Abstract

The KOTAKU (City Without Slums) program is a program for handling slum settlements into livable settlements, through increasing access to infrastructure. The implementation of the KOTAKU (City Without Slums) program in Jayapura City has been carried out from 2016 to 2021 in 8 Kelurahan. This study has 2 objectives, namely to analyze the effectiveness of the KOTAKU (City without Slums) program in reducing the area of slum settlements in Jayapura City by using 4 (four) variables, namely targeting accuracy, program socialization, program objectives and program monitoring and analyzing factors that affect achievement targets. The success of the KOTAKU (City Without Slums) program in reducing the area of slum settlements in Jayapura City. This study uses data analysis techniques that combine or link quantitative and qualitative research methods with data collection steps through observation, interviews and questionnaires. From the research carried out, conclusions have been obtained:(1) the average value of the percentage level of the effectiveness of the KOTAKU program in reducing the area of slum settlements in Jayapura City by using 4 (four) variables, the percentage is 70.79%. By referring to the Litbang Depdagri standard with a ratio of 60 – 79.99, the average level of program effectiveness is assessed as “Effective Enough”. (2) Factors Affecting Achievement Targets The success of the KOTAKU program in Reducing the Area of Slums in Jayapura City consists of supporting factors (human resources, budget and planning) and inhibiting factors (no budget collaboration, budget cuts, land location and impoverishment as well as related community mindsets projects and government grants)

Abstract

Intan Jaya Regency is a new autonomous region resulting from the division of Paniai Regency in 2008 with an area of 8,000 km2. The issue of regional development and its infrastructure really needs to be taken seriously. The potential for regional development includes tourism areas, forest cultivation areas, agricultural cultivation areas and plantations. This study aims to identify, analyze the condition of the regional potential and the strategy for the preparation of the Regional Spatial Plan of Intan Jaya Regency. The study used primary and secondary data which were analyzed qualitatively method. The results shown that the condition of the regional potential and the available data were very adequate. The strategy to compiling the Regional Spatial Plan of Intan Jaya Regency includes legal strategies, development of tourism areas, development of agricultural and plantation cultivation areas, handling of disaster-prone areas, public services and aspects of regional competitiveness.

Abstract

The Yetty-Ubrub-Yambra-Towe Hitam section is one of the important sections in the Papua region because it is the main route to Jayapura which is the capital of Papua Province and this section is included in the national road section. Beside the developing of road pavements, this segment also needs to be supported by the construction and maintenance of bridges. At some points, adequate bridges have been installed. However, at some points it is not sufficient, even the bridge has been badly damaged and the width is only sufficient for one vehicle. This study aims to analyze the bridge management system that has been carried out and then develop a better bridge management strategy for this section. The research location covers the length of the segment and the analytical method used is qualitative analysis. The results indicate that so far the bridge management has not been implemented properly in this section. Therefore, it is necessary to improve the bridge management system that has been carried out. Some things that need to be improved are strategies including implementation time, inspection process, audit staff, reporting, recording of each bridge and filing of reports.

Abstract

One of the pillars of the Food Sovereignty program is the availability of irrigation infrastructure and realizing rice selfsufficiency in Papua Province and Boven Digoel Regency in particular. The concrete effort is to program the development of new water infrastructure with optimum service capacity and the development of potential areas to meet food availability. Merauke River Departement, programmed the Construction of the Digoel Dam in Boven Digoel Regency. This study aims to analyze the development strategy of the Digoel Dam, which includes technical aspects, land use and environment, economic and socio-cultural aspects, benefits and regional development, and asset investment aspects. The method of analysis is quantitative and qualitative. Results study concluded that the technical aspects were carried out through good planning, implementation and supervision of construction. Aspects of land use and the environment, through land use in accordance with the spatial plans of Boven Digoel Regency, development and management that is environmentally sound. Economic and socio-cultural aspects, namely the existence of the Digoel Dam must provide economic benefits to increasing the income and welfare of the community whose social work is farming, raising livestock, fishing and trading. The benefits aspect of the Digoel Dam is as a source of water for irrigation with a potential area of 6,090 Ha, a source of raw water for the surrounding community with a capacity of 32.25 liters/second, a power plant with a planned total electricity generation of 13.96 MW, reducing the potential for flooding in the surrounding area and the potential for flooding in the surrounding area and tourism development to improve the local economy. Aspects of regional development by encouraging the development of the Boven Digoel Region which is supported by sufficient food security. Aspects of asset inventory, namely the existence of the Digoel Dam must provide beneficial benefits from its existence as an economic asset, historical asset and tourism asset.

