Abstract

Road preservation plays an important role in maintaining transportation connectivity and supporting socioeconomic activities in urban areas. The recurring damage to Merbabu Road in Sukabumi City indicates that infrastructure management requires not only technical interventions but also effective collaborative governance among stakeholders. This study aims to analyze the implementation of collaborative governance in the preservation of Merbabu Road using the collaborative governance framework of Ansell and Gash, focusing on stakeholder engagement, shared motivation, and capacity for joint action. A qualitative approach was employed through interviews, observation, and documentation, with informants selected using snowball sampling. Data were analyzed using the interactive model of Miles and Huberman, consisting of data condensation, data presentation, and conclusion drawing. The findings show that collaborative governance has been formally established through stakeholder involvement in planning, implementation, and monitoring activities. However, the collaboration has not yet been fully effective due to limited inter-agency coordination, budget constraints, fragmented information systems, delayed responses to community reports, and inadequate technical capacity. These limitations contribute to recurring road damage and hinder the sustainability of road preservation efforts. The study concludes that strengthening coordination, institutional capacity, information integration, and responsiveness to community participation is essential to improve the effectiveness and sustainability of road preservation in Sukabumi City.

Abstract

This study was motivated by several problems identified in the delivery of healthcare services at Tipar Community Health Center, Citamiang District, Sukabumi City. The study aimed to analyze service quality based on five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. This study employed a qualitative approach with a descriptive method. Data were collected through semi-structured interviews, overt and covert observations, and documentation. Informants were selected using purposive and snowball sampling techniques, with five key informants initially chosen through purposive sampling. The results showed that the tangible dimension had not been effectively implemented because the available facilities, infrastructure, and service environment did not fully support patients’ needs. The reliability dimension was considered good, particularly in terms of the accuracy and ability of healthcare personnel to provide services in accordance with established procedures. The responsiveness dimension was categorized as fairly good, although the speed of responding to patients’ needs and complaints still required improvement. The assurance dimension was also considered fairly good because healthcare personnel were able to provide patients with a sense of security, certainty, and trust, although its consistency remained suboptimal. Meanwhile, the empathy dimension was fairly good, as reflected in the personnel’s friendliness, attentiveness, and willingness to understand patients’ needs. These findings indicate that the main strength of the service lies in the reliability of healthcare personnel, while its primary weaknesses concern physical facilities, response speed, and service consistency. Therefore, the quality of healthcare services at Tipar Community Health Center has not yet reached an optimal level. Improvements are particularly required in service facilities, responsiveness, assurance consistency, and individualized attention to patients to create more effective, comfortable, and community-oriented healthcare services.

Abstract

Waste management has become a critical environmental issue in many regions, including Sukabumi City. To address this challenge, the Sukabumi City Environmental Agency (DLH) implemented the Sukabumi Main Waste Bank Program (SAMMI) as an effort to reduce waste volume directly at its source. This study was motivated by various challenges in the management of the SAMMI Program that affect its implementation effectiveness. The objective of this research is to analyze the effectiveness of the SAMMI Program in reducing waste in Sukabumi City using Nugroho’s Effectiveness Theory which encompasses five dimensions: policy accuracy, implementation accuracy, target accuracy, environmental accuracy, and process accuracy. This study employed a descriptive qualitative method, with data collected through interviews, observations, and documentation. The findings indicate that, in terms of implementation effectiveness, the SAMMI Program is supported by relevant policies, community involvement, and a waste savings system. Stakeholders perceive the program as beneficial in increasing community participation and awareness of waste sorting. However, measurable environmental outcomes remain limited, as city-level waste generation continued to increase. The program’s effectiveness has not been fully optimized due to limited waste processing facilities. Strengthening operational facilities, enhancing public education, and expanding partnerships are necessary to improve the program’s effectiveness and sustainability.

