Abstract

This research aims to determine the effectiveness of land and building taxcollection in the village of Kamanga Dua, Tompaso Subdistrict. By applying thedescriptive-qualitative method, this research uses the types of primary and secondarydata, then the data is obtained using interview techniques and field observations. Afterand collected then analyzed using percentage analysis techniques to see the effectivenessof UN collection then interview data were also analyzed using interactive techniques.The results showed that: (1) Land and Building Tax Collection in Kamanga DuaVillage, Tompaso Subdistrict, Minahasa District was categorized in principle "Not yeteffective" or successful with an average achievement of 100 percent per year from thetarget set at 30,150 million rupiah on average per year. (2) The ineffectiveness of UNcollection in 2017 is caused by several things, including the transition of the UNmanagement from the central government to the district / city government so that taxofficials have not had time to effectively disseminate information to taxpayers and thereis an assumption that UN revenue is not fully utilized for the benefit of regionaldevelopment and even the impression of being misused by certain individuals. It isrecommended that in order to achieve the UN acceptance target in the village ofKamanga Dua, Tompaso Subdistrict, Minahasa District, the ability of UN collectionofficers who have adequate skills is needed, the government is advised to conduct specialtraining for UN collection officers. In order to optimize UN revenues so that they canachieve the set targets, the village government needs to disseminate information to themandatory UN whenever there are changes to the UN collection policy.Keywords: Effectiveness, Collection of Land and Building Taxes

Abstract

Abstract : Empowerment is etymologically derived from the word "power" which means strength or ability. So empowermentcan be interpreted as a process toward empowerment, or process to get power / ability / ability, and or process of power / power/ ability from party that have power to party which less or not helpless Sulistiyani (2004: 77). Empowerment of farmer groups isa model of empowerment that the direction of development favours the people. Farmer groups are basically the main actors ofrural development. This research uses descriptive method of qualitative approach. This study describes the data obtained fromthe results of research on the Empowerment of Vegetable Farmers Group in Kakaskasen II Subdistrict Tomohon DistrictTomohon North. In qualitative research, data collection is done by observation, in-depth interview and documentation. Basedon the results of the study concluded that the empowerment of vegetable farmer groups seen from three indicators categorizedis good enough. Seen from the development (enabling) vegetable farming groups are quite good, seen from farmers who havebeen able to develop their farm business. In strengthening the potential or power (empowering) vegetable farming groups havebeen good, because the farmers have been able to increase the potential or power that is owned by directly practice in the fieldand are willing to accept new things in the field of agriculture. For the independence of the vegetable farmer group is goodenough, because there have been efforts from farmer groups to establish a farmer group that they run. In order for assistanceprograms from the Agriculture Agency to the vegetable farming group in Kakaskasen II to run well, this issue becomes animportant note for the Government through the Agriculture Office to provide the targeted assistance and socialization in theavailability of such assistance. In Developing and Strengthening Potential or Power For the members of farmer groups andfarmer groups, the group of farmers should be upgraded to be able to develop farmer groups in a positive and competitive wayin the agricultural world. Abstract

AbstractThe General Election Commission's performance in organizing regional elections for West HalmaheraRegency. This study uses qualitative methods (observation, in-depth interviews (Indepeth Interviw),Documentation). The informants of this research were 9 people including, the Chairperson of the WestHalmahera KPU, the Elected Regent of West Halmahera Regency, the Chairperson of the DPC democrat,the head of the Supervisory Committee of West Halmahera Regency, the Subdistrict SupervisoryCommittee, and several community members. The collection techniques used were interviews, while thedata analysis was carried out with qualitative analysis techniques based on the results of this study drawnconclusions: KPUD performance is a policy process in carrying out the duties and responsibilities toproduce good governance in West Halmahera regency.Keywords: Changing Service and Performance Effectiveness.

Abstract

The purpose of this study was to fhid out how effective the implementation villagedevelopment in North Salibabu Village, Salibabu district, Talaud Islands Regency.This study uses a descriptive-qualitative approach. The focus of research on the effectiveness of villagedevelopment is observed in five dimensions of effectiveness, namely production, efficiency, satisfaction/flexibility and development/development, namely the Village Chief, Development research informants,BPD chairman, LPMD Chairpersons, Community members. And community members Datacollection uses interview guidelines, while the analytical technique used is the analysis of interactivemodels from , Miles and Hubernann.The results provide conclusions : (1) The effectiveness ofimplementing village development seen from the dimension of “ production “ has not beenmaximized, but it good enough. (2) The effectiveness of the implementation of village developmentseen from the dimension of ‘’ Efficiency ‘’ has not been maximized, but is has been quite good. (3)The effectiveness of the implementation of the implementation of village development seen from thedimension of ‘’ Satisfaction ‘’ has not been maximized, But it is good enough. (4) The effectivenessof village development seen from the dimension of ‘’ Flexibility Adaptation ‘’ has not beenmaximized, but it is good enough. Abstract