Abstract

The basic infrastructure needs to be built in Papua is transportation, settlement and socio-economic infrastructure. Road infrastructure will open the isolation of a region so that it can interact and transact with other regions to meet each other's needs. Road construction certainly has positive and negative impacts on an area. The government, through the National Road Department, builds various road sections that connect regions in Papua. One of them is the Wamena-Mulia-Sinak section, which connects the Wamena, Sinak and Mulia areas. These three regions are still lagging behind other regions in Papua. This section of the road is built through mountains and ravines, so the route is quite extreme. This study aims to analyze the impacts that arise and regional developments in the area traversed by this section. The location of the research was carried out along the road and data analysis was carried out by qualitative methods. The results shown that the construction of roads brings positive benefits in the form of smoother and lower prices of basic commodities, shorter travel times, transportation reach the remote areas, ease transportation of building materials and opening the isolation between regions. The negative impact is related to the destruction of conservation areas and the declining quality of the environment. The areas traversed by this road segment is developing that marked by the growth of new settlements, the economy is moving forward and the increase in community social services

Abstract

After the Youtefa Bridge was built and operated, the travel time to Muara Tami District, especially Koya Barat Village, was faster and impact to the increasing of population growth. This population growth has encouraged an increase in land transportation, but has not been matched by an increase in public street lighting infrastructure. The length of the road in the Koya Barat Village reaches 47.67 Km, the average width is 2.5 - 6 meters, with the function of the road as a collector road. The length of the road that has been served by public street lighting is 1.6 Km or only 3.36% of the length of the segment in Koya Barat Village. The purpose of this study was to determine the priority of improving public street lighting services. Data collection is done by observation, documentation and through scientific publications. Data analysis was carried out quantitatively. The results showed that the order of priority for improving public street lighting services in the Koya Barat Village was Koya Barat Street, Lingkar Tengah Timur Kotim Street, Paniai Street,  Lingkar Barat Kotim Street, Jalur II Street, Jalur I Street, Penghubung Koya Barat Street, Yapen Street, Manokwari Street, Jayapura Street, Timika Street, Jayawijaya Street, Wamena Street, Swakarsa Street, Nabire II Street, Merauke Street, Nabire Street, Sorong Street, Skouw Sae Street, Biak Street, Baring-Baring Street, Muara Tami Street, Fak-fak Street, Gambut Street, Demba Street, Lele Street, Penghubung III Street, Bridge II Street, Nabire I Street, Penghubung II Street, TPU Koya Barat Street, Muara Tami Street, Balai Benih Ikan Street and Kompleks Tentara Street..

