Abstract

Trotoar di Koridor Jalan R. Suprapto mengalami permasalahan fungsi. Trotoar selayaknya dimanfaatkan untuk berjalan kaki, namun terdapat kegiatan lain seperti parkir sepeda dan kendaraan bermotor, transit dan pembongkaran barang serta beberapa toko menggelar barang dagangannya. Kondisi tersebut mengakibatkan lebar ruang trotoar menjadi berkurang untuk pejalan kaki yang akan melintas. Tujuan penelitian ini adalah untuk memberikan penilaian terhadap kualitas keamanan dan kenyamanan trotoar di koridor Jalan R. Suprapto. Metode penelitian ini adalah metode deskriptif dengan menggunakan pendekatan kuantitatif. Pengumpulan data yang dilakukan melalui survey dan kuesioner. Analisis yang dilakukan yaitu analisis karakteristik dan aktivitas pejalan kaki, analisis kondisi trotoar yang didasarkan pada persepsi pedestrian menggunakan IPA dan analisis kualitas fisik trotoar menggunakan pendekatan PEQI. Hasil dari penelitian ini menjelaskan bahwa kondisi fisik trotoar di Koridor Jalan R. Suprapto sudah cukup baik dalam memberikan pelayanan keamanan untuk segmen barat dan timur, namun belum optimal dalam memberikan pelayanan kenyamanan bagi pejalan kaki. Tempat sampah adalah variabel yang begitu signifikan dan menjadi prioritas penting dalam rangka peningkatan kenyamanan trotoar di segmen barat, sedangkan keberadaan tempat sampah dan bollard juga menjadi variabel yang sangat signifikan dan menjadi prioritas penting dalam rangka peningkatan kenyamanan trotoar di segmen timur. Kualitas trotoar di segmen barat dan segmen timur memiliki kriteria sebagai trotoar yang bisa diterima oleh pedestrian.

Abstract

The smart city concept aims to help the people by enhancing information to the community or institutions to carry out activities or anticipate unexpected events to manage resources more efficiently ultimately. Within the smart city field, the Technopolis sub-concept aims for developing a safe and comfortable city life technology supported by accessible, fast, smooth, and productive city management. This project is expected to provide main activities of trade and services, creative and high technology industries, tourism, and transportation. The case study of Gedebage district was chosen because of its power as a fast-growing economic potential by optimizing existing potential, both in the form of physical possibility, resources, and cooperation between the government and the private sector. This type of research is field research, which uses the object of research regarding a symptom or event in community groups. Therefore, this research can also be a case study with a descriptive-quantitative approach. Quantitative analysis shows an actual sign, can be studied epistemologically, and the research that will be carried out aims to find explanations between indicators.  Based on the findings of the analysis and research, it has been determined that the implementation of Bandung city government policies has a significant effect on community participation in planning the Gedebage Sub-region as the new city center of Bandung through the concept of technopolis.

Abstract

Investment is a trigger for increasing the economic potential of a region. Land value is an indicator that not only reflects it, but also shows its development prospects. Government applies variety instruments of land use to improve the attractiveness of an area, especially for commercial activities. This study aims to formulate the Land Value Capture model as an innovation for financing the infrastructure development as well as for generating public revenues. Pekalongan City Center, which is located around the railway station, is an economic magnet that contains several advantages for Transit Oriented Development application. This research examines the determinant variables through Multiple Linear Regression. The model shows the significance of each influencing factor to raise land value. The study finds LVC tools that possibly applied. Discussion regarding the lack of financial capacity on government side while developable land is predominated owned by public institution vis-à-vis the needs for involving private investors to optimize the economic potential for new development is interested to understand about the differences between theoretical and practical point of view.

Abstract

The land use pattern and infrastructure investment serve as tools that can be utilized to create opportunities for increasing land economic value. This research aims to formulate the Land Value Capture (LVC) model as a non-governmental financing source that can be used to finance the development of the Pekalongan City Station area with the concept of Transit-Oriented Development (TOD). The analytical tools used include descriptive and literature studies, as well as SWOT analysis. The research area is focused on 3 (three) areas that may be ready for LVC implementation, namely 1) the Hoegeng Stadium area, 2) the former Sri Ratu area, shops on the east side, and 3) shops on the east side of the station. LVC instruments that can be applied in this area include land value taxes, joint development, land readjustment using diversification strategies. Abstract

This research examines the involvement of the community in creating and managing neighbourhood parks in Perumnas Mojosongo residential area, Surakarta, Indonesia, with the risk of transgression. The neighbourhood parks were undeveloped until residents intervened in these government land without legal permission. This research aims to explore the motives for intervening in these sites and the processes that drive the success of self-organised actions by local residents. It expands on previous studies by examining a different setting: spaces intended for public facilities in a planned residential area. The research began with a quantitative strand to select two sites that function properly as neighbourhood parks as the cases. The selection phase analysed the characteristics of the neighbourhood parks using frequency statistics by assessing the sites' condition from participant observation and official documents. Then, a multiple case study utilised semi-structured interviews to retrieve experiences from 16 key informants, residents with first-hand experiences regarding both parks’ development. The research concludes that residents' proximity to government-owned land motivates them to initiate park development, even on a small scale, when the government neglects the land. However, the legitimacy of their actions is only quasi-legitimate, as they lack formal permission from the government to utilise the land. Instead, their actions are supported by verbal permission, the perception of dispute resolution as a permit, or even the assumption of government funding as a form of approval. Social recognition from neighbourhood associations becomes a determinant of the safety of their actions.

