Abstract

ABSTRACT: The efficiency of the administrative offices at the district office Manado city Malalayangindication has not been effective. Moving on from the problems encountered is the lack of utilization ofhuman resources employee, inadequate facilities and budget are still minimal. The purpose of this studywas to determine how the efficiency of office administration at the sub-district office Malalayang CityResearch using qualitative methods. The informants as many as eight employees in the DistrictGovernment Officials namely Subscript Head, Secretary of Sub district Head, Head of Divisions, 2 Headof Section , and 2 Staff / implementers. Collecting data with interview techniques; while the data wereanalysed using qualitative analysis techniques interactive model of Miles and Hubernann.Based on the results of the study it can be concluded: (1) The efficiency of the administrative officesat sub-district Office Malalayang Manado City are generally good, but not maximum views of the realizationof the achievements of the realization of the budget, the utilization of human resource potential employeesas competence, use of facilities / infrastructure and equipment and supporting facilities, and themechanisms and procedures for the implementation of an office job. (2) Programs and activities of the work/ office administration services that have been defined in the planning of the work / performance at eachfiscal year can generally be carried out and the realization of the results is good / satisfactory, but notoptimally. Abstract

ABSTRACT : According to the mandate uu. No. 32 2004 that every village in the form of community instutions (LPM,PKK, and Others )which has the taks of as sisting the government of the village and is a partner inempowering communities to empower the village community institutions PP No. 72.2005 set clearly the position ofthe duties, functions and social institutions working relationship with the village government the aim of this study todetermine the extent of implementation of the policy of empowering the village community institutions in the districof fak – fak , fak-fak regeney.Results of the date analysis addressed ; (1) social institutions in villages, villages in the district have given fak– fak optimal role in the management of village government with establisment of the village ; (2) the development ofquality human resource administrators in social institutions did not optimal ; (3) the relationship work andcommunication between civil society and the government generally good village ; (4) the allocation of budgetaryfunds for the activities of social institutions ( LPM, PKK ) both of APB villages as well as from the budget still verryminimal.Based on the results of research in policy implementation deduced village empowerment of civil society in themanagemt of the distric rural development fak – fak is good enough but not optimalKeywords : Policy implementation, empowering the village community

Abstract

Abstract : The background of this study is that each village has difficulties or obstacles to be solved in order to achievecommon goals. The constraints occur in various participation and the field of development planning, whether or notachieved the development of the quality of existing human resources. Therefore, the researcher focused on CommunityParticipation in Development Planning in Igo Village, North Loloda Sub-district, North Halmahera District. The problemsin this research are how the community participation, the efforts made and the results achieved in improving participationbased on development planning in Igo Village. This research is a study of qualitative descriptions by taking the backgroundof Igo Village. The purpose of this study was to decrypt the community participation in Igo Village. The data collection isdone by observation, interview, and documentation. Data analysis is done by data collection, data reduction, datapresentation then drawn conclusion.The results of research using participatory methods in development planning in Igo Village begins with thegovernment conveying the goals of development planning and motivating the community, presenting information,evaluating community participation. While the results of community participation in Igo Village experience a lack ofimprovement, this can be proven by the final evaluation of development planning that is in the category less than themaximum because the community is less participate in development planning. The improvement of the final evaluationresult on community participation is inseparable from the role of the government that continues to invite, motivate, thecommunity to participate in the development planning that the village or village government is proposing to the village.Keywords: Participation, Planning, Development

Abstract

This study moved on to the phenomenon of the location of the study regarding the existence of some of thecommunity users of health services in the Tahuna Barat Puskesmas about the inadequate quality ofhealth services provided by puskesmas officers. Thus, this study aims to determine the extent of theinfluence of the work environment on service quality in the Tahuna Barat District Health Center, SangiheIslands District. Using descriptive methods and quantitative approaches, the data collected through thedistribution of Research Questionnaires (questionnaires) was analyzed using Frequency Table analysistechniques, while testing research hypotheses used statistical inferencing techniques, such as productmoment correlation analysis techniques and simple linear regression.The results of data analysis showthat (1) both the working environment (X) and the health service quality variable in the Tahuna BaratPuskesma are in the moderate to high category. (2) The results of correlation analysis and simple linearregression show that the work environment has a positive and significant effect on the quality of healthservices with a degree of determination of 38.9%. Thus, the results of this study empirically justify theunderlying theories so that the hypothesis The work environment has a significant influence on thequality of services in the Tahuna Barat District Health Center, Sangihe Islands District, it can be acceptedempirically very convincingly.Referring to the results of this study, it can be suggested: To improve thequality of service even higher, the management of the Tahuna Barat District Health Center, especially thelocal government of Sangihe Islands District, needs to conduct technical training for Puskesmas staff andnurses to improve their performance in providing health services people in needKeyword work : Enviroment, Service Quality, Health Center

Abstract

ABSTRACT: The process of structural official promotion can be seen still the employees who are not yetqualified rank is determined, the appropriate position, not yet qualified positions of seniority and experience.In the delivery of information only verbally, so it is still difficult to be accepted and understood by theintended object or the information. The purpose of this study was to determine the Structural PromotionSystem Implementation at the Regional Secretariat Bitung.Research using qualitative methods. The informants were 10 structural, staff / implementers. Datacollection by interview, while data analysis using interactive model analysis techniques. The focus of thestudy was defined as the implementation of a system of promotion or appointment / placement in a structuralposition as a civil servant which is already regulated in Government Regulation. Number 13 of 2002 on theappointment of civil servants in structural positions.The results showed: (1) policies (rules) is communicated or disseminated to employees, but notformally. Communication and coordination between the implementing unit managers pretty good. (2) Thedisposition is consistent implementation of regulations on the promotion system of civil servants in astructural position has been good, but not optimally. (3) implementing human resources policies areadequate, especially in BKD and Agency of office and rank position (Baperjakat). (4) The bureaucraticstructure / organization and job descriptions of the functions of the implementers of structural officerpromotion system is well defined, in which the selection process and the determination of structural officialsconducted by Baperjakat, while the technical and administrative processes implemented BKD.Keywords: Structural Promotion Policy Implementation