Abstract

Penerapan sistem manajemen mutu adalah suatu keputusan strategis bagi suatu organisasi yang dapat membantu organisasi untuk meningkatkan kinerjanya secara keseluruhan dan menyediakan dasar yang kuat untuk inisiatif pembangunan berkelanjutan.rumusan masalah: 1. Bagaimana penerapan ISO 9001:2015 terhadap kualitas proyek konstruksi di Propinsi Papua 2. Bagaimana kualitas proyek yang ada pada Propinsi Papua 3. Bagaimana pengaruh ISO 9001:2015 terhadap kualitas proyek konstruksi di Propinsi Papua. penelitian ini penelitian kualitatif. uji korelasi analisis yang digunakan dalam analisis kualitatif. Dari data responden yang diperoleh 40 responden dengan sertifikat ISO 9001:2015 dan 5 responden tidak memiliki ISO 9001:2015. Sehingga sebesar 88,88% proyek kontraktor telah dikerjakan dengan ISO 9001:2015. Dapat disimpulkan 1) Penerapan Sistem manajemen mutu berbasis ISO 9001:2015 pada proyek konstruksi di Provinsi Papua sebesar 88,88 %. 2)Kualitas proyek yang ada pada Provinsi Papua yang ditunjukkan dengan nilai median 4.00 maka dinyatakan baik. 3) Pengaruh penerapan ISO 9001:2015 terhadap kualitas proyek konstruksi di Provinsi Papua berkorelasi sangat kuat dan ada 3 indikator variabel yang berkorelasi lemah yaitu mengurangi dampak resiko proyek yang dihasilkan (D1), peremajaan peralatan (E2), dan ketrampilan tenaga ahli dari subkontraktor (G1).

Abstract

Inequality Interagency Development Region or area is problem development yet can abolished especially in temperate countries growing. Regency Peak Central Papua Province, has level inequality of regional development between districts up to the high villages when compared to with Other districts in Central Papua Province. Study This aim For analyze Influence level regional inequality in the district peak, prove Kuznets hypothesis, as well analyze influence variable independent of GRDP per capita, investment, agglomeration, and decentralization dummy fiscal to inequality regional development in the District Peak in period 2009 until by 2023. Study This using primary and secondary data consisting from condition data field related Development inequality between regions districts throughout the district peak, method analysis used _ For study This is analysis Qualitative and Descriptive. Research results This showing that condition inequality between regions in the district the peak is very high, so government need have a good strategy in making plans extension Long term, term short nor middle, deep handle comparison of the resulting regions No happen increasea development progress between regions in the district in general.

Abstract

A terminal is a part of land transportation which is the node point for various land transportation facilities (modes). The Waena Terminal has been equipped with terminal facilities and complementary buildings, but has not been used optimally, and even looks dirty and unkempt. This research aims to analyze the condition of the infrastructure, utilization and maintenance of the Waena Terminal. This research was conducted in Jayapura City, precisely at the Waena Public Transport Terminal which is administratively part of the Jayapura Municipal government area. Data analysis was carried out qualitatively. The research results show that the physical infrastructure at Waena Terminal is very complete when viewed against the standards set by the government. However, in terms of soft infrastructure, the Waena terminal has not been fulfilled, namely there is no terminal management by the related parties. The use and maintenance of the Waena Terminal has not gone well because it appears there is no terminal management.

Abstract

This study aims to analyze the nature of chemical content, analyze abrasion value and optimum asphalt content using local Kinang Jingkion as road pavement material. In this study, XRF and XRD testing methods were used to determine the chemical content of Kinang Jingkion local material, then testing the characteristics of rough aggregate to determine the abrasion value, testing fine aggregate characteristics, and testing asphalt pen 60/70 and marshall test to determine the optimum asphalt content (KAO). The tests obtained the results of comparative data analysis between laboratory tests and literature standards that meet the eligibility requirements. The results showed that: First, the results of XRF and XRD analysis on Wilihingke samples, 0.15 mm granules, 2.36 mm granules, and Kinang Holuwon found that all chemical elements contained in the four samples were solid metal inorganic chemical elements. The results of this analysis prove that the four samples, which are fine aggregates and coarse aggregates, do not contain organic substances. Where the results of this analysis are by the requirements of aggregates which are one of the components in the concrete mixture, where the aggregates used must meet certain conditions, one of which must not contain excess organic matter because it can undergo decay by bacteria using dissolved oxygen; Second, from the test results obtained, the aggregate wear value (abrasion) was 32.69%; Third, based on the test results, the value of the Marshall parameter with Optimum Asphalt Content (KAO) obtained a value of 6.125%.
