Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh implementasi terhadap kebijakan bantuan  langsung tunai UMKM terhadap Pengembangan Usaha Masyarakat di Kecamatan Kawangkoan Kabupaten Minahasa. Penelitian ini adalah penelitian deskriptif dengan pendekatan kuantitatif. Di kecamatan Kawangkoan sendiri terdapat banyak sekali usaha mikro dan menengah seperti; rumah kopi, toko ole-ole, warung sembako, rumah makan dll. Semenjak adanya pandemi covid-19 pendapatan dari usaha-usaha tersebut mulai menurun bahkan ada yang sampai tutup usahanya, karena dampak pandemi itu sendiri yang memang sangat terasa terutama pada pelaku usaha mikro kecil. Itulah mengapa bantuan UMKM ini sangat di perlukan di masa pandemi saat ini, dengan bantuan tersebut pelaku usaha mikro kecil dan menengah boleh mengembangkan usahanya dan menjadikan modal untuk usaha itu. Peneliti mengunakan populasi di Kecamatan Kawangkoan dengan mengambil sampel sebanyak 30 orang. Pada penelitian ini, peneliti memakai Teknik Analisis Data dengan mengunakan teknik analis data Regresi Linear Sederhana.Kata Kunci: Implementasi, Kebijakan, Implementasi Kebijakan, UMKM, Pengembangan Usaha

Abstract

The purpose of this study is to determine how the performance of the communityempowerment program in the District of West Bolangitan, North Bolaang Mongondow Regency.The research used a qualitative approach method. The performance of the communityempowerment program is seen from the five indicators or dimensions of the performance of theempowerment program from UNICEF, namely: welfare, access, critical awareness, participation, andcontrol. The research informants were three village heads and six community members in the threeresearch villages. Data collection using interview guidelines, while the analysis technique used isinteractive model analysis.Based on the results of the study, conclusions were drawn: (1) The dimension of "welfare" isquite good; it means that community empowerment programs provide benefits/contributions to improvingcommunity welfare, but they are not optimal yet. (2) The dimension of “access” is quite good; it meansthat community empowerment programs contribute/benefit to increasing equality in access to resourcessuch as information, business skills training, ease of obtaining small business credit, but not optimal yet.(3) The dimension of “critical awareness” is quite good; it means that village community empowermentprograms can increase public awareness of the importance of improving welfare, but it is not optimal. (4)The dimension of “participation” is quite good; it means that the village community empowermentprogram can increase community participation in village institutions, and participation in villagedevelopment, but it is not optimal. (5) The “control” dimension is good enough; This means thatcommunity empowerment programs can improve the ability of rural communities to control and managetheir resources, but they are not optimal.Keywords: Community Empowerment, Empowerment Program Performance.

Abstract

Tujuan penelitian ini adalah untuk mengetahui perilaku Aparatur Sipil Negara dalampelayanan publik di Dinas Sosial Kabupaten Halmahera Barat. Penelitian menggunakan metodependekatan kualitatif. Pengumpulan data menggunakan pedoman wawancara, sedangkan teknikanalisis yang digunakan adalah analisis kualitatif model interaktif. Temuan penelitian bahwakemampuan hubungan sosial/kerja sama pegawai dalam pelayanan public cukup baik dilihat dari kerjasama antara sesama pegawai maupun kerja sama dengan pimpinan/atasan. Kualitas kerja pegawaidalam pelayanan public umumnya cukup baik dilihat dari ketelitian dan kecermatan dalam bekerjadan kualitas hasil produk layanan. Kebiasaan kerja pegawai dalam pelayanan publik umumnya cukupbaik dilihat dari kedisiplinan dalam melaksanakan pelayanan, daya tanggap atau kecepatanmenanggapi kebutuhan dan harapan masyarakat penerima pelayanan, ketepatan waktu dalammenyelesaikan pekerjaan pelayanan, dan keramahan dalam menghadapi masyarakat yang dilayani.Pengendalian diri pegawai dalam pelayanan public cukup baik dilihat dari profesionalitas dalammelakukan pekerjaan pelayanan, dan tindakan menghindari atau tidak melakukan dari perbuatantercela atau tidak baik (menerima imbalan, pungutan liar, dan lainnya) dalam melakukan pelayanan.Kata Kunci :Perilaku, Aparatur Sipil Negara, Pelayanan Publik

