Abstract

Abstrac : Public service is the right of every citizen that must be given by the government. But the fact is the one who should serve the citizens haven’t done it well. It seems that they still don’t have much concern about their responsibility moreover, their (government employees’ or civil official’s) accountability still can’t be accounted for even to their leader in terms of public serving. Because they still have some significant problem.This research uses qualitative research methods, descriptive. Informant research by as much as 10 (ten) informant: 1 person head of Department, 1 Secretary, 1 head of the sub. the General section and the staffing, 1 civil State apparatus, 3 people community. data collection techniques used i.e., interview techniques, techniques of observation/observation, and technical documentation. data analysis techniques used, namely the reduction of data, data presentation, and conclusion.Key words : The accomplishment of dimension, Public Service

Abstract

ABSTRACT : Since the enactment of PP. 41 Year 2007 on Regional Perengkat organizations, localgovernments Tomohon has conducted reorganization regional secretariat. Accordingly, this research toknow "how the effectiveness of the arrangement of regional organizations secretariat Tomohon areasthat exist today.Research using qualitative methods. Informants in this study were taken from the executive officersand employees of the Regional Secretariat of Tomohon, the district secretary, the assistant secretary ofthe area, two heads of sections, subsections two heads, and two executive employees / staff. Datacollection by interview; while the analysis of data using analysis techniques interactive model of Milesand Hubernann.Based on the results of the study conclude that the Regional Secretariat organizational structuringTomohon have been effective. In other words, the organization secretariat Tomohon area that is nowable to create or realize the implementation of the basic tasks and functions of the secretariat of thearea effectively. The effectiveness of the arrangement organaisasi secretariat area Tomohon can bedemonstrated by several criteria: rationality, according to need, efficiency, can function optimally, cantarget the optimal results, it can use the budget appropriately and efficiently, is able to anticipate thedevelopment and enhancement task / job, and is able to overcome the problems or barriers / obstaclesthat arise in the implementation of tasks and functions.Based on the conclusions of the research results it is suggested that the organization needs analysis isalways done periodically and continuously so that the future organization of the secretariat ofTomohon area will be more effective in carrying out the duties and functions as mandated by thelegislation in force.Keywords: effectiveness, organizational management

Abstract

ABSTRACT: This study is based on the results of the initial observation that the performance of employeesgovernment environments Eastern District of Siau indicated relatively low. This condition is presumablyrelated to the implementation of policies not optimal development of human resources quality civil servantsin the region. Thus, this study aims to: (1) Examine the impact of the quality of human resource developmentpolicy environment of government civil servants Eastern District of Siau Island District Sitaro. (2) to analyzedifferences in the performance of employees government environments Eastern District of Siau IslandDistrict Sitaro between before and after participating in education and training (Training).This research applies descriptive and quantitative approach combined with a qualitative approach, thesample of respondents purposively set as many as 44 employees. After analyzing the data collected byapplying the product moment correlation technique and simple linear resgresi.The results of data analysis showed that (1). The average implementation of the development policy ofhuman resource quality of civil servants and the gains of government employees districts Siau Timur, bothare in the category of "medium" or not achieve optimal results. (2) Policy development of quality humanresources dilingkingan government civil servants Eastern District of Siau positive and significant impact onemployee performance improvement.The conclusions that can be drawn from this research is that an employee who has been following thedevelopment program through education and training (training) showed a much higher performance thanbefore following the employee development program. Abstract

The participation of the community in the implementation of development is less visible; almost all thepeople do not participate in the implementation of development either in the form of community activenessin the implementation of development, willingness to donate thoughts or ideas, skills, time, energy andresponsibility to the success of development. Lack of public participation in the implementation ofdevelopment because the government lacks socialization, communication, motivation and even developmentplans are not in accordance with the wishes of the community. This study is to answer the magnitude of theEffect of Public Participation on the Effectiveness of Development Implementation in Timbukar VillageSonder Sub District of MinahasaThis research is a quantitative research that is trying to answer the magnitude of the influence of communityparticipation variable on the effectiveness variable of development implementation. Sampling in this studyis intended to obtain data or the whole of the population, a large sample of 55 respondents. Data analysistechniques use simple linear regression and Pearson Product Moment Correlation AnalysisResult of research Public participation have significant or strong influence to effectiveness of developmentimplementation, where the value of correlation coefficient (r) = 0,720 whereas coefficient of determination(r²) = 0, 5184 or 51, 84%. Abstract

