Abstract

After the economic reform in 1978, China experienced a rapid economic growth. The open door policy adopted on economic reforms succeeded in attracting many foreign investors in the sector of manufacture. Along with its status as a new power of the world economy, China is also ambitious to become the largest maritime power. The Indian Ocean is a strategic area to strengthen China's steps to support economic needs and become a maritime power. To achieve strategic interests in the Indian Ocean Region, China joins as an IORA partner. China’s effort to dominate at the IORA is not only to recruiting rival countries, but also to built strategic partnerships with the countries in the Indian Ocean region. Besides Pakistan and Myanmar, China has also established strategic partnerships with Iran, Bangladesh and Sri Lanka. For strategic partner, China is seen as an alliance in strengthening politics in their country and is a supplier of military weapons and technology with affordable prices. This paper will explain the China's interests in the IORA and China's position compared to other IORA member, and also China's strategy. The results obtained shows that China has the potential to become a maritime power at the IORA.

Abstract

This study aims to reveal the implementation of Islamic Community development based on the empowerment of Natural Resources (NA) assets in Ponggok Village, Polanharjo, Klaten. This research on the development of an Islamic Community based on the empowerment of Natural Resources (NA) assets was carried out using a qualitative approach with the type of field research with data collection techniques using interview, observation, and documentation techniques. The results showed that the development of an Islamic Community based on asset empowerment in Ponggok Village, Polanharjo, Klaten was carried out by; (1) Exploring the natural potential of Ponggok Village which is used as a tourist attraction for Umbul Ponggok, (2) Development of the Umbul Ponggok tourist area through BUMDes Tirta Mandiri, and (3) Marketing strategy of the Umbul Ponggok tourist area through social media. The current achievements obtained by Ponggok Village in developing the potential of natural resources cannot be separated from the cooperation of the village government, the tourism office, and residents to boost the standard of living of the people in it and improve the quality of better tourism through the development of natural resource potential. Suggestions for further researchers to conduct research in Ponggok Village with other studies, In addition, to conduct research related to the development of natural resources in other areas.

Abstract

Regional Regulation Number 10 of 2021 on the Protection and Fulfillment of the Rights of Persons with Disabilities in Kudus City is a hope for the realization of an inclusive city. The number of people with disabilities in Kudus City reaches 0.5% of the total population of Kudus. Still, data in the field reveal that implementing the Disability Regional Regulation in Kudus faces significant implementation barriers. This study examines legal reforms that can be carried out by focusing on complementing the shortcomings of previous studies, which more often portrayed the success of the implementation of the Regional Regulation and disregarded the aspects of obstacles and barriers in the implementation process. In addition, this study analyzes the failure of implementing the Disability Regional Regulation and the factors causing it. The design of this study is qualitative, where data collection was performed through interviews, online sources, and reports. The leading theory used in this study is the implementation of policies from George C. Edward III. The findings of this study stated that four variables must be re-evaluated in implementing the Disability Regional Regulation in Kudus, including communication, resources, disposition, and bureaucratic structure. The results of this study include a recommendation for the regional government to promptly enact the Regent Regulation (Perbup) so that the goals of protecting and fulfilling the rights of persons with disabilities can be achieved without further delay.

Abstract

Disaster diplomacy, the strategic use of humanitarian aid and disaster relief to strengthen diplomatic relations, emerged as a crucial element in international politics, particularly in the aftermath of natural disasters. This study delved into the specific case of the 2023 earthquake, focusing on the role of Indonesian non-state actors in fostering diplomatic ties through collaborative governance. Employing a descriptive qualitative methodology, the research explored the partnership between the Indonesian government and prominent non-state organizations, Muhammadiyah and Nahdlatul Ulama (NU), in executing disaster diplomacy. It revealed that Indonesia’s diplomatic relations with Turkey experienced significant enhancement due to their joint efforts in disaster management and humanitarian aid. The study identified three core elements structuring this collaborative governance: system context, driving force, and collaboration dynamics. It underscored the active involvement of Muhammadiyah and NU, analyzing how their respective disaster management centers – Muhammadiyah Disaster Management Center (MDMC) and Nahdlatul Ulama Disaster Management and Climate Change Institute (LPBINU) – played pivotal roles. Their contribution not only improved the efficiency and volume of humanitarian aid distribution but also expedited the evacuation processes. The findings contribute to understanding the complex dynamics of disaster diplomacy and the influential role of non-state actors in enhancing international relations through collaborative governance in crises.