Abstract

The purpose of this study was to determine the effectiveness of the Micro-Scale Community Activity RestrictionPolicy (PPKM) in the spread of COVID19 in Warembungan Village. This study uses a qualitative approachwith a descriptive research model. Meanwhile, the data collection technique used in this research is throughinterview techniques with informants, observation techniques to research locations and documentationtechniques for existing research results. The theory used is the theory of Riant Nugroho (2018) regarding fiveprinciples that must be met in policy effectiveness, namely the right policy, the implementation target, the righttarget, the right environment and the right process. Based on the results of the study, it was shown that theeffectiveness of the micro-scale PPKM policy in the spread of COVID19 in Warembungan Village was carriedout well. The results related to this policy are that there is no increase in the number of COVID19 inWarembungan village, and with this policy the chaos at night has reduced. However, the implementation ofthis policy cannot be separated from the various obstacles that exist such as the presence of some people whostill do not care and are indifferent to the policies that are being implemented, the lack of socializationprovided and not far in advance, people outside Warembungan village who complain about this policy. . Thesuggestion from the researcher is that in the future the implementation of this policy needs to be socializedwell in advance and reviewed whether the target to be intervened is appropriate or not.Keywords: Effectiveness, PPKM, Covid 19

Abstract

The National Unity and Politics Agency is one of the Regional Apparatuses established based onthe Regional Regulation of North Sulawesi Province Number 6 of 2011 concerning theOrganization and Work Procedures of the Inspectorate, Regional Development PlanningAgency, Regional Technical Institutions and Other Institutions, including the Establishment ofthe National Unity and Regional Political Agency North Sulawesi Province. Efforts to increasethe effectiveness of employees at the Regional Political and National Unity Agency of NorthSulawesi Province have been carried out by utilizing existing human resources. The aim is toimprove the effective and efficient governance of the National Unity and Political Agency inorder to improve public services and also improve aspects of civil liberties and aspects of politicalrights. Abstract

This study aims to determine the relationship between the Onsite Online Service Program and CommunitySatisfaction at the Tondano Branch of the Employment Social Security Organizing Agency. This study usesa quantitative descriptive research method with Chi Square data analysis techniques or also known as ChiSquare. Existing data obtained is from the distribution of questionnaires / questionnaires to 40 respondents.Chi square analysis was carried out by testing nominal or discrete data from the output of the questionnaireand processed using the statistical analysis program IBM SPSS Version 26.0. The results of this studyindicate the relationship or relationship between variable X onsite Online Service Program and variable Y.Community satisfaction is at a moderate level (the result of the Chi Square Count) by analyzing theContingency Correlation Coefficient. This is associated with the factors that influence the level ofrelationship between the Onsite Online Service Program and Community Satisfaction. Namely, theuncertain period of the pandemic, facilities and infrastructure such as supporting technology, supportingfacilities, but also the individual capabilities of BPJSTK participants in which there is an age factor.Keywords: Onsite Online Service Program, Community Satisfaction, Chi Square Analysis

Abstract

Penelitian ini dilakukan untuk mengetahui motivasi intrinsik yang di berikan oleh Kepala Desadalam hal pembangunan Desa Penelitian ini bertujuan untuk mendeskripsikan Motivasi Intrinsik KepalaDesa Pada Penyelenggaraan Pembangunan Desa ( Suatu Studi di Desa Mondatong Kecamatan PoigarKabupaten Bolaang Mongondow). Metode Pelitian yang di gunakan yaitu metode penelitian kualitatif,Teknik Pengumpulan Data yang dilakukan dalam penelitian ini yaitu melalui wawancara, observasi dandokumentasi, Penarikan Kesimpulan dari penelitian ini yaitu, terdapat perbedaan persepsi tanggapan dariinforman penelitian yang di temukan oleh peneliti, Penelitian dilakukan untuk menjelaskan motivasi KepalaDesa Mondatong Kecamatan Poigar Kabupaten Bolaang Mongondow pada penyelenggaraan pembangunanDesa. Telaah teoritis yang dijadikan pijakan adalah konsep motovasi McClelland yaitu yang berkaitandengan Kebutuhan akan Prestasi, Kebutuhan akan Kekuasaan dan Kebutuhan akan Afiliasi.Kata kunci: Motivasi, Kepala Desa, Pembangunan