Abstract: Retribution is a source of revenue that is relied upon by the Government Kotamobagu, such asparking fees consisting of a special levy parking lot (Regulation 2 of 2008) and levy a parking lot on theedge of the public road (Regulation 6 of 2011). In connection with the study is to examine how theimplementation of policies in the parking levy increase revenue; and the extent to which the results of theimplementation of policies that parking fees in increasing PAD Kotamobagu. This research usesqualitative descriptive method. Location of the study is the Department of Transportation, Culture,Tourism, Communications and Information Kotamobagu City. Informants research as many as 12 peopleconsisting of: head office, secretarial services, head of the section heads, staff / implementers, head UPTDParking, and postal clerk parking. Instruments in this study is the researchers themselves, while collectingdata using interview techniques and assisted technical documentation. Data analysis was performed usingqualitative analysis interactive model of Miles and Hubernann. The results showed: (1) The process ofpolicy implementation parking fees in general are quite effective viewed from four important aspects of theprocess of policy implementation as suggested by Edward III, namely: communication, resources,disposition, and a bureaucratic structure. (2) Implementation of policies levies Parking quite effectiveresults seen from the realization of revenue targets and the development of revenues over the last fiveyears (2010 s / d in 2014). Results of parking fees were a major contribution levies a special parking place,while for curbside parking space levy general is still relatively small. The research results provide theconclusion that the implementation of parking charges policy has a significant support to the increasingacceptance of PAD Kotamobagu. Abstract

Abstract : The research objective was to determine the impact of the implementation of the regionalautonomy policy towards improving the quality of public services in the Department of Population andCivil Registration Halmahera as Minister of State for Administrative Reform (MENPAN) No. 81/1993(Anonymous, 1993) confirms that the quality of service should be in accordance with joints as follows,simplicity, clarity and certainty, Procedures / Procedure for Public Services; Public Service requirements,both technical and Administrative; Giving Public Service; Security, Openness, Efficient, Economical,Justice Yang Evenly, and timeliness. To determine the indicator then, researchers used the method with amix of evaluative-descriptive quantitative-qualitative approach. The sample in this study consisted ofelements of employee / service personnel (n1) and the user community services (n2), each of 30 people.Given the nature of the sample is paired, then the fixed sample size of 30 people, where a sample ofemployees polled neighbor variable X, while samples of people asked their opinion of the variable Y.Based on the results of data analysis known that the hypothesis 1, which states that "Theimplementation of the regional autonomy policy impact / positive effect on improving the quality ofpublic services at the Department of Population and Civil North Halmahera District", has proven validityempirically convincingly through a simple regression analysis and predict moment correlation. As well asthe Public Services Quality Differences Between Before and After Implementation of regional autonomypolicy acceptable to convince the 99% confidence level. This means that the quality of public services atthe Department of Population and Civil Registration of North Halmahera district on the condition afterthe implementation of the regional autonomy policy is much higher than before implementation regionalautonomy policy. The results showed that the average quality of public services after the implementationof the regional autonomy policy gained an average of 56.4, or in the ideal scale test rank of 0.87, or 87%,while the condition of the quality of public services prior to the implementation of regional autonomypolicy, the average is only at 49 , 6 or the ideal measurements were obtained at 0.7631 or 76.31%, so thatthere is a difference, which is about 10.69%. It that an increase in the quality of public services after theimplementation of the regional autonomy policy, amounting to 10.69%.To improve the quality of public services that are known not optimal, it would require concertedeffort from local government districts, particularly in the Department of Population and Civil RegistrationHalmahera district North to improve human resource management and governance of public services soas to encourage the improvement of the quality of public services itself , And given the decentralizationpolicy gave the positive and significant impact on the quality of public services, local governments,particularly the Office of Population and recording of Civil North Halmahera need to deal with programsrelating to the increase in the dimensions of the regional autonomy policy, particularly the dimension ofrestructuring and revitalization organizational resources.Keywords: Impact of Regional Autonomy Policy Implementation, Improving the Quality of PublicServices.

Abstract: The rural government continues to organize national tax system, the tax system in question is a reflection of a sense of justice, kesadarandan thorough in the sense that the tax levied on the tax object both large and small as well as to involve all levels of society. It is clear that basically the payment of taxes from the people intended for the prosperity of the people, or in other words from the people for the people. National development which resulted in the rapid development in various fields of life and public facilities ever increasing. As for the goal of this research was to determine how the leadership role of the village chief to increase public awareness in paying property tax. Through a state income tax policy can be enhanced, economic growth can be controlled, equitable distribution of income can also be implemented.The research method uses descriptive qualitative research explorative, primary data source is the village government apparatus numbering 12 people and the taxpayers of the UN which is determined in accordance with the number of sample as many as 13 people so the total sample used at the same informant in this study is the number 25 person. While the population in this study are all elements of society that are planted in areas of research Tolotoyon rural government efforts to encourage people to pay property taxes, government task forces village as a tax manager can actually provide motivation, socialize, coaching, counseling that how important it is for the state tax for the benefit of the people and the development of both infrastructure and superstructure areas , Awareness and obligations of society, especially in rural Tolotoyon felt still not all have a responsibility to pay taxes, administrative arrangement should be done well in order to motivate community members to achieve the goal of property tax payments, should be more intensive in providing socialization, counseling held , provide guidance to the public as taxpayers so that people can pay taxes on time.Key words: Leadership Rural Head, Tax build