Abstract

This study analyzes the collaborative governance process in handling neglected children in Sukabumi City from 2022 to 2024. The number of neglected children recorded during this period shows a concerning trend, with an average of only about 22% successfully handled. Using a descriptive qualitative method based on Ansell and Gash's (2007) collaborative governance model which consists of four dimensions: starting conditions, institutional design, facilitative leadership, and collaborative process data were collected through in-depth interviews with five key informant groups: the Department of Social Affairs (Dinas Sosial), Satpol PP (Civil Service Police Unit), DP2KBP3A, LKSA Ummi Kulsum, and IPSM (Community Social Workers Association). The findings indicate that the collaborative governance process has not functioned effectively. The four dimensions mutually reinforce weaknesses in a recurring cycle: unequal starting conditions, suboptimal facilitative leadership, inadequate institutional design, and a reactive collaborative process. The main constraints include the absence of an official decree establishing an interagency integrated team, the lack of a regular coordination forum, differing incentives among stakeholders, and a complaint-based service system. This study recommends the immediate issuance of an official decree establishing an interagency integrated team and the formation of a regular coordination forum to strengthen multi-stakeholder collaboration.

Abstract

Kasus Demam Berdarah Dengue (DBD) di Kota Sukabumi terus berfluktuasi dan cenderung meningkat, dengan jumlah tertinggi mencapai 1.631 kasus pada tahun 2024, jauh melebihi target nasional. Studi ini bertujuan untuk menganalisis peningkatan kapasitas Dinas Kesehatan Kota Sukabumi dalam upaya pencegahan DBD. Dengan menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data, observasi, wawancara mendalam, dan dokumentasi, penelitian ini menganalisis data melalui kondensasi, presentasi, dan verifikasi. Teori peningkatan kapasitas Grindle (1997) digunakan sebagai analisis kerangka melalui tiga dimensi: pengembangan sumber daya manusia, penguatan organisasi, dan reformasi kelembagaan. Hasil penelitian menunjukkan bahwa peningkatan kapasitas Dinas Kesehatan Kota Sukabumi belum optimal. Pada dimensi SDM, setiap puskesmas hanya memiliki satu petugas DBD P2 dan satu kader pemantauan jentik per RW, dengan pelatihan entomologi terbatas pada 2-3 orang. Dimensi penguatan organisasi penanganan ketergantungan pada logistik RDT Demam berdarah tingkat provinsi dan fasilitas pemeriksaan yang terbatas. Dimensi reformasi kelembagaan menunjukkan bahwa koordinasi lintas sektor masih bersifat internal dan informal, sementara partisipasi masyarakat dalam pemberantasan sarang nyamuk bersifat reaktif. Kesimpulannya, peningkatan kapasitas Dinas Kesehatan Kota Sukabumi masih terbatas dan memerlukan penguatan secara simultan pada dimensi ketiga tersebut, terutama penambahan SDM, kemandirian logistik, dan penguatan koordinasi lintas sektor.

Abstract

The high frequency of hydrometeorological disasters in Sukabumi City makes collaborative governance among actors a fundamental necessity in disaster mitigation. Although mitigation efforts have been supported by formal regulations and institutional frameworks, the effectiveness of their implementation is strongly influenced by the quality of collaborative governance established among stakeholders. This study aims to analyze collaborative governance in hydrometeorological disaster mitigation in Sukabumi City using the Ansell and Gash (2007) model, encompassing starting conditions, institutional design, facilitative leadership, and collaborative process. A descriptive qualitative approach was employed through in-depth interviews, observation, and document study, involving BPBD, Bappeda, Dinas Sosial, Dinas PUPR, KNPI, and PWI Sukabumi City as informants. The findings indicate that collaborative governance has been established through multi-stakeholder engagement, the formation of the Disaster Risk Reduction Forum (FPRB), and the Disaster-Resilient Village program. However, collaboration remains constrained by the unrenewed legal basis of the FPRB, the absence of standardized cross-institutional operational guidelines, dependence on particular leadership figures, and suboptimal information sharing among stakeholders. This study concludes that collaborative governance in Sukabumi City has been formed but has not yet reached an optimal level, thus requiring strengthened institutional frameworks, regulations, and coordination mechanisms to ensure consistent and sustainable collaboration.

