Abstract

Empowerment is a process to create the strength or ability of a person or some people. Taking into account this phenomenon, the empowerment of the apparatus is a strategic choice to increase the capacity and competence of the apparatus to support the performance of employees in the Katingan Regency Regional Secretariat. The author uses descriptive research with qualitative analysis methods. The results of the study on Empowerment through Education and training both in the Administrative, Technical and Leadership Fields have brought better changes, namely, not only the increased ability of the apparatus but also can improve the attitudes and behavior of the apparatus to improve performance. This is indicated by the increase in apparatuses which have training legality, both in the field of general administration, technical areas and in the field of leadership. Education provided is undoubtedly essential for employees to improve their performance so that with this education and training employees can work professionally. Empowerment carried out through employee mutations has reduced employee saturation in carrying out their duties and at the same time provides new experiences and increases employee competence in carrying out their duties. Empowerment carried out through the granting of authority and responsibility turns out to encourage employee motivation to improve performance, because in giving power is based on rationality consideration so that it can foster employee motivation to be more responsible for delegated work

Abstract

In the rapidly evolving digital landscape, university students increasingly confront ethical violations on social media platforms, ranging from privacy breaches to cyberbullying and misinformation. This study investigates how students in Banggai Regency, Indonesia, perceive and respond to unethical content encountered online. Employing a qualitative descriptive approach, data were collected through in depth interviews and digital observations with active social media users across multiple platforms. Thematic analysis guided by Miles and Huberman’s model revealed that students employ a combination of cognitive appraisal and avoidance strategies, including skipping, unfollowing, reporting, blocking, and content filtering, to navigate unethical digital environments. Findings highlight the role of psychological resilience, digital literacy, peer norms, and platform design in shaping student behaviors. Furthermore, student led initiatives such as digital ethics campaigns and peer fact checking groups emerged as critical interventions promoting responsible digital engagement. These insights underscore the transformative potential of youth agency in fostering ethical online cultures. The study contributes to the broader discourse on digital citizenship by emphasizing the need for integrated digital ethics education and collaborative policy interventions.

Abstract

This study offers a thorough summary of the state of research in the area of local government finance by conducting a systematic literature review. Drawing on 25 years of pertinent publications in the subject of public budgeting and finance, the study addresses a variety of topics, such as capital budgeting, budgeting and budget reform, intergovernmental finance, financial management, and alternative service delivery. Scopus was used to gather the data, and 580 articles were deemed suitable for additional examination. The data were analyzed using Bibliometric approach. The analysis highlights China, the United States, and the United Kingdom as dominant contributors, with a strong focus on topics such as fiscal decentralization, local government finance, and governance efficiency. The author collaboration network reveals fragmented clusters, with limited interconnections among researchers, emphasizing the need for broader global and interdisciplinary collaborations. Additionally, the findings underscore the growing importance of emerging themes such as sustainability, digital governance, and AI-driven fiscal management, which remain underexplored. Geographical imbalances in research output further highlight the need for greater representation from underrepresented regions, including Africa, South America, and parts of Asia. Policymakers and practitioners who want to keep up with the most recent advancements and industry best practices in local government finance will also benefit from it.

Abstract

Political polarization represents a critical challenge for modern democracies, influencing political discourse, weakening institutional stability, and eroding civic trust. This review synthesizes key drivers, consequences, and global variations to provide an integrated understanding of its impact on democratic governance. Literature was systematically retrieved from Scopus, Web of Science, and Google Scholar using keywords such as political polarization, affective polarization, partisan hostility, and democratic resilience. Studies were included if they addressed causes, consequences, or mitigation strategies within democratic contexts. The review synthesizes findings across quantitative, qualitative, and experimental research traditions. Findings show that polarization is fueled by the interaction of social media, populist rhetoric, and cultural identity conflicts, which collectively intensify both affective and ideological divisions. Consequences include reduced institutional effectiveness, weakened democratic norms, declining public trust, and heightened extremism. Comparative analysis reveals that advanced democracies tend to face ideologically rooted polarization, while developing democracies are more affected by identity-based and socio-economic divisions. Despite contextual differences, polarization consistently weakens democratic resilience and erodes social cohesion. The discussion connects these findings to theories of democracy, highlights systemic factors such as inequality and weak representation, and considers policy responses including institutional reform, civic education, and media regulation. Future research is recommended to adopt interdisciplinary, comparative, and longitudinal approaches. This review contributes a unique synthesis of interdisciplinary and cross-regional insights, underscoring the urgency of addressing polarization to safeguard democratic systems in an increasingly fragmented environment.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kemampuan masyarakat Desa Mandiri Peduli Gambut dalam memasarkan produk berbasis lahan gambut melalui strategi pemasaran digital yang sederhana dan mudah diterapkan. Kegiatan dilaksanakan pada 19–20 November 2025 di Hotel Neo Palangka Raya, Room Bahaur Lantai 1, dengan jumlah peserta sebanyak 40 orang yang sebagian besar belum familiar dengan pemasaran digital. Metode yang digunakan berupa pendekatan partisipatif dan praktik langsung melalui penyampaian materi perencanaan pemasaran digital, penggunaan media sosial untuk promosi, teknik pengambilan foto produk menggunakan telepon seluler, penulisan kalimat promosi yang informatif, serta simulasi unggahan pada platform digital. Hasil kegiatan menunjukkan bahwa 85,0 persen peserta mampu mengambil foto produk secara mandiri, 75,0 persen mampu menulis kalimat promosi sederhana, 70,0 persen berhasil melakukan unggahan promosi melalui media sosial, dan 80,0 persen peserta menunjukkan peningkatan kepercayaan diri dalam memasarkan produk secara daring. Pendampingan praktik secara langsung terbukti efektif dalam membantu peserta mengatasi hambatan literasi digital. Secara keseluruhan, kegiatan ini memberikan dampak positif terhadap kesiapan masyarakat dalam memanfaatkan teknologi digital sebagai sarana penguatan ekonomi keluarga dan pemasaran produk lokal lahan gambut.
