Abstract

ABSTRACT : Public participation is as a form of the involvement of members of the community in alldevelopment which includes activities in the planning and implementation of development programs.Community participation in the form of participation is supporting success program given by thegovernment. Program Development programs village axis road in the village aims to public welfare is tomake access easier in doing their activity originally road conditions unfit for impassable winter hence inexpect participation of the community to resolve existing problems in the village.This study attempts to describe participation in rural development planning through musrenbangin lalumpe village motoling. Research method used is descriptive with a qualitative approach. But speakersthis study of them are village officials and villagers lalumpe. Data collection , reduction data, presentationof data, and the withdrawal of conculusion.The result showed that villagers lalumpe in motoling district minahasa selatan gave participationand support in development village road. Villagers lalumpe willing to give their participation in any activityconducted the participation in planning, participation in benefit, participation in evaluation. In this researchshows that public participation can be assessed good demonstrated by the role of the active in thedevelopment although it needs evaluation in development village road in order to resolve wellAdvice given in this research is that the program can be accomplished with coordination namelywith the community to the people support fully in the smooth development of village road.Keywords : Public Participation. Abstract

Community empowerment aims to improve the economic capacity of the community. One of the sectorsof community empowerment to improve the economic capacity of the community or economic growth of thecommunity is the empowerment of Small and Medium Enterprises. Judging from the potential of existingbusiness coastal city of Manado in improving the economic development of society is very influential with theempowerment of small and medium enterprises. This research uses quantitative research that is trying to answerwhether there is influence and magnitude of influence of variable of empowering small and medium businessto economic development of coastal society of Manado city. The data were carefully compiled, includingquestionnaires in detailed context and in-depth interviews, as well as analysis results. In simple linearregression test it can be seen that constant value (a) equal to 6,375 mean value of constant of economicdevelopment variable is equal to 6,375, while value of empowerment (b / regression coefficient) equal to 0,484.It is clear that the value of regression coefficient (b) is positive sign of 0.484. Y = 6.375 + 0.484X. The magnitudeof determination is 0.568 or 56.8%. Thus, the development of coastal community economy of Manado City56.8% is influenced by Small and Medium Business Empowerment by Manpower Office and ManpowerGovernment of Manado City, another 43.2% is determined by other factors outside the model of simple linearregression equation. The significance value for the empowerment relationship with the economic developmentis 0.000, meaning the significance value is smaller than the value of 0.05 then it can be said that there is arelationship between empowerment with economic development. and Pearson Correlation value is 0.754, itmeans the level of relationship between empowerment and economic development is in the category of 0.600 -0.799 or strong category. Thus, the empowerment of small and medium enterprises coastal city of Manadoaffects the economic development of coastal communities Manado city.Keywords: empowerment, Small Medium Enterprises, community economic development

Abstract

The purpose of this study is to find out and describe how the impact of integrated one-stop service on malls in thecity of Manado. The research method used in this research is descriptive research method with a qualitativeapproach. Data collection in this study was carried out through interviews, observations and document collection.While the data analysis techniques that researchers use are qualitative with Miles and Huberman's descriptiveapproach. Based on the results of the study, it can be concluded that the One Stop On Mall Integrated ServicePolicy is an innovation and program that has a positive impact on the community in terms of licensing filemanagement from file entry to the stage of extraction/physical licensing, supported by satisfying and comfortablefacilities. the community and the online system that was put in place made the community satisfied with thepolicies issued by the Office of Investment and Integrated Services of the One Stop City of Manado. But inaddition to the positive impacts on the community there are also adverse impacts on the permit applicantcommunity, the lack of socialization of this public service center makes the community ignorance and causesintegrated one stop service on the mall to be quiet from the permit applicant, and the problem of coordinationbetween integrated onestop service Mantos and Integrated Services Policy in Manado City Tikala makes thecommunity who administer licenses at the center on mall services must take results / physical at the head office.The Impact of One Stop On Mall Integrated Services Policy makes the community and several related parties feelbenefited from this policy, for example the Mantos and local governments, the potential for more open economicdevelopment, then the flow of investment into the developer. In addition to receiving Local Revenue in this casethe local government (local government) through taxes for the region and a large amount of money for the localgovernment. In terms of speeding up and simplifying the administration of public service center licenses, this isthe right thing to be realized by the Integrated Services Policy in Manado City.Keywords : Policy Impact, Integrated One Stop Service On Mall