Abstract:This research aims to know and observe the implementation of the program of development ofmicro small medium by the cooperatives, micro, small, and medium-sized city of manado. an increase inhuman resources of micro-entrepreneurs, small and medium enterprises are also very limited. Thus thisgreatly affects the performance of the Department of cooperatives and micro small medium manado wellin data retrieval and processing of data. enterprise development for micro, small and medium enterprisesappear to have been hampered due to lack of capital and also the soul of entrepreneurship(enterpreneurship). This is due to the lack of a partnership effort with the banks and State-ownedenterprises. the factors that cause this internally caused from employees of HR Department ofcooperatives and micro small medium manado city is still limited, especially in terms of mastery ofaccounting cooperative. This needs to be there is special training for employees to master the accountingcooperative so that information will not experience difficulties. external factors that emerged was the lackof human resource capacity of the micro, small and medium enterprises.The research methods used in this study is a qualitative method, with the techniques of primaryand secondary data collection performed by the library studies and fieldwork (interviews, observation anddocumentation studies). as for the respondents/informants of this research is the Head Office of microsmall and medium city of manado: 3 sub field of micro small and medium enterprises: 6 peopleperpetrators of micro enterprises small and medium-sized city of manado. with the data analysistechniques in reduction of data, data presentation, and conclusion and verify the withdrawal.The results showed that the effectiveness of the implementation of the program of development ofmicro, small, and medium (micro small medium-sized) (a study in the Department of cooperatives andmicro small medium manado) in measure of concept by gibson (1984), namely the production, efficiency,customer satisfaction, adaptation, and development. In view of these five aspects, namely the production,efficiency, customer satisfaction, adaptation, and development of almost everything said has not beengoing well. These are all proven to be due to the utilization of human resources in the Department is stillminimal. Additionally in terms of funding for the capital in a given community micro small medium is stillvery minimal as well. In the management of the loan capital is also very difficult and very convoluted belit.Referring to the discussion and the conclusions above suggest then. in order for the Departmentof cooperatives and micro small medium city of manado in the efficiency of implementing the developmentprogram of micro small medium to medium small micro-businessmen should be based on a sense ofresponsibility to improve the welfare of the principal micro small medium and not for the personal benefitof a certain group or bureaucracy. Abstract

The point of the special autonomy for Papua region which are intended to improve the standard of living in terms of improving the welfare and progress of the people of Papua, the freedom to empower wealth, accelerating economic development and respect for the rights - basic rights of the people of Papua, but in reality the impact of the implementation of the policy for ± 13 years has not been fully felt by the indigenous people of Papua. This study used quantitative methods with sampling done by 5 (five) village 1 (one) villages in the region of East Mimika district of Papua Mimika Provini. The study sample of 100 respondents assign less capable of being taken at random, from 5 villages and 1 sub-district with a number of different respondents Wania village where the village as much as 9 respondents, 15 respondents mware village, village Tipuka were 21, 16 Kaugapu village people, village Hiripau 6 and hometown Pomako 33 people. Making the sample size is determined by the number of residents in each village / urban village. Collecting data on the use of simple linear regression statistical analysis and product moment correlation. Based on the analysis of the data showed: (1) the regression coefficient of the special autonomy impact on the welfare of indigenous Papuans is 0.689 scale. (2) the correlation coefficient of the special autonomy for the welfare of the indigenous people of Papua is 0.345 and the coefficient of determination is 0.119 or 11.9%. Based on these results it can be deduced that the impact of the special autonomy policy on the welfare of indigenous Papuans enough impact on the indigenous Papuans. Based on the conclusions suggest that the performance of the special autonomy be improved in order to give effect to the indigenous people of Papua is not a good standard of living. Abstract

ABSTRAK :Human resources is an important factor determining the effectiveness of the organization. The purpose of this study was to determine / measure the extent of the influence of competence sumnberdaya apparatus of the effectiveness of the administration offices in North Minahasa Regency Health Office.This study uses quantitative methods. The respondents are all employees / officials at Health Office of North Minahasa Regency as many as 40 people. Instruments and data collection techniques used are questionnaires and aided by structured interview (interview quide). The analysis technique used to test the hypothesis is simple statistical regression analysis and simple correlation or koreasi product moment.The result showed: (1) the coefficient of regression toward the competence of personnel resources on the effectiveness of the administration office is posifive and significant. (2) The correlation coefficient and coefficient of determination variable competence of personnel resources on the effectiveness of the administration of the office is significant.Based on the results of these studies conclude that the competence of personnel resources have a relationship and a positive and significant impact on the effectiveness of the administration offices.Departing from the conclusions suggested let the competence development of personnel resources as a tool or a means to improve the effectiveness of the administration offices.Keywords : Competency Resource Apparatus , Office Administration
