Abstract

The Trans Papua road connecting the cities of Jayapura and Wamena is a significant breakthrough in Papua's Highlands region. This road opens up land transportation that used to rely solely on air routes. The purpose of this research is to examine the effects of the Trans Papua Road on the community, the field conditions that weaken and strengthen its development, and the strategies for its development and maintenance. Primary data includes community responses regarding the Trans Papua Road and its impact on regional development, obstacles in the field, favorable conditions for the development of the Trans Papua Road, and its current state. Secondary data includes media publications, academic journals, government policies, and scientific literature related to the Trans Papua Road. Data analysis is done qualitatively and descriptively. In conclusion, the roads built in the Central Highlands of Papua facilitate connectivity and access, reduce transportation costs for basic necessities, improve time efficiency, foster new economic activities such as settlements, plantations, and agriculture, and enhance services in the education and health sectors. The factors that hinder its development are unsafe conditions, dense forests and extreme topography, climate, difficulties in communication facilities, road construction through conservation areas, limited availability of construction materials, and service providers that are unable to manage their internal issues effectively. The supporting factors are the support from the central government, the acceptance of the people of Yalimo Regency towards development, and their willingness to embrace changes for the progress of the region, along with Yalimo's considerable natural potential. The development and maintenance strategy for the Trans Papua Road includes government approach strategies, road usage management strategies, and road inspection and maintenance strategies

Abstract

The aim of this research is to identify and analyze rock mining areas in Sarmi Regency using GIS and identifying the types of open pit mines that can be used at these rock mining locations. The benefits of preparing this research are providing contributions to related agencies, providing information on rock mining areas, creating maps of rock mining areas using GIS, apart from that being able to design rock mining systems, as well as increasing insight for researchers and readers regarding mapping rock mining areas using the SiG application. The steps taken are to carry out observations or surveys of rock mining locations, conduct interviews with miners and residents around the mining area and document activities in the field. After the data is obtained, the data is then analyzed using descriptive analysis techniques. The tools used are GPS, drones and digital cameras. The variables used are a questionnaire and spatial type in the form of maps and attribute data containing data on rock mining locations in Sarmi Regency

Abstract

Aividjan Terminal is Keerom Regency's largest terminal. This terminal is located in Arso District, which is the center of regional activities (PKW) in Keerom Regency and serves as a Type B terminal classification. Aividjan Terminal has been in operation since 2015, but until now, it has not been functioning properly. The Aividjan Terminal, which was supposed to be a transit point or transfer hub for public transportation coming from the villages of each district and continuing on to Jayapura City, is not functioning properly. In fact, the Aividjan terminal is situated along the main road between Jayapura City and Keerom Regency. The Aividjan terminal integrates with the self-managed goods distribution market in Keerom Regency, a crucial hub for the community, particularly for trade and agricultural product distribution from the villages. The terminal is not working as expected, according to ground facts. The purpose of this research is to analyze the completeness of the infrastructure facilities at the Aividjan terminal to determine whether they meet the classification of type B terminals according to the Directorate General of Land Transportation. We conducted the research through field observation analysis, assessing the completeness of the infrastructure facilities at the Aividjan terminal against the standards set by the Directorate General of Land Transportation of the Republic of Indonesia. The analysis results reveal that the Aividjan terminal has only fulfilled 14 out of 40 requirements, or just 35%, of the terminal facility requirements stated by the Directorate General of Land Transportation.

Abstract

The Papuan community strongly identifies with its culture and customs. What happens in Papua in general, and specifically in Manokwari Regency as the oldest city in Papua/the city where the Gospel entered the Land of Papua, a city rich in history and culture, has not fully actualized its culture into the governance framework established in the regulations of the regency government, the Regional People's Representative Council (DPRD), the Papuan People's Assembly (MRP), the Customary Council (DAP), NGOs, and the Customary Institutions (LMA). Law Number 21 of 2001 granted the Provinces of Papua and West Papua a special status. To this day, the uniqueness and distinctiveness of other regions in Indonesia do not guarantee that planning and development will follow and respect the culture and customs of the indigenous Papuan people, as stipulated in the Special Autonomy Law. Private sectors, state-owned enterprises, the government, and NGOs are rapidly developing their plans, but they do not incorporate the local wisdom of the community. The Papuan people are beginning to erode and neglect their culture, which serves as their symbol and identity. Therefore, the implementation of planning and development rules based on local wisdom, along with the modeling of forms, attributes, carvings, decorations, and ornaments, is a tangible manifestation of cultural preservation.Recognizing that the city of Manokwari's infrastructure development cannot ignore the long-standing values and cultural aspects is crucial. This embodies the aspiration and desire of the Manokwari people to be active participants in their land and culture, not merely spectators.