Abstract

Empowerment of managers is an effort to emphasize the provision of strength, ability and authoritythrough training and education, counseling, socialization and assistance to managers in managing eachtype of business being managed. Village Owned Enterprise (BUMDes) is one of the governmentprograms based on empowerment and decentralization, with this program the government has thespirit to rebuild trust with the community to work together to create an economically independentvillage community. This study uses a qualitative research type where research is descriptive in nature,namely the collection of primary and secondary data is carried out by interview which is thenprocessed and obtained the results. Research results show that the problem that hinders theempowerment of BUMDes managers in Batlale Village is the provision of work programs in the formof savings and loans, business in the marine and plantation sectors. providing infrastructure andbusiness capital which in fact do not have progress and even have not been running due to the level ofability or knowledge of the managers who have not been able to develop their own programs. Thetraining provided by the government on how to manage and develop a business as well its potentialonly happened 4 years ago. apart from that, there are several obstacles, such as the lack of attention,concern and encouragement from the community and the government in assisting managers inrunning and developing business programs. The lack of these trainings means that the governmentonly provides outreach on the performance improvement of BumDes managers in Batlale Village.Keywords : Empowerment, Management, program

Abstract

The number of complaints from the community regarding the management of village funds by the villagehead and his officials starting from the planning stage of the implementation program, administration,reporting and accountability is not implemented transparently as well as the financial management ofvillage funds such as the provision of direct cash assistance (BLT) which is not distributed evenly to thecommunity. Weigh to choose even though it is according to government instructions. Based on theseproblems, this study aims to determine how the management of village funds in Mugin Village, MetemaniDistrict, South Sorong Regency This Research Is Designed As A Qualitative Research. This study aims todevelop or build a procession or explain the meaning behind reality. In qualitative research, research isbased on reality or events that take place in the field. The results showed that the management of villagefunds to improve facilities and infrastructure in Mugim Village, Metemani District was not optimal, thiswas because problems were still found in the planning, organizing, implementing and monitoring processes.Researchers will also reveal how the form of community interaction in managing village funds in order toimprove existing facilities and infrastructure in Mugim Village.Keywords: Effectiveness; Management; Village Fund

Abstract

Pengelolaan merupakan suatu cara atau proses yang dimulai dari perencanaan, pengorganisasian,pengarahan, dan pengawasan sumber daya organisasi untuk mencapai tujuan yang telah ditentukan.perencanaan kebutuhan pasar sudah terencana dengan cukup baik, sarana dan prasarana sudahcukup memadai. Pengorganisasian Setiap pegawai atau sumber daya yang ada sudah mampudikerahakan dengan cukup baik. Pelaksanaan proses jual beli sudah terlaksana dengan cukup baikdengan memperhatikan protocol kesehatan. Pengawasan Kepala bidang pengelolaan pasar selalumemantau kinerja Staf yaitu memastikan setiap staf sudah masuk kantor sesuai dengan jadwal yangberlaku agar menjalankan pelayanan public yang baik dan tidak terbelit-belit sehingga tidakmenggutamakan kepentingan pribadi. Tujuan penelitian ini adalah untuk mengetahui ProsesPengelolaan Pasar Tradisional oleh Dinas Perindustrian dan Perdagangan Kabupaten KepulauanSangihe Pada Pandemi Covid-19. Penelitian ini menggunakan metode pendekatan deskriptifkualitatif.Kata Kunci: Pengelolaan, Pasar Tradisional, Pandemi Covid-19.

Abstract

Program Keluarga Harapan (PKH) adalah program pemberian bantuan sosial bersyarat kepadaKeluarga Penerima Manfaat (KPM) yang ditetapkan sebagai keluarga penerima manfaat, agarmemanfaatkan berbagai fasilitas layanan kesehatan (faskes) dan fasilitas layanan pendidikan (fasdik)yang tersedia disekitar mereka.Penulis menggunakan pendekatan deskriptif kualitatif. Adapun informan yang diwawancarai dalampenelitian ini berjumlah 5 orang yang terdiri dari : (1) Pendamping Program Keluarga Harapan(PKH) 1 Orang (2)Kepala Desa : 1 Orang (3) Keluarga penerima manfaat program KeluargaHarapan (PKH) : 3 oranghasil Penelitian ini PKH Realisasinya masih belum efektif, Program Keluarga Harapan di DesaHatetabako masih mengalami beberapa kendala, antara lain: kurangnya koordinasi secara langsungdari pihak pendamping PKH terhadap kondisi masyarakat penerima PKH, pencairan dana PKHyang tidak tepat waktu dan dalam pemanfaatan dana bantuan PKH ini oleh keluarga penerimamanfaat masih kurang tepat sasaran, rendahnya kesadaran orang tua tentang pentingnya Pendidikan.Kesimpulan yang dapat di tarik dari hasil penelitian ini ditemukan bahwa efektivitas ProgramKeluarga Harapan Sektor Pendidikan Di Desa Hatetabako Kecamatan Wasile Tengah KabupatenHalmahera Timur belum sepenuhnya tercapai dilihat dari aspek tugas atau fungsi, aspek rencanaatau program, aspek ketentuan dan peraturan, dan aspek tujuan atau kondisi ideal.Kata Kuci : Efektifitas Program Keluarga Harapan Sektor Pedidikan

