Abstract

Soft skill like how to manage useful land that be convenient for doing by people. These skills are expected to be a new source of income for people. For this goals, 30 student from four department Tamansiswa University implement the program was conducted for this activities. The location that choose for this implementation called Lubuk Minturun, that located in the district of Koto Tangah Kota Padang. People who live in Lubuk Minturun majority work as farmer. Approximately 60% of the people depend on the plantation and selling ornamental plants, they only obtained within a specified period or unpredictable incomes. Using land yard for businesses Mushrooms and catfish can be a revenue opportunity to increase people income. The method used in this activity were 4 steps: 1) socialization program, 2) training, 3) pilot project and 4) assistance, that involves 30 students. This program also involves three groups of people in RT 01, 02 and 03 of RW 010. Student which participation in this program also trained people for processing the mushroom and catfish as nuggets and meatballs. Based on the results of the activities can be concluded that the public response will be something new and beneficial life is very high. Mushroom production can increased revenue of Rp 22.800/pc mash room media and catfish production was Rp 352,000 every 500 fish. This is shown by the formation of three groups of people in RT 01, 02 and 03 of RW 010 still continued mushroom and catfish production.

Abstract

Undang-Undang Nomor 17 Tahun 2022 Tentang Provinsi Sumatera Barat adalah undang-undang yang berisi karakteristik Provinsi Sumatera Barat yang menuai polemik dan kontroversi dalam masyarakat yang dinilai tidak mengakomodir secara keseluruhan kebudayaan yang ada dalam masyarakat seperti Kabupaten Kepulauan Mentawai. Rumusan masalah dalam penelitian ini bagaimana kedudukan Pasal 5 huruf c Undang-Undang Nomor 17 Tahun 2022 Tentang Provinsi Sumatera Barat terhadap Konstitusi dan Kebudayaan Mentawai. Pendekatan yang digunakan yakni pendekatan normatif yang bersifat deskriptif. Hasil penelitian menunjukan bahwa dengan lahirnya Undang-Undang Nomor 17 Tahun 2022 Tentang Provinsi Sumatera Barat tepatnya pada Pasal 5 huruf c perlu menjadi perhatian bersama karena undang-undang ini menggambarkan karakteristik wilayah Provinsi Sumatera Barat namun secara muatan ini tidak menggambarkan secara keseluruhan tentang karakteristik yang ada di Sumatera Barat, untuk itu perlu diajukan uji materil undang-undang yang merupakan kewenangan dari Mahkamah Konstitusi yang dikenal dengan Judicial Review. Kedudukan kebudayaan Kepulauan Mentawai dalam Undang-Undang Nomor 17 Tahun 2022 Tentang Provinsi Sumatera Barat ini belum memberikan penggambaran yang jelas karena Pasal 5 huruf c hanya menyebutkan karakteristik kebudayaan Minangkabau, sedangkan Kabupaten Kepulauan Mentawai bukanlah penganut adat budaya Minangkabau. Kepulauan Mentawai mempunyai kebudayaan sendiri yang berbeda dengan kebudayaan Sumatera Barat.

Abstract

The International Community Service Program (PKM) has become a strategic tool in identifying and encouraging the use of appropriate technology in the development of higher education cooperatives. This study aims to explore the potential implementation of appropriate technology in the management and operational systems of the ANGKASA Malaysia Cooperative as a model for developing campus cooperatives in Indonesia. Through an observational approach, semi-structured interviews, and institutional document review, empirical data were obtained regarding the digitalization and information systems engineering practices implemented by ANGKASA. The study results indicate that technology integration based on the needs of cooperative members can improve service efficiency, financial accountability, and academic community participation. These findings serve as important reflections for higher education cooperatives in Indonesia to adopt similar adaptive and sustainable systems. Therefore, synergy is needed between educational institutions, technology developers, and the government to strengthen the digital cooperative ecosystem on campus.

Abstract

Pengaturan pengajuan gugatan yang melalui upaya administratif berupa banding menurut undang-undang peradilan tata usaha negara dan undang-undang administrasi pemerintahan telah diatur dalam UU PTUN. Setelah diundangkannya UU Administrasi Pemerintahanan, hal ini juga turut diatur dalam UU Administrasi Pemerintahan, namun terdapat perbedaan dalam pengaturan tersebut. Rumusan masalah dalam penelitian ini adalah Bagaimana pengaturan pengajuan gugatan yang melalui upaya administratif berupa banding menurut undang-undang peradilan tata usaha negara dan undang-undang administrasi pemerintahan. Berdasarkan hasil penelitian dapat disimpulkan bahwa meskipun terdapat perbedaan, pengaturan untuk hukum materil berpedoman kepada UU Administrasi Pemerintahan dan hukum formil tetap berpedoman kepada UU PTUN.

Abstract

The problem of implementing the decision of the State Administrative Court is that the mechanism for how the decision must be implemented in accordance with the expectations of seekers of legal justice in Indonesia has not been found. The type of research conducted is normative research. The writing of this scientific paper uses primary, secondary and tertiary legal sources. The problem of this legal research is how is the legal policy of executing the decision of the State Administrative Court? The conclusion of this paper is that the legal policy of executing the decision of the State Administrative Court can be carried out by forming a new law or by replacing the old law. With the many weaknesses in the current applicable law and the absence of implementing regulations to overcome the weaknesses of the existing law, the legal policy that can be carried out is to form government regulations on the mechanism and procedures for executing the decision of the State Administrative Court.

Abstract

Providing high-quality and superior public services is fundamental to the socioeconomic progress of society. SIGNAL, an innovation from the Indonesian National Police Traffic Corps (Korlantas Polri) for digital-based vehicle tax (PKB) payments, aims to improve PKB payment services, making them more modern, secure, and accessible. Regulation of the Republic of Indonesia National Police number 7 of 2021 concerning Registration and Identification of Motor Vehicles, article 61 states “Validation of STNK can be done: Manually on Samsat services; or Electronically on Samsat Online services. Based on these problems, this study examines How effective is PKB payments using the SIGNAL application based on aspects of convenience, speed and accuracy at Samsat Padang City?, what factors are driving and inhibiting the effectiveness of PKB payments through the SIGNAL application on compliance ofmotor vehicle taxpayers at Samsat Padang City? This study uses a research method with a descriptive empirical juridical approach, Data collection through library studies, interviews and observations, data processing using editing, coding and tabulating techniques. The results of the study show that the effectiveness of motor vehicle tax payment services based on the SIGNAL application at Samsat Padang City is illustrated through a comparison of digital tax payments with manual tax payments, with a ratio of 1: 25 of the number of private vehicles making tax payments in 2025. The number of SIGNAL usage for motor vehicle tax payments continues to show an increasing number. Several factors The driving factors include the need for service efficiency and flexibility; cost transparency and ease of delivery; local government support, strong synergy, and extensive outreach. Inhibiting factors include identity verification, missing NIK data synchronization, and failed vehicle registration; the time lag between successful payment and delivery (TBPKP); and a gap in technological understanding.