Abstract

ABSTRACT : This research aims to know the role of the Regional Electoral Commission in organizing theelection head East halmahera Regency area. And to know how the electoral region of East HalmaheraRegency in increasing participation in the election of the head of the region. Electoral Commission is chosenand defined by law the inaugural election, where at the beginning of its formation, the Electoral Commissionis the agency that consists of people who are nonpartisan and most of the colleges and non-governmentalpeople. The regional Election Commission is subordinate to the Central Electoral Commission to organize theelections are tiered.The research methods used in this research is qualitative, descriptive methods, using primary data collectiontechniques. While the primary informants amounted to 3 people, yaitu: 1. Technical Defisi technical electionsubsection coconut and public relations Head of Sub-Division 3 programs and data and additional informants,those who can provide information although not directly involved in social interaction that is thorough, peoplenamely , academic, and religious figures.From the results of the examination can be conclude that the performance of the Regional ElectoralCommission East Halmahera in increasing community participation in elections of the head of the area canalready say good, because in this case there is the occurrence of an increasing number of voters being 70%, inaddition also many promotional activities and socialization activities performed by the Regional ElectoralCommission in order to attract sympathetic community. Abstract

ABSTRACT : Bureaucracy has ethics that apply to the entire apparatus. Professionalism of publicserviceis a demand that must be realized int he bureaucracy. This study aimsto determine the effectofthe bureaucratic ethic of public service professionalism Malalayang Head Office of Manado City.This study usesquantitative methods. Research was carriedby 40 votes districts Malalayanggovernment apparatus. The data used areprimary data obtained through a questionnaire. The analysistechniq ueused to test the hypothesis is simple statistical regression analysis and simple correlation orkoreasi product moment. The result showed that the direction ofthe regression coefficients andcorrelation coefficientsof the variables bureaucratic ethicof public service professionalism is posifiveand significant atthe 0.01 level of significan ceorconfidence level of 99%.Based onthe results ofthat study concluded that the bureaucratic ethic positive and significantimpacton the professionalism ofthe public service in the sub-district office Malalayang.It is recommended that the understanding, appreciation and practice of ethical apparatusagainst bureaucracy needs to be improved through the development of ethics bureaucracy to theapparatus should be donemore intensively. Application of ethics bureaucracy by bureaucraticapparatus needs to be exemplary of the leaders or elite bureaucracy its elfso that it takesthecommitment of the elite bureaucracy to implement ethics bureaucracy properly.Keywords: ethics bureaucracy, professional services public

Abstract

Today's technological development increasingly demands the importance of information for everyorganization, both government and private, because basically the whole part of the organization requirestraining as a supporting process of administrative work and the implementation of management functions,and planning, determining the realization of organizational goals. The objective cannot be realized withoutan active role and the accuracy of work or effectiveness of employees, even though the tools owned by theagency are so sophisticated, the sophisticated tools owned by the agency have no benefit to the agency, if therole is not included. Managing employees is difficult and complex, because they have heterogeneousthoughts, feelings, status, and background that are under the organization. The purpose of this study is tofind out the Work Effectiveness of employees at the Regional Library and Archives Service Office of theTalaud Islands Regency. The theory used is Work Effectiveness. The research method used is a qualitativeresearch method to find answers to questions related to Employee Work Effectiveness. These questionsrequire answers that are descriptive in nature that describe the facts about the problems being investigatedas there are rational interpretations of various findings in the field while analyzing all the conditions in thelocation of the study. Based on the results of the study, the work effectiveness of employees at the Libraryand Archives Office of the Talaud Islands Regency, is still experiencing problems such as employees whoare still less consistent in managing time, as well as facilities that are still lacking and human resources arestill poor, so the work is still not fully effective and efficient.Keywords: Effectiveness, Work, Employees

Abstract

Abstract: tiom District as one of the districts Lanny Jaya Regency, in the implementation of developmentremains experiencing barriers due to constraints in planning exercises. Besides, coordination betweenthe various government officials not run properly, how to work the expected effect control these thingslead. the achievement of development goals do not always go as expected. Therefore, to meet themaximum goal achievement, government management functions include planning, coordinating andmonitoring the implementation of development must get the attention it heartily. So the maincharacteristic is the human resource development activities aimed at behavior change. This study aimedto analyze the leadership of the District in the implementation of human resource development in theDistrict Tiom Lanny Jaya Regency. The research method is qualitative. Primary data is depth interviewswith 11 informants. The secondary data is literature, articles, journals, as well as the internet sites thatare pleasing to the research conducted. Informant selection technique consists of, the district secretaries,three section heads, three subsections two staff members, one village head, one headman. Methods ofdata collection observation (observation), the state of the environment outside the district or districts,interviews researchers dig as much data related to the subject matter. Data analysis technique. The datacollected and predict data from various sources, ie in-depth interviews, direct observation, which waswritten by the remarks field. Data was analyzed as a whole and make marginal notes about the data thatis deemed necessary and in accordance also with the objectives and purposes of research.