Abstract

Based on the report from the Intergovernmental Panel on Climate Change (IPCC) in 2013, over the last century, there has been an acceleration of global warming due to the increase in greenhouse gas (GHG) emissions in the atmosphere. This condition is exacerbated by the exploitation of natural resources. The expansion of capital power massively exploits the environment for profit while ignoring social aspects. This paper aims to identify how environmental movements respond to government policies related to global warming issues. Employing a descriptive qualitative methodology, the research explored the role of Wahana Lingkungan Hidup (WALHI) as an environmental movement in responding to government policies through advocacy, campaigns, research, and education. The study identified that WALHI conducts advocacy in coastal areas and small islands concerning the impacts of climate change and the RZWP3K policy, which threatens environmental sustainability in coastal areas.

Abstract

Terrorism activities are no longer carried out traditionally, but have adopted a more modern way by utilizing information technology. Terror groups have even launched recruitment and fundraising processes for terrorist activities through electronic media. This paper aims to identify how ISIS uses cyberspace to carry out its acts of terrorism and how global initiatives are to tackle cyberterrorism. This study used a qualitative descriptive approach. This research data was obtained based on a literature review sourced from previous research in the form of journals, books and other scientific works that are relevant to the topic of discussion. The result of this paper is ISIS uses cyberspace for several purposes, including propaganda dissemination, global recruitment, fundraising, publication, attack planning, and other activities to increase its existence. To fights against international terrorism requires counter-terrorism that based on partnership between all levels of governments, communities and the private sectors. In a globalised, interdependent world, our multilateral, regional and bilateral partnerships have proven critical to achieving global security and counter-terrorism objectives. As a commitment to global cyber security, the United Nations builds technical capacity and prepares guidelines for member countries to anticipate crimes in cyberspace, including cyberterrorism.

Abstract

Controversy of Sharia Law Against LGBT in Brunei Darussalam . This paper aims to discuss the application of sharia law in Brunei Darussalam, especially in sharia law for LGBT people. What about the effect of the stricter application of sharia law if applied in Brunei Darussalam. The aim of implementing Sharia law in Brunei Darussalam. Darussalam is none other than the teachings of Islam in Brunei Darussalam that have become stronger than before as a country that has always been devoted to Allah. Even though in its application, Brunei Darussalam has received harsh criticism from the world for the application of sharia law that is enforced in its country, however, criminal law hard and sharia law continues to be implemented after being postponed and finally implemented on April 3, 2019. This article uses a case study approach and analysis with qualitative methods. russlam continues to be implemented even though it has generated a lot of controversy from outside, especially regarding the stoning of adultery and LGBT perpetrators, especially from the United Nations, enforcement of this law violates human rights. The background to the adoption of sharia law is nothing more than strengthening the quality of the involvement of Muslims in Brunei Darussalam which is only for Allah.

Abstract

The Strategic Trade Policy of China in Sub-Saharan Africa Countries. In the past decade, Sub-Saharan Africa has been transformed into the 'rising continent'. The growth of the Sub-Saharan economy averages 6%. Some countries in Sub-Saharan are included in the most developed countries in the world. Economic growth, abundant natural resources, and a large population become the potential of Sub-Sahara to become a main trading partner for China as a global economic power. To enhance trade cooperation, China formed a Forum on China-Africa Cooperation (FOCAC). Through this forum, China offers a new development model, namely the Beijing consensus by prioritizing the principle of non-interference. This research aimes to find out the strategic trade policy of China to enhance economic benefits from multilateral cooperation. This research applies descriptive qualitative research method with the strategic trade policy as the research analytical framework. This research finds that China applies some of strategic trade policy in Sub Sahara Africa : sectoral targets, Special Economic Zones (SEZs), liberation of foreign investation, and export subsidies.Keywords: FOCAC Strategic Trade Policy (STP), Sub-Sahara Afrika