The fundamental problem faced by the Farmers is the lack of interference from the Governmentin empowering the Kalipitu Village Community. Viewed from an economic perspective, the Local Potentialin the Village of Kalipitu constitutes the majority of Agriculture or crops, (nutmeg wija) such as tomatoes,vegetable onions, and corn. But the big question is, with so many plants in the Kalipitu Village it cannotempower the Community in the economic field, with this the Community is helpless and it turns out that theKalipitu Village Community only stands alone without any assistance, protection, and strength for theadvanced farmer Community to develop in technology agriculture, the lack of the Government's role in thewelfare of the Peasant Community in Kalipitu Village. this is seen from the lack of counseling, socialization, and assistance from the Government in developing the existing potential in the Kalipitu Village, there is noaction so that the community stops operating in farmer groups. The purpose of this study was to determinethe empowerment of KaliPitu Village Community in Central Tobelo District, North Halmahera Regency.This study uses a descriptive qualitative research method. Data collection techniques used are observation,interviews and data collection with documents. To see how the Community Empowerment of Kali PituVillage in the Agriculture sector in the District of Tobelo Tengah, North Halmahera Regency, VillageCommunities. Based on the results of research conducted on Kalipitu Village Community Empowerment inthe agricultural sector in Central Tobelo District, North Halmahera district, there has been no progress interms of increasing the economic income of the Village Community or in terms of empowering. This is dueto the lack of understanding and the lack of role of the Regional and Village Governments in payingattention to the Kalipitu Village Community. The suggestion is that there is a need for full attention fromthe Regional Government (Agriculture Office) and more specifically the Village Government in payingattention to the Kalipitu Village Community, in order to build coordination with the local Government.Keywords: Empowerment, Communities, Economic Development.

Abstract

Abstract: Management in tourism or so-called tourism management is a series of actions planning, organizing,mobilization, and supervision undertaken to determine and achieve the targets that have been determinedthrough the utilization of human resources and other resources in the field of tourism. The tourism sector isone of the regional development sectors and has an important role in the economy either as a source of foreignexchange or income. Siau Tagulandang Islands District Biaro has a religious tourism object that is the Statueof Jesus Blessing which is strategically located in the coastal promontory of Balirangen Village, South EastSiau District which is managed by Tourism and Culture Office of Siau Tagulandang Biaro Regency. In aneffort to manage this object is faced with various problems such as the lack of awareness will treat existingtourist sites by polluting tourist areas such as littering, this is due to the availability of waste bins that are stilllacking to be placed in some places and the road to go to the location of the statue which is still not built andbeberaa visitor facilities that are not maintained and can not be used. Therefore, the focus of this research ison the management of the object of the statue of Jesus blessing in the district of Siau Tagulandang IslandsBiaro by using descriptive research method with qualitative approach which is analyzed by using managementtheory by George R. Terry namely Planning, Organizing, Actuating and Controlling. The result of the studyshows that the management of the object of Jesus statue in the district of Siau Tagulandang Islands Biaro isstill not optimal, because there are still problems found in the actions of Organizing and Controlling. Suggestionfrom researcher to government to pay more attention to management of this tourist object seriously andresponsible in order to remain become mainstay tour of society and icon of Sitaro Islands district.Keywords: Management, Tourism, Tourist Attraction

