and strong and suitable for activities such assnorkeling, boating and others, the choice of the local tourists because of its beautiful sceneryaccess close from Tobelo town. Unfortunately, all the advantages of a tourist beach Kumo untappedand managed properly, it is very necessary for the implementation of policies that seriously bypolicymakers and implementers alike.The research was analyzed using qualitative descriptive method. Thus, the details can bedrawn that the data analysis technique that is performed is after the data are collected, then thenext data will be combined, depicted in narrative form sentences by providing interpretation orinterpretation based on direct observation conducted by researchers with samples of the objectexisting research or respondent which exists. The results of this research show that the efforts madeby the Department of Tourism and culture of North Halmahera District has not been able to exploreand manage the attraction beach Kumo well because they said there are various factors that hamperpolicy makers and implementers in implementing the policy of tourism development on the islandof Kumo.Keywords: Policy Implementation, Development, Attractions.

Abstract

The village fund allocation of aid programs aim to support the development programs of the village to mensejah terahkan people. Based on Act No. 6 of the year 2014 of the village, the village had a source of income in the form of original income areas, for the results of the local tax and levy County/City, part of the Fund's financial center and the berimbangan received by kabupaten/kota, the allocation of the budget STATE BUDGET, financial assistance from the NATIONAL BUDGETS of the provinces and kabupaten/kota.The focus in this study was the implementation of the policy on allocation of Funds the village to find out the extent of the success of the implementation of the policy of the ADD-ON as seen from the factor endowments and penghambatnya factors. This policy aims to let how ADD can be used with a good, correct and according to needs of the villagers.The research method used is descriptive qualitative approach method. The instruments in this study is the researchers themselves based on indicators of policy implementation theory according to the model of Merilee s. Grindle. Charge indicators will consist of the contents of the policy and the policy context. Data analysis techniques used in this research is interactive analysis techniques according to Miles and Huberman.The results of this research on indicators of policy content (content policy), that ADD it is true – true to the people, although there are still many communities that have a difference of persepdi with the village because of his lack of socialization from the village of Kalasey in the village of ADD to question two, direct benefits perceived by the people of the village also Kalasey two, and then implementing this policy ADD-ON runs pretty most from village chief to the councilor who deal directly with the application of the allocation of funds. Whereas, in the context of the ADD Policy in the village Kalasey, village officials are already running or apply an ADD in accordance with the needs of the community in the village of Kalasey, in addition to Two basic tasks and functions of each of the apparatus of the village though it looks not too good in coordination but until then this is already good enough in communications, both from the village chief, Secretary of the village, the village Treasurer, BPD , and LPM.Keywords: Implementation Of Policy, The Allocation Of Funds.
