Abstract

ABSTRACTThe purpose of this research is to know the role of the leadership of the head of thepublic service effectiveness in realizing in the district Tiomneri Lanny Jaya province of Papua.Research using qualitative methods. The informant as much research 5 persons i.e.4people Tiomneri District Clerk and 1 non-public figures. Data collection with interviewtechniques; While data analysis using interactive model analysis techniques from Miles and Hubernann.Based on the results of the research can be drawn the conclusion: (1) the role of the leadership of the headof the public service effectiveness in realizing in the district Tiomneri has done well but has not been fullestviews of a role in planning the activities of the public service, a role in the construction of the implementationof the activities of the public service, a part in the supervision of the implementation of the public service,and role in the evaluation of the implementation of the activities of the public service. (2) the effectivenessof the public service in the Office of the District of Tiomneri is already good but haven't been fullest views interms of efficient service,responsifitas service, service transparency, equality and justice get service, andaccountability services.Based on the conclusions suggested: (1) the role of the head of leadership in the public service in the Districtof Tiomneri needs to be improved both in terms of planning activities, in the construction of theimplementation activities, in supervisory activities, as well as in the evaluation of the implementation of theactivities of the public service. For that head of the need to enhance the capabilities of hissubordinate officers in the lead in the preparation of the planning, implementation, supervision, andevaluation of the implementation of the activities of the public service. (2) the effectiveness of the publicservices in the district Tiomneri of peru increased in both in terms of the efficiency ofthe service, responsifitas service, Ministry of Justice, Ministry ofthe transparency, accountability and service. Abstract

The mapalus system in implementing development in the village has begun to disappear. Andthe main cause is all because of technological developments so that the people who have started to forget themapalus culture that has been valid in the village has become a tradition in the village. The purpose of thisstudy is to find out how mapalus organizations are in implementing development in the village. This studyuses descriptive qualitative research methods. Data collection techniques used are observation, interviews anddata collection with documents. To see how the mapalus organization is carrying out development in thevillage of Kaleosan. The researcher uses three indicators, namely: Planning and setting goals, providingservices and monitoring from the government. Based on the results of this study stated that the role of thecommunity and even the mapalus organization in the village in the implementation of development in thevillage is still very lacking because the community that along with technological development has begun toforget the habits of mapalus. mapalus in development. ABSTRAKPenerapan Sistem Informasi Manajemen merupakan segala bentuk kegiatan yang dilakukan di dalaminstansi yang didalamnya memerlukan informasi. Terkait dengan penerapan sistem informasimanajemen Di Dinas Kesehatan Kabupaten Minahasa Selatan ada beberapa faktor yang dapatdilakukan untuk penerapan sistem informasi manajemen yang baik yaitu berdasarkan teori dariMurdick 2000 yang dapat dilihat dari beberapa faktor meliputi Faktor teknis, faktor operasional, danfaktor ekonomis. Penerapan sistem informasi manajemen dinas kesehatan Kabupaten MinahasaSelatan diadakan tahun 2006. Sistem Informasi Manajemen ini dilaksanakan di Dinas KesehatanKabupaten Minahasa Selatan ditunjukan untuk seluruh Puskesmas yang ada di Kabupaten MinahasaSelatan, dalam Hal ini penerapan sistem informasi Manajemen yaitu berupa pengelolaan data melalulikomputerisasi. Dalam penelitian ini bertujuan untuk mengetahui Bagaimana Penerapan SistemInformasi Manajemen Di Dinas Kesehatan Kabupaten Minahasa Selatan. Hasil penelitian yangdilakukan melalui pengumpulan data yang diperoleh melalui observasi dan wawancara. Hasilpenelitian menunjukan bahwa proses penerapan Sistem Informasi Manajemen Di Dinas Ini masihkurang optimal di sebabkan oleh keterbatasan sarana dan prasarana dalam hal ini menyangkut faktorteknis dan operasional yang masih kurang memadai juga didukung dengan keterbatasan anggaranyang masuk di dinas kesehatan yang diberikan oleh pemerintah daerah. Sebagai saran yang adaBerkaitan dengan faktor teknis, Dinas kesehatan kabupaten minahasa selatan dalam menerapkanSistem Informasi Manajemen perlu memperhatikan secara saksama dan teliti, dimana dalam halteknis sendiri sangat membawa pengaruh yang besar terhadap keberhasilan suatu penerapan SIMagar mampu bekerja secara optimal. Untuk faktor operasional sendiri dinas kesehatan kabupatenminahasa selatan, dalam menerapkan sistem informasi manajemen agar tepat sasarannya, diperlukanadanya Sumber Daya manusia yang dimaksud dengan staff atau pegawai yang memiliki keahlian dibidang komputer, yang mampu mengoperasikan komputer dalam pelaksanaan sistem informasimanajemen agar dapat diterapkan dengan baik di dinas ini. Untuk faktor ekonomi diharapkanpemerintah lebih lagi melakukan pengawasan untuk ketersedian kebutuhan sarana dan prasaranajuga kebutuhan yang lain.Kata Kunci: Penerapan, Sistem Informasi Manajemen

