Abstract

The present study aims to assess the impact of the green campus score indicator on the development of sports infrastructure at Universitas Papua, Manokwari. The assessment method for implementing a green campus using UI GreenMetric as the criteria met the specified score standard. The analysis findings indicated that the implementation is adequate, following the green campus indicator analysis on the UNIPA Campus's sports center infrastructure. There are only a few indicators that need to be improved in constructing a sports center, such as managing and monitoring development implementation, the use of environmentally friendly tools, managing and monitoring the impacts caused by development activities, and the campus providing regular budgets. In addition, other indicators are thought to have been well field implemented. Based on these findings, a strategy for environmental structuring and green campus infrastructure is required for the UNIPA campus sports center infrastructure. The strategy emphasizes the importance of paying attention to potential threats that may arise as a result of construction, such as environmental damage, the emergence of new residential clusters that do not follow the UNIPA campus, and the emergence of new residential clusters that do not follow the UNIPA campus

Abstract

Penelitian ini bertujuan untuk menilai peran dan fungsi kelembagaan masyarakat yang terlibat dalam program-program PS yang sudah dan atau sedang dijalankan di Kabupaten Manokwari. Pendekatan metode yang digunakan yakni metode studi kasus, yang mana sebagai kasus dalam penelitian ini adalah peran dan fungsi anggota kelompok dalam pengembangan program PS. Responden yang diwawancarai dalam penelitian ini terdiri dari responden kunci adalah setiap ketua kelompok dalam lembaga dan pendamping kegiatan dari instansi terkait. Hasil penelitian menunjukkan bahwa terdapat tiga kelompok kebun rakyat di tiga lokasi yang berbeda yaitu: kelompok Ofoncu Efeina (Kelurahan Amban), Udopi (Kampung Masepi) dan Sarina (Kampung Sarina). Penggunaan areal untuk membangun areal pembibitan dilakukan pada hak milik anggota kelompok. Keterlibatan stakeholder sangat berperan dalam mendukung realisasi kegiatan PS yang cukup efektif. Hasil evaluasi kelembagaan masyarakat yang melaksanakan program PS pembuatan kebun bibit rakyat di Kabupaten Manokwari dinilai sangat lemah dan mengahadapi tantangan besar namun disisi lain peluang dari luar sangat besar jika kelembagaan masyarakat dapat ditata dan dikembangkan.

Abstract

Kebijakan IPHHK di Kabupaten Sarmi dilaksanakan sesuai Peraturan Gubernur Papua Nomor 18 Tahun 2010, dan belum sepenuhnya berjalan sesuai dengan harapan yang termuat dalam kebijakan. Termuat 10 Bab, 19 Pasal dan (59) Ayat di dalam Peraturan Gubernur ini yang harus dilaksanakan oleh pemegang Izin. 10 (sepuluh) Bab yang termuat adalah Ketentunan Umum, Permohonan IPHHK, Penilaian Permohonan dan Pemberian Izin, Penatausahaan Hasil Hutan, Kewajiban dan Larangan, Pembinaan dan Pengawasan, Hapusnya Izin, Sanksi, dan Ketentuan Penutup. Hasil skoring implementasi IPHHK oleh masyarakat adat pemegang izin di Kabupaten Sarmi berada pada skor nilai rata-rata 2,37, artinya implementasi IPHHK berjalan buruk. Manfaat ekonomi dari Implementasi IPHHK terhadap masyarakat adat pemegang izin di Kabupaten Sarmi berada pada skor nilai rata-rata 2,31, artinya manfaat ekonomi yang diterima masyarakat adat pemegang izin adalah buruk. Berdasarkan nilai harapan dan nilai persepsi/implementasi dari kebijakan IPHHK dan manfaat ekonomi dari kebijakan IPHHK, maka ditemukanlah nilai kesenjangan. Nilai kesenjangan dari implementasi kebijakan IPHHK adalah 2,39, artinya adalah implementasi kebijakan IPHHK belum berhasil sesuai dengan rencana. Kesenjangan terbesar terjadi pada pelaksanaan kewajiban dan larangan (2,94), dan kesenjangan terkecil terjadi pada pelaksanaan permohonan IPHHK (1,93). Sedangkan untuk manfaat ekonomi, nilai kesenjangannya adalah 1,89, artinya adalah belum terdapat manfaat ekonomi dari implementasi kebijakan IPHHK terhadap masyarakat adat pemegang izin di Kabupaten Sarmi. Terdapat hubungan (korelasi) antara implementasi kebijakan IPHHK dan manfaat ekonomi yang diterima oleh masyarakat adat pemegang izin di Kabupaten Sarmi. Hal ini terlihat dari hasil uji koefisien kontigensi antara ke dua variable dengan nilai C = 0,0627.