Abstract

Tujuan penelitian ini adalah untuk mengetahui Proses Permberdayaan Masyarakat oleh KelurahanImandi Melalui Program Pelatihan Usaha Mikro. Penelitian ini menggunakan metode pendekatandeskriptif kualitatif. Sumber data yang digunakan dalam penelitian ini adalah data primer dan datasekunder dengan teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi, data yangdi peroleh kemudian di analisis menjadi satu kesimpulan dari proses penelitian. Hasil penelitianmenunjukan bahwa proses pemberdayaan masyarakat oleh kelurahan imandi melalui programpelatihan usaha mikro masih belum cukup baik dari tiga aspek yang telah diukur yaitu input,proses, output dan hanya proses yang dinilai cukup baik. Pemberdayaan masyarakat yang dilakukanoleh pemerintah ditengah pandemi ini merupakan bentuk pelayanan masyarakat yang dilakukanoleh kelurahan agar masyarakatnya dapat mampu bertahan ditengahtengah efek pandemi yangmenyerang kesejahteraan masyarakat. Maka sangat di harapkan kelurahan imandi untuk dapatmengembangkan kegiatan pelatihan usaha mikro agar masyarakat lebih produktif.Kata Kunci: Pemberdayaan Masyarakat, Pelatihan Usaha Mikro, Pandemi Covid-19.

Abstract

Self-Help Housing Stimulant Assistance (BSPS) or better known as Home Repair isone of the government programs to help people have a decent house as well as a means for social welfaredevelopment. This home renovation program has been implemented in many regions in Indonesia. Theaim of the researcher in conducting this research was to find out how the Home Improvement Programwas implemented in Ranoketang Atas Village. In this study, the researcher focused on the problems foundin the field, namely how the implementation of the Home Improvement Program in Ranoketang AtasVillage was in accordance with the factors that supported the implementation. According to Ksumanegara(2010), there are four factors that play an important role in the successful implementation of a policy.These factors are communication, resources, disposition, and bureaucratic structure. This study uses aqualitative method. Data is grouped to make it easier to filter which data is needed or not. After groupingthe data, the researcher describes it in text form, so that it is better understood, after that the writer drawsconclusions from the data so that it can answer the main problem of the research. The result of thisresearch is that the factors that play an important role in the successful achievement of a policy have beenfulfilled. Thus, the implementation of the house renovation program in Ranoketang Atas village has gonewell. This research is expected to provide benefits for the development of Social Sciences and can be usedas a reference for the Ranoketang Atas village government to maintain its performance in the houserenov.Keywords: Implementation, Program, Home Improvement, Communication, ation program and improvewhat is needed for the continuity of the program Resources, Disposition, Bureaucratic Structure.

Abstract

The purpose of this study was to find out how public services during the COVID-19 pandemic were at theKema sub-district office in North Minahasa Regency. The research method used in this research isdescriptive research with a qualitative approach. Data collection in this study was conducted throughinterviews, observation, and document collection. Meanwhile, the data analysis technique used in thisresearch is qualitative with Agus Dwiyanto's approach. The core problem of this research is that the serviceat the Kema sub-district office has not been maximized. Based on the results of the study, it can be concludedthat productivity in the Kema sub-district office is not optimal, it can be seen from employees who are notproductive at work and inadequate infrastructure. The quality of service in public services at the Kema subdistrictoffice has not been optimal, it can be seen from the inappropriateness and inaccuracy of theemployees. Responsiveness at the Kema sub-district office has not been optimal, it can be seen from theemployees who do not respond. The responsibility at the sub-district office is quite optimal, this can be fromclear procedures and service standards. Accountability at the Kema sub-district office has not been optimal,this can be seen from the lack of clear information on costs and service times.Keywords: Service, Public, covid-19