Abstract

Penerapan Land Value Capture (LVC) di Free Trade Zone (FTZ) Dompak terhambat oleh peraturan LVC belum tersedia di Indonesia. Belajar dari pengalaman internasional yang disesuaikan dengan kondisi FTZ Dompak saat ini yang masih dalam tahap pembangunan, penerapan LVC perlu didukung melalui peraturan, kebijakan, dan kelembagaan dari segi kesesuaian rencana tata ruang, dukungan pengadaan lahan, maupun kerjasama pemerintah dan badan usaha (KPBU). Oleh karena itu penelitian ini bertujuan untuk mengkaji kebijakan, peraturan, kelembagaan yang mendukung penerapan LVC di FTZ Dompak. Penelitian ini menggunakan metode kualitatif. Data yang digunakan berupa data wawancara dan telaah dokumen kebijakan peraturan. Analisis yang digunakan berupa analisis isi terarah. Hasil penelitian ini menunjukan bahwa: 1) Rencana pengembangan kawasan FTZ Dompak telah terintegrasi dengan rencana tata ruang, hal tersebut dapat memberi jaminan bagi investor dalam berinvestasi; 2) BP tidak leluasa dalam mengelola aset dikarenakan belum memperoleh Hak Pengelolaan Lahan (HPL); 3) Meskipun saat ini belum ada keterlibatan badan usaha dalam pembangunan infrastruktur, FTZ Dompak telah menunjukan kelayakan secara finansial dan kesiapan dalam menerapkan skema Kerjasama Pembiayaan Badan Usaha (KPBU) khususnya pada kawasan prioritas Blok F (Industry Halal).

Abstract

The purpose of this study is to identify the condition of stakeholders in the Dompak Free Trade Zone who have their own institutional patterns and government ways of working that have the opportunity to support the implementation of Land Value Capture. This study was conducted with a qualitative approach through descriptive analysis, namely reviewing government regulatory documents relevant to the condition of the study area and then relating it to the application of Land Value Capture and take a questionnaire with stakeholders. Data collection techniques were carried out through literature study, document review, and questionary.The results of this study resulted in the grouping of each stakeholder into four categories namely key players, context setters, subjects, and crowds which were reviewed through six stages of stakeholder analysis. These results indicate a strong potential for implementing Land Value Capture where institutional regulations have supported the utilization of assets owned by local authorities. However, in its implementation, it still has to consider assets owned by local authorities and regulations that bind local government institutions to collaborate with each other in developing a land value capture-based Dompak Free Trade Zone.

Abstract

Segregation and migration are urbanization phenomena that are visible in settlements. Motivation to move in or move out which is influenced by socio-economic characteristics is the main factor that changes the neighborhood pattern. This research aims to explain the segregation which is driven by socio-economic transformation and migration in a historic kampong that has ethnic, racial and religious diversity in the city center. Entropy index analysis is used to calculate the level of segregation, while migration motivations and residence preferences that form clusters are explored through interviews. Field observations were carried out to map segregation patterns. The study results show that segregation is influenced by social and economic factors, not religion, race or ethnicity. The afluent young generation tends to separate between working place and living home, but their ancestors loved to live and work in the same place as social contact is worth to them. Social value changes from generation to generation. The low-income migrants show differently. They are clustering due to their origin. Social contact with the community is much more important and makes them secured.

Abstract

Aset negara memiliki peran penting dalam mendukung fungsi pemerintahan dan pelayanan publik, namun banyak di antaranya belum dimanfaatkan secara optimal. Di antaranya, Gedung Keuangan Negara (GKN) Semarang I, yang juga sebagai bangunan cagar budaya di pusat Kota Semarang, menunjukkan indikasi penggunaan yang belum mencapai tingkat tertinggi dan terbaik (underutilized). Penelitian ini bertujuan untuk menguji potensi optimalisasi penggunaan GKN Semarang I sebagai aset negara dengan menggunakan pendekatan Highest and Best Use (HBU). Analisis HBU mengidentifikasi penggunaan paling menguntungkan dan kompetitif dari suatu properti, sehingga dapat meminimalkan kegagalan pengembangan pasar dan mendukung keberhasilan penataan kota. Hasil penelitian menunjukkan bahwa meskipun saat ini digunakan sebagai gedung perkantoran pemerintah, aset ini memiliki potensi tertinggi dan terbaik untuk pengembangan sebagai kawasan mixed use yang mencakup ruang pamer atau galeri seni, kios UMKM, dan food court. Rekomendasi ini sejalan dengan potensi komersial kawasan pusat kota dan arah pembangunan kota yang mendorong integrasi fungsi ekonomi, sosial, dan pariwisata.