Abstract

Mangrove forest is a vegetation that grows in the estuary beaches and who has the function of ecological, biological, economic and social culture, but now its existence has been degraded by the use of a less appropriate or changing function. Research on the structure of mangrove forest vegetation in the Wasti Bay Sowi IV Manokwari District of Southern District Manokwari conducted in April 2018 with the aim to determine the structure of mangrove forest vegetation and utilization. The method used in this research is the approach of ecological (biological) and anthropological approach. From the analysis of vegetation, found as many as 8 species of mangrove plants. Rhizophora apiculata is the dominant species on the level of a tree with a Density Value of 784.66 Individuals/Ha with an Important Value Index (IVI) 50.06 followed Rhizophora mucronata with a Density Value of 770.34 Individuals/Ha with the Important Value Index (IVI) 41.01. At the level of belta Rhizophora mucronata is the dominant species with a Density Value of 385.66 Individuals/Ha with the Important Value Index (IVI) 45.13 then Rhizophora apiculata with a Density Value of 263.33 Individuals/Ha with the Important Value Index (IVI) 40.22. At the seedling stage Rhizophora mucronata a dominant species with a Density Value of 760.00 Individuals/Ha with the Important Value Index (IVI) 45.42 and Rhizophora apiculata had Density Value of 681.66 Individuals/Ha with the Important Value Index (IVI) 41.04. Based on interviews of 8 mangrove species found in the observation plot, 3 species used as building material, 6 species as a source of firewood, 3 species as drugs and 5 species for other purposes.

Abstract

West Papua Province with total burned area of 8.211 Ha covering 2.792 Ha of peatland and 5.429 Ha non-peatland area. The impact of these fires are a very thick smog for a few days. The event was supported by El Nino phenomenon, in some regions, there has been a decreasing of rainfall which causes a prolonged dry season (forest and land fire). The Ministry of Environment and Forestry (KLHK) through the Center of Climate Change and Forest and Land Fire (BPPIKHL) for Maluku and Papua acting as Technical Implementation Unit (UPT) in the region, increasing the activities for forest and land fire prevention. Considering the 4 provinces work area with limited personnel, it is necessary to study the implementation of forest and land fire prevention activities. The study aims to examine the activities of forest and land fire prevention carried out by the Government, particularly BPPIKHL for Maluku and Papua in West Papua Province in relation to decreasing forest and land fires. In accordance to the studied problems, the approaching which used in this study is quantitative qualitative approach. The prioritized policy is the implementation of prevention in the site level. BPPIKHL for Maluku and Papua has carried out the activities well and effectively directly to the site level through prevention activities, which decreas the hotspots.

Abstract

Changes in forest management policies by applying the Self-Assesment system, and online SI-PUHH are expected to affect the realization of PNBP for West Papua Province. How the PNBP Trends after implementing the policy in West Papua Province is a problem that will be answerd through this research. The study aims to determine trends and forecasting of PNBP Forestry Sector after the implementation of online self-assessment and SI-PUHH policies in West Papua Province. The realization of PNBP of West Papua Province originating from PSDH and DR during 2010 – 2018 shows an increasing trend even in certain years of decline. Fluctuations occur as a result of the enforcement of the self-assessment and SI-PUHH Online policies which often experience changes, especially the use of certain applications that are erquired.

Abstract

This study aims to analyze the contribution of agricultural sector to Gross Domestic Product (GDP), employment, and economic growth, analyze/calculate the amount of income inequality that happened, and analyze/identify the role of the agricultural sector towards the income distribution in districts/cities and economic growth in West Papua Province. This research was conducted in the province of West Papua by collecting data at BPS-Statistics Indonesia, Regional Planning Agency, Department of Agriculture of West Papua Province and other relevant technical agencies. The data required consist of GDP by sector of each district/city in West Papua Province by constant price, the total population by district / city, the percentage of the population aged over 15 years who worked under major employment field, and various other secondary data and some from the results of previous studies. The period of analysis in this study is 2000 to 2012. Data processing will be done with the help of software such as Microsoft Excel 2010, and SPSS. The analysis showed that the agricultural sector has a considerable contribution in the regional economy of West Papua province which accounted for an average of 37,96 percent per year of the total GDP. The result of analysis shows that income inequality has occurred in districts/cities in West Papua Province, one of which is caused by the agricultural sector. There is an increasing in the inequality index when the agricultural GDP is omitted. Inequality index with agricultural GDP is included is in the range of 0,20 and when agricultural GDP is eliminated the inequality index increases to about 0,40. In other words, the agricultural sector has a significant role in reducing income inequality in districts/cities and is also able to increase the economic growth of West Papua Province. The result of a positive correlation (0.928) is present between the share of agricultural GDP and employment, the decreasing of the share of agricultural GDP was accompanied by the decreasing of agricultural employment. On the other hand, the relationship between the share of agricultural GDP and economic growth rate is negative (-0.659) or the opposite direction relationship.