Abstract

abstract: Rastra program is one of the government's strategy to eradicate poverty, especially in fulfilling theneed of food for poor people which aims to help reduce the burden of Poor Household in fulfilling basic foodneeds as one of the basic rights of society. But in the implementation of this program often experience variousproblems, rastra not until channeled into the hands of RTS-PM rastra, not right target, not appropriate price,not timely, not appropriate quality. It is therefore necessary to evaluate the implementation of the program tosee if the implementation has been done successfully in accordance with the general guidelines asappropriate. Program evaluation is to measure program's achievement, that is measure the effect of aprogram on the goals to be achieved and determine the success rate of the program of the activities made andto contribute the thinking to the decision maker about a program to improve the program to come. Based onthe results of the research, the achievement of the indicator according to William Dunn is the effectiveness,efficiency, adequacy, equity, responsiveness, and accuracy as a measure of successful implementation on theperformance of the program, indicating that the implementation of distribution of Rastra Program Year 2017in Tolok 1 Village is still not running maximally.Keyword : Evaluation, Policy, Distribution, Prosperous Rice

Abstract

ABSTRACT : This study is based on the assumption of the importance of leadership behavior and employee competence in realizing the effectiveness of the organization or bureaucracy. By taking research location in the Regional Secretariat Bolaang North Mongondow, this study wanted to answer the questions: (1) the extent to which the relationship of leadership behavior with the effectiveness of the bureaucracy? and the extent to which the relationship of employee competence to the effectiveness of the bureaucracy?This study used a survey method. Subjects were civil servants in the Secretariat of the North Mongondow Bolaang area, with respondents as many as 48 people taken at random from the 72 civil servants. The main instruments used in data collection was a questionnaire / questionnaire and assisted with interview techniques. The data analysis using descriptive statistical analysis of frequency distribution / percentage, chi-square and contingency coefficient. The result showed: (1) the value of chi-square and contingency coefficient of correlation between the behavior of the leadership of the effectiveness of the bureaucracy are significant at the 99% confidence level. (2) the value of chi-square and contingency coefficient of correlation between the effectiveness of employee competence of the bureaucracy was also significant at 99% confidence level.Based on the results of the data analysis conclusion: (1) leadership behavior has a strong positive correlation and significant to the effectiveness of the bureaucracy. (2) competency employee has a close positive correlation and significant to the effectiveness of the bureaucracy. Contrary to the conclusion of the study results suggested that the quality of leadership behavior and employee competence would beenhanced to achieve maximum effectiveness of the bureaucracy.Keywords: leadership behavior, job competence, the effectiveness of the bureaucracy.

Abstract

ABSTRACT: Government personnel is an important factor in achieving the objectives ofgovernment and state. In reality there is, still encountered problems in government agencies.Problems often occur is the presence of government officials who have the quality of work is notgood, it was seen from the slow processing tasks that accumulate, the lack of discipline ofgovernment officials, as a result of service that is provided is not maximized., While the one of thegovernment's efforts to improve the quality of government personnel is by giving knowledge andguidance through education and training.The research method that I use in this study is a quantitative research methods.quantitative method is a method / research based on the philosophy of positivism that is the sciencevalid, science is built on empirical, observable, measurable, using mathematical logic and makegeneralizations above average population and sample of this research is all employees at thedistrict office Kawangkoan north numbering 30 people.Based on the analysis using Pearson product moment correlation coefficient (r) = 0.802,while the coefficient of determination (r2) = 0.64. The results showed that the correlationcoefficient between the level of education and training on the performance of government officialsby 0802, while the coefficient of determination of 64%. With this result can be explained that theincrease in the performance of the government apparatus is determined by the education andtraining by 64% while 36% is determined by factors other. be based on above results, thehypothesis put forward unacceptable that there are degrees of connection and the power ofdetermination between education and training on the performance of government officials at theDistrict Office North Kawangkoan. Furthermore, based on the significance of test results obtainedthat the value t = 7108 at significance level (α) = 0.05 with degrees of freedom (df) = n -2 = 28,then the table = 1.701. From the data obtained that thitung greater than table where thitung 7.108˃ 1,701. then H0 and H1 a reject. thing this proves that there is significant influence betweeneducation and training on the performance of government officials at the District Office NorthKawangkoan.of research results on North District office Kawangkoan that education andtraining programs have a very strong influence on the improvement of the performance of thegovernment apparatus, the more often a government apparatus to follow the education andtraining programs, the performance of the apparatus will also increase.Keywords: education and training, government officials Performance

