Abstract

This research aims to examine and propose justice-oriented reforms to strengthen legal protections for Land Deed Officials (PPAT) in Indonesia, focusing on the gaps and limitations in existing regulations such as Government Regulation No. 24 of 1997 and subsequent amendments. The study addresses the challenges faced by Land Deed Officials, including criminalization, professional risks, and inadequate procedural safeguards, and aligns the proposed reforms with the foundational principles of Pancasila. The research employs a juridical-sociological methodology, combining doctrinal analysis and field data collection through interviews and questionnaires with Land Deed Officials and related stakeholders. Comparative legal analysis is also conducted, referencing practices in jurisdictions such as the Netherlands, France, and the United States, to derive best practices for enhancing legal protections. Key findings indicate that current regulations lack explicit provisions to shield Land Deed Officials from liability for actions performed in good faith, fail to provide mechanisms for compensation in cases of wrongful accusations, and do not empower supervisory bodies such as the Supervisory and Advisory Board (MPPD) with adequate authority. The study further reveals that the integration of digital tools like electronic signatures and blockchain can improve procedural efficiency but requires comprehensive training and robust legal frameworks. The study concludes that justice-oriented reforms should incorporate explicit protections for Land Deed Officials, including immunity for lawful actions, professional liability insurance, and enhanced supervisory powers for Supervisory and Advisory Board. These reforms must align with Pancasila principles to ensure fairness, legal certainty, and human dignity. By addressing these systemic gaps, the proposed framework aims to bolster public trust, protect Land Deed Officials, and enhance the integrity of Indonesia’s land administration system, fostering equitable and transparent land title transfer processes.

Abstract

Jalan merupakan prasarana yang memiliki peranan penting dalam kemajuan pelayanan barang dan jasa serta menghubungkan daerah lainnya untuk meningkatkan kebutuhan masyarakat. Pada ruas Jalan Rangko–Terang (STA 12+00 s/d STA 22+00) yang berada di Kabupaten Manggarai Barat sebagai jalan kolektor primer yang memiliki kecepatan 40 km/jam memiliki kondisi eksisting yang memprihatinkan. Penyempitan badan jalan akibat pertumbuhan vegetasi, serta permukaan jalan yang dipenuhi lumpur dan bebatuan. Selain itu, perancangan geometrik jalan yang dilakukan secara manual atau dengan pengukuran langsung memerlukan biaya yang besar serta waktu yang cukup lama. Sehingga diperlukan perancangan ulang menggunakan Civil 3D guna menghasilkan desain yang lebih efisien. Penelitian ini bertujuan untuk merencanakan kembali bentuk geometrik jalan pada ruas Jalan Rangko–Terang menggunakan Civil 3D dan dianalisis menggunakan model-model matematis. Perencanaan terdiri dari perencanaan alinyemen horizontal, vertikal dan galian timbunan. Penelitian ini mengacu pada ketentuan Bina Marga, yaitu Standar Perencanaan Geometrik Jalan antar Kota Tahun 1997. Data yang digunakan yaitu data citra satelit berupa koordinat dan elevasi (XYZ) yang diperoleh dari Google Earth, kemudian diolah menggunakan Global Mapper untuk mendapatkan peta topografi kemudian dirancang dalam Civil 3D. Hasil analisis dalam perancangan ini, yaitu: Alinyemen horizontal sebanyak 34 tikungan, terdiri dari 7 tikungan FC dan 27 tikungan SCS. Alinyemen vertikal sebanyak 60 tikungan, terdiri dari 31 tikungan vertikal cekung dan 29 tikunganvertikalcembung. Jarak pandangbebasberdasarkanjarakpandanghenti (JPH) yaitu 40 meter, jarak pandang menyalip (JPM) yaitu 212 meter. Volume galian (cut volume) yang diperoleh adalah 352.707,110 m³, sedangkan volume timbunan (fill volume) sebesar 65.825,560 m³. Selisih antara volume galian dan timbunan adalah 286.881,550 m³. Dengan memanfaatkan teknologi Civil 3D, perencanaan ini dapat dilakukan secara lebih efisien serta menghemat waktu dan biaya.

Abstract

Rewarangga Selatan Village is mostly located in hilly areas. The transfer of land use to settlements will of course disrupt the stability of the existing slopes. Therefore, education and assistance are needed in the form of training and technical guidance on proper slope management so that stability is maintained. The training in this service activity aims to: equip the community with knowledge about the potential for landslide-prone slopes, provide alternative efforts to mitigate community-based landslide disasters and make people aware of environmental sustainability in slope areas. The training was carried out using lecture, demonstration and direct mentoring methods. The lectures were used to convey the concepts of: (a) introduction to landslides, (b) geographic information on potential landslides in the South Rewarangga Village, and (c) community-based landslide disaster mitigation using vegetative methods. Furthermore, there was a demonstration by the service team as resource persons, namely by providing an example of planting vetiver grass for mitigation of landslides at the service location. The results of the implementation of service activities show that the success of the target number of training participants (100%), the achievement of the training objectives (80%), the achievement of the planned material targets (90%), and the ability of participants in mastering the material (75%).
