Abstract

This study generally aims to analyze the level of effectiveness of regional spending on the development of macro- and socio-economic performance in the Wilayah Adat La Pago. The macro-socio-economic performance measured is economic growth, the Human Development Index (HDI), and the poverty rate. There are two tools used to measure it: discrete elasticity and continuous elasticity. Referring to the results of the continuous elasticity analysis, it was found that regional spending in the Wilayah Adat La Pago as a whole is effective in driving economic growth. An increase in regional spending of 1% is able to increase the Gross Domestic Regional Product (GDRP) by 0.69% on average. Although regional spending has a significant effect on increasing HDI, its level of effectiveness is very low. An increase in regional spending of 1% is only able to increase HDI by 0.19%. Regional spending also has a significant effect on reducing poverty, but its level of effectiveness is very low. An increase in regional spending of 1% is only able to reduce the poverty rate by 0.13%. Specifically, this analysis also identified that Nduga, Lanny Jaya, and Yalimo Regencies have the best performance in making regional spending effective to drive economic growth. Then, for the effectiveness of regional spending on the Human Development Index, only Nduga Regency is indicated as the best. And finally, in reducing poverty, there are two regencies, namely Yalimo and Puncak Jaya. Keywords: Regional Spending, Effectiveness, Elasticity

Abstract

Penelitian ini bertujuan untuk : 1) Mengetahui fenomena Flypaper Effect di Wilayah Papua; 2) Mengetahui pengaruh Dana Alokasi Umum, Dana Alokasi Khusus, Dana Otonomi Khusus dan Pendapatan Asli Daerah terhadap pengalokasian Belanja Modal di Wilayah Papua. Metode Analisis yang digunakan dalam penelitian ini adalah jenis penelitian adalah penelitian kuantitatif dengan variabel penelitian yaitu belanja modal terhadap PAD, DAU, DAK dan DOK. Penelitian ini menggunakan data sekunder yang dikumpulkan melalui metode studi pustaka dan dokumen, data diperoleh dari LHP BPK. Alat analisisnya menggunakan model panel regresi sederhana. Analisis regresi linier digunakan untuk mengetahui ada tidaknya pengaruh antara belanja modal terhadap PAD, DAU, DAK dan DOK. Hasil Penelitian yaitu : 1) Terjadi fenomena flypaper effect berdasarkan analisis yang dilakukan dimana nilai koefisien PAD lebih kecil dibandingkan nilai koefisien variabel DAU, DAK dan Otonomis Khusus (Otsus) dalam menentukan/mempengaruhi nilai Belanja Modal. Artinya terjadi flypaper effect pada pemerintah kabupaten/kota di Papua. Hal ini menunjukkan bahwa pemerintah daerah di Papua masih bergantung kepada pemerintah pusat; 2) Terdapat pengaruh positif tidak signifikan pendapat asli daerah terhadap alokasi belanja modal kota/kabupaten di Provinsi Papua terlihat dalam memberikan otonomi daerah dalam mengelola anggaran sesuai kebutuhan lokal. Namun, faktor-faktor lain seperti kebijakan nasional dan efisiensi pengelolaan anggaran juga memiliki peranan penting dalam menentukan alokasi belanja modal yang optimal. Oleh karena itu, penerapan prinsip tata kelola yang baik dan kerjasama antar-stakeholder merupakan faktor kunci untuk mencapai pengaruh pendapat asli daerah yang lebih signifikan dalam pembangunan infrastruktur dasar di kota/kabupaten Provinsi Papua; 3) Terdapat pengaruh DAU terhadap alokasi belanja modal kota/kabupaten di Provinsi Papua bersifat positif namun tidak signifikan, tetap terdapat peluang untuk meningkatkan pengaruh tersebut dengan pemenuhan sumber daya yang cukup, perencanaan yang baik, dan pengelolaan keuangan yang efektif; 4) DAK memiliki pengaruh yang positif dan signifikan terhadap alokasi belanja modal kota/kabupaten di Provinsi Papua. DAK memberikan pendanaan tambahan yang signifikan, mendukung pertumbuhan ekonomi, meningkatkan pelayanan publik, dan memperbaiki pembangunan sosial. Dengan adanya DAK, pembangunan di Provinsi Papua dapat berjalan lebih baik dan meningkatkan kualitas hidup masyarakat di kota/kabupaten tersebut; 5) Dana Otsus memiliki pengaruh positif dan signifikan terhadap alokasi belanja modal kota/kabupaten di Provinsi Papua. Dana ini dapat meningkatkan pembangunan infrastruktur, pelayanan publik, dan juga menciptakan lapangan kerja baru bagi masyarakat. Namun, penggunaan dana Otsus ini juga perlu diawasi dengan ketat agar tidak terjadi penyelewengan dan memberikan manfaat yang maksimal bagi pembangunan dan kesejahteraan masyarakat di Provinsi Papua. Abstract

This research aims to analyze the impact of economic growth on the unemployment rate in Jayapura City. The tool used to achieve this objective is regression analysis, which involves the variables of economic growth and unemployment rates over the period from 2013 to 2023. The results of the analysis indicate that the causal relationship between economic growth and unemployment is negative, meaning that an increase in economic growth tends to reduce the unemployment rate. However, this effect is only significant at the 10% significance level. The regression coefficient of -0.1102 suggests that a 1% increase in economic growth can reduce unemployment by 0.11%. Although 32.47% of the variation in unemployment can be explained by economic growth, other factors also play an important role. This study recommends the need for more comprehensive and inclusive policies, such as skills development, infrastructure development, and support for small and medium enterprises (SMEs), to create more effective job opportunities and reduce unemployment in Jayapura City. Abstract

This study aims to analyze vertical and horizontal fiscal imbalances in Papua Province following the regional expansion (pemekaran) in 2022 across nine regencies and cities during the 2022-2025 period. The research employs a descriptive quantitative approach using data on Total Regional Revenue, Local Own-Source Revenue, and population. Vertical fiscal imbalance is measured using the VFI formula, while horizontal fiscal imbalance is measured using the Coefficient of Variation (CV) and Williamson Index (WI), which considers fiscal capacity and population weights. The results show that vertical fiscal imbalance is extremely severe, with the average VFI of Papua Province reaching 0.9792, while Keerom and Waropen Regencies reach 0.9948 and 0.9946 respectively, indicating almost total dependence on central government transfers. Horizontal fiscal imbalance is also very high, with CV values ranging from 150 percent to 248 percent and WI values ranging from 0.7461 to 0.8118, far exceeding the threshold for extreme inequality. Fiscal capacity of almost all regions is very low, with Jayapura City highest at 19.15 percent and Waropen lowest at 0.54 percent. The implication for the General Allocation Fund (DAU) is that the DAU no longer functions as an equalization tool but has become the main pillar of regional budgets due to extreme dependence, necessitating a reformulation of the DAU formula to be more favorable to low-capacity regions while adding incentive components for regions that successfully increase their Local Own-Source Revenue.