Abstract

This study aims to measure the level of optimization of the implementation of Citizen-Centric Services in Public Service Malls managed by the Sukabumi City Investment and One-Stop Integrated Services Office based on the perception of the public as service users. The research uses a quantitative descriptive method. Data was collected through the distribution of questionnaires to 100 respondents using incidental sampling techniques. The research instrument was compiled based on the dimensions of Carlson and Schwarz's service quality. Data analysis was carried out using a one-sample t-test with the help of the SPSS application. The results of the study show that the implementation of Citizen-Centric Services in the Sukabumi City Public Service Mall is in the optimal category. This is shown by an average value of 102.46 with a significance value of 0.001 < 0.05. The dimensions of convenience, justice, and security received the highest assessment from the community because services were considered more accessible, transparent, and non-discriminatory. However, the reliability dimension still needs to be improved, especially related to the timeliness of services and public understanding of digital services. This study concludes that the implementation of Citizen-Centric Services has contributed positively to improving the quality of public services in the Sukabumi City Public Service Mall. The findings are expected to be evaluated to improve the quality of community-oriented public services and as a reference for further studies related to the implementation of citizen-centered public services.

Abstract

Local tax services still face several challenges, including inefficient procedures, limited service access, and low public awareness and compliance in paying taxes. These conditions encouraged the Regional Revenue Agency of Sukabumi Regency to introduce an innovation through the Integrated Public Application Management System Program (SMART BAPENDA) as part of the Tax and Levy Payment Awareness Movement through Integrated Public Services (GEBYAR SIPENYU). This study aims to analyze the implementation of the SMART BAPENDA Program at the Regional Revenue Agency of Sukabumi Regency in 2024–2025 using the policy implementation theory of Van Meter and Van Horn (1975). The research uses a qualitative descriptive method. Data were collected through observation, interviews, and documentation, with informants selected using snowball sampling involving leaders, policy implementers, and community members. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of SMART BAPENDA is fairly effective, particularly in terms of clear policy standards and objectives, relatively good inter-organizational communication, and the commitment and discipline of policy implementers. The program improves access to tax services, enhances time and cost efficiency, and increases public awareness of local tax obligations. However, the implementation has not been fully optimal due to limited resources, especially budget constraints, technological system capacity, and gaps in public digital literacy. In conclusion, although SMART BAPENDA is fairly effective, strengthening resources and improving community digital literacy are necessary for more optimal implementation.

Abstract

Study aims to evaluate the Sukabumi City Pelita Market Revitalization Program. The main focus is to understand the revitalization program, its implementation, and its impact on both traders and the local public. Evaluation steps include identifying program successes, challenges faced, and responses to feedback from various stakeholders. Research methods involve descriptive qualitative analysis using techniques such as interviews, observations, and documentation. Informants include the Head of the Sukabumi City Trade Service, PT. Fortunindo Artha Perkasa, and Pelita Market traders. Data is analyzed through reduction, presentation, and drawing conclusions. Research results show the effectiveness of related programs in enhancing the number of traders, sales turnover, and quality of market facilities, although there are diverse views from stakeholders. Efficiency in resource utilization, particularly in technology and optimal budget management, is a primary focus, although challenges in budget management and engagement with third-party parties remain. Adequate support for merchants, including facilities and training, is essential, along with attention to temporary access paths and additional support needs. Economic alignment in the market is crucial, but concerns regarding costs and accessibility persist. Responsibility for addressing trader and public feedback is important for sustainable repair, including market cleanliness and safety. The accuracy of the revitalization program must align with the needs of local traders, society, and aspirational goals, with room for increased responsibility and sustainability in the program, hoping for the involvement of all parties concerned.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are a very important sector and make a great contribution to realizing regional economic development. MSMEs are small business initiatives established by the community. MSMEs help economic growth, increase job opportunities, reduce unemployment, create new jobs, increase the country's foreign exchange, and support regional development. This study aims to discover the Role of the Cooperatives, Small and Medium Enterprises Office in empowering MSMEs in Sukabumi Regency. The method used in this study uses a descriptive qualitative research method. The researcher used the Gede Diva Theory, 2009, to examine the role of the government as a facilitator, regulator, and catalyst. The study results show that the Cooperatives, Small and Medium Enterprises Office has carried out its role to the maximum as a facilitator, regulator, and catalyst.