Abstract

ABSTARCT: The authority of leadership village leader as Hukum Tua in Minahasa Regency, is head the legal community unity which has borders authorized to regulate and manage the affairs of government, the interests of the local community by community initiatives, the right of origin, and / or traditional rights are recognized and respected in the system of government of the Republic of Indonesia. Good Governance be a good idea in order to improve the quality of public services that the village government organized jointly between the Hukum Tua, BPD, community organizations and the public with the principles of transparency and accountability. Therefore, this study aims to determine the role of the Hukum Tua in realizing the transparency and accountability of development in the village of East Lembean drag troughs District of Minahasa.The research proves that the role of the Hukum Tua in realizing the principle of transparency in village drag troughs are good, because the ability to convey information and financial development programs are often delivered village itself directly to the community and village, in meetings or in the event of joy and sorrow. Communication patterns often hold a general meeting every three (3) months and provide information boards so people can determine the extent of the activities that have and have not done. The principle of accountability also good because the Hukum Tua in delivering accountability of the duties and obligations is delivered directly to the public through a loudspeaker as well as the accountability report (LPJ) be submitted in writing to the BPD, Head and forwarded to the Regent Minahasa, in determining the commitment to the process of delivering LPJ BPD and there is conformity with the vision and mission of the village government.The method used in this study is a qualitative study with 32 informants. It can be concluded that the role of Hukum Tua villages Seretan troughs in accountable is the transparency to stakeholders received good appreciation by almost all members of the Rural Colusion Organization receives accountability report Hukum Tua. Considered appropriate for a person of honor calls Ukung Tu'a is Tu'a in walak. Abstrakperan adalah aspek dinamis kedudukan(status). Apabila seseorang melaksanakan hakdan kewajiban sesuai dengan kedudukanyamaka ia menjalankan suatu peranan. Setiaporang memiliki macam-macam peran yangberasal dari pola-pola pergaulan hidup.transparansi adalah keterbukaan pemerintahdalam memberikan informasi yang terkaitdengan aktifitas pengelolaan sumber dayapublik kepada pihak yang membutuhkan,Sehingga keterbukaan pemerintah khususnyakepala desa dalam hal pengelolaan keuanganmerupakan kepuasan tersendiri bagimasyarakat. Penelitian ini merupakanpendalaman mengenai bagaimana perankepala desa dalam mewujudkan transparansipengelolaan keuangan Desa Lalue KecamatanEssang Kabupaten Kepulauan Talaud. Metodeyang digunakan adalah penelitian kualitatifdimana peneliti mendeskripsikan data darihasil pengamatan, wawancara dan studidokumen. Peneiltian ini utuk menilai adanyarasa tanggung jawab, kepastian akan sasarandan tujuan serta kejelasan mengenaipelaksanaan tugas. Berdasarkan hasilpenelitian mengenai peran kepala desa dalammewujudkan transparansi pengelolaankeuangan di desa lalue ternyata terungkapbahwa peran yang dilakukan sudah baik,meski masih ada beberapa orang masyarakatyang mengganggap bahwa belum sesuaidengan harapan mereka. Kepala desa jugamemberikan pengakuan bahwa didalamlingkup pemerintah desa lalue masih memilikikelemahan dalam hal kemampuan sumberdaya manusia dari tiap perangkat desa yangmenyebabkan ketidakpuasan dari masyarakatterhadap pelayanan yang diberikan. Jadi,Peran dari kepala desa dalam mewujudkantransparansi pengelolaan keuangan dalam hal,adanya rasa tanggung jawab, kepastian akansasaran dan tujuan dan kejelasan mengenaipelaksanaan tugas telah sesuai denganharapan masyarakat akan tetapi tetap perluada pembaruan peningkatan kinerja,kecakapan, kehandalan dan sinkronisasidalam melakukan pekerjaan.Kata kunci : Peran, Transparansi, PengelolaanKeungan

Abstract

This study is about the administration of the service of issuing permits for fishing in the marine and fisheriesservice of North Sulawesi Province. Public service regulations that are still scattered in the number ofregulation that are sectoral, making public services in Indonesia are in a conditional that is not yetmanageable. In other words the community has not received the excellent service that was their hope. Inorder to know the quality of service that is felt significantly by consumers, there are indicators of consumersatisfaction measures that lie in the five dimensions of service quality. 1). Tangibles : Service quality in thefrom of physical facilities, offices, computerized administration, waiting room, information places. 2).Reliability : The ability and reliability to provide trusted service. 3). Responsivess : The ability to help andprovide services quickly and accurately, as well as being responsive to consumer desires. 4). Assurance :The ability and friendliness as well as the courtesy of employees in convincing consumer trust. 5). Emphaty: Firm but attentive attitude of employees toward consumers. In this study the authors used a qualitativeapproach with descriptive analysis techniques, in this study primary data were obtained from interview andcould also be from the result of questionnaires, while secondary data were obtained from documents fromeither the relevant agencies or other relevant agencies. The result have not been able to optimally meet theneeds of the service user community. Researchers provide advice on this is about these five aspects : 1).Tangibles aspects : updating both the quality and quantity of facilities or infrastructure available at themaritime and fisheries service office in North Sulawesi Province. 2). Reliability aspects : Strive for theability and reliability of officers to the provide services by attending training, both internal and external. 3).Responsiveness aspects : Every service officer or apparatus at the North Sulawesi Province’s Office ofmaritime affairs and fisheries must try to increase understanding quickly and precisely on what is theproblem of service needs desired by the community. 4). Assurance aspects : each service officer mustimprove attitudes towards all citizens who need service. 5).