Abstract

In this study, the researcher discusses the analysis of the impact of the development of Mimika Regency's government headquarters on regional growth in SP3 Karangsenang Village. The goals of this study are to look into how the development of the government headquarters of Mimika Regency has affected regional growth in the Kuala Kencana District of SP3 Karangsenang Village, what those effects mean, and what factors affect the development of the government headquarters of Mimika Regency on regional growth in the Kuala Kencana District of SP3 Karangsenang Village. The study employs scalogram analysis to assess Karangsenang Village's viability as a growth center, considering the availability of facilities. We expect the study's results to shed light on how development affects a region's growth.

Abstract

Highways in Indonesia generally use this type of bending pavement. To get a good bending pavement, it is necessary to plan a good asphalt mixture. One type of bending pavement is Hot Rolled Sheet (HRS). The use of cement and stone ash in asphalt mixtures results in an increasingly expensive price. It is necessary to innovate to try to replace cement and stone ash with other materials. Alternatives to the filler substitute are zeolite powder and Kinang Jingkion Powder. The purpose of this study is to determine and analyze the effect of using zeolite powder and Kinang Jingkion Powder as filler on HRS-WC hot asphalt mixture. This research was conducted by making a mixture of HRS-WC hot asphalt by using zeolite powder and Kinang Jingkion Powder as fillers with variations in asphalt content of 5.5%, 6.0%, 6.5%, 7.0% and 7.5% As a comparison, test objects with cement as filler were also made. Marshall Test results on Optimum Asphalt (KAO) 6.975% for Cement fillers received a stability value of 1242.90 Kg, MQ of 396.9 Kg / mm, VIM of 2.70% and VFB of 81.30%. Zeolite filler with KAO 7.04% received a stability value of 1335.8 Kg, MQ of 422.5 Kg/mm, VIM of 2.31% and VFB of 82.64%. Meanwhile, the Kinang Jingkion Filer with a KAO of 6.85% got a stability value of 1194.40 Kg, MQ of 460.2 Kg / mm, VIM of 2.68% and VFB of 80.16%.

Abstract

Ruas jalan Wamena-Habema-Kenyam merupakan segmen jalan dari jalan Trans Papua yang merupakan salah satu program pembangunan prioritas nasional dalam membuka keterisolasian wilayah di Papua yang selama ini belum terjangkau akses transportasi darat. Melalui pembangunan jalan tersebut diharapkan akan tercipta konektivitas wilayah dan dapat menekan tingkat kemahalan harga di pelosok Papua yang selama ini bergantung pada transportasi udara. Penelitian ini bertujuan untuk mengidentifikasi aksesibilitas ruas jalan Trans Wamena-Nduga dan pembangunan ekonomi di Kabupaten Nduga dari tahun 2017 sampai dengan tahun 2022. Metode penelitian yang digunakan adalah kuantitatif deskriptif yaitu menganalisis data dengan cara mendeskripsikan atau menggambarkan data yang telah terkumpul berdasarkan pengamatan langsung di lapangan dan hasil sebaran kuesioner. Dari hasil penelitian diketahui bahwa pembangunan ruas jalan Trans Wamena-Nduga telah memperpendek waktu tempuh sebesar 5 jam dan berdampak pada ketersediaan pilihan moda transportasi bagi pelaku perjalanan dan peningkatan frekuensi perjalanan pada rute Wamena-Nduga. Peningkatan aksesibilitas ruas jalan Trans Wamena-Nduga juga mempengaruhi peningkatan laju pertumbuhan PDRB dan penurunan tingkat kemiskinan di Kabupaten Nduga walaupun saat ini belum terlalu signifikan