Abstract

The communication of the Soatobaru village government in the implementation of development wasimportant among all parties involved in the village development effort, especially between the villagegovernment and the community. Dissemination of development information that has been carried out untilnow is carried out through communication media from communicators to communicants, both thosehandled by the village government and the media. In the concept of communication, a communicator hereplays a very important role, why? Because a Communicator must have good communication skills so that acommunicant can capture messages quickly and accurately. In implementing village development forvillage-scale local authority, the village government needs to carry out development stages which include;Planning, Budgeting, Implementation, Reporting, Monitoring and Monitoring. Reliable indicators areknowledgeable communicators. Abstract

Abstract: Implementation of Public Service is all services organized by public service providers as an effort to meet theneeds of service recipients and implementers of legislation. Public service is basically about the vast aspects of life. In thelife of the state, the government has the function of providing various public services required by the community. One thingthat until now is often still a problem in the relationship between the people and the government in the region is in the fieldof public services, especially in terms of the quality or quality of service government apparatus to the community.Tourism is currently being intensively incentive in the city of Manado. Lots of local and foreign tourists visiting the city ofManado. But with the level of service is said to be less than the relevant Office to make the process of tourism is not goingwell.In this research used qualitative research method, so the researcher will not specify the research only based on researchvariable, but the whole social situation examined covering aspect of place, actors and activity that interact synergistically.The result of the research shows that the lack of public service available in the Manado City Tourism Office makes thetourism process less good. With the level of human resources that have not qualified with the limitations of foreign languageskills make the tourists, especially foreign tourists feel uncomfortable. The tourism program created by the governmentitself has not been fully felt directly by the community. Abstract: Currently there is no doubt that in the era of globalization there is no doubt have demanded a lot of change, improvement and increased in various fields. If connected to the human resources needs to be an increase in the quality of labor and the ability to be able to independently and compete. Among one of the aspects relating to human resources, which must be considered by the agency is working motivation of employees (employees) is the willingness of employees to concentrate all its efforts for the agency.Motivation is increasingly important because of the leadership of the subordinates to share the work done well and directed to the goals previously set. Leadership in motivating employees should realize that humans have a willingness to work hard in the hope he will be able to meet the needs and desires of his work. In carrying out its work, the employee does not carry out all the work yourself, but sometimes it takes a good cooperation among employees in completing a job. In this case, leaders must encourage and stimulate the motion (working willingness) employee to perform a job that was his duty so that they are motivated to work as best as possible and be able to improve the productivity of their labor. It is worth noting because human labor as a man who can not be driven away, but living beings who have feelings, needs, desires and mindset alone.In improving organizational performance in a wide range of internal and external aspects, in other words Motivation determined on their relationships with the various aspects that come from individual employees themselves, as well as from outside the individual. This study found that the motivation factor, turns out to have a close relationship and significant impact on the workings of employees / educators. Abstract

Abstract: the influence of the supervision of the execution of the duties against the head of the villagehead is in fact the Act of comparing between planning with existing results. This is because between the twoof these frequent irregularities, then the task of supervision is make corrections over the irregularities.Issues that are questionable in this research is whether the Head could be influential in overseeing theimplementation of the village chief In North Halmahera Regency West Bacan Island South. Based ontheoretical studies indicate that theoretically a hypothesis of influence against the head of the supervision ofthe execution of the duties of the head of the village. The methods used in this research is quantitativemethods. The subject of this research is the apparatus of Government and society that is in the North Westwith Bacan Island Subdistrict total number of Village 8 villages. Research samples taken as many as 30people. Data collection is done using questionnaire and assisted with interview techniques. Analysistechniques that white is a linear regression analysis and correlation of product moment. Data analysisresults showed: (1) the regression coefficient of the variable head of surveillance against the execution of theduties of the head of the village is positive and real (2) coefficient of correlation and coefficient ofdetermination of the variable head of surveillance against the execution of the duties of the head of thevillage is situated on a high category. Based on these results it was concluded that the supervision of thehead of a positive and significant effect against the execution of the duties of the head of the village; Thismeans that the head of supervision is an important factor that determines the future of communitydevelopment. The conclusion left then suggested that "the execution of the duties of the head of a village indistrict of North Western bacan island still needs to have its increase, given the implementation and resultsof the programmes reached over this yet.
