Abstract

This study aims to determine the perceptions of local communities towards marine sand mining activities in the Kepulauan Riau Province. Considering the region's dominance, Kepulauan Riau has great potential for sand mining in terms of quality and quantity. The population dynamics and high development today encourage an increased need for sand. Therefore, sand mining businesses have become social, economic, and ecological. This research uses a descriptive qualitative approach with an interview method with 60 respondents. Multiple linear regression analysis was used to predict perceptions based on social, economic, and ecological variables. The results showed that social aspects (coefficient value of 0.809) strongly influenced the sustainability of mining activities compared to ecological aspects (0.271) and economic aspects (-0.045). This finding shows that if mining activities can create good social conditions in local communities, sand mining activities can continue. However, these social conditions are related to the ecological impacts caused by mining.

Abstract

This study aimed to determine and analyze the economic value of the mangrove ecosystem in Rempang Island, Batam City, Kepulauan Riau Province. The survey method used a quantitative approach to analyze the economic valuation with the calculation of Total Economic Value (TEV), which consists of the calculation of use value: direct use value, indirect use value, option value, and non-use value: existence value and bequest value. There were 44 respondents determined by the Slovin method. The results showed that the total economic valuation of mangrove ecosystems on Rempang Island with an area of 2,813.18 ha which is IDR 75,082,590,695/ year, consisting of a total use value which is IDR 74,739,030,695/year and total non-use value which is IDR 343,560,000/year. The use value is obtained from direct use value which is IDR 2,059,200,000/year from fish, shrimp, and crab utilization activities, indirect use value which is IDR 72,004,878,483/year from breakwaters and abrasion, preventing seawater intrusion, nursery ground, feeding ground, spawning ground, and an optional value which is IDR 674,952,212/year from the value of biodiversity. Then, the total non-use value is obtained from the willingness to pay IDR 137,640,000/year and bequest value IDR 205,920,000/year. These findings indicate that the current ecological condition of the Rempang Island mangrove ecosystem has provided excellent economic value, so efforts are needed to maintain this condition with sustainable management

Abstract

This research analyses the suitability of permits for using mangrove wood in Karimun Regency for charcoal making, which has been going on for a long time. This charcoal was traded for local and foreign needs even before Indonesian Independence. However, it was only in 2010 that the official IUPHHK-HTR permit was enacted to regulate this activity. This study aims to analyze the suitability of forest area functions in community plantation forest permit areas based on the provisions of forestry laws and regulations, calculate the area of degraded/deforested as well as reforested forest cover using satellite image interpretation results, and identify institutions involved in processing mangrove wood into charcoal. The results showed that 59.55% of the forest area followed the permit, but there was deforestation of 802.29 ha (27%) and degradation of 72.53 ha (32.44%). On the other hand, reforestation efforts of 1,446.32 hectares were also carried out. This research was conducted using normative or doctrinal legal and overlay methods. The methods used in this research consist of normative or doctrinal legal research methods and overlay methods. Normative legal research focuses on the scope of legal conceptions, legal principles, and legal rules governing the suitability of forest area functions and granting social forestry licenses for community plantation forests. At the same time, the overlay method combines information from various maps. Various parties are involved in mangrove charcoal management, ranging from the Ministry of Environment and Forestry, Kepulauan Riau Provincial Government, Karimun Regency Government, and Wana Jaya Karimun Cooperative to 30 business license holders and charcoal collectors. This research recommends evaluating mangrove IUPHHK-HTR policies to ensure forest sustainability and balance between utilization and sustainability.