Abstract

Jembatan Kali Nabire atau dikenal juga dengan nama Jembatan Bumi Wonorejo, yang merupakan jembatan rangka baja bentang 35 meter penghubung pada ruas jalan utama antara kawasan Bumi Wonorejo dan Karang Tumaritis di Kabupaten Nabire, telah mengalami kerusakan saat terjadi hujan deras. Penelitian ini bertujuan untuk mengidentifikasi kerusakan Jembatan Bumi Wonorejo di Kabupaten Nabire, dan menyusun program penanganan serta pemeliharaannya. Penelitian ini menggunakan pendekatan kualitatif dengan metode analisis deskriptif. Dari hasil observasi diketahui bahwa kerusakan abutmen pada jembatan disebabkan oleh gerusan air sungai yang meluap saat hujan deras. Proses gerusan ini juga terjadi karena adanya pengaruh morfologi sungai yang berupa tikungan dan penampang sungai yang tidak seimbang dengan volume air sungai waktu hujan deras. Gerusan yang terjadi di sekitar abutmen adalah akibat sistem pusaran (vortex system) yang timbul karena aliran dirintangi oleh abutmen tersebut. Aliran tersebut menyentuh abutmen dan ditambah dengan adanya aliran ke bawah (down flow). Kekuatan down flow akan mencapai maksimum ketika berada tepat pada dasar saluran sehingga bukan hanya abutmen tetapi dasar sungai juga tergerus. Untuk itu perlu segera dilakukan penanganan untuk mengantisipasi terjadinya luapan air sungai berikutnya mengingat kondisi cuaca yang sulit diprediksi di Kabupaten Nabire. Faktor alam berupa gerusan air sungai saat terjadi hujan deras, merupakan penyebab utama kerusakan jembatan yang tidak terhindarkan, sehingga penanganan yang bisa dilakukan adalah dengan selalu menjaga daerah aliran sungai bebas dari berbagai hambatan yang dapat membentuk pusaran air yang membahayakan jembatan dan memperkuat konstruksi jembatan agar tahan terhadap erosi air sungai pada kondisi iklim saat ini dan masa mendatang.

Abstract

Kota Waropen sebagai pusat pelayanan di Kabupaten Waropen telah berkembang sejak pemekaran tahun 2003 akan tetapi sarana prasarana transportasi yang mendukung aktivitas di daerah perkotaan belum tersedia lengkap di sana, salah satunya adalah Lampu Penerangan Jalan Umum, sehingga mengurangi kenyamanan pengguna jalan pada malam hari. Penelitian ini bertujuan untuk mengidentifikasi tingkat layanan lampu penerangan pada ruas-ruas jalan di Kota Waropen dan faktor-faktor yang mempengaruhi kualitas layanan lampu penerangan jalan umum di sana. Penelitian ini menggunakan pendekatan kualitatif dan menggunakan metode analisis deskriptif. Data diperoleh lewat observasi, dokumentasi, dan wawancara informan, yang kemudian dideskripsikan. Hasil penelitian menunjukkan bahwa layanan Penerangan Jalan Umum di Kota Waropen masih memerlukan peningkatan pada berbagai dimensi pelayanan publik. Faktor yang mempengaruhi layanan penerangan jalan umum adalah anggaran dan tenaga teknisi yang terbatas. Suatu injeksi pengeluaran pemerintah dalam pembangunan infrastruktur, termasuk kelengkapannya seperti PJU yang mendukung keamanan dan kenyamanan dalam berkendara di malam hari, selain demi keselamatan warga, juga dapat mendorong lamanya waktu aktivitas ekonomi hingga malam hari.

Abstract

Pholeuw Park di tepi Danau Sentani, Kabupaten Jayapura, merupakan taman yang baru diresmikan oleh Bupati Jayapura pada tahun 2020 namun hingga saat ini belum dimanfaatkan secara optimal oleh Pemerintah Kabupaten Jayapura sebagai sumber pemasukan asli daerah. Penelitian ini bertujuan untuk mengkaji potensi pengembangan investasi pemanfaatan taman kota Pholeuw Park di Sentani dengan metode deskriptif kuantitatif dan kualitatif. Berdasarkan hasil kajian pengembangan investasi Pholeuw Park dengan menggunakan analisis Net Present Value (NPV), Internal Rate Return (IRR), Benefit Cost Ratio (BCR), dan Payback Period (PP), serta analisis jumlah kunjungan, objek wisata tersebut memiliki prospek yang sangat baik untuk dikembangkan lebih lanjut. Hasil kajian menunjukkan bahwa potensi pengembangan taman kota Pholeuw Park dapat dilakukan oleh para pengusaha UMKM (Usaha Mikro Kecil dan Menengah) dengan mengusung konsep jajanan serba ada dipadukan dengan kegiatan pertunjukan. Dari hasil analisis kelayakan investasi diperoleh nilai NPV positif pada tahun ke-9 sebesar Rp 195.601.916,- nilai IRR lebih tinggi dari suku bunga komersil sebesar 8,17%, nilai BCR lebih besar dari 1 yaitu 2,315 dan nilai PbP selama 8 (delapan) tahun 3 (tiga) bulan.
